The circle executive committee meeting of BSNLEU, West Bengal circle was held on 30th April 2018, in K.G.Bose Smriti Bhawan at Kolkata. The meeting was presided over by com Nazesh Nouroz, Circle President. Com. Animesh Mitra, CS of West Bengal circle and vice president of CHQ presented the draft report on activities. Com Swapan Chakraborty, Dy.GS, in his inaugural address, reported on the decisions of the Agartala CEC meeting. He also addressed the house on important issues such as the subsidiary tower company, wage revision, fight against neo liberal policies, communal harmony, etc. The meeting was also addressed by Com.Om Prakash Singh, Organising Secretary(CHQ) and Com.Biplab Das, Convenor, Coordination Committee. After detailed discussion, decisions were taken to successfully implement the Call Attention Day on 03-05-2018 and Street Corner meetings from 7th to 11th May, 2018.
The Circle Executive Committee Meeting of Gujarat was held at Mehsana, on 29th April, 2018. Com. Deepak. H. Trivedi Presided over. Com.D.K.Bakutra presented the report on activities and also on the implementation of decisions of AIC and the CEC meetings in Gujarat Circle. Com.Balbir Singh, President, addressed the meeting and reported on the decisions of the Agartala CEC meeting. He also spoke on the issues of Subsidiary Tower Company, wage revision and other struggles conducted by the AUAB. Com. M.K Dave, Assistant General Secretary also addressed the meeting and spoke on the current issues. The Circle Executive Committee meeting decided to conduct young workers Convention and to form the All India Working Women's Coordination Committee in the Month of May, 2018. Com.H.D. Rana, ADS, Mehsana, gave vote of thanks.
The circle executive committee meeting of Telecom Factory was held at Mumbai on 26.04.2018. Com.Naikwade, Circle President, presided over the meeting. Com. Sunil Chaudhary, Circle Secretary, welcomed everyone and placed the report on activities. Com.John Verghese, (AGS), addressed the meeting and spoke on important current issues, such as wage revision, Subsidiary Tower Company, revival of BSNL, etc. He also explained in detail on the decisions of the Agartala CEC meeting and about conducting street corner meetings and creating public awareness about the ill effects of creating subsidiary tower company and killing of PSU's by the present Government.
The executive committee meeting of Karnataka circle was held at Bengaluru on 30-04-2018. Com.M.C.Balakrishna, circle president, presided over the meeting. Com.C.K.Gundanna, circle secretary welcomed everyone. The report on activities, which included a midterm review, was also presented by him. Com.P.Abhimanyu,GS, addressed the meeting and reported on the decisions of the Agartala CEC meeting. The GS also spoke on the important current issues, viz., wage revision, Subsidiary Tower Company, Call Attention Day to be observed on 03-05-2018, Street Corner Meetings to be conducted from 07th to 11th May,2018, etc. Com.H.V.Sudharshan, Organising Secretary(CHQ) also addressed the meeting. After detailed deliberations by the Committee members, decisions were taken to implement the decisions of the Agartala CEC meeting.

This is how religions are born. Gautam Buddha is one such mahaan. His preachings are being followed not only in India, but in many eastern countries. Incidentally, Buddha's birth, enlightenment and death - all have taken place on a full moon day. This is the significance of Buddha Poornima. It must be recollected on this day, that the important preaching of Buddha is Ahimsa. The most important aspect of Ahimsa is Non-violence and loving fellow men. At a time when hatred is being spread in the name of God and religion in our country, the teachings of Buddha assumes great importance. BSNLEU conveys it's best wishes and warm greetings to all, on the occasion of Buddha Poornima.
With extreme sadness, CHQ wishes to inform that Com.Sisir Battacharji, veteran leader of the Indian P&T trade union movement, passed away in a Kolkata hospital this evening. He was 95 years old, and had been unwell for some time. BSNLEU leaders of West Bengal and Kolkata circles were with him, when the leader breathed his last. It is pertinent to mention that Com. Sisir Bhattacharji had worked shoulder to shoulder with Com.K.G.Bose and other stalwarts. He had immensely contributed not only to the telecom trade union movement, but to the P& T trade union movement as well. BSNLEU dips it's banner and pays it's respectful homage to the departed leader. It conveys it's heartfelt condolences to the family members and relatives of Com.Sisir Bhattacharji. Branches are requested to fly the Union Flag on half-mast for three days, as a mark of respect to the leader.

Upendar Singh Teotia, Circle Secretary, welcomed everyone and placed the report on activities. Com.Animesh Mitra, Vice-President(CHQ), addressed the meeting and spoke on important current issues, such as wage revision, Subsidiary Tower Company, revival of BSNL, etc. He also explained in detail on the decisions of the Agartala CEC meeting. The house was also addressed by Com.Sukvir Singh, Organising Secretary(CHQ) and Com.Naresh Pal, Circle Secretary, BSNL CCWF. After detailed deliberations by the executive committee members, important decisions are taken to strengthen the Organisation, and also to effectively implement the calls of the AUAB and BSNLEU.
The two day circle executive committee meeting of BSNLEU, Tamil Nadu circle, started at Coimbatore enthusiastically today. Com.S. Chellappa, circle president delivered the presidential address. Com.Babu Radhakrishnan, circle secretary, welcomed everyone and placed the report on activities. The report included a mid-term review of the implementation of the decisions taken after the last All India Conference. Com.M.Vijayakumar, Organising Secretary(CHQ) participated in the meeting and spoke elaborately on the decisions taken in the Agartala CEC meeting. Com.P.Abhimanyu, GS, addressed the meeting and explained the status on Wage Revision, Subsidiary Tower Company, call of the AUAB to conduct street corner meetings from 7th to 11th May, 2018 and other important current issues. Thereafter, deliberations by the executive committee members started and is going on.
The Assam Circle Executive Committee meeting of Assam circle was held at Panbazar, Guwahati. Com.Bijoy Deka, circle secretary, welcomed all. Com. Saibal Sengupta, AGS, Com. Gakul Borah, Treasurer (CHQ), Com. M. R. Das, AGS, AIBDPA, Com. Sankar Das and Com. Sailen Sarma, circle secretary, AIBDPA, etc., were present in the meeting. Com. Saibal Sengupta, AGS(CHQ), addressed the meeting and reported on the decisions of the Agartala CEC meeting. He is also spoke on important issues such Wage Revision, Subsidiary Tower Company, etc. Com. Gakul Borah, Treasurer (CHQ) also addressed the meeting.
As per the decisions of the Agartala CEC meeting, the circle union of BSNLEU, Kolkata Telephones, conducted circle executive committee meeting on 26th April 2018. The meeting was presided over by com Prabir Dutta, circle president. After submission of the draft activities report by com Sisir Roy,Circle Secretary, all district secretaries and circle office bearers participated in the discussion. Finally, com Swapan Chakraborty Dy GS, elobratedly explained the mid term review of the union activities from Chennai AIC and the decisions of the Agartala CEC meeting, including the issues of struggles against formation of subsidiary tower company, pay revision, fight against neo-liberal policies and to maintain communal harmony. The meeting ended with the decisions to implement those decisions of the Agartala CEC meeting.
BSNLEU has already written to the Director (HR), demanding to grant relaxation to the candidates of the DR JE, for which results were declared recently, and very few candidates have qualified. BSNLEU has demanded relaxation, as was given in the DR TTA exam conducted in 2008. Com.Animesh Mitra, Vice-President (CHQ) met Ms. Smitha Luthra,GM(Rectt.) yesterday and discussed this issue. He has demanded that action should be taken, to grant relaxation, as was done in the DR TTA exam conducted in 2008. The GM(Rectt.) replied that the demand of the Union would be looked into.
The CHQ calls upon the circle and district unions to celebrate this year’s May Day enthusiastically, and in a befitting manner. Huge concessions to the corporates, severe attacks on the Public Sector, scuttling of the hard-won trade union rights, etc., are the Hall marks of the present day government. Communal poison is being spread to break the unity of the working masses. Strengthening of our unity and sharpening of our struggles are the need of the hour. The blind faith of the people is his strength. No one dared to question or oppose this criminal Godman. However, a 16 year old girl, who was raped by Asaram, stood against all odds and fought against this Godman. Result? Asaram is going to be in jail till his death. We heartily congratulate this girl. She is the real role model, to be followed by the women of this country. We also heartily thank the judiciary, which remains as the only hope for those who seek justice today.
The Agartala CEC meeting of BSNLEU has decided to observe a “Call Attention Day” on 03.05.2018. Lunch Hour demonstrations are to be organised on that day, by wearing Black Badges. The demands for the “Call Attention Day” are as follows. All circle and district unions are requested to make the maximum mobilisation for this programme.
The meeting of the AUAB, held on 24.04.2018, has called on the employees to conduct powerful street corner meetings from 07th to 11th May, 2018, against the anti-BSNL policies of the government and demanding the rolling back of the Subsidiary Tower Company. The AUAB has issued a joint circular, requesting the employees to conduct the programme effectively, giving guidelines for the programme.
The issue of issuing Presidential Orders to the Telecom Mechanics, in respect of whom TSM status was already conferred prior to 01.10.2000, was discussed in the National Council meeting. The Management has already agreed to send such cases to the DoT, for issuing Presidential Orders. However, it is understood that the case is lying pending due to non-receipt of inputs from the circles. Com.P. Abhimanyu, GS, met Shri Saurabh Tyagi, GM (Estt.), today, and discussed this issue. He demanded early action on this issue. The GM (Estt.) assured to look into this and to do the needful.
BSNLEU is demanding that the RMs who were conferred with TSM status prior to 01.10.2000 should be given first promotion under NEPP, on completion of four years. This position has been upheld by the Court also. The BSNL Management has already accepted to implement this issue. However, the same is lying pending due to non-receipt of inputs from the circles. A meeting of the All Unions and Associations of BSNL (AUAB) was held today the 24.04.2018. Representatives of BSNLEU, NFTE, SNEA, AIBSNLEA, FNTO, BSNL MS, BSNL ATM and BSNL OA, participated. The meeting reviewed the March to Raj Bhawan programme, that was held on 19.04.2018. It is noted that, the programme could not be conducted in many circles, due to denial of permission for the same. The meeting also reviewed the progress in the Pay Revision issue. After detailed discussion, the following decisions are taken.
The AUAB meeting held today at New Delhi, reviewed the struggles being conducted against the formation of Subsidiary Tower Company. After detailed discussions, the meeting has decided to conduct street corner meetings throughout the country from 07th to 11th May, 2018. Circle and district secretaries of BSNLEU are requested to coordinate with the other constituents of the AUAB and to organise the programme very effectively to mobilise the opinion of the general public against the attempts of the government to break BSNL to pieces, by forming the Subsidiary Tower Company. These street corner meetings should be conducted in all places where the public gather, like railway stations, bus stands, market places, etc. Flex banners and placards should be displayed prominently, with wordings against the formation of Subsidiary Tower Company, during these meetings.
The CEC meeting of BSNLEU, held recently at Agartala, has decided to conduct Young Workers Convention in all circles. The idea of conducting such a convention is to educate the young workers of BSNL about the trade union movement and also to bring them into active trade union life. This issue was discussed in the Circle Executive Committee meeting of Punjab, held at Chandigarh yesterday. It is decided in yesterday’s meeting, to implement the decision of the Agartala CEC meeting. Accordingly, decision is taken to organise a massive Young Workers Convention at Ludhiana on 27th May, 2018.
