The government’s attempt to privatise Air India, by selling 76% of it’s shares had failed. There was no one to buy Air India. So, now, the government is trying to some how sell out Air India, by giving more concessions to the buyers. In tune with this, the government is proposing to sell all the 100% shares, instead of the earlier proposal to sell only 76% shares. It is needless to say that the government may come forward to give more and more concessions to the private companies, to ensure Air India’s privatisation.

Former Telecom Minister, Dayanidhi Maran was earlier let off by a special court, in the case of installing of an illegal telephone exchange at his residence and misusing it for the benefit of Sun TV. Now, the CBI has filed a criminal revision petition in the Chennai High Court, against the discharge of Dayanidhi Maran and his brother Kalanidhi Maran, from this case.

Former Finance Minister, P. Chidambaram was interrogated for the second time, by the Enforcement Directorate. This interrogation is being made in connection with the charge of money – laundering, related to the Aircel – maxis case. Media reports say that P. Chidambaram’s son, Karthi, may be charge – sheeted in this case.

The CEC meeting of BSNLEU, held at Agartala, has decided that the next All India Conference of the Union, shall be held at Mysuru, in Karnataka circle. The All India Centre has finalised the dates of the AIC as 4th to 7th January, 2019. In view of this, it is informed that all the circle and district conferences which have become due / or will becoming due before the AIC, should be conducted, to ensure the participation of their delegates in the Conference.
A meeting of the All Unions and Associations of BSNL (AUAB) will be held at 14:30 has on 26.06.2018, at BSNLMS office, Atul Grove Road, New Delhi. The meeting will deliberate various important issues including the Wage Revision, Subsidiary Tower Company and BSNL’s revival.
Prominent Bangladeshi writer and publisher Shahzahan Bachchu, aged 60, was killed on Monday. Bachchu was an out spoken person of secularism. It is a matter of serious concern that secular writers and bloggers are being killed one after another, by Islamic extremists, in Bangladesh.
Shri Anupam Shrivastava, CMD BSNL, held a meeting yesterday with the Core Committee, consisting of the General Secretaries of BSNLEU, NFTE, SNEA and AIBSNLEA. Salient points in the presentation to the CMD BSNL are as follows:-
BSNL is facing a severe crisis in cash flow, due to the disruptions made by Reliance Jio. At least, 40% revenue is lost in the mobile segment and 3 times of the new connections are getting disconnected in the broadband segment. Payment of salaries has become a problem. The Company cannot go to the government for financial help to pay salaries, especially when the Company is recommending wage revision.
Hence, ways and means to step up the sales of BSNL in a big way, and thereby to increase the revenue collection substantially, is the need of the hour. The following are the important steps that BSNL is going to take to boost it’s revenue collection.
So far as broadband segment is concerned, 3 times of the new connections given, are being disconnected. Broadband connection on copper cable has speed limit. Still, by offering 70 GB data per month, we have to encourage customers to avail it.
Secondly, BSNL is going to provide broadband connections with 100 mbps speed by deploying wireless and also by having tie up with cable TV operators. Through this arrangement, BSNL has planned to increase it’s broadband target by 20 times. To achieve this, each and every employee of BSNL has to become a sales and marketing man.
To overcome the challenge of Reliance Jio, BSNL has planned to increase it’s marketing aggressively. To achieve this, the Company has planned to give 12% discount to the retailers, for 3 months. Presently, Jio is giving 9% discount and Airtel is giving 5% discount.
EB Segment saved the Company last year, when it faced severe erosion in revenue. Maximum number of leased lines were given. However, Jio is going to enter this Segment also in a big way, within the next 7/8 months. This year the Company has planned to increase the revenue from EB by Rs.500 crores. To achieve this, the Company is going to engage franchisees.
Finally, the CMD BSNL said that each and every employee of BSNL has to become a sales and marketing man.
The Core Committee responded by saying that it would soon meet and chalk out suitable action programme for boosting BSNL’s sales and marketing.
In the meeting held with the Core Committee on 11.06.2018, the CMD BSNL briefed about the Management’s decision to give 12% discount to the retailers. In the meeting, Com. P.Abhimanyu, GS, raised the demand that the Management should put in place a plan to pay incentive to the employees who do marketing. This will motivate the employees in doing intensive marketing, he pointed out. The CMD BSNL readily agreed of this demand. When asked, as to when the Incentive Plan would be put in place, the CMD BSNL replied that it would be finalised within a month.

Relaxation to the candidates of the JE LICE held on 28.01.2018.
The Staff Side pointed out that for the 9185 vacancies, 1800 candidates appeared, out of which only 111 have qualified. This means, only 1.2% of the vacancies are filled up. Such poor results had never taken place in any internal exam. The Chairperson assured to personally look into the demand for relaxation.
Implementation of CAT order, on regularising RTP service.
The Management Side replied that the Ernakulam CAT order is implemented for the petitioners. Representation if any, to be given by similarly placed officials would be forwarded to the DoT.
Recruitment in the cadres of Senior Office Associate.
The Chairperson agreed that there is need to recruit Multi Tasking Staff (MTS) and that the same would be looked into.
Conducting JE LICE as Off Line.
After discussion, it was agreed that computer training would be imparted to the line staff.
Proper up keep of IQs.
Needful action would be taken.
Pending HR issues, viz,. E1 pay scale, one additional increment to the left out Non-Executives and gratuity to casual labourers.
The Chairperson explained the back ground in which these issues were kept aside by the Board. She further assured that these issues would be delinked from the HR Plan and would be taken to Board approval one after another.
AP circle bifurcation and problems of the transferred officials.
The Chairperson told that the GM (SR) would visit the CGM office, Vijayawada and ascertain shortage of staff if any. The Staff Side demanded that in the approved Compassionate Ground Appointment cases, children of the deceased employees, having requisite qualification, could be given Sr. TOA posting. By utilising these persons, the transferred officials could be sent back. Further, the Staff Side also demanded that the tenure of the transferred officials should be reduced from 3 years to 2 years for which the Chair Person told that it would be looked into.
Separate Server for Guwahati, to avoid outages.
The Management Side said that it is not possible to provide a separate server for Guwahati, since it involves many equipments, But it was told that already steps are taken to avoid the outages.
Extension of Special Concessions to TSMs working in Kashmir Vally.
The Management Side said that it is already implemented. They also said that it could be brought to the notice of the Management, if any one is left out.
Implementation of Rule 55 A.
The Staff Side demanded that this Rule should be deleted. The Chairperson said that it is incorporated in the CDA Rules as per the mandate of the government. She also said that an Appellate Mechanism is being put in place shortly.
Creation of Assistant Manager posts in circle offices.
This demand is for giving promotion in the cadre of Sr. TOA. The Chairperson said that this would be looked into, if concrete proposals are given. She also stated that a Committee would be formed to look into it.
Restoration of LTC.
The Chairperson stated that the LTC would be restored as and when the financial position of the Company improves.
Holding Screening Test for the promotion of TOAs.
Management Side said that as per existing orders, the circles can hold the exam. However, they agreed to issue a circular also.
Removal of disparity in providing Mobile connections to recognised unions / associations.
Management Side said that this would be looked into.
CHQ is extremely saddened to inform that Com.Jyotsana Mokashi, Member of the All India BSNL Working Women's Coordination Committee, as well as the Vice-president of BSNLEU District Union, CGM Office, Mumbai, passed away yesterday, due to heart attack. She passed away at Switzerland, while on tour in Europe. Com. Jyotsana Mokashi had been a dedicated comrade of the Union. CHQ pays homage to the departed comrade, and conveys it's condolences to her family, friends and comrades.
Recently, two active members of BSNL contract workers of Karnataka died under tragic circumstances. One is com. Kallappa, Bidar district secretary of contract workers union, who died in a road accident. The other is com. Mustafa, contract worker, Bidar, who died due to heart attack at New Delhi, when he came to participate in the Mahapadav. The Karnataka State BSNL Non- Permanent workers union took the initiative to collect relief to the families of the deceased comrades. In a meeting organised at TDM office, Bidar, the collected amount of Rs.2.50 lakh was handed over to their families. CHQ heartily congratulates all the comrades who took efforts to help the families in distress.
A meeting between the CMD BSNL and the Core Committee, consisting of the General Secretaries of BSNLEU, NFTE, SNEA and AIBSNLEA, is taking place at 11:00 hrs on 11.06.2018. Issues connected with the developmental activities of BSNL will be discussed in this meeting.
It is already intimated that a meeting of the Staff Side would be held on 11.06.2018. The timing of this meeting is changed, and it will now be held at 15:00 hrs at Dada Ghosh Bhawan.
The All India BSNL Working Women’s Coordination Committee (BSNLWWCC) meeting is being held at Bengaluru on 30.06.2018. Together with this meeting, a seminar of the working women is also being organised on the same day. Com. Sudha Sundaraman, former General Secretary of the All India Democratic Women’s Association is addressing this seminar.
Com. P. Abhimanyu, GS and com. Swapan Chakraborty, Dy. GS, met shri Anupam Shrivastava, CMD BSNL today and discussed in detail, certain important issues. The details are as follows:-
The Union pointed out that, there is undue delay in constituting the Joint Committee for Wage Negotiation, even after the necessary clearance is given by the DoT. The Union urged upon the CMD BSNL to ensure the immediate constitution of the Committee.
The three HR issues, viz., promotion to the Non- Executives in E1 pay scale, One Extra increment to the Sr. TOAs and other left out Non- Executives, at par with the JEs (erstwhile TTAs), who suffered wage loss and implementation of Gratuity to the casual labourers, are lying pending with BSNL Board of Directors for a long time. The Union urged upon the CMD BSNL to ensure early approval for these issues, by the Board.
The Union pointed out to the CMD BSNL that, out of the 1800 candidates who appeared in the JE LICE held on 28.01.2018, only 111 candidates got qualified. The CMD BSNL is told that, the question paper was of very high standard. Further, the Corporate Office did not accept the demand of BSNLEU that the exam should not be “Online”, the Union told. The Union further demanded that, the Management should grant relaxation to the candidates who appeared in this JE LICE, as was given in the DR TTA Exam, held in 2008.
The Union pointed out to the CMD BSNL, that the casual labourers in BSNL are being paid wages, based on the lowest of the CDA pay scales, and that their wages were not revised based on the lowest CDA pay scale recommended by the 7th CPC. The Union urged upon the CMD BSNL to revise the wages, based on 7th CPC pay scale.
BSNLEU has already submitted it’s views for the curtailment of wasteful expenditures. A meeting between the unions / associations and the GM BFCI & GM (SR) has been held. In today’s meeting, BSNLEU demanded appropriate action, on the suggestions given by it.
The CMD BSNL listened to the presentation of the GS and Dy. GS attentively and responded positively. He assured that needful actions would be taken on these issues.

GS, met Ms. Sujata Ray, Director (HR) today, and demanded to ensure early approval by the Management Committee, for the alternative new designations, finalised in the Designations Committee meeting held on 31.05.2018. The Director (HR) responded positively and assured to do the needful.
Com. P. Abhimanyu, GS and com. Swapan Chakraborty, after their meeting with the CMD BSNL today, met shri A.M. Gupta, GM (SR). They briefed him about their discussion with the CMD BSNL, about the formation of the Joint Committee for Wage Negotiations. A copy of one of the minutes, issued at the time of last Wage Negotiation, was handed over to the GM (SR). The Union urged upon him to initiate without delay, formation of the Joint Committee in the similar line. The GM (SR) assured to take the needful steps.
BSNLEU is saddened to know that Com.G.L.Dhar has passed away. He had been one of the dedicated leaders of the Central Government employees trade union movement. Subsequently, Com.G.L.Dhar got elected as the Secretary of the AITUC and served the working class movement. In the death of Com.G.L.Dhar, the trade union movement has lost a dedicated leader. BSNLEU pays it's respectful homage to Com.G.L.Dhar, and conveys it's heartfelt condolences to his family members.
