bsnleuchq@gmail.comBSNL employees can retain their quarters up to a period of 2 months, from the dates of their retirement, at the normal rate of Licence Fee. Thereafter, they have to pay double the Licence fee. Many of the officials who recently retired in BSNL are unable to vacate their quarters and take houses on rental, due to the restrictions imposed on account of the lock-down. Thus, they are under compulsion to retain their quarters and pay double the Licence Fee. Hence, BSNLEU has written to the CMD BSNL, demanding as a onetime measure, to allow the officials to retain their quarters upto 6 months after their retirement, for the payment of normal Licence Fee.
BSNLEU has demanded review of the results of the JAO LICE held on 17th July, 2016. Management formed an internal committee to conduct the review. The committee has already submitted it’s report. However, a final call on the review is yet to be taken by the Management. BSNLEU has written to the Director (HR) demanding expeditious decision on this issue.
The process of Consolidation of Business Areas is being implemented in various circles, without addressing the problems that are likely to be faced by the employees in future. Hence, BSNLEU has demanded to put the process of Consolidation of Business Areas on hold, pending discussion.
The Management has introduced the “Comprehensive Renting-Out Policy” (CROP-2020). In accordance with this new policy, the rent of the retired employees and employees having quarters other than their place of posting, has been increased in a big way. The revised rent is applicable from 01.09.2020. Considering the increase in the rent, the retired employees cannot leave their BSNL quarters, since getting a rental accommodation during this COVID-19 pandemic situation is next to the impossible. Hence, BSNLEU has written to the CMD BSNL, requesting to reduce the burden on account of revision of the rent.
The qualified candidates of the JAO LICE, held on 17.07.2016, belonging to Haryana circle are not yet sent for training. Judgement of the Hon’ble CAT, Chandigarh Bench, delivered on 28.11.2016, is yet to be implemented by Haryana circle. BSNLEU has written to the Director (HR), demanding expeditious implementation of the court verdict.
Consequent to the talks held between the representatives of the AUAB and the Director (HR) and CMD BSNL, decision has been taken to defer the struggles. Accordingly, the AUAB has sent letter, communicating it’s decision to defer the struggles.
BSNLEU has already sought a formal meeting with the Director (HR). Three items are already submitted for discussion in this meeting. Together with that, BSNLEU has submitted the following two issues as additional items for discussion in the formal meeting.
The BSNL Corporate Office has issued notification for holding the 36th meeting of the National Council on 12.06.2018.
Accepting the demand of BSNLEU, the Management has issued letter, granting relaxation to the minimum qualifying marks of the candidates who appeared in the JE LICE, held on 28-01-2018. Vide BSNL Corporate Office letter no.7-2/2017-Rectt. dated 31.08.2018, Management relaxed the minimum qualifying marks for General and OBC candidates from 30% to 20%. For SC candidates, the marks were relaxed from 20% to 15% . However, in the case of ST candidates, the Management did not grant any relaxation. As per the DoT letter no.22-5/91-NCG dated 30.11.92, the results of the ST candidates, who have secured at least 15% marks in each paper are to be reviewed. In effect, the Management has not given any relaxation to the ST candidates. This tantamounts to a discrimination. Hence, BSNLEU has written to the CMD BSNL, demanding to grant a lesser qualifying marks to the ST candidates who appeared in the JE LICE, held on 28-01-2018.
Through it’s order issued on 06.11.2019, the BSNL Corporate Office has stopped the Special Duty Allowance being paid to the employees posted in the North East Region. In lieu of it, a Hardship Compensation @12.5%, with a ceiling of Rs.1,000 pm, has been introduced. BSNLEU has mentioned in it’s letter that this is violation of the decision of the BSNL Board and has demanded restoration of the Special Duty Allowance.
BSNLEU and NFTE BSNL have already written to the BSNL Management, demanding that the process for the 8th Membership Verification should start immediately, and it should not be postponed. However, the Management has not taken any action so far. Under these circumstances, BSNLEU and NFTE BSNL have written to the Chief Labour Commissioner (Central), requesting him to intervene in this matter and to ensure the immediate holding of the 8th Membership Verification.
BSNLEU has written to the Director (HR), demanding immediate action by the BSNL Corporate Office, for the expeditious issuing of Presidential Orders to such of those TSMs who were directly promoted as Telecom Mechanic after 01.10.2000, without getting regularised as RMs.
The AUAB has already expressed it's strong opposition to the proposal of the BSNL Management, made secretly to the DoT, to reduce the retirement age of the BSNL employees from 60 years to 58 years. In continuation of this, the AUAB has written to the CMD BSNL, cautioning that the AUAB would be forced to go on struggles, if the BSNL Management tries to violate the decision of the Government of India, as well as the assurance of the Hon'ble MoS(C) on the matter.
The problem created by the CCA, Maharashtra, in the fixation of pension of the retired Sr.TOAs, already promoted under OTBP, has been discussed by BSNLEU, with the Member (Finance), DoT. However, the matter is yet to be resolved. Hence, BSNLEU has once again written to the Member (Finance), DoT, requesting to resolve the issue without further delay.
The negotiations for settlement of wage revision of the Non-Executives has been stalled by the BSNL Management. The last meeting of the Joint Committee for wage negotiation was held on 09th October, 2018. Repeated requests of the Recognised Unions, to resume the negotiations is being ignored by the BSNL Management. Hence, BSNLEU and NFTE have jointly written to the Secretary, Telecom, demanding to give direction to the BSNL Management, to resume the negotiations.
Cyclone ‘Fani’ has caused extensive damage to 14 out of the 30 districts of Odisha circle. Employees of these districts are severely affected. BSNLEU has written to the CMD BSNL, demanding allotment of sufficient funds for the restoration of the services, as well as relief to the affected employees.
Premium amount deducted from the salaries of the employees was not remitted to the LIC, by BSNL Management, from May 2019 onwards. BSNLEU has time and again requested the CMD BSNL to remit the LIC premium amounts on time, to ensure that the policies of employees do not get lapsed. However, this was not done. Now, the LIC, Palanpur, Gujarat circle, has informed the AO, BSNL, Palanpur, that the policies of the employees have already got lapsed, due to non-remittance of the premium amount. The LIC has also not accepted the premium amount, belatedly remitted by BSNL Management. This is a serious matter. BSNLEU has written to the CMD BSNL, requesting him to take immediate steps with the top most Management of LIC, for the early revival of the lapsed policies of our employees.

कर्मचारियों के वेतन से काटी जा चुकी प्रीमियम की राशि LIC को मई 2019 से BSNL मैनेजमेंट द्वारा प्रेषित नही की गई थी। BSNLEU द्वारा CMD BSNL से LIC प्रीमियम की राशि समय पर प्रेषित करने का बार बार अनुरोध किया गया था, जिससे कि यह सुनिश्चित हो कि कर्मचारियों की पॉलिसीज कालातीत (lapse) न हो। किन्तु, प्रेषण नही किया गया। अब, LIC, पालनपुर, गुजरात सर्किल ने AO, BSNL, पालनपुर को सूचित किया है कि प्रीमियम की राशि प्रेषित नही करने की वजह से कर्मचारियों की पॉलिसीज कालातीत हो चुकी है। BSNL मैनेजमेंट द्वारा देरी से प्रेषित प्रीमियम राशि भी LIC ने स्वीकार नही की है। यह एक गंभीर मसला है। BSNLEU ने CMD BSNL को पत्र लिख कर अनुरोध किया है कि वें हमारे कर्मचारियों की कालातीत पॉलिसीज के शीघ्र पुनरुज्जीवन हेतु LIC के उच्च प्रबंधन द्वारा त्वरित कदम उठाए जाने हेतु कार्यवाही करें।
