Com.P.Abhimanyu, GS, spoke to Shri P.K. Purwar, CMD BSNL, today and urged upon him to ensure immediate allotment of funds for the payment of wages of the contract workers. The CMD BSNL replied that he would try to release the funds. Following this telephonic conversation, BSNLEU has also written letter to the CMD BSNL, urging upon him to lift the families of the contract workers, out from starvation.
Heavy rains are lashing out the Kerala circle for the past many days. This has resulted in heavy landslides, as well as severe damages to the networks of BSNL. The entire officers and employees of BSNL, Kerala circle, have shown exemplary devotion in restoring BSNL’s services. This is being widely appreciated by the media. In this connection, BSNLEU has written to the CMD BSNL, demanding to rush the requisite funds to Kerala circle, for carrying out the repairing works of the cables and equipments.
Notification for the Central Executive Committee meeting of BSNLEU, to be held on 22nd & 23rd October, 2018, at Ghaziabad, UP (West), has been issued by the CHQ. All CEC members are requested to book their journey tickets immediately.
In the meeting held yesterday the 04.11.2019, with Shri Ravi Shnkar Prasad, Hon’ble Minister for Communications, Com.P.Abhimanyu, General Secretary, handed over a letter to the Hon’ble Minister, wherein BSNLEU has expressed it’s extreme unhappiness over the highly demotivating speech of Shri P.K.Purwar, CMD BSNL, delivered on 25.10.2019. In that letter, BSNLEU has pointed out that the unions and associations of BSNL had launched many campaigns like “Customer Delight Year”, “Service With A Smile” and “BSNL At Your Door Steps”, etc., in the past, for the improvement of BSNL’s services and the employees are now totally demotivated by the indiscriminate criticism, made by the CMD BSNL, about the conduct and behaviour of the entire BSNL employees.

कल दिनांक 04.11.2019 को श्री रविशंकर प्रसाद, माननीय संचार मंत्री के साथ संपन्न मीटिंग में कॉम पी अभिमन्यु, महासचिव ने एक पत्र माननीय मंत्री महोदय को सौंपा, जिसमें दिनांक 25.10.2019 को श्री पी के पुरवार, CMD BSNL द्वारा दिए गए बेहद हतोत्साहित करने वाले उद्बोधन पर BSNLEU द्वारा तीव्र नाराजगी व्यक्त की गई है। उक्त पत्र में BSNLEU द्वारा यह संज्ञान में लाया गया है कि BSNL द्वारा प्रदत्त सेवाओं को उन्नत बनाने के लिए " कस्टमर डिलाइट मूवमेंट", "सर्विस विथ स्माइल" और "BSNL एट योर डोर स्टेप" जैसे कई अभियान पूर्व में यूनियन्स और एसोसिएशन्स द्वारा चलाए गए हैं और अब CMD BSNL द्वारा समस्त BSNL कर्मचारियों के आचरण और व्यवहार को लेकर की गई अविवेकपूर्ण आलोचना से कर्मचारी पूरी तरह से हतोत्साहित महसूस कर रहे हैं।
A meeting of the AUAB was held today. It has discussed and taken decisions on important issues such as non-payment of salary for October, 2019, non-remittance of deductions made from employees’ salaries, to various organisations, implementation of the package for BSNL’s revival, coping with the workload that is likely to arise after the implementation of VRS and repatriating the surplus ITS officers to the DoT.
BSNLEU has written to the Director (HR) regarding the resumption of the JTO Phase-l training. The training of 38 candidates, who are already stuck up in the ALTTC due to the lock-down, has started w.e.f. 08.06.2020. We have no objection in this. However, the CGM, ALTTC has decided that, the training of the remaining 116 candidates should also be centrally organised at ALTTC, w.e.f. 06.07.2020. BSNLEU has objected to this. All these 116 candidates belong to different circles and they will be forced to travel more than 1,000 KMs, to join the training at ALTTC. This will certainly expose them to the infection of Corona Virus. Hence, BSNLEU has demanded that, the training of all these 116 candidates should be organised in their nearest training centre at Jabalpur, Kalyani, Ranchi, Mysuru, Chennai, etc., as the case may be.
Onam, the important festival of Kerala, falls on 31.08.2020. Hence, the Central Government has issued an order that, the August salary as well as pension should be paid to the employees and pensioners of Kerala on 26.08.2020 itself. Quoting this order, BSNLEU has written to the CMD BSNL, demanding payment of August salary for the employees in Kerala circle on 26.08.2020.
Together with this, BSNLEU has also demanded that the salary for the month of July, 2020, should immediately be paid to all the employees.
As per the BSNL Corporate Office letter dated 01.05.2012, the pension contribution of the All India Office bearers, who are on foreign service with the Union, is to be waived. However, the waiving of the pension contribution, in respect of Com.Swapan Chakraborty, Dy.GS, for the period on which he was on deputation with the Union, has not been done. As a result of this, the settlement of his pension contribution is getting delayed. The CHQ has written to the Sr.GM(Estt.), BSNL CO., demanding expeditious action, as per the Corporate Office letter date d 01.05.2012.
The Corporate Office has written to the General Secretary, BSNLEU, for nominating 3 representatives to the Joint Committee for Wage Negotiation. BSNLEU has pointed out that this is insufficient representation, and has demanded representation equivalent to the one given in the National Council. BSNLEU has also demanded that the Union should be given the liberty for nominating those who are not members/office bearers.
The BSNL has Corporate Office has already issued letter on the "Policy on outsourcing model for maintenance and provisioning of landline and broadband for external plant of copper network". It is stated in that policy that the works of Testing / jumpering at the MDF for fault repair, pair change, new LL/BB connections, would be done by the outside agency. BSNLEU has written to the CMD BSNL, opposing this. BSNLEU has stated that this work should be done by our own TTs and ATTs, or else it will lead to manipulation by the outside agency.
The Central Secretariat meeting of BSNLEU is being held on 15.06.2020, through video conferencing. The CHQ has written to the GM(SR), requesting to take steps for the sanctioning of Special Casual Leave to the Central Office bearers participating in the Central Secretariat meeting. Com.P.Abhimanyu, GS, telephonically talked to Shri A.M.Gupta, GM(SR) today and requested him to ensure that the SR Branch sends necessary communication in this regard to all the CGMs. The GM(SR) assured to take the needful action.
Com.Tapan Sen, General Secretary, CITU, has written to Shri Ravi Shankar Prasad, Hon’ble Minister for Communications and IT, expressing his concern about the disturbing reports coming in the media, regarding BSNL’s financial health. He has demanded immediate allotment of 4G spectrum to BSNL and also financial assistance to the Company, for the upgradation of it’s networks. He has also demanded immediate payment of wage arrears to the contract workers and to stop their retrenchment. The General Secretary, CITU, has urged upon the Minister to drop the proposals for implementation of VRS and reduction of retirement age from 60 to 58, in view of the massive retirements taking place in the Company.
