Today the 12th May, 2026, the DOT issued order for the extension of the charge of CMD BSNL, assigned to Shri Ravi A Robert Jerard, for a further period of Six months w.e.f 15.4.2026.
The Department of Telecommunications (DoT) has constituted a high-level committee to recommend measures on HR issues concerning both executives and non-executives in BSNL, and as per the notification, the committee has been asked to submit its report within three weeks. From the BSNL Management side, only the CMD, BSNL and Director (HR) have been included as members. It may be recalled that, in the meeting held on 7th January 2026 under the chairmanship of the Hon’ble Prime Minister, specific directions were issued to DoT regarding the staff strength of BSNL. It is unfortunate that, although the matter directly concerns employees and important HR-related issues, neither BSNL Management nor DoT has sought the views of the recognised Union and Associations. In view of this, BSNL Employees Union will discuss the matter with other Unions and Associations, and a common approach will be submitted to BSNL Management as well as to the Secretary, DoT, on this important issue. A copy of the notification is attached herewith.
It has already been notified by the Department that the GTI Scheme for BSNL Executives and Non-Executives will be renewed further with effect from 01.03.2026. Accordingly, the online window for exercising the option through the ERP–ECS portal has been opened. The Department has now extended the online option window for an additional three days, strictly from 14.02.2026 to 16.02.2026. All eligible employees are advised to exercise their option within the stipulated period without fail. The notification clearly states that no further extension of the online window will be granted under any circumstances.
Yesterday at 1500 hours the meeting took place in the meeting hall of Corporate Office. Shri Sanjeev Tyagi, PGM (Administration) chaired the meeting along with other three officers Representatives of all recognised Union & Associations were present in the meeting. BSNLEU was represented by Com. Gundanna CK AGS and Com. Ashwin Kumar, OS CHQ.
The proposals given by Oriental Health Insurance and Star Insurance Company were presented by BSNL management in the meeting. After a protracted discussion, all unions and associations views were there should not be any increase in Premium rates for current year renewal; Co-payment option was also suggested by some unions & associations, to be claimed under BSNLMRS scheme by employees.
To the end of the meeting, representatives of Oriental health insurance attend the meeting. Unanimous decision of all unions and associations as above were communicated to Oriental health insurance Company. BSNL management also urged the insurance company to finalise the renewal in two or three days. The insurance company representatives who were positive in their approach, informed they will look into the proposals of the BSNL management and will come back.
BSNLEU in its formal meeting held with Dir. (HR) on 19.03.2024, discussed the above subject. It had been pointed out by the Union that the administration in certain circles is still waiting to consider the requests of JE officials for transfer from Surplus to deficit circles.
BSNL Corporate Office vide its order no. BSNL C.O.-A/15(14)/1/2022-ESTAB dated 03.04.2024 has issued specific order to consider the left out cases and categorized various circles as surplus and deficit circles. It has also instructed all the heads of circles to process the pending R 8 transfer cases of JEs (T) cadre in accordance with the above guidelines on the subject matter.
Circle Secretaries are hereby requested to take up the pending R 8 transfer cases of JEs(T) with respective CGMs/GMs in view of the BSNL C.O. order dated 03.04.2024. In case of any difficulties faced by Circle Secretaries, specific cases with the views of the administration may be brought to the notice of CHQ.
The attention of the circle and district secretaries is drawn to the above subject. The Corporate Office, vide it’s letter dated 31-05-2022, has issued a revised form, to be filled in by the employees who want to change their option on union membership. The revised form is enclosed here with.
Employees are having opportunity to change their union membership once in a year. In accordance with this, the employees can change their union membership from 16th June to 15th July, 2022. The Corporate Office has issued letter to this effect today. Copy of the letter is enclosed for the information of circle and district secretaries.
The BSNL Management has initiated the process for holding the 9th Membership Verification for the Non-Executives. It will be held in the month of October, 2022. Shri S.N. Gupta, GM(Restg.), BSNL CO., has been appointed as the Chief Returning Officer.
A core committee, with Ms. Anita Johri, PGM(SR), Shri S.P. Singh, GM(Admn.), Ms. Samita Luthra, GM(Rectt.) and Shri Santosh Kumar, DGM(SR), as members has also been formed.
The annual premium of the GTI (Group Term Insurance) of the Non-Executives expires in February, 2022. However, the Corporate Office has not taken action for the deduction of the annual premium February, 2022 salary. Hence, BSNLEU wrote a letter to the Corporate Office yesterday, demanding action. The Corporate Office has acted immediately and has issued letter today (F.No.BSNLCO-A/11(11)/2/2022-ESTAB/2 dated 17.02.2022), directing the Heads of the Circles to take action for the deduction of the annual premium from the salary. The Non-Executives who are presently members of the GTI scheme can withdraw their membership w.e.f. 01.03.2022. Similarly, the Non-Executives who want to join the GTI scheme can also join w.e.f. 01.03.2022. BSNLEU thanks the Corporate Management for taking immediate action on it’s letter.
The DPE has already issued letter on 27.10.2021 for increase in IDA from 01.07.2021 and from 01.10.2021. The IDA has increased from 170.5% to 179.3% during this period. Today, the Corporate Office has issued letter for payment of this IDA increase.
