The BSNL Management has already been insisted for payment of this year’s PLI. The issue is already discussed twice with the CMD BSNL. However, the Management has so far not taken any decision for payment of PLI. At a time when unity of all unions and associations is achieved, BSNLEU very much wants a united action programme to be conducted on the PLI issue. Hence, BSNLEU has written to the major unions and associations for united action.
8 posts of DR JEs, pertaining to the 2016 DR JE recruitment are lying vacant in Tamil Nadu circle. These vacancies have arisen due to the non-joining of selected candidates. Tamil Nadu circle has sought the approval of Corporate Office to fill up these vacancies. BSNLEU has written to the GM (Rectt.), BSNL CO., demanding immediate approval.
The Corporate Office is proposing to hold the next Membership Verification through the check-off system. The GM(SR) has written a letter to all the CGMs, unions and associations, calling for their views on the matter. Seven Membership Verifications have already been successfully conducted in BSNL. No complaint from any quarters. Then what is the problem of the Management? Financial crisis of the Company is the reason, according to the Management. Let them stop shedding crocodile tears about the financial crisis of the Company, and come forward to hold meaningful talks with the All Unions and Associations of BSNL, to curtail wasteful expenditure. BSNLEU will oppose the check-off system tooth and nail, because it will give room for maneuverings and malpractices. A letter to this effect is given to the Management. If it does not pay heed, BSNLEU will go in the offensive to stop it.
The AUAB has already written letter to Shri Ravi Shankar Prasad, Hon’ble MoC & IT, on 20.06.2019, requesting to grant a meeting. It is more than a month since that letter was written, and so far the AUAB has neither got the meeting nor received any reply. Hence, once again the AUAB has written to the Hon’ble MoC & IT, requesting to grant a meeting.
BSNLEU has played crucial role in getting the Central Government’s Child Care Leave implemented in BSNL. From time to time, BSNLEU is also taking the initiative for the implementation of all amendments issued by the DoP&T, in the Child Care Leave. The DoP&T has issued office memorandum on 01.04.2016, that in the case of disabled children, the Child Care Leave can be availed without any age limit. This order of the DoP&T is yet to be endorsed by the BSNL Corporate Office. BSNLEU has written to the GM (Estt.) of BSNL CO, demanding that the letter should be immediately endorsed.
The AUAB has called on the BSNL Executives and Non-Executives to organise massive lunch hour demonstrations on 04.12.2019, demanding immediate disbursement of October & November,2019, salary. The requisite notification has been issued to the Secretary, Telecom and the CMD BSNL today, by the AUAB. The AUAB has also demanded that there should not be any discrimination in the matter of disbursement of salary between the BSNL employees and the ITS officers on deputation. Further, the AUAB has warned the BSNL Management and the DoT that intensified agitations would be launched if salary payment for the month of October & November, 2019, is not paid immediately.
Pension revision has become due for BSNL retirees w.e.f. 01.01.2017. DoT stated in it’s letter no. 24-1/2018/SR dated 21.02.2018, that pension revision would be taken up only after the wage revision of the employees (subsequently this letter was withdrawn). In the meeting held with the Unions and Associations of BSNL on 24.02.2018, Shri Manoj Sinha, Hon’ble Minister of State for Communications, assured that pension revision would be done for the BSNL retirees. However, no action has been initiated by the DoT till date, for revising the pension of BSNL retirees. Perhaps, the DoT is still holding on to it’s line of “pension revision only after pay revision”. Hence, BSNLEU has written to the Prime Minister, demanding his intervention for the immediate settlement of pension revision to BSNL retirees.
Com. P. Abhimanyu, GS, and Com. Swapan Chakraborty, Dy.GS, presented a detailed letter to the Director (HR), explaining the total non-implementation of Corporate Office orders with regards to implementation of minimum wage, social securities, etc., to the contract workers in UP (East) circle. The Director (HR) gave a patient hearing to the details explained by the Union, and assured that needful action would be taken.
Certain employees were recruited by the DoT under Compassionate Ground prior to 01.10.2000. They were sent for training before 01.10.2000, but joined duty on completion of training, only after formation of BSNL. These officials were initially treated as DoT recruitees and were issued with Presidential Orders. However, subsequently, their Presidential Orders were cancelled and they are being treated as BSNL recruitees. The Hon’ble Kerala High Court has given the judgement on 13.11.2019, stating that these officials should be treated as DoT recruitees. BSNLEU has written to the Member (Services), Telecom Commission, demanding implementation of the order of the Hon’ble Kerala High Court.
BSNLEU is continuously demanding the removal of the curtailment that has been imposed on the Recognised Union to nominate ‘non-members’ to the councils. In continuation of the discussion that BSNLEU had with the GM (SR) and CGM (Legal) last week, the Union has written to the GM (SR), demanding a discussion jointly with the GM (SR) and the CGM (Legal).
In continuation of BSNLEU’s discussion held with the CMD BSNL yesterday, demanding immediate salary payment, BSNLEU has written to him today, to ensure the immediate releasing of funds for the payment of salary for the months of January & February, 2020. BSNLEU has also pointed out that the payment of salary has become urgent, in view of the Holi festival falling on 10th March, 2020.

कल CMD BSNL से वेतन के त्वरित भुगतान की मांग को ले कर हुई चर्चा के क्रम में BSNLEU ने आज उन्हें माह जनवरी, फरवरी 2020 के वेतन के भुगतान हेतु फण्ड शीघ्र जारी करने की सुनिश्चितता हेतु पत्र लिखा। BSNLEU ने यह भी स्पष्ट किया कि 10 मार्च, 2020 को आ रहे होली त्योंहार के मद्दे नजर वेतन का भुगतान बेहद जरूरी हो गया है।
BSNLEU had strongly opposed the holding of the JE LICE as an online exam. BSNLEU had already made it very clear to the Management that all internal examinations, for promotion from Non-Executive cadre to Non-Executive cadre, should be conducted as ‘off-line’ exams only. Despite this, the Management conducted an online JE LICE on 28.01.2018. The results are there for all of us to see. Out of the 1,800 candidates who appeared in that exam, only 111 candidates got qualified. This extremely poor results was due to the online exam. Accepting the demand of BSNLEU, the Management reviewed the results, by granting relaxation marks. However, without learning any lesson from the experience of holding JE LICE as an online exam, the Management has once again notified to hold the JE LICE as an online exam. The BSNL Management argues that, the JE is the highest Non-Executive cadre, and hence the candidates who appear for the JE LICE should compulsorily possess computer knowledge. We have already told the Management that most of the candidates appearing for the JE LICE are Telecom Technicians, whose day to day duties are not connected with computer operations. We have also told the Management that, the successful JE LICE candidates will certainly acquire knowledge in computer operations, if the requisite training is given to them. But, our reasonings have fallen on deaf ears, and once again Management wanted to hold the JE LICE as an online exam. Hence, BSNLEU has written a strong letter to the CMD BSNL, requesting to make necessary intervention to settle this issue.
BSNLEU has written to the Management, drawing their attention to the increase in workload at the Business Area Headquarters, after consolidation of SSAs into Business Areas. BSNLEU has suggested that the HR activities of the Non-Executives can be retained in the SSA itself.
The JAO LICE is not held for the past 3 years. It has not been held, under the pretext that the amendments to the JAO RR are yet to be approved. BSNLEU has demanded important amendments, to remove some of the stringent conditions contained in the RR. Despite our repeated reminders, neither the amendments are incorporated, nor the JAO LICE is held. BSNLEU has once again written to the Director (HR), demanding immediate holding of the JAO LICE, after incorporating the necessary amendments to the JAO RR.
BSNL employees of Himachal Pradesh circle have not been paid GPF advance, from January, 2018 onwards. This is due to the non-allotment of funds by the Corporate Office, despite repeated requests made by BSNLEU. Hence, CHQ has written to the GM (BFCI), requesting him for an early allotment of funds.
