Three-Day Dharna by BSNL Contract and Casual Workers Concludes in West Bengal.

The three-day dharna programme organised by  contract and casual workers of the BSNL Department in the West Bengal Circle, which began on 10 June, concluded today with a large gathering of workers. BSNL casual Mazdoor union has given  the call for this agitational programme commenced on 10 June in front of the CGMT Office at the CTO Building, Kolkata. Contract and casual labourers from different parts of the state participated in the protest, demanding payment of salary arrears to laid-off employees and resolution of other pending issues affecting the workforce. Several trade union leaders addressed the gathering during the three-day protest. Among them were Com.Sujoy Sarkar, Circle Secretary, BSNLEU, Com.Om Prakash, President, AIBDPA, Com. Tapas Ghosh, Circle Secretary, BSNLEU, Com.Tarak Kundu, Assistant Circle Secretary Com. Gautam Das, District Secretary. They strongly supported the workers' demands and urged the administration to take immediate steps to address their grievances. On the concluding day, All India General Secretary Comrade Animesh Mitra addressed the gathering and expressed full support and solidarity with the ongoing struggle of the contract and casual workers. He stated that the employees' demands had already been brought to the notice of the department and called upon the authorities to respond positively. A similar agitational programme was also organized in Calcutta Telephones under the banner of CTTMU. Com.Sisir Roy, Vice-President, Com.Pradipta Ghosh, Circle Secretary, CTTMU and Com. Santosh Gupta of BSNLCCWF addressed the programme and highlighted the importance of united action to secure justice for contract and casual workers. Following the agitation, the administration assured the unions that discussions would be held on Monday to address the issues raised. In view of this assurance, the three-day dharna programme was concluded.

Enthusiastic Circle Working Committee Meeting held at Patna.

The Bihar Circle Union successfully organised an energetic and effective Circle Working Committee (CWC) meeting at Patna on 11th June 2026. The meeting was held at the Conference Hall, PGMT Office, Patna, under the presidentship of Com. Prasant Kumar Prasant, Circle President. At the outset, Com. Ram Kumar Rai, Circle Secretary, presented the three-month activity report of the circle union. Com. Animesh Mitra, General Secretary, addressed the meeting and elaborated on several important issues, including the latest developments regarding the 3rd PRC and the recent meeting between AUAB and the Joint Secretary (Admin.), DoT. He also explained key issues such as the 10th Membership Verification, the proposed Promotion Policy, 30% SAB, and other matters affecting BSNL employees. Seventeen District Secretaries, out of twenty, participated in the discussion and delivered valuable speeches, particularly focusing on preparations for the forthcoming Membership Verification. They also reviewed the organisational position at both district and circle levels. The meeting witnessed lively discussions on organisational matters and the tasks ahead to strengthen the union and intensify future struggles. Concluding the session, Com. Animesh Mitra called upon the leaders and activists of Bihar Circle to play a proactive role in ensuring a better performance in the forthcoming Membership Verification.

BSNL Q4 FY26 results – Serious concerns persist.

BSNL has reported a net loss of around ₹1,269 crore in the fourth quarter of FY26, highlighting that the much-anticipated turnaround is yet to be achieved. Despite substantial government support, ongoing 4G rollout investments and repeated assurances regarding revival, revenue growth remains inadequate and financial challenges continue. The results underscore the urgent need for stronger policy support, accelerated network expansion, improved service quality and a genuine level playing field with private telecom operators. While BSNL employees are making relentless efforts to strengthen the company and serve customers, the Government and BSNL Management must take decisive measures to enhance market share, increase revenues, and ensure long-term financial sustainability. A strong BSNL is vital not only for its employees but also for safeguarding affordable, reliable and strategic telecom services for the nation.

Staff Side submits agenda for the next National Council meeting.

BSNLEU and NFTE BSNL have already urged the Management to settle the long-pending and burning issues of Non-Executives. AUAB takes 3rd PRC demand directly to DoT – Important meeting held with Joint Secretary (Admn.) DoT on 09.06.2026.

A delegation of the All Unions and Associations of BSNL (AUAB) met Shri K. Balaji, Joint Secretary (Admn.), DoT, on 09.06.2026, in the presence of Shri Raiti Madhav Rao, Director (PSU), DoT. The AUAB delegation submitted a memorandum seeking immediate approval of the 3rd PRC/Wage Negotiation for BSNL employees and strongly advocated for pay and wage revision without the application of the affordability clause, highlighting BSNL’s strategic role as a Government of India PSU. The delegation also raised important issues including approval of wage negotiations, pension revision, stoppage of SET recruitment and measures for the growth and strengthening of BSNL. The discussions were positive and constructive. AUAB is hopeful that the intervention at the highest level of the DoT will lead to favourable developments on the issues raised. BSNLEU and NFTE-BSNL urge Management to convene National Council meeting to resolve pending issues.

The last meeting of the National Council was held on 13.01.2025. Subsequently, a Formal review meeting was held with the Director (HR) on 18.02.2026 to assess the progress made on the decisions taken in the National Council meeting. However, it is unfortunate that most of the burning issues discussed in both meetings remain unresolved. Despite repeated discussions, no concrete action has been taken on many important matters affecting the employees. In view of this, the General Secretaries of BSNLEU and NFTE-BSNL have urged the Management to convene the next National Council meeting without any further delay. The Staff Side has already submitted the agenda for the forthcoming meeting to PGM (SR) for consideration.

AUAB meeting discusses future course of action on 3rd PRC.

A meeting of the AUAB was held on 05.06.2026 at the NFTE BSNL Office, New Delhi, to discuss the future course of action on the 3rd PRC issue. The meeting was presided over by Com. Chandeshwar Singh, Chairman, while Com. Animesh Mitra, Convenor, briefed the participants on the present status of the 3rd PRC issue and the future course of action. Com. M.S. Adasul (GS, SNEA), Com. Abhishek Jain (GS, AIBSNLEA),  Com Samir Khare,  (AGS SNEA), Com. Arvind Pal (JSC SNEA), Com. Lokendra Ganoliya (AGS, SEWA), Shri Pawan Kumar Meena, (CS SEWA NTR), Com. Rasheed Khan (President, TEPU), Com. Kanhaiya Gupta (CT, DEWAB)  and some other leaders of the unions and associations attended this meeting  shared their views during the discussion. After detailed deliberations, it was decided to intensify efforts with DoT authorities at Sanchar Bhawan before launching any agitational programme during the Monsoon Session. AUAB leaders will meet the concerned authorities to ascertain the latest status of the 3rd PRC and press for relaxation of the Affordability Clause. The meeting also decided to submit a letter to the CMD BSNL, highlighting instances of arbitrary transfers in some circles in violation of the existing transfer policy. The leaders expressed satisfaction over AUAB’s sustained efforts, which contributed significantly to the settlement of the IDA arrears issue. New Committee constituted for Revision of Perks and Allowances.

The Corporate Office has dissolved the existing committees constituted earlier for examining issues related to the revision of various perks and allowances and has formed a new committee to expedite the process. BSNLEU leaders met the CMD BSNL on 21.05.2026 and Director (HR) on 01.06.2026, urging the Management to take an early decision on the revision of perks and allowances. Letters were also submitted requesting immediate action. Subsequently, the Corporate Office, vide letter No. BSNLCO-A/11(11)/4/2025-ESTAB dated 02.06.2026, constituted a new committee with instructions to submit its recommendations to the higher authorities at the earliest. The committee has been specifically tasked with examining important pending issues, including medical facilities, revision of TA/DA, Superannuation Benefits, and IDA-related matters. BSNLEU hopes that the newly constituted committee will submit its recommendations quickly, enabling the Management to implement the long-pending revision of perks and allowances without further delay.
