BSNL Employees Union (CHQ), New Delhi

17 - Sep - 2020
Granting 1st promotion after 4 years, to the TSMs regularised after 01.10.2000.

Thousands of TSMs, who were regularised after 01.10.2000, were issued with ‘Presidential Orders’, due to the continuous efforts taken by BSNLEU. However, these officials were treated as DoT employees, so far as NEPP is concerned, and were given 1st promotion only on completion of 8 years of service. Citing a court order, BSNLEU demanded that all these officials should be given 1st promotion under NEPP, on completion of 4 years. Management agreed to this. However, the issue is not settled yet, due to non-receipt of the requisite input from circles. Hence, all circle secretaries are requested to take up this issue with their respective CGMs, and arrange to send to necessary inputs to the Corporate Office at the earliest.

AUAB will not accept retirement age from 60 to 58 - AUAB will fight tooth and nail to settle the 3rd Pay Revision.

A letter written by the DoT on 19.12.2018, addressed to the CMD BSNL, is being largely circulated in the social media. In that letter, the DoT has stated that BSNL’s justifications for managing the extra expenditure on account of wage revision, are not be acceptable. Further, through this letter, we also come to know that BSNL Management has proposed reduction  of the retirement age from 60 to 58. In this regard, we wish to make it very clear that the AUAB will never accept the reduction of retirement age from 60 to 58. The AUAB will firmly fight against any attempt by the BSNL Management / the DoT for implementing VRS or CRS. Further, the opinion of the DoT, with regards to the financial condition of BSNL, with reference to the wage revision is also not acceptable to the AUAB. The AUAB will fight tooth and nail to settle the wage revision.

Wage Negotiation will start only after 8th Membership Verification - says BSNL Management.

It may be recollected that, the negotiation on Wage Revision of the Non-Executives, between the BSNL Management and the Recognised Unions, has been stopped temporarily. BSNLEU and NFTE, vide it’s letter dated 14.05.2019, addressed to the Secretary, Telecom, had strongly demanded that the Wage Negotiation should resume. In reply, much belatedly, the BSNL Management has written to the General Secretaries of BSNLEU and NFTE, stating that wage negotiation could not be conducted since the Recognition period of both the unions had lapsed. It is also informed that the wage negotiation would resume after granting of recognition through the 8thMembership Verification process.

Repeatedly, the issue was discussed by BSNLEU, at the level of the Director(HR) and the GM(Estt.). Even yesterday, BSNLEU wrote a letter to the GM(Estt.) of the Corporate Office. Prime Minister's Office (PMO) writes to the DoT, calling for report on the status of implementation of Niti Aayog's recommendations on BSNL and ITI.

May be a week ago, a letter, said to have been written by the PMO, to the DoT, calling for report  on the implementation of the Niti Aayog's recommendations on BSNL and ITI, started doing rounds on whatsapp and email. In the letter, Niti Aayog's recommendation is mentioned as CLOSURE / TRANSFER TO STATES, etc. BSNLEU did not react on it, because we wanted to verify whether the letter is genuine or faked. Through our sources, we enquired and have confirmed that the letter is genuine. This letter only shows the underground conspiracy being hatched out to close down / privatise BSNL. It may be remembered that in July last year, reports leaked out regarding the Niti Aayog's plan to do Strategic Sale in BSNL. Against this, BSNLEU and Forum conducted protest demonstrations throughout the country. Immediately, Niti Aayog issued a press statement, saying that it has no plan to start strategic sale in BSNL. But, it is proved that underground conspiracy is going on to finish off BSNL. BSNLEU will consult with all unions and associations on this issue, and will take appropriate action.

After much delay, results declared for the JTO LICE held on 26.05.2019.

The results of the JTO LICE (50% quota), held for the vacancy year 2017-18, has been declared yesterday. It may be recollected that there is much delay in declaring these results, due to the ambiguities created by the contradicting instructions issued by the DoP&T, with regards to treating the SC/ST employees who have passed the exam on their own merit, and not owing to reservation or relaxation of qualifications. BSNLEU has taken up the case in right earnest with the Director (HR) and the GM(Rectt.), apart from writing letters continuously. BSNLEU has also demanded that full marks should be given for wrong / multiple answers / out of syllabus questions. BSNLEU heartily congratulates all the comrades who are declared selected.

As per the result declared, 154 candidates have qualified. Out of this, 112 candidates belong to OC/OBC categories, 24 belong to SC category and 18 belong to ST category. No candidate has qualified from the circles of A&N, Andhra Pradesh, J&K, Himachal Pradesh, NE-I and UP(West). Punjab circle result are kept on hold, due to court case.
