bsnleuchq@gmail.comThe Department of Personnel & Training, vide it’s OM No.13018/4/2004-Estt.(L) dated 31-03-2006 has granted Child Adoption Leave for 135 days to female government servants for adoption of a child upto the age of one year, on the lines of Maternity Leave admissible to natural mothers. After implementation of the 6th Central Pay Commission recommendations, the Maternity Leave was enhanced from 135 days to 180 days. Subsequently, the DoP&T has enhanced the Child Adoption Leave also from 135 days to 180 days. However, BSNL has so far not implemented this. CHQ has written to the Corporate Office, demanding implementation of the DoP&T order for the enhancement of the Child Adoption Leave.
The BSNL Management has arbitrarily curtailed the medical facilities of the employees. The annual ceiling for the reimbursement of outdoor treatment, has been cut down from 23 days to 15 days. This curtailment of the medical facility is an injustice to the employees. On one side, the top officers are availing luxuries at the cost of the Company. On the other side, even the medical facility of the employees is being cut down. This cannot be allowed. BSNLEU has written to the CMD BSNL, demanding immediate restoration of the 23 days’ ceiling.
BSNLEU has once again written to the CMD BSNL urging upon him to take meaningful steps for the payment of salary before Deepavali. BSNLEU has also apprised the CMD BSNL that the employees are losing patience and are becoming restive.
In the backdrop of instructions issued by the Labour Ministry and Finance Ministry, directing that the contract workers should not face wage loss, on account of restrictions being imposed to contain the spread of Corona Virus, BSNLEU has written to the CMD BSNL, demanding to immediately pay the 10 month wage arrears of the contract workers.
The SSAs in Karnataka circle are being consolidated into six Business Areas, viz., Bangalore, Dakshina Kannada-Karwar, Gulbarga, Tumkur, Shimoga and Mysore. The Non-Executives working in the head quarters of the Business Areas are having apprehensions that work load will increase sizably. CHQ has written to the CMD BSNL requesting to take necessary action to cope with the increased work load.
The LIC premium amount deducted from the salaries of the employees has not been remitted to the LIC, from May, 2019 onwards. While the premium amount of the VRS optees has already been remitted to the LIC, the premium amount of the employees who are in service, is yet to be remitted. In the backdrop of COVID-19 spreading fast, BSNLEU has written to the CMD BSNL, demanding to remit the deducted amount to the LIC without further delay.
J&K circle is suffering from acute shortage of staff in the cadre of Sr.TOA. The issue was taken up by the Union in the Circle Council, as a result of which, the Circle Administration has written to the Corporate Office, demanding a Special Recruitment Drive. Based on that, BSNLEU has written to Director (HR), demanding a Special Recruitment Drive in the cadre of Sr.TOA, for J&K circle.
Payment of GPF has not been made by the DoT, in Gujarat and Haryana circles. This is because, on the GPF contribution already deducted from the salaries of the employees, has not been remitted to the DoT. BSNLEU has already drawn the attention of the Director (HR & Finance) to this issue. However, problem remains unresolved. Hence, BSNLEU has once again written to the Director (HR & Finance), demanding to resolve the issue without further delay.
Ms.Sujata Ray, Director(HR), retired on superannuation on 30-04-2019. Thereafter, the post is being looked after by the CMD BSNL himself. BSNL is one of the biggest Public Sector Enterprises, with around 1,70,000 Executives and Non-Executives. Non-availability of a full-fledged Director(HR) will create difficulties in the resolution of the day to day HR issues. Hence, BSNLEU has written to the Secretary, Telecom, demanding the immediate appointment of a full-fledged Director (HR) and pending that, appointment of an interim Director (HR), in line with the appointment of interim Director (Finance) and interim Director (CM).
BSNLEU has long been taking up settlement of the transfer cases of the TTAs posted in North Eastern circles. Bottle neck is created now, on the TTAs becoming JTOs. BSNLEU has written to the Director(HR), suggesting a way out, as well as demanding immediate settlement of the transfer cases.
In the year 2016, three JTO LICEs were conducted. Exams have been conducted for the vacancies upto the year 2015-16. Therafter, no exam is conducted for the vacancies of 2016-17 and 2017-18. BSNLEU has written to the Director (HR), demanding to take action for holding the next JTO LICE.
The 9th All India Conference of BSNLEU, held at Mysuru, has unanimously passed the resolution, seeking modification to the Non-Executives’ Recognition Rules. The Conference has demanded removal of the provision in the Non-Executives’ Recognition Rules, which stipulates that no second union will be recognised, if the first union gets 50% votes. The Conference has taken this decision, to strengthen the unity of the unions of the Non-Executives. To implement the decision of the Conference, the CHQ has written to the CMD BSNL, demanding amendment to the Recognition Rules, by explaining the circumstances.
The 9th All India Conference of BSNLEU, held at Mysuru, from 17th to 20th December, 2018, has unanimously decided that the recognition rules of the Non-Executives should be amended, so that the second union also will get recognition, even if the first union gets 50% or more votes. Immediately thereafter, BSNLEU handed over copy of the resolution to the CMD BSNL and to the Director (HR) and is continuously demanding that the needful amendment should be done to the Recognition Rules. However, the Management has not taken any action on this matter so far. Under these circumstances, Com.P. Abhimanyu,GS, BSNLEU met Shri Anupam Srivastava, CMD BSNL, on 27.05.2019, together with Com.Chandeshwar Singh, GS, NFTE, and demanded that the Recognition Rules should be amended immediately, as demanded by BSNLEU. He also handed over to the CMD BSNL, a letter in this regard.
The Corporate Office has already directed the circles to hold the Telecom Technician LICE to be held on 08.09.2019 in a centralised manner. Accordingly, the CGM, Himachal Pradesh, has already taken decision to hold the TT LICE only at Shimla. Since, Himachal Pradesh is severely affected by landslides, road blocked, etc., and also considering the fact that, Himachal Pradesh is having many snow-bound stations, BSNLEU has written to the GM(Recruitment), demanding to hold the TT LICE as Sundernagar also.
BSNL administrative offices are closed down for a period of thee weeks from 24.03.2020. This has resulted in delay in the processing of pension papers of those retiring on 31.03.2020. The close-down is likely to be extended also. Hence, BSNLEU has written to the Member (Finance), DoT, demanding sanctioning of provisional pension as an interim measure.
