Notification for holding the BSNL Working Women's Coordination Committee meeting at New Delhi.

It has already been intimated that a meeting of the BSNL Working Women's Coordination Committee, would be held at New Delhi on 05-11-2017. The Convenor of the BSNL WWCC has issued the formal notification for this meeting. BSNL WWCC members may kindly note that the venue for the meeting is Hotel Dakha International, Karol Bagh, New Delhi-1. The staying accommodation for the Committee members is also arranged in the same place for 4th and 5th November, 2017.

BSNLEU once again writes to the GM(Estt.), demanding to issue the notification for holding the JE LICE under 50% quota.

BSNLEU is continuously insisting upon the Corporate Management to hold the JE LICE under 50% quota. As a result of this, the Corporate Office has already conveyed it's approval for holding the exam. However, the requisite notification for holding the exam, is not yet issued by the Corporate Office. BSNLEU has already taken up the issue with the GM(Estt) of the Corporate Office. Once again, BSNLEU had written to the GM(Estt.) to issue the notification without further delay.

BSNLEU writes to those unions and associations, which have not signed the agitation notice, requesting them to join the struggle.

Major unions and associations have served a notice on 11-10-2017, to the Secretary, DoT and the CMD BSNL, for launching agitational programme, including a two day strike, on the issues of 3rd Pay Revision and Subsidiary Tower Company. However, some unions and associations have not signed this notice for the agitation. This is due to the fact that, those unions and associations are not parties to the decisions taken in the all union/association meetings, held on 26.09.2017 & 04.10.2017. At the same time, it is a must that all those unions and associations are also brought into the struggle, to ensure a total success. Hence, BSNLEU, being the Major Recognised Union of BSNL, has taken the initiative in this regard. BSNLEU has written to all the unions and associations which have not signed the notice for the agitation, requesting them to join the struggle. We hereunder reproduce a copy of one of the letters for the information of our comrades.

Declaration of the WFTU - TUI meeting held at Kolkata.

The World Federation of Trade Unions (WFTU) and the ten Trade Union Internationals affiliated to it, held a two day meeting at Kolkata on 09th and 10th October, 2017. The meeting conducted detailed discussions on the attacks being carried out on the working class in various countries, and also the struggles being organised to defeat those attacks. At the end of the discussions, the meeting has passed the following declaration.

All Unions and Associations of BSNL serve notice for agitation.

As per the decisions taken in the meeting held at New Delhi on 04-10-2017, the All Unions and Associations of BSNL have served notice today, to the Secretary, DoT and CMD BSNL, for conducting agitational programme on the issues of Wage Revision and Subsidiary Tower Company. All circle and district secretaries are requested to seriously mobilise the employees, for making the struggles successful.

BSNLEU writes to the other unions and associations for united action on PLI issue.

The BSNL Management has already been insisted for payment of this year’s PLI. The issue is already discussed twice with the CMD BSNL. However, the Management has so far not taken any decision for payment of PLI. At a time when unity of all unions and associations is achieved, BSNLEU very much wants a united action programme to be conducted on the PLI issue. Hence, BSNLEU has written to the major unions and associations for united action.

BSNLEU seeks formal meeting with the Director (HR) to discuss long pending HR issues.

BSNLEU has sought an informal meeting with the Director (HR), to discuss the following long pending HR issues. These issues remain unresolved even after discussion on a number of times with the Director (HR), GM (Estt.), as well as in the National Council. These issues are:- 1) HR issues lying pending in the BSNL Board.

2) Down gradation of the pay scale of Sr.TOAs from Rs.7100-200-10100 to Rs.6550-185-9325.

3) Non-implementation of the Hon'ble Supreme Court order on recovery of over payment

.4) Inordinate delay in the settlement of pay aberration of seniors due to point to point conversion of CDA scale to IDA scale as on 01.10.2000.

5) Wrongful implementation of NEPP ? Request for necessary correction.

Committee to decide quantum of monthly contribution towards Benevolent Fund ? BSNLEU demands inclusion of representatives of Recognised Unions and associations for taking collective decision.

The Restructuring Branch of the Corporate Office has sent it?s proposal for monthly contribution of Rs.500/-, Rs.600/-, Rs.700/- and Rs.800/-, to be made by the Non-Executives, towards the Benevolent Fund. This amount is exorbitant. Earlier, BSNLEU had suggested monthly contribution of Rs.30/- from each Non-Executive. Hence, BSNLEU has written to the GM (Restg.), demanding to include representatives of the Recognised Unions and associations in the ?Committee?, so that a collective decision could be arrived at.

The Corporate Office intends to hold online examinations for Telecom Technician LDCE and Junior Engineer LDCE. This has been conveyed by the GM(Rectt.&Tng.). Hence, BSNLEU has written to the GM(Rectt.&Tng.) strongly opposing online exam for Telecom Technician LDCE and Junior Engineer LDCE.

BSNLEU writes to the Director(HR), demanding settlement of the transfer problem faced by the TTAs, as well as the JTO promoted TTAs.

BSNLEU has long been taking up settlement of the transfer cases of the TTAs posted in North Eastern circles. Bottle neck is created now, on the TTAs becoming JTOs. BSNLEU has written to the Director(HR), suggesting a way out, as well as demanding immediate settlement of the transfer cases.

BSNLEU demands the Corporate Office to enhance the Child Adoption Leave from 135 days to 180 days.

The Department of Personnel & Training,  vide it’s OM No.13018/4/2004-Estt.(L) dated 31-03-2006 has granted Child Adoption Leave for 135 days to female government servants for adoption of a child upto the age of one year, on the lines of Maternity Leave admissible to natural mothers. After implementation of the 6th Central Pay Commission recommendations, the Maternity Leave was enhanced from 135 days to 180 days. Subsequently, the DoP&T has enhanced the Child Adoption Leave also from 135 days to 180 days. However, BSNL has so far not implemented this. CHQ has written to the Corporate Office, demanding implementation of the DoP&T order for the enhancement of the Child Adoption Leave.

General Secretaries of BSNLEU and NFTE demand withdrawal of victimisations imposed on associations of the Executives.

Com. P. Abhimanyu, GS, BSNLEU and com. Chandeswar Singh, GS, NFTE, met shri Anupam Shrivastava, CMD BSNL today, and demanded withdrawal of victimisations imposed in the leaders of the associations of the Executives. They pointed out that imposition of the wage cut for demonstration and dharna is not acceptable. They also demanded withdrawal of the disciplinary action initiated against the leaders of the Executives to restore normalcy in BSNL, so that the Executives, together with the Non-Executives can single mindedly concentrate in the revival of BSNL. The CMD BSNL told that the request of BSNLEU and NFTE would be looked into.

Forum writes to the Prime Minister of India.

Forum of BSNL unions and associations has written a detailed letter to the Prime Minister of India, responding to the letter of the Prime Minister’s Office, addressed to the Secretary, DoT, calling for report on the implementation of the Niti Aayog's report, for the closure / transfer to states / status, etc., of BSNL and ITI. The unions and associations of BSNL have to chalk out agitational programme without delay, against the covert moves being made by the Niti Aayog and the Government of India, for the disinvestment through strategic sale / privatisation / closure of BSNL, which is being seriously contemplated by the Niti Aayog and the Government of India.

BSNLEU writes to the Director (HR) demanding expeditious decision on the review of the JAO LICE results.

BSNLEU has demanded review of the results of the JAO LICE held on 17th July, 2016. Management formed an internal committee to conduct the review. The committee has already submitted it’s report. However, a final call on the review is yet to be taken by the Management. BSNLEU has written to the Director (HR) demanding expeditious decision on this issue.

BSNLEU writes to the Director (HR), demanding implementation of the Hon'ble CAT, Chandigarh Bench, on deputing qualified JAO candidates for training.

The qualified candidates of the JAO LICE, held on 17.07.2016, belonging to Haryana circle are not yet sent for training. Judgement of the Hon’ble CAT, Chandigarh Bench, delivered on 28.11.2016, is yet to be implemented by Haryana circle. BSNLEU has written to the Director (HR), demanding expeditious implementation of the court verdict.
