A massive gathering marked the beginning of the 3 day Relay Hunger Strike at BSNL Corporate Office, demanding implementation of the assurances given by the Hon'ble Minister of State for Communications. Com.Suresh Kumar, GS, BSNL MS, presided over the hunger strike. It was addressed by Com.P.Abhimanyu,GS, BSNLEU, Com.Chandeswar Singh,GS, NFTE BSNL, Com.K.Sebastin, GS, SNEA, Com.Prahlad Rai, GS, AIBSNLEA, Com.Swapan Chakraborty, Dy.GS, BSNLEU, Com. Sheshadri, Dy.GS, NFTE BSNL, Com.Sivakumar, President, AIBSNLEA, Com.Rajamouli, Treasurer, NFTE BSNL, Com. Samad, Dy.GS, TEPU and Com.Rashid Khan, AGS, TEPU addressed the Relay Hunger Strike.
As per reports being received from the circles, the Non-Executives and Executives of BSNL have responded in a spirited manner, to the call of the AUAB for conducting the 3 day Hunger Strike, demanding implementation of the assurances given by the Hon'ble MoS (C), on the issues of Wage Revision, Pension Revision, Allotment of 4G spectrum and calculation of the Pension Contribution on the actual basic pay. CHQ calls on the circle and district unions to carry out the call effectively, for the remaining 2 days also.
The All Unions and Associations of BSNL (AUAB) has called on the BSNL employees to organise a powerful 3 day Relay Hunger Strike, starting from tomorrow. The circle and district secretaries of BSNLEU are requested to organise the Relay Hunger Strike effectively, with massive participation of the employee, by making necessary coordination with the other constituents of the AUAB. BSNL will be allotted 4G spectrum, as per the terms and conditions submitted to the government, by the BSNL Management.
The General Secretary and Dy.General Secretary, who met the Director (HR) today, drew her attention to the ongoing agitational programme in Kerala circle. The representatives pointed out that the key issues of the struggle are related to improvement of the quality of BSNL’s services in Kerala circle. The representatives regretted that the Union has to launch agitation for the improvement of BSNL’s services. They also drew the attention of the Director (HR) to another important issue of the struggle, viz., re-engagement of the retrenched contract workers. It was pointed out that the retrenched contract workers could be re-engaged in a gainful manner, both for the Company, as well as for the workers. BSNLEU has already written to the CMD BSNL on this issue. The Director (HR) assured that needful action would be taken on this issue.
The General Secretary and Dy.General Secretary, who met Shri A.M. Gupta, GM(SR) today, urged upon him for the early conducting of the Standing Committee meeting. The representatives pointed out that it is already more than a month since the 36th meeting of the National Council was held, and told him a review of the implementation of the decisions taken in the meeting has become due. The GM (SR) assured that the meeting would be conducted early.
Severe criticism and protest have come against the action of the Jammu & Kashmir government (which is under the governor’s rule) for appointing Aseem Sawhney, advocate, as the Additional Advocate General of the State. This is because, Aseem Sawhney had appeared as the lawyer of the accused persons earlier, in the gang rape and murder of the 8 year old Asifa Bano at Kathua. It may be remembered that two BJP Ministers had also participated in the rally, supporting the criminals who committed the rape and murder of Asifa Bano.
A meeting of BSNLEU’s members of the Wage Revision Committee is held at New Delhi today. Elaborate discussions took place with regards to the construction of the new pay scales. The main aspect of the discussions is to avoid the stagnation problem. The proposals finalised in today’s meeting will be placed for discussion in the meeting of the Wage Revision Committee members of BSNLEU and NFTE, to be held on 03.08.2018. Finalising the new pay scales is one of the important tasks of the Joint Committee on Wage Revision. BSNLEU is taking all out efforts to complete this task at the earliest.
BSNLEU heartily congratulates the entire BSNL employees, their unions and associations. Yes comrades. We are nearing the achievement of the impossible. 3rd Pay Revision Committee said that BSNL employees are not eligible for Wage Revision w.e.f 01-01-2017. The Union Cabinet also approved it. The DoT issued letter on 21-02-2018, stating that BSNL employees are not eligible for Wage Revision and it's pensioners are not eligible for Pension Revision. Still, our consistent struggles, efforts and wise strategies have started giving results. The one day strike on 27-07-2017, two days strike on 12th & 13th December, 2017, the massive March to Sanchar Bhawan on 23-02-2018, submission of memorandums to around 200 MPs, and numerous other struggles have made the Wage Revision of BSNL employees a reality today. Yes comrades, the negotiations for the settlement of Wage Revision of the Non-Executives is starting today. Still we have a long way to go to complete the Wage Revision. Still, the commencement of the Wage Revision itself is a great achievement. We have done it. Our unity and united struggles have made it possible. Congratulations to all.
After completion of today’s Joint Committee meeting, the Staff Side members of the Committee, met and discussed about the strategy to be adopted, for finalising the wage settlement within the shortest possible time. It was unanimously decided that, both the Recognised Unions should work in close coordination to finalise the wage settlement within the shortest possible time, and with the maximum benefits to the employees. The various aspects connected with the construction of the new pay scales are discussed in this meeting. It is decided that, both the Recognised Unions should hand over a joint proposal to the Management, on the new pay scales, in the next meeting of the Joint Committee, to be held on 09.08.2018. To finalise this proposal, a meeting of the Staff Side members will be held at 10:00 AM on 03.08.2018, at NFTE’s office.
The AUAB has already called on the BSNL employees, to organise a 3 day Relay Hunger Strike on 24th, 25th & 26th July, 2018, demanding immediate implementation of the assurances given by the Hon’ble Minister of State for Communications, in the meeting held on 24.02.2018. This issue was discussed in the meeting held between the leaders of BSNLEU and NFTE today. It was decided to powerfully organise this 3 day Relay Hunger Strike at the BSNL Corporate Office, by making maximum mobilisation.
As has already been intimated, the AUAB is organising a 3 day Relay Hunger Strike on 24th, 25th & 26th July, 2018. This country wide programme is being organised, demanding immediate implementation of the assurances given by the Hon’ble Minister of State for Communications, to the AUAB leaders on 24.02.2018, with regards to 3rd Pay Revision, Pension Revision, allotment of 4G spectrum to BSNL and Pension Contribution by BSNL as per government rule. CHQ calls upon all the circle and district secretaries to take the initiative to organise this programme in the most successful manner. Since this is a 3 day programme, sufficient efforts should be taken, in coordination with the other constituents of the AUAB, to muster sufficient strength on all the 3 days of the Relay Hunger Strike.
Inflation at wholesale level has reached a 4 year high. This is according to the official data released by the government last Monday. The real upward push in the wholesale inflation has taken place in the crude petroleum and natural gas segments. It is interesting to note that, internationally, the price of crude oil fell steeply, after the present government came to power in May, 2015. However, in India, the price of petrol and diesel kept on rising due to the frequent and huge taxes imposed by the government on petrol and diesel.

BSNLEU is glad to inform that the negotiation for Wage Revision of the Non-Executives is starting on 20.07.2018. Initially, the Management has issued notification for only an exploratory meeting to be held on 20.07.2018, since the Joint Committee for wage negotiation has not been constituted. Com.P.Abhimanyu, GS, discussed the issue with Shri A.M. Gupta, GM (SR), today. The GM (SR) informed that, notification for the constitution of the Joint Committee is under issue. As such, the full-fledged meeting of the Joint Committee on wage negotiation will be held on 20.07.2018. All members of the Joint Committee, representing BSNLEU, are requested to kindly attend the meeting without fail.
The BSNL Working Women’s Coordination Committee(BSNL WWCC) conducted it’s Tamil Nadu circle conference inspiringly at Pondicherry yesterday the 15-07-2018. The Conference Hall was named after Com.Jyotsana Mokashi, Member of the All India BSNL WWCC from Maharashtra, who passed away recently. Com.V.Bhagyalakshmi, All India Joint Convenor, hoisted BSNLEU flag amidst thundering slogans. Com. Vatsala of the Reception Committee, welcomed all. The house stood in a minute’s silence, paying homage to the departed leaders. Com.U.Vasuki, All India Vice-President of All India Democratic Women’s Association(AIDWA), inaugurated the Conference, narrating the atrocities being committed against women in India, the retrograde New-Liberal policies that worsen the condition, and the need to organise working women to fight against these menace. Com.P.Abhimanyu, GS, BSNLEU, addressed and explained about the issues of the women employees of BSNL, as well as on the status of important issues such as, Wage Revision, Pension Revision, Subsidiary Tower Company, Allotment of 4G spectrum, viability of BSNL and contract workers. A 17 member state committee, with Com.Berlin Alice Mary, as the Convenor, was elected. The Conference came to a conclusion with inspiring slogans. The CHQ of BSNLEU is extremely sorry to inform that Shri Aparesh Mitra, father of Com.Animesh Mitra, Vice-President(CHQ), passed away yesterday morning at a Kolkata hospital. He was 82 years old and was unwell for some time, and was being given treatment in a hospital. CHQ pays it’s homage to Shri Aparesh Mitra. CHQ also conveys it’s heartfelt condolences to Com.Animesh Mitra, and all the members of his family.
The Circle Executive Committee Meeting of BSNLEU, Maharashtra Circle, was held at Panjim on 14th and 15th July, 2018. Com Appa Saheb Gagre, circle president, presided over the meeting. Com. Nagesh Nalawade, Circle Secretary, presented report on activities and Com.Ganesh Hinge, Circle Treasure presented report on accounts. Com.M.K.Dave,AGS, attended this meeting,as per the decision of the Agartala CEC meeting. He, together with Com.John Verghese, AGS, addressed the house about the BSNLEU activities during the recent days and efforts for wage revision, ongoing struggles, financial status of BSNL,etc., were explained. Serious discussion by circle executive committee members took place thereafter. Participation in the Mazdoor Kisan Sangharsh Rally on 05-09-2018 at New Delhi and Young Workers Convention at Bhopal were discussed and decision is taken for effective participation. Com. Yusuf Husain, General Secretary, Maharashtra BSNL Contract Workers Union, addressed the house. Excellent arrangements were made by BSNLEU, Goa District Union Comrades.
