After the implementation of the ERP system, CHQ quota is being sent to the All India Union, in bulk, by the circle administrations. In this process, the CHQ is not able to know the quota received from each district union of BSNLEU. In the absence of this information, CHQ will not be in a position to allot the delegates to the district unions, for the All India Conference, which is a constitutional requirement. Hence, CHQ is repeatedly giving letter to the Corporate Office, demanding to instruct the circle administrations, for sending monthly statement, indicating the district wise quota particulars. This is being done presently by the Madhya Pradesh Circle administration. If one circle administration can do, why not the other circle administrations also do that. Based on BSNLEU’s letter, the Corporate Office has issued instructions to all the CGMs. All Circle Unions of BSNLEU are requested to immediately to take it up with their respective circle administrations, for sending the monthly statement to the CHQ.
Corporate Office has issued letter that all VRS options, as existed in the ERP portal at the closing time and date of VRS option shall be treated as final. It means, any withdrawal of VRS option after 03.12.2019 will not be accepted by the Management.
BSNLEU has demanded that the 3rd batch of Non-Executives, transferred from CGM office Hyderabad to the CGM office Vijayawada, on bifurcation, should be retained till 31-05-2018 at Hyderabad. This demand is raised in view of the educational requirements of the children of the employees under transfer. This demand was discussed Com.P.Abhimanyu,GS, with the Director (HR). The Corporate Office has accepted the demand and has issued letter.
The DoT has released an amount of Rs. 4,156 crore to BSNL. This is for making payment of Exgratia amount to those who have retired under VRS-2019. The DoT has directed that, this payment should be completed within 21 days.
The DR TTAs, who were appointed on or after 01-01-2007 and up to 07-05-2010, faced wage loss, after the implementation of 2nd wage revision. BSNLEU continuously took up this issue. Finally, one extra increment was given to the DR TTAs who suffered wage reduction. However, this relief was not given to the other Non-Executives. This was a discrimination and BSNLEU continuously took up the issue with the Management. As a result of our efforts, our demand was approved by the Management Committee and thereafter it went for the approval of the BSNL Board. But, the Board did not approve and put the issue in the cold storage. BSNLEU continued to mount pressure on the Management in various forums. Finally, the issue was raised by BSNLEU with the CMD BSNL in the meeting held on 10.07.2018. In that discussion, the CMD BSNL assured once again seek the approval of the Board to settle this issue. As a result of this, the issue once again went to the BSNL Board. Finally, the Board has given it’s approval to compensate the actual wage reduction suffered by the other Non-Executives also. Based on that approval, the BSNL Corporate Office has issued letter yesterday. According to this letter, the actual reduction in pay will be compensated, which will not be adjusted against future increments. These officials will get the arrears also. BSNLEU heartily congratulates the officials who are going to get the benefit. The Union also thanks the CMD BSNL for getting the issue settled.
The BSNL Corporate Office has started the process for holding the 8th Membership Verification, by appointing the Chief Returning Officer. Ms. Samitha Luthra, GM(Rectt.) is appointed as the CRO.
BSNLEU has been consistently demanding the Management to hold the JTO LICE for 50% quota. BSNLEU discussed the issue many times with the Director (HR), GM(Rectt.) and the GM (Estt.). Management delayed holding of the exam by linking it with the "CPSU Cadre Hierarchy", to be introduced to the Executives. However, due to the consistent efforts of the BSNLEU, the Establishment Branch of the Corporate Office issued letter sometime back, granting it's approval for holding the exam. Now, the Recruitment Branch of the Corporate Office has released the time schedule for holding the JE LICE. Accordingly, online registration will start on 16-11-2018 and the last date will be 20-12-2018. The online exam will be held on 20-01-2019.
The Economy Measures announce by the Corporate Office, has created problems in transferring officials back from the rural areas to urban areas, on completion of their tenure. This issue was discussed in the 38th National Council meeting held on 29.04.2019. The Chairman of the National Council agreed to issue necessary clarifications, so that difficulties are not created in transferring officials back to the urban areas, from rural areas, on completion of their tenure. The Personnel Branch of the Corporate Office has issued the necessary clarification today.
