Com. P. Abhimanyu, GS and Com. Animesh Mitra, Vice President (CHQ), held two separate discussions with Shri Anupam Shirvastava, CMD BSNL and Ms. Sujata T. Ray, Director (HR) today. They held serious discussions with regards to the non-settlement of the outstanding issues of the Non-Executives. The representatives pointed out that recently BSNL Management has effected promotions to a large number of Executives, which has created an anxiety in the minds of the Non-Executives, that the Management shows interests only in the settlement of the issues of the Executives and that the issues of the Non-Executives are being ignored. In today’s meeting, the Union representatives told the CMD BSNL and Director (HR) that the Management should take immediate action to settle the issues of the Non-Executives which do not have any financial implication at all, or very minimal financial implication. Both the CMD BSNL and the Director (HR) listened to the presentation attentively. Both of them have assured that these issues would be sorted out without delay.

Issues with no financial implication.
It was pointed out that the Sr.TOAs, who had already been promoted under OTBP, were down-graded from 7100-100-10100 to 6550-185-9325 pay scale, when they opted for NEPP. This has created serious loss to those employees. BSNLEU is demanding that this issue should be settled without further delay.
At present, 10th Std. qualification is a must for appearing in the TT LDCE. In some backward circles like Assam, NE-I, NE-II, J&K, etc., Telecom Technician posts, under 50% LDCE quota, are lying vacant, since candidates with 10th Std. qualification are not available. BSNLEU is demanding that one time relaxation should be given to the non 10th Std. officials to appear in the TT LDCE.
Out of the 1,800 candidates who appeared in the JE LICE held on 28.01.2018, only 111 candidates were qualified. Totally, 9,185 JE vacancies are existing throughout the country. BSNLEU is demanding that relaxation should be given to the candidates of the JE LICE held on 28.01.2018, as was given for the DR TTA exam held in 2008.
Issues with minimal financial implication.
As per the agreement reached between BSNLEU and the Management, the eligible Non-Executives should be given promotion in E-1 pay scale. This is approved by the Management Committee, however the BSNL Board has so far not approved this. BSNLEU is demanding that this issue should be settled expeditiously.
To mitigate the wage loss of the DR TTAs, appointed between 01.01.2007 and 06.05.2010, BSNL has granted one extra increment. However, this one extra increment is not considered for the Non-Executives, who were appointed during the same period, under Compassionate Ground and Sports quota. BSNLEU has been pressing to grant one extra increment to the left out Non-Executives also. This issue is also approved by the Management Committee, but not yet approved by the BSNL Board. BSNLEU is demanding that this issue should also be settled soon.
