BSNL Corporate Office has written to all the CGMs, stating that the DoT has given direction to verify the service particulars of all BSNL absorbed employees, as well as DoT employees, who have completed 18 years of service, or who are left with only 5 years of service.
The Chief Labour Commissioner (Central) has issued order on 03.04.2018, revising the minimum wages (applicable to the contract workers in BSNL) based on the increase in Variable Dearness Allowance (VDA). The BSNL Corporate Office has endorsed this letter to all the Chief General Managers of BSNL. Circle and district secretaries are requested to ensure the implementation of the revised wages for the contract workers.
It is being seen that in many places, BSNL's buildings in prime areas are being suddenly taken over by the DoT. The BSNL Corporate Office, vide it's letter dated 11-07-2017, has already categorically given direction that, the decision to handover any office space, vacant land and staff quarters to the DoT, could be taken only by the Corporate Office. It is also stated in that letter that, such allotment of office space, vacant land and staff quarters to the DoT, would be made only without affecting BSNL's present and future requirements. It is seen that in many places, BSNL buildings are being handed over to the DoT, while BSNL offices function in rented buildings in such places. The Corporate Office has once again now reiterated it's earlier order on the matter. All circle and district secretaries are requested to kindly ensure that the BSNL Corporate Office order on the matter is implemented.
The Joint Committee on Redesignation of the Left-out Non-Executives, has already finalised the new designations for the left-out Non-Executive cadres. Subsequently, these new designations went for the approval of the Management Committee. Under these circumstances, the Management has now issued notification, for holding a meeting of this Redesignation Committee on 16-05-2018. Management has also issued notification to hold the much belated meeting of the PLI Committee, on the same day.
The facility of cash payment without voucher, under BSNLMRS, to the retired employees, has not been extended beyond the six month period, for which it was initially introduced. BSNLEU has taken up the matter with the BSNL Management, and has demanded that the scheme should be extended beyond the six month period. BSNLEU has also given call to conduct demonstrations on this issue on 03.05.2018. Under these circumstances, the Corporate Office has issued letter today that the two instalments of cash payment without voucher, which has become due for the year 2017-18, can be paid. BSNLEU will continue to pressurise the Management for the continuation of the scheme.
It may be recollected that in the meeting held between the Hon'ble Minister of State for Communications and the AUAB, held on 24-02-2018, the Hon'ble Minister said that the wage revision issue of the BSNL employees would be taken for the approval of the Cabinet. The Hon'ble Minister also stated that, the approval of the DPE would also be taken on the matter. Accordingly, the issue was referred to the DPE, by the DoT. The DPE has now written to the DoT, stating that the wage revision matter could be taken for the approval of the Cabinet. Thus, the first step, in getting approval for the wage revision of BSNL employees has been completed. The AUAB will continue to monitor the developments and will take the needful steps, for the final settlement of the issue.
The DPE has issued letter, incorporating the government order, to enhance the ceiling of gratuity, to be paid to Public Sector employees. The ceiling is enhanced from Rs.10 lakh to Rs.20 lakh.
BSNL endorses order of the Ministry of Personal, Public Grievances and Pensions (Department of Personal and Training) for declaring 14th April as holiday on account of the birth day of Dr. B.R. Ambedkar.
BSNLEU has demanded that the 3rd batch of Non-Executives, transferred from CGM office Hyderabad to the CGM office Vijayawada, on bifurcation, should be retained till 31-05-2018 at Hyderabad. This demand is raised in view of the educational requirements of the children of the employees under transfer. This demand was discussed Com.P.Abhimanyu,GS, with the Director (HR). The Corporate Office has accepted the demand and has issued letter.
After the implementation of the ERP system, CHQ quota is being sent to the All India Union, in bulk, by the circle administrations. In this process, the CHQ is not able to know the quota received from each district union of BSNLEU. In the absence of this information, CHQ will not be in a position to allot the delegates to the district unions, for the All India Conference, which is a constitutional requirement. Hence, CHQ is repeatedly giving letter to the Corporate Office, demanding to instruct the circle administrations, for sending monthly statement, indicating the district wise quota particulars. This is being done presently by the Madhya Pradesh Circle administration. If one circle administration can do, why not the other circle administrations also do that. Based on BSNLEU’s letter, the Corporate Office has issued instructions to all the CGMs. All Circle Unions of BSNLEU are requested to immediately to take it up with their respective circle administrations, for sending the monthly statement to the CHQ.
