Deepavali, the festival of lights, signifies the victory of the good and the virtuous, over the evil. This festival is being celebrated on 18th (tomorrow) in some parts of the country and on 19th on some other parts. BSNLEU conveys it's best wishes and warm greetings to everyone. BSNLEU also strongly wishes that the evils of poverty, hunger, illiteracy, diseases, hatred, enmity, etc., should be wiped out once for all from the face of this planet.

Otherwise, the employees of BSNL will be left with no other option, but to intensify the struggles. Settlement of both the demands, is a must for the future of the employees, and for the prosperity of the BSNL. Hence, CHQ calls upon our leaders and active comrades to leave no stone unturned, for the total success of the struggles. Unity is the only weapon in our hands, while the government has many weapons. Hence, all our comrades are requested to take utmost care and efforts to strengthen unity.

India has a ‘serious’ hunger problem. The country has slipped from the 97th place to 100th place, among 119 countries, on the Global Hunger Index (GHI), 2017. Now India is worse than countries like North Korea, Bangladesh, and Iraq, as far as the problem of hunger is concerned. Not only that, over a period of three years' duration, India has gone down by 45 positions in the Global Hunger Index. India was in the 55th place in 2014. But, in 2017, India's position is 100. However, media report says that the rankings are not strictly comparable, as the current formula was introduced in 2015. The earlier formula was used to calculate GHI scores from 2006 to 2014. The primary difference is that the new formula standardises indicator values, and the ‘child underweight’ parameter has been replaced by ‘child stunting’ and ‘child wasting’.

The issue of implementation of the Hon'ble Lucknow CAT judgement, on pay scale and for the conferment of Group B status to the Sr.Accountants, is being seriously taken up by BSNLEU. In the 35th meeting of the National Council, it was agreed that the BSNL Management would approach the DoT, for issuing fresh Presidential Orders, for the conferment of Group B status to these officials. After the National Council meeting also, BSNLEU continuously pursued this issue with the GM(FP) of the Corporate Office. Finance officers of the Corporate Office have also held meetings with the DoT officers, for the issuing of fresh POs. The issue was once again discussed with Shri Sunil Rajput,DGM(FP) yesterday, by Com.Swapan Chakraborty,Dy.GS. We are informed by the DGM that the CGM, UP(E) has obtained a stay order from the Hon'ble Allahabad High Court, against the order of the Hon'ble Lucknow CAT. This is surprising. When a decision is already taken by the National Council, to implement the Hon'ble Lucknow CAT order, we are at loss to understand how a circle administration can go against that decision. This issue will be taken up with the top Management of BSNL.
BSNLEU has strongly demanded payment of this year's PLI to the employees. It has written letters to the CMD BSNL, as well as to the Director ( HR & Fin.). The issue is discussed twice with the CMD BSNL. However, Management is not willing to pay PLI. As usual, the Company's financial position is being cited as the reason, for the Management's inability to pay PLI. BSNLEU does not agree with this. Hence, BSNLEU calls upon the employees to conduct demonstrations on 13-10-2017, demanding payment of PLI to BSNL employees. Due to certain unavoidable reasons, the call is being given at a very short notice. CHQ requests our circle and district unions to make the programme successful and also send reports and photos to the CHQ.
BSNLEU has tried for united action to settle the PLI issue. However, somehow it did not materialise. Hence, BSNLEU had to give call for demonstration on 13-10-2017. Still, PLI being a common issue, BSNLEU has sent message to the general secretaries of all the unions and associations, appealing to them to extend their support for the demonstration.
