General Secretary meets CMD BSNL.

Com.P.Abhimanyu, GS, met Shri P.K. Purwar, CMD BSNL, yesterday and discussed certain important issues of the Non-Executives. The issues raised by the General Secretary and replies given by the CMD BSNL, are given below:-

 

      1. Provide free FTTH connections, in the place of rent free residential landline connections.

The BSNL Management has taken a policy decision to convert all the copper-cable based landlines into FTTH. BSNL employees and pensioners are already provided with rent free residential landline connections. If these landline connections are converted into FTTH, then employees will have to pay the rent for FTTH connection (with 40% concession). Hence, BSNLEU has already demanded that, the employees and pensioners should be provided with free FTTH connections, in the place of landline connections. The CMD BSNL replied that, it will not be possible to provide free FTTH connections. Hence, Management wants to provide SIMs with free calls (limited) in the place of free landline connections. The General Secretary categorically told that, this is not acceptable and that free FTTH connections should be provided to the employees and pensioners.

 

      1. Festival Advance.

BSNLEU has already demanded that, employees should be sanctioned with Festival Advance of Rs.20,000/-. This issue was discussed with the CMD BSNL. However, he categorically rejected this demand. He told that the Company has taken bank loan of Rs.18,000 crore and is paying 8% interest for it. In such a scenario, it will not be possible to accept sanctioning of interest free Festival Advance. However, he agreed that the demand would be considered when the financial condition of the Company improves.

 

      1. Holding of JAO LICE.

BSNLEU has already demanded that, the Management should take steps for holding the JAO LICE. In yesterday’s meeting, the General Secretary pointed out that the last JAO LICE was held in the year 2016 and this exam was not conducted for the past 7 years. He pointed out that, JAO LICE is the only promotional outlet for the Non-Executives belonging to the Sr.TOA stream. The General Secretary further pointed out that, no JAO vacancy is available at present, since the Management had upgraded 1,400 JAO posts into AO posts and also due to abolition of large number JAO posts under Restructuring. He demanded that the Management should take steps for creating JAO vacancies and holding the JAO LICE. The CMD BSNL appreciated the concern of BSNLEU and assured to take needful steps. An ongoing court case is likely to be concluded soon, as a result of which JAO vacancies are likely to be created and based on this the JAO LICE would be conducted, replied the CMD BSNL.

 

      1. Non-implementation of the DoP&T order on SC/ST reservation.

BSNLEU is continuously demanding that, the results of TT, JE and JTO LICEs should be reviewed, by adopting ‘Lesser Standards of Evaluation’ for the failed SC/ST candidates. For this, the Management has replied that, there is no need for review, since sufficient number of SC/ST candidates have passed the exam. However, it is very clear that the Management is counting the ‘Own Merit Candidates’ against the SC/ST quota posts. BSNLEU has already written a letter to the CMD BSNL, pointing out that this is a violation of the DoP&T orders. In yesterday’s meeting, the General Secretary raised this issue again. However, the CMD BSNL reiterated that there is no need for review. The General Secretary informed the CMD BSNL that BSNLEU would be taking this issue to the National Commissions for SC/ST.

  

      1.  Special JTO LICE – promoting qualified candidates in the place of those who declined promotion.

Some of the qualified candidates of the Special JTO LICE held on 18.12.2022, have declined their promotions in the last minute. BSNLEU has already demanded that the candidates next in the qualifying list should be given promotion against those posts. In the last meeting, the CMD BSNL has agreed to look into this issue. Again, the General Secretary raised this issue in yesterday’s meeting. However, the CMD BSNL informed that this demand cannot be accepted, since it will create complications. For example, complaints will come that, candidates with better percentage are already posted in far away places and candidates with lesser percentage will now be posted in better places, replied the CMD BSNL.

 

      1. Improper transfer of the District Secretary, BSNLEU, Ghazipur.

The CHQ of BSNLEU is opposing the transfer of Com.Rakesh Kumar Maurya, District Secretary, BSNLEU, Ghazipur, from Varanasi BA to Kanpur BA. This transfer has been ordered in violation of the Corporate Office orders on immunity from transfers and also Rules on transfer liability of the Non-Executives. Com.Rakesh Kumar Maurya is being victimised since he has written a complaint to the CVC, regarding the corruptions going on in Ghazipur. The matter is already discussed with the Director (HR) on 02.11.2023. The General Secretary raised this issue with the CMD BSNL yesterday. The CMD BSNL assured to look into the matter.
