In Kerala circle, payment of Ex-gratia and Leave Encashment have been denied to some of the employees, who recently retired under the VRS. Similarly, promotion under NEPP has also been denied. All these are being done, on the plea of pendency of a court case, which has arisen out of a private complaint. The guidelines already laid down by the DoP&T on this matter, categorically states that, a court case, which has arisen out of a private complaint, should not become the grounds for the denial of terminal benefits. Hence, CHQ has written to the Sr.GM(Estt.), requesting to intervene in this matter and to issue necessary guideline to the CGM, Kerala circle. CHQ will follow up the case to it's logical conclusion.
The Restructuring Branch of the Corporate Office has sent it?s proposal for monthly contribution of Rs.500/-, Rs.600/-, Rs.700/- and Rs.800/-, to be made by the Non-Executives, towards the Benevolent Fund. This amount is exorbitant. Earlier, BSNLEU had suggested monthly contribution of Rs.30/- from each Non-Executive. Hence, BSNLEU has written to the GM (Restg.), demanding to include representatives of the Recognised Unions and associations in the ?Committee?, so that a collective decision could be arrived at.
The issue of implementing the Group Term Insurance (GTI) to the Non-Executives of BSNL was taken up in the 37th National Council meeting held on November 20, 2018. Management agreed to implement the scheme to the Non-Executives also. However, action is yet to be taken by the Management in this regard. BSNLEU has written to the Director (HR) requesting for speedy implementation of the decision of the National Council.
CHQ has already written to the Sr.GM(Estt.) of the BSNL Corporate Office, the case related to the non-payment of terminal benefits to two of the VRS optees of Palakkad SSA, in Kerala circle, on account of non-issuance of vigilance clearance. The withholding of the vigilance clearance in the instant case is violative of the DoP&T orders on the subject. Today, Com.P.Abhimanyu, GS, discussed the issue telephonically with Shri Saurabh Tyagi, Sr.GM(Estt.), BSNL Corporate Office. The Sr.GM(Estt.) replied that the matter is already taken up with the DoT, seeking necessary intervention, so that the VRS optees do not suffer harassment on account of non-payment of terminal benefits. He further stated that a reminder has already been sent and that one more reminder is under issue.
BSNLEU has been continuously demanding that, payment of salary should be made on the due date. Struggles, viz., demonstration on 21.05.2020 and dharna on 26.06.2020, have already been organised. However, again, the June salary has not been made on the due date. Hence, BSNLEU has written a letter to the CMD BSNL, giving a stern message that, industrial peace in BSNL will be disturbed, if the Management continues to shirk it's responsibility of paying the salary on the due date.
The CGM, Gujarat is running “Tughlak Dharbar”. Recently, he has issued two orders. The first order says no weekly-off or leave should be granted to the employees till 31st March, 2018. The second order says, officers can issue 25% of the transfer orders according to their whims and fancies, and the remaining 75% transfers according to rules. Due to opposition from Union, the CGM has subsequently diluted both the orders. The CGM, Gujarat must understand that he has no powers to play such gimmicks. BSNLEU has seriously protested both these letters and written to the Director (HR).
Since telecommunication is an essential service, the employees of BSNL are engaged in providing service to the people, despite a nationwide lock-down has been imposed. To ensure that they do not contract the infection of Corona Virus, BSNL employees need to use masks, gloves, sanitizer, liquid soap, etc. on a daily basis. They are spending money from their pockets for this. BSNLEU has demanded that, the BSNL Management should immediately sanction one day's salary (Basic Pay +DA) to all the BSNL employees, to enable them to meet the expenditure for purchasing the above items. BSNLEU has informed the Management that the other Public Sector Enterprises, viz., LIC of India, State Bank of India and the Union Bank of India have already sanctioned such a lumpsum grant.
The CGM, Karnataka has issued a panic- creating letter on the postings and transfers of the left out TTs and ATTs, in the post VRS scenario. Utilisation of the left out manpower, after implementation of the VRS, is a matter to be finalised by the BSNL Corporate Office, for all the circles. BSNLEU has written to the Director (HR), demanding, pending finalisation of such a policy by the Corporate Management, in consultation with the Recognised Unions and Associations, no CGMs should be allowed to take decision on the transfers and postings of the left out employees.
The JTO Phase-I training of the candidates who are held up at ALTTC, Ghaziabad, has already started on 08.06.2020. As regards the remaining 116 candidates, the BSNL Corporate Office has issued a letter on 22.06.2020, stating that they would be imparted with online training. However, no modified letter has been issued by the CGM, ALTTC, for the online training of the candidates. This is creating unnecessary anxiety and confusion among the candidates. Hence, BSNLEU has written to the Director (HR), demanding the issuance of early order for starting online training to the remaining candidates.
While carrying out their duties, BSNL employees are running into the high risk of contracting the Corona Virus infection. The DoT has already put in place, a scheme to pay a compensation of Rs.10 lakh to the families of the employees who die in accidents, while on duty. BSNL is also covered by this scheme. The Department of Posts, which is also coming under the Ministry of Communications, has utilised this scheme, to announce a compensation of Rs.10 lakh to any one of it's employees, who happens to die due to the Corona Virus infection. BSNLEU has demanded that the BSNL Management should also take immediate steps to bring the BSNL employees under the coverage for payment of a compensation of Rs.10 lakh, in case any employee dies due to the Corona Virus infection.

अपने कर्तव्य का निर्वहन करते हुए BSNL कर्मचारी कोरोना वायरस संक्रमण की भारी जोखिम उठा रहे हैं। DoT द्वारा, कार्य के दौरान कर्मचारी की दुर्घटना में मृत्यु होने पर कर्मचारी के परिवार को रु 10 लाख मुआवज़े के भुगतान की योजना लागू की गई है। BSNL भी इस योजना अंतर्गत आता है। डिपार्टमेंट ऑफ पोस्ट, जो संचार मंत्रालय के अधीन है, ने इस योजना का लाभ उठाते हुए, किसी भी कर्मचारी की कोरोना वायरस के संक्रमण की वजह से मृत्यु होने की स्थिति में रु 10 लाख क्षतिपूर्ति के रूप में दिए जाने की घोषणा की है। BSNLEU ने मांग की है कि BSNL मैनेजमेंट भी, BSNL कर्मचारी की कोरोना वायरस के संक्रमण की वजह से मृत्यु होने की स्थिति में रु 10 लाख क्षतिपूर्ति भुगतान योजना के दायरे में BSNL कर्मचारियों को भी लाने हेतु तत्काल कदम उठाएं।
The Admn. Branch of the Corporate Office has written to the General Secretary of BSNLEU, communicating it’s decision not to implement the Rs.429/- mobile plan to the Non-Executives. In reply to this, BSNLEU has written to the Director (HR), demanding honouring of the commitment given in the National Council meeting.
BSNLEU has written to the Director(HR), demanding implementation of open-ended pay scales for the Non-Executives, in the forthcoming Wage Settlement. In the last Wage Revision, implemented from 01.01.2007, the Management kept the maximum of the pay scales as low as possible, with the view to keep the expenditure on Pension Contribution also low. This in turn, resulted in stagnation, especially for the employees in the lower pay scales. Now, that the Hon’ble Minister of State for Communications has directed the Secretary, Telecom, in the meeting held on 24-02-2018, to implement Government of India Rule, for collection of Pension Contribution from BSNL, this problem is going to be solved once for all. Hence, BSNLEU has demanded implementation of open ended pay scales for the Non-Executives.
BSNLEU has written to the CMD BSNL, demanding immediate implementation of the 30% Superannuation Benefits to the Directly Recruited employees. In this respect, the Union has demanded full implementation of the recommendation of the 2nd Pay Revision Committee.
The BSNL Management is taking a number of steps regarding the reorganisation of the Company. Project and maintenance circles are merged. Telecom factories are merged with territorial circles. Training centres are also being reorganised. However, the Management does not take the Recognised Unions into confidence, before taking decisions. BSNLEU, in it’s meeting with the CMD BSNL, has emphasised the need to take the views of the Recognised Unions on such matters. In continuation of this, BSNLEU has written to the CMD BSNL, demanding consultation with the Recognised Unions on such matters.
In the online Formal meeting held with the Director (HR), on 28.08.2020, BSNLEU took up an item related to the reduction in pension of the retired Sr.TOAs, belonging to Maharashtra circle. Despite several letters written by BSNLEU to the Member (Finance), the problem remains unsettled. Hence, BSNLEU requested that the Corporate Office take up the issue with the Member (Finance). The request of BSNLEU was accepted by the Director (HR). As a follow up to this, BSNLEU wrote to the Sr.GM(SR) today, requesting to ensure that the letter is expeditiously written to the Member (Finance), on the issue. In addition to this, Com.P.Abhimanyu, GS, telephonically spoke to Shri A.M.Gupta, Sr.GM(SR) and requested for expeditious action.
The Corporate Office has formed an internal committee, to formulate guidelines related to the facility of immunity from transfers to the office bearers of the Recognised Union. BSNLEU has submitted it’s views to the committee, on the subject.
Ever since the government constituted the 3rd PRC, for the wage revision of the Executives, BSNLEU is demanding constitution of the wage revision committee for the Non-Executives. After dilly dallying for a long time, Corporate Office has formed a wage revision committee, without any representation from the Recognised Unions. BSNLEU has written to the CMD BSNL, rejecting this truncated wage revision committee, and demanding immediate constitution of a Joint Wage Negotiation Committee, with the representatives of the Recognised Unions.
BSNLEU is continuously demanding the BSNL Management that the MT Exams, both for Internal and External candidates, notified and subsequently postponed, should be conducted. BSNLEU is also demanding that the RR of the MT Exam should be amended, so that the Non-Executives, having the requisite qualification, could also appear in the exam. BSNLEU has once again written to the CMD BSNL, demanding to do the needful on the matter.
The Central Government has announced certain concessions for the payment of Income Tax. However, for availing this, the tax payer has to forego certain exemptions already being enjoyed by them. Hence the Corporate Office has called in the employees to opt their tax regime. The Corporate Office has issued this letter on 20-04-2020 and has directed the employees to submit their options by 28-04-2020. This time limit is very short, especially when the lockdown has been imposed. Hence, BSNLEU has written to the Sr. GM (Taxation) demanding to extend the last date for submitting the options, at least by one month.
