Details of the meeting, held between the General Secretary, BSNLEU and the Director(HR), today the 23-02-2021.

A meeting is held between Com.P.Abhimanyu, GS, and Shri Arvind Vadnerkar, Director (HR) today the 23-02-2021. Detailed discussions were held on certain important issues.  Shri A.M. Gupta, Sr.GM(SR) and Shri Manish Kumar, GM(Restg.), were present in the meeting. The details are as follows:-

 

(1)   Transfer liability of the Non-Executive in the Business Area structure.

The General Secretary expressed his serious concern that, the Corporate Office has unilaterally amended the transfer liability of the Non-Executives, vide it’s letter no.4-02/2014 - Restg. Vol. V (Pt.) dated 27.08.2020. It is mentioned in that letter that, the Non-Executives could be transferred out of the SSA, if required. The General Secretary strongly objected to this provision. The Director (HR) agreed that the present transfer liability of the Non-Executives should be maintained.

 

(2)   Consolidation of Business Area is not merger of SSAs.

The General Secretary told the Director (HR) that, right from the beginning, the Corporate Management has maintained that Consolidation of Business Area is not merger of SSAs. However, the General Secretary pointed out that, in violation of this assurance, the Corporate Office has used the word ‘merger’ in it’s letter no.4-02/2014 - Restg. Vol. V (Pt.) dated 27.08.2020. This is being used by certain SSA heads, to vindictively transfer the Non-Executives from one SSA to another SSA. The General Secretary pointed out the transfers ordered in Assam circle. The Director (HR) replied that needful action would be taken in this regard.

 

(3)   Cancellation of the transfer orders from Nagaon to Tezpur.

Five Non-Executives, including the District Secretary of BSNLEU, Nagaon, have been arbitrarily transferred from Nagaon SSA to Tezpur SSA. On the intervention of the CHQ, these transfers are kept under abeyance. The General Secretary demanded that all these five transfers should be cancelled immediately. The Director (HR) assured that needful action would be taken.

 

(4)    Rule 8 transfers of DR JEs.

The General Secretary pointed that many DR JEs have already completed 5 years of service in the circles of their recruitment and have applied for transfers. However, their transfers are not being considered, under the pretext of shortage of staff. The General Secretary demanded that on completion of 5 years of service, the transfer request of the DR JEs should be considered. The Director (HR) assured to look into this.

 

(5)    DR JEs posted in Leh.

The General Secretary demanded that the transfer requests (within circle) of DR JEs, posted in Leh SSA, where sub-zero temperatures are prevailing, should be considered on their completing 2 years of service, by arranging suitable substitutes. The Director (HR) was kind enough to view this issue on humanitarian grounds and assured that needful action would be taken.

 

(6)    Extreme delay in holding the JTO LICE and other LICEs.

The General Secretary expressed his extreme dissatisfaction, over the inordinate delay in holding the JTO LICE and other LICEs, as a result of which the employees are suffocating. The Director (HR) assured that expeditious action would be taken on this issue.  

 

(7)   Deadlock in the functioning of the National Council.

The General Secretary drew the attention of the Director (HR) over the deadlock that has been created in the functioning of the National Council and expressed his concern, that the Management has not taken the requisite steps for resolving the deadlock. The Director (HR) gave a patient hearing to the views expressed by the General Secretary and assured that needful action would be taken.
