Ever since the government constituted the 3rd PRC, for the wage revision of the Executives, BSNLEU is demanding constitution of the wage revision committee for the Non-Executives. After dilly dallying for a long time, Corporate Office has formed a wage revision committee, without any representation from the Recognised Unions. BSNLEU has written to the CMD BSNL, rejecting this truncated wage revision committee, and demanding immediate constitution of a Joint Wage Negotiation Committee, with the representatives of the Recognised Unions.
BSNLEU is continuously demanding the BSNL Management that the MT Exams, both for Internal and External candidates, notified and subsequently postponed, should be conducted. BSNLEU is also demanding that the RR of the MT Exam should be amended, so that the Non-Executives, having the requisite qualification, could also appear in the exam. BSNLEU has once again written to the CMD BSNL, demanding to do the needful on the matter.
The Central Government has announced certain concessions for the payment of Income Tax. However, for availing this, the tax payer has to forego certain exemptions already being enjoyed by them. Hence the Corporate Office has called in the employees to opt their tax regime. The Corporate Office has issued this letter on 20-04-2020 and has directed the employees to submit their options by 28-04-2020. This time limit is very short, especially when the lockdown has been imposed. Hence, BSNLEU has written to the Sr. GM (Taxation) demanding to extend the last date for submitting the options, at least by one month.
BSNLEU is seriously pursuing the issue of payment of PLI. The issue is already discussed with the CMD BSNL twice. Further, BSNLEU has written to the Director (HR & Finance), demanding appropriate action on this issue.
The Hon’ble Minister of State for Communications had informed the Lok Sabha on 5th February, 2020, that various Unions / Associations / Employees were consulted on the recommendations of the IIM, Ahmedabad, as well as on the revival plan of BSNL. Whereas, the correct position is that, no such consultation has taken place, at least with BSNLEU, which is the biggest and the Main Recognised Representative Union. BSNLEU has written to Shri Ravi Shankar Prasad, Hon’ble Minister of Communications, drawing his attention to the fact that, no such consultation has taken place.
The Kerala circle union of BSNLEU has launched agitational programme, demanding improvement of the deteriorating services of BSNL, as well as seeking settlement of the outstanding staff grievances. The CHQ of BSNLEU has written to the Director (HR), demanding her immediate intervention for the settlement of the issues.
General Secretary has written the following letter to Shri P.K. Purwar, CMD BSNL, on the issue of non-supplying of ballot papers for postal votes in Andhra Pradesh circle.
Unruly elements have stalled polling in booths no.13 (South Area) and 16 & 17 (in Jadhavpur Area) in Kolkata Telephones circle. The police has remained as mute spectators. BSNLEU has written to the Chief Returning Officer, demanding to ensure polling with sufficient police protection. Com.P.Abhimanyu, GS, has also spoken to Ms. Samita Luthra, CRO, demanding to ensure polling in the above mentioned booths.
The BSNL Management has failed to implement the revival of BSNL. It is unable to launch the Company’s 4G service. As a result, the Management is unable to find ways and means to increase the revenue of the Company. All the tall claims made by the CMD BSNL that, the Company would come into profit-making after the implementation of the VRS, has not happened. Even after retrenching 79,000 employees, the Management is unable to pay salary to the remaining employees on the due date. It is unable to pay the bills of the vendors, contractors, empaneled hospitals, as well as bills on electricity, rent, etc. So, to save it’s skin, the Management has retrenched the contract workers massively. In a letter issued a couple days back, the Corporate Office has directed the CGM’s to remove all the let-out contract workers also. Undoubtedly, the BSNL’s services will go to the dogs if the left-out contract workers are also retrenched. This is a reckless decision. BSNLEU, has written to the CMD BSNL, strongly protesting the instructions contained in this letter. BSNLEU has also requested the Management to sit with the unions and associations and to discuss this issue through video conferencing, so as to take a meaningful decision on the matter.
BSNLEU has already demanded the GM (SR), BSNL CO., to hold the 36th meeting of the National Council in March, 2018. The Union has told the GM (SR) that only one meeting of the National Council has been held in the past 19 months, which was undesirable. BSNLEU has written to the GM (SR) to positively hold the next NC meeting in March, 2018.
As per the orders of the Corporate Office, National Council meeting has to take place once in every three months. However, after the 7th Membership Verification, which was held in 2016, only one meeting of the National Council has taken place. Despite certain dates suggested jointly by both the Recognised Unions, the meeting has not taken place. BSNLEU has written to the Director (HR), drawing her attention to the inordinate delay, and requesting to hold the meeting without further delay.
It is learnt that BSNL and the DoT are actively considering implementation of VRS in BSNL, as a measure for the financial revival of the Company. The CMD BSNL had also given an interview in this regard to the DNA newspaper, based on which an article is published on 11.02.2019. The considered view of BSNLEU is that, VRS will not help for the financial revival of the Company. Hence, BSNLEU has written to the CMD BSNL, opposing VRS and demanding to drop the proposal.
The DoT has issued letter, stating that the additional charge of Director (Finance), BSNL, given to Ms. Sujata T. Ray, Director (HR), is extended for another six months, w.e.f. 01.03.2018.
The DPE has already issued instructions that, the period of absence of officials, who are held up in far off places, during the lock-down period, should be treated as on duty. BSNLEU has already written three letters to the Director (HR), as well as the Sr.GM(Estt.) demanding implementation of this DPE letter by BSNL. The issue has been discussed telephonically many times with the officers also. Meanwhile, DoP&T has issued another letter on 21.08.2020, insisting implementation of it’s earlier letter, by the Public Sector Enterprises. Based on this, BSNLEU has once again written to the Director(HR) today, demanding implementation of the DPE's directives.
Satisfactory services to the customers are getting affected to a great extent due to extensive damaging of BSNL’s OFC and Copper cables. BSNLEU has already taken up this issue with the then Hon’ble Minister for Communications & IT and with the BSNL Management. However, much improvement is not observed. Hence, BSNLEU has once again written to the CMD BSNL and Director (CFA) demanding suitable action.
Many DR JEs are also selected as JTO (T) through GATE. BSNL has decided that during the period of pre-appointment training in the JTO (T) cadre, the DR JEs shall be paid salary of the JE cadre, and not stipend.
BSNLEU is continuously demanding the implementation of the judgement of the Hon’ble CAT, Lucknow, dated 05.05.2016, regarding the pay scale and status of Sr. Accountants in BSNL. The DoT has also issued letters, directing the BSNL Management to settle issue. When the issue was raised in the National Council, the Director (HR) agreed to settle the issue, based on the instructions given by the DoT. At the same time, the CGM, UP (East) circle, has filed an appeal in the Hon’ble High Court, against the judgement of the Hon’ble CAT. This action of the BSNL Management is against the directions given by the DoT on the matter. BSNLEU has written to the CMD BSNL, demanding withdrawal of the appeal filed in the Hon’ble High Court, against the judgement of the Hon’ble CAT, which will pave the way for the settlement of the issue by the Corporate Office.
BSNLEU, the Main Recognised Representative Union, which represents the substantial number of Directly Recruited Non-Executives, is deprived of due representation in the Pension Fund Trust and Gratuity Fund Trust. BSNLEU has already taken up this issue with the CMD BSNL. Since no action is taken so far, once again BSNLEU has written to the CMD BSNL.
BSNL’s FTTH connections are in good demand from the customers, obviously due to the better quality of service. However, at the field level, much delay is experienced in providing FTTH connections to the customers, due to non-availability of equipments / materials. BSNLEU has written to the CMD BSNL, demanding suitable action.
