Shri K.C.G.K. Pillai retired in November, 2013, from the post of Director (Finance), BSNL. Ever since then, the Director (Finance), BSNL post is lying vacant. When every effort is being taken to ensure the financial revival of BSNL, the Director (Finance) post cannot remain vacant. BSNLEU has written to the Hon’ble Minister of Communications, requesting to take the needful action, for filling up the post at the earliest.
BSNLEU is continuously demanding relaxation to the qualifying marks of the JTO LICE, held under 50% quota, on 26-05-2019. The issue has been discussed many times with the Director (HR) and the CMD BSNL. BSNLEU has demanded that full marks should be given to all the 10 questions with multiple correct answers. Due to certain important developments like implementation of VRS etc., this issue has been relegated to the back burner. BSNLEU has once again written to the Director (HR) pointing out that, BSNL requires more hands in the JTO cadre in view of retirement of a large number of officers under VRS and also in view of the proposed induction of 4G technology in the Company.
BSNLEU is persistently taking efforts to provide relief to the candidates who have narrowly failed in the JTO LICE held on 26.05.2019. BSNLEU is demanding either to grant full marks to the questions with multiple correct answers, or to grant relaxation. The issue was once again discussed with the Director (HR) by the General Secretary day before yesterday. In continuation of that discussion, BSNLEU has written this letter, urging upon the Director (HR) to take expeditious steps.
BSNLEU has written to the Director (HR) demanding to reduce the tenure from 3 years to 2 years, in respect of the officials transferred on bifurcation to Vijayawada. BSNLEU has also demanded that five woman officials, transferred on bifurcation to Vijayawada, should be immediately repatriated to Hyderabad, without insisting for any substitute.
The issues involved in the Consolidation of SSAs into Business Areas was discussed with the Management yesterday. In continuation of this, BSNLEU has written to the GM(Restg.).
BSNLEU is greatly perturbed that in the name of Revival Package, BSNL’s valuable land parcels are being transferred to the Special Purpose Vehicle (SPV). In turn, the SPV will hand over these lands to the corporates entrepreneurs at a throw-away price. According to BSNLEU, this is a very big scam. BSNLEU has written to the Secretary, Telecom, seeking his immediate intervention to stop this scam.
Based on a frivolous complaint about the caste certificate, Management has not even paid provisional pension or leave encashment to Com.G.Srinivasa Rao, Khammam in Telangana Circle. BSNLEU, has written to the Sr.GM(Estt.), demanding immediate payment of provisional pension and leave encashment, pending settlement of the dispute on his caste certificate.
It has already been intimated that a meeting of the BSNL Working Women's Coordination Committee, would be held at New Delhi on 05-11-2017. The Convenor of the BSNL WWCC has issued the formal notification for this meeting. BSNL WWCC members may kindly note that the venue for the meeting is Hotel Dakha International, Karol Bagh, New Delhi-1. The staying accommodation for the Committee members is also arranged in the same place for 4th and 5th November, 2017.
CHQ has come to know that, theft of transmission equipments have taken place from Dholewala Telephone Exchange, Ludhiana, Punjab. The GM, Ludhiana has not taken any noteworthy action, to bring the culprits to the book. Further, the CGM, Ludhiana, has threatened Com. Avatar Singh Jhande, District Secretary, BSNLEU, Ludhiana, that action would be taken against him, if his complaint is proved to be false. The joke is that, such a threatening has been issued to the District Secretary, BSNLEU, even before any enquiry is conducted. Hence, the CHQ has written a complaint to the Chief Vigilance Officer, BSNL, demanding a thorough enquiry.
Com. P. Abhimanyu, GS, BSNLEU and com. Chandeswar Singh, GS, NFTE, met shri Anupam Shrivastava, CMD BSNL today, and demanded withdrawal of victimisations imposed in the leaders of the associations of the Executives. They pointed out that imposition of the wage cut for demonstration and dharna is not acceptable. They also demanded withdrawal of the disciplinary action initiated against the leaders of the Executives to restore normalcy in BSNL, so that the Executives, together with the Non-Executives can single mindedly concentrate in the revival of BSNL. The CMD BSNL told that the request of BSNLEU and NFTE would be looked into.
It is already two months since BSNLEU wrote to the Management, demanding to hold the JTO LICE, under 50% quota. The matter was discussed in detail with all the concerned officers in the Corporate Office. Still, the Management has not taken any decision on this issue. Hence, BSNLEU has once again written to the Director (HR) demanding to hold the JTO LICE without further delay.
In the last National Council meeting, held on 20.11.2018, Com.P. Abhimanyu, Secretary, Staff Side, demanded that the JE LICE should be conducted as an “offline” exam. He raised the above issue in his initial remarks. He cited the poor results of the last JE LICE, held on 28.01.2018, wherein only 111 candidates, out of the total 1,800 candidates who appeared in the exam, got qualified. He pointed out that most of the candidates who appear the JE LICE are from the line staff, who did not possess any working knowledge in computer. He also demanded that all Non-Executive to Non-Executive exams should be conducted as “offline” exam. Further, he suggested that, a full-fledged computer training should be imparted to the qualified candidates, so as to make them fully fit to handle the computer-related jobs. The Director (HR) who is also the Chairman of the National Council, appreciated that the suggestions and assured that, the issue would be revisited. In continuation of this, BSNLEU has written to the Director (HR), reiterating it’s demand that JE LICE should be conducted as an “offline” exam.
The JE LICE, under 50% quota, for the Recruitment Year 2017-18, which had been notified to be held on 07.04.2018, was postponed. In the 37th meeting of the National Council, held on 20.11.2018, it was decided to hold this exam as an “off-line” exam. However, ever since then, the Management is dilli-dallying, without issuing notification to hold this exam. BSNLEU has once again written to the Director (HR), communicating the resentment of the aspiring candidates and demanding to hold the exam without further delay.
There are certain officials, who are issued with TSM status prior to 01.10.2000, and they are subsequently promoted directly as Telecom Mechanics. BSNLEU has been demanding that these officials should also be issued with Presidential Orders. However, the Establishment Branch of the Corporate Office has called for inputs from various circles, and only few circles have responded. The issue is lingering on for a very long time. BSNLEU has once again written to the Director (HR) demanding to immediately intervene on this issue.
BSNLEU is continuously urging upon the Corporate Management to ensure that the questions to be asked in the forthcoming JE LICE are not of ‘high standard’. This issue is already discussed with the GM(Rectt.). Again, this issue was raised by BSNLEU in the National Council meeting, held on 29.04.2019. Once again, BSNLEU has written letter to the GM(Rectt.), demanding to ensure that, the standard of questions will not be high for the forthcoming JE LICE.
The Department of Personnel & Training, vide it’s OM No.13018/4/2004-Estt.(L) dated 31-03-2006 has granted Child Adoption Leave for 135 days to female government servants for adoption of a child upto the age of one year, on the lines of Maternity Leave admissible to natural mothers. After implementation of the 6th Central Pay Commission recommendations, the Maternity Leave was enhanced from 135 days to 180 days. Subsequently, the DoP&T has enhanced the Child Adoption Leave also from 135 days to 180 days. However, BSNL has so far not implemented this. CHQ has written to the Corporate Office, demanding implementation of the DoP&T order for the enhancement of the Child Adoption Leave.
The BSNL Management has arbitrarily curtailed the medical facilities of the employees. The annual ceiling for the reimbursement of outdoor treatment, has been cut down from 23 days to 15 days. This curtailment of the medical facility is an injustice to the employees. On one side, the top officers are availing luxuries at the cost of the Company. On the other side, even the medical facility of the employees is being cut down. This cannot be allowed. BSNLEU has written to the CMD BSNL, demanding immediate restoration of the 23 days’ ceiling.
