बीएसएनएल समन्वय समिति 23 मार्च, 2026 को धरना आयोजित करेगी.
BSNLEU, AIBDPA और BSNLCCWF की समन्वय समिति की बैठक, जो 08.03.2026 को हुई थी, ने 23 मार्च, 2026 को बीए स्तर पर देशव्यापी धरना आयोजित करने का निर्णय लिया है। यह धरना बीएसएनएल कर्मचारियों, पेंशनभोगियों और संविदा/अस्थायी कर्मचारियों को प्रभावित करने वाले प्रमुख मुद्दों को उजागर करेगा, जिनमें शामिल हैं :
- वेतन संशोधन
- पेंशन संशोधन
- पेंशन का सत्यापन
- बीएसएनएल पर राष्ट्रीय मुद्रीकरण पाइपलाइन का प्रभाव
- कर्मचारियों की संख्या में कटौती
- संविदा और अस्थायी कर्मचारियों पर हमले
सभी सीईसी सदस्यों से अनुरोध है कि वे नियमित कर्मचारियों, पेंशनभोगियों और संविदा/अस्थायी कर्मचारियों को भारी संख्या में जुटाकर इस कार्यक्रम का आयोजन करें।
A Formal Meeting on the burning staff issues was held on 18.02.2026 under the chairmanship of Dr. Kalyan Sagar Nippani, Director (HR). Leaders of BSNLEU highlighted the major staff problems and urged the Management for their early settlement. The Corporate Office has issued the minutes of the meeting today, detailing the discussions and assurances given by the Management. BSNLEU will closely monitor the implementation of these assurances.
The 2nd Karnataka Circle Convention of the BSNL Working Women’s Coordination Committee (BSNLWWCC) was held at Bengaluru yesterday the 11.03.2026. Com.K.N. Jyothilakshmi, All India Convenor of BSNLWWCC, hoisted the BSNLEU Flag. The Convention, attended by more than 70 women comrades, was presided over by Com.Bharati, All India Committee member of BSNLWWCC, who also delivered the welcome address. Com.Nirmala, Circle Convenor, presented the report on the activities. Com.K.N. Jyothilakshmi, All India Convenor, BSNLWWCC, delivered the inaugural address and explained about the injustices being meted out to the women in our society. Com.P.Abhimanyu, VP (CHQ), explained about the issues of women employees taken up by BSNLEU and also spoke on the Wage Revision and 2nd VRS issues. Com.Gauramma, Vice President of the All India Democratic Women’s Association, addressed and greeted the Convention. Com.C.K. Gundanna, Circle President and Com.Irfan Pasha, Acting Circle Secretary and Treasurer (CHQ), addressed the Convention. A good number of women comrades participated in the deliberations and explained about their experiences. The new Circle Committee of BSNLWWCC is elected with Com.Meenakshi as the Circle Convenor and Com.Roopa and Com.Athani Math as Joint Convenors. The CHQ heartily congratulates the Karnataka circle committee of the BSNLWWCC and Karnataka Circle Union of BSNLEU for successfully organising this Convention.
A physical meeting of the Coordination Committee of BSNLEU, AIBDPA and BSNLCCWF was held on 09.03.2026 at Dadaghosh Bhawan, New Delhi. The meeting was attended by Com. M. Vijayakumar, President, BSNLEU, Com. P. Abhimanyu, President, BSNLCCWF, Com. K.G. Jayaraj, Patron, AIBDPA, Com. Animesh Mitra, General Secretary, BSNLEU, Com. R. Muraleedharan Nair General Secretary, AIBDPA and Com. M.G.S. Kurup, Treasurer, AIBDPA. The meeting was presided over by Com. R. Muraleedharan Nair, General Secretary, AIBDPA. Com. Animesh Mitra, Convenor of the Coordination Committee, explained the present situation in the country and highlighted the attacks on BSNL workers, pensioners and contract and casual labourers. The leaders discussed important issues including pay revision, pension revision, pension validation act, NMP 2.0, the government’s proposal to downsize BSNL staff strength and the attacks on contract and casual labourers. The meeting decided to organise a nationwide dharna at BA level on 23rd March 2026 and also resolved to form Coordination Committees at the circle level and district level wherever they have not yet been constituted.

BSNLEU, एआईबीडीपीए और बीएसएनएलसीसीडब्ल्यूएफ की समन्वय समिति की एक भौतिक बैठक 09.03.2026 को दादाघोष भवन, नई दिल्ली में आयोजित की गई। बैठक में BSNLEU के अध्यक्ष साथी एम. विजयकुमार, बीएसएनएलसीसीडब्ल्यूएफ के अध्यक्ष साथी पी. अभिमन्यु, एआईबीडीपीए के संरक्षक साथी केजी जयराज, BSNLEU के महासचिव साथी अनिमेष मित्रा, एआईबीडीपीए के महासचिव साथी आर. मुरलीधरन नायर और एआईबीडीपीए के कोषाध्यक्ष साथी एम.जी.एस. कुरुप ने भाग लिया। बैठक की अध्यक्षता एआईबीडीपीए के महासचिव साथी आर. मुरलीधरन नायर ने की। कोऑर्डिनेशन कमेटी के कन्वीनर अनिमेष मित्रा ने देश के मौजूदा हालात के बारे में बताया और बीएसएनएल वर्कर्स, पेंशनर्स और कॉन्ट्रैक्ट और कैजुअल लेबरर्स पर हो रहे हमलों पर रोशनी डाली। लीडर्स ने पे रिवीजन, पेंशन रिवीजन, पेंशन वैलिडेशन एक्ट, एनएमपी 2.0, बीएसएनएल स्टाफ की संख्या कम करने के सरकार के प्रपोज़ल और कॉन्ट्रैक्ट और कैजुअल लेबरर्स पर हो रहे हमलों जैसे ज़रूरी मुद्दों पर चर्चा की। मीटिंग में 23 मार्च 2026 को बीए लेवल पर देश भर में धरना देने का फैसला किया गया और सर्कल लेवल और डिस्ट्रिक्ट लेवल पर कोऑर्डिनेशन कमेटी बनाने का भी फैसला किया गया, जहाँ अभी तक वे नहीं बनी हैं।
The celebration of the Silver Jubilee of BSNLEU will be organised throughout the year in a befitting manner. The matter was discussed in detail in the last CEC meeting held at Mangaluru, and District and Circle Secretaries have already been requested to discuss and prepare programmes at the grassroots level. In the All India Centre meeting held on 08.03.2026, the detailed programme was finalised. It has been decided that the Foundation Day of BSNLEU on 22nd March 2026 will be observed across the country by hoisting the Union Flag and organising gatherings of workers at union offices or office premises. Since it is a holiday, the programme may be conducted on 20th March wherever necessary. In Delhi, the Flag hoisting programme will be held on 22nd March, at Dadaghosh Bhawan / K.G. Bose Bhawan, along with a seminar. Throughout the year, Circle and BA unions will organise activities such as blood donation camps, seminars, trade union classes, tree plantation programmes, cultural activities and assistance to needy families. A National Seminar will also be organised by CHQ at a suitable venue to be finalised in the next CEC meeting.

BSNLEU की सिल्वर जुबली का सेलिब्रेशन पूरे साल सही तरीके से ऑर्गनाइज़ किया जाएगा। मंगलुरु में हुई पिछली सीईसी मीटिंग में इस मामले पर डिटेल में चर्चा हुई थी, और डिस्ट्रिक्ट और सर्कल सेक्रेटरी से पहले ही रिक्वेस्ट की जा चुकी है कि वे ग्रासरूट लेवल पर प्रोग्राम पर चर्चा करें और उन्हें तैयार करें। 08.03.2026 को हुई ऑल इंडिया सेंटर मीटिंग में, डिटेल्ड प्रोग्राम को फाइनल किया गया था। यह तय किया गया है कि 22 मार्च 2026 को BSNLEU का स्थापना दिवस पूरे देश में यूनियन फ्लैग फहराकर और यूनियन ऑफिस या ऑफिस परिसर में वर्कर की मीटिंग ऑर्गनाइज़ करके मनाया जाएगा। क्योंकि उस दिन छुट्टी है, इसलिए ज़रूरत पड़ने पर प्रोग्राम 20 मार्च को भी किया जा सकता है। दिल्ली में, झंडा फहराने का प्रोग्राम 22 मार्च को दादाघोष भवन / के.जी. बोस भवन में एक सेमिनार के साथ होगा। पूरे साल, सर्किल और बीए यूनियन ब्लड डोनेशन कैंप, सेमिनार, ट्रेड यूनियन क्लास, पेड़ लगाने के प्रोग्राम, कल्चरल एक्टिविटी और ज़रूरतमंद परिवारों की मदद जैसी एक्टिविटी ऑर्गनाइज़ करेंगे। सीएचक्यू एक सही जगह पर एक नेशनल सेमिनार भी ऑर्गनाइज़ करेगा, जिसे अगली सीईसी मीटिंग में फ़ाइनल किया जाएगा।
BSNLEU has been continuously pursuing several burning staff issues with the BSNL Management for their early settlement. Meetings were earlier held with the Director (HR) and other officers, but no effective action has been taken so far to resolve these issues. On 09th March, 2026, a delegation of BSNLEU consisting of Com. M. Vijayakumar, President, Com. Animesh Mitra, General Secretary and Com. P. Abhimanyu, Vice-President met Shri A. Robert J. Ravi, CMD BSNL and discussed the problems in detail. The CMD, BSNL patiently listened to the issues raised by the delegation and assured that effective efforts would be taken to resolve them. The details of the issues discussed are attached herewith.
An enthusiastic and houseful convention of BSNL casual and contract workers was held on 07.03.2026 at HKS Bhawan, New Delhi, organised by the BSNL Casual and Contract Workers Federation (BSNLCCWF). The convention began with flag hoisting and was presided over by Com. P. Abhimanyu, President, BSNLCCWF. Com. K. Hemalata, Vice President, CITU, inaugurated the convention and highlighted the adverse impact of the government’s policies and the Four Labour Codes on public sector undertakings and contract workers. Com. Tapan Sen, Vice President, CITU, also addressed the gathering and called for strengthening the countrywide struggle to defend the rights and livelihood of contract and casual labourers. Presenting the draft report, Com. Animesh Mitra, Secretary General, BSNLCCWF, reviewed the continuous struggles of the federation since its formation in 2008 and stressed the need to intensify the movement to safeguard the jobs and rights of contract and casual labourers in BSNL. Com. M. Vijayakumar, President, BSNLEU, assured full support from BSNLEU to the struggles of casual and contract workers. The discussion of the delegates was initiated by Com. Tapas Kumar Ghosh, AGS and Com. Idris, AGS, and was actively supported by delegates from various circles. More than 300 delegates from 21 circles participated in the convention. The discussions highlighted key demands such as no retrenchment of contract workers, implementation of 7th CPC wages for casual labourers, re-engagement of retrenched workers, utilisation in the rollout of 4G and 5G services, regularisation of casual labourers, repeal of the Four Labour Codes and the call to Save BSNL and Save PSUs. Concluding the convention, Com. Animesh Mitra announced programmes to build a countrywide struggle to achieve the genuine demands of BSNL’s contract and casual labourers.
As per the direction of the All Unions and Associations of BSNL, some more circle unions have organised programmes for submitting memorandums to the Hon’ble Members of Parliament, involving the leaders of AUAB. The AUAB, Bongaigaon District Branch, submitted a memorandum to Shri Phani Bhushan Choudhury, Hon’ble Member of Parliament, Lok Sabha, representing Barpeta constituency, regarding the implementation of the 3rd PRC for BSNL employees. A similar programme was organised at Visakhapatnam BA by our Andhra Pradesh Circle Union, where a memorandum was submitted to Shri Bharat Mathukumilli, Hon’ble Member of Parliament. In both programmes, the leaders of AUAB were present and explained the issues in detail to the Hon’ble MPs. The MPs assured that they would take up the matter at the appropriate level and pursue the Government in this regard.
As per the call given by BSNLEU to observe International Women’s Day effectively across the country, many circles organised programmes on 08.03.2026. Despite the day being a holiday, the events witnessed enthusiastic participation from members and employees. The CHQ heartily congratulates all the circle and district unions that took sincere efforts to organise the programmes successfully and make the observance meaningful. Here are some of the views of the programme observed in different circle.
Leaders of the Unions and Associations of BSNL across various circles have intensified their efforts to secure the implementation of the 3rd PRC for BSNL employees by approaching Members of Parliament and submitting memorandums. In the Telangana circle, AUAB leaders met Smt.Kavya, MP(Loksabha,) from Warangal, in Hyderabad and urged them to intervene with the Government of India to relax the affordability clause that is currently preventing the implementation of the 3rd PRC. Similarly, BSNL unions and associations in Chhatrapati Sambhajinagar (Aurangabad) submitted a memorandum to Hon’ble MP, Shri Kalyan Kale, explaining that BSNL employees have been denied wage revision for the past nine years due to the Union Cabinet’s condition linking pay revision in PSUs with company profitability. The delegation pointed out that BSNL’s financial losses are largely the result of government policies and requested relaxation of the profitability clause. In Mehsana, AUAB leaders also met Hon’ble MP Shri Haribhai Patel and submitted a memorandum seeking his intervention for early implementation of the 3rd PRC. The MPs assured the delegations that they would take up the matter with the concerned authorities and raise the issue at the appropriate level.

अलग-अलग सर्कल में बीएसएनएल की यूनियन और एसोसिएशन के नेताओं ने सांसदों से संपर्क करके और मेमोरेंडम देकर बीएसएनएल कर्मचारियों के लिए 3rd पीआरसी को लागू करवाने की अपनी कोशिशें तेज़ कर दी हैं। तेलंगाना सर्कल में, एयूएबी के नेताओं ने हैदराबाद में वारंगल से संसद सदस्य (लोकसभा) श्रीमती काव्या से मुलाकात की और उनसे भारत सरकार से अफोर्डेबिलिटी क्लॉज में ढील देने के लिए दखल देने की अपील की, जो अभी 3rd पीआरसी को लागू होने से रोक रहा है। इसी तरह, छत्रपति संभाजीनगर में बीएसएनएल यूनियन और एसोसिएशन ने माननीय सांसद, श्री कल्याण काले को एक मेमोरेंडम दिया, जिसमें बताया गया कि पीएसयू में पे रिवीजन को कंपनी के प्रॉफिट से जोड़ने वाली यूनियन कैबिनेट की शर्त के कारण बीएसएनएल कर्मचारियों को पिछले नौ सालों से वेज रिवीजन नहीं मिला है। डेलीगेशन ने बताया कि बीएसएनएल का वित्तीय नुकसान काफी हद तक सरकारी पॉलिसी का नतीजा है और प्रॉफिटेबिलिटी क्लॉज में ढील देने की रिक्वेस्ट की। मेहसाणा में, एयूएबी नेताओं ने माननीय सांसद श्री हरिभाई पटेल से भी मुलाकात की और 3rd पीआरसी को जल्द लागू करने के लिए उनके दखल की मांग करते हुए एक मेमोरेंडम सौंपा। सांसदों ने डेलीगेशन को भरोसा दिलाया कि वे इस मामले को संबंधित अधिकारियों के सामने उठाएंगे और सही लेवल पर मुद्दा उठाएंगे।
The National Convention of BSNL Casual and Contract Workers will be held tomorrow, 07th March 2026, in Delhi to discuss the burning issues faced by casual and contract labourers and to chalk out future agitational programmes. The Convention will begin at 11:00 AM at HKS Bhawan, New Delhi, with the massive participation of delegates from the BSNL Casual & Contract Workers Federation (BSNLCCWF). More than 350 delegates from 17 circles across the country will participate in this important event. Prominent trade union leaders including Com.Tapan Sen, Vice President of Centre of Indian Trade Unions (CITU) and Com.K. Hemalata, Vice President of CITU, will address the convention. The convention will also be addressed by Com.P. Abhimanyu, President of BSNLCCWF, Com.M.Vijayakumar, President of BSNLEU and Animesh Mitra, General Secretary of BSNLEU and Secretary General of BSNLCCWF. The Convention will deliberate on the critical issues confronting casual and contract workers and will raise a strong voice for a countrywide campaign highlighting the following demands:
BSNLEU has taken serious efforts to make this Convention a grand success. The organisation will carry forward the decisions and message of the Convention by organising sustained struggles across the country to safeguard the rights of BSNL casual and contract workers.
A strong rumour has been circulating during 2024 and 2025 that another VRS may be introduced in BSNL. Earlier, contradictory views were expressed by the BSNL Management and the DoT. However, the meeting held 07.01.2026, under the chairmanship of Hon’ble Prime Minister, which are available in the public domain, indicate that the Government is concerned about the present workforce of around 52,000 employees in BSNL. It is understood that the Government is considering re-utilising this manpower in other establishments or downsizing the staff strength. This development may create pressure on the BSNL Board to bring another VRS in the company. The minutes of the meeting are attached herewith.
8th March of every year is being observed as International Women’s Day throughout the world. Since it’s inception, BSNLEU is observing the International Women’s Day in a befitting manner. Historically, women were denied of their due status in the society. For example, the Representation of People Act was implemented in Britain in 1832. But, as per this law, women were not given voting right. It was only in 1928 did all women get voting right in Britain. This is because women were not considered equal to men. This discrimination existed in all countries for centuries. Even today, a lot of atrocities are being heaped on women in our country. The rape and murder of a junior women doctor in R G Kar hospital in Kolkata, the struggle of women wrestlers against sexual exploitation are some examples. To fight against the atrocities against women and to ensure their dignity is the duty of every citizen of our country. BSNLEU is continuously raising the issue of dignity to women in work places. It organised a series of agitations against ‘a General Manager level officer’ of Ludhiana on this issue. BSNLEU is also taking up issue of atrocities against women and is organising programmes. In tune with this tradition, the CHQ calls upon all the circle and district unions to organise this year’s International Women’s Day, by organising special meetings and seminars. Since 8th March this year falls on Sunday, International Women’s Day programme can be organised on 9th March, 2026. Reports and photos may be sent to the CHQ.
इंटरनेशनल विमेंस डे मनायें।
हर साल 8 मार्च को पूरी दुनिया में इंटरनेशनल विमेंस डे मनाया जाता है। अपनी शुरुआत से ही, BSNLEU इंटरनेशनल विमेंस डे को सही तरीके से मना रहा है। पहले, महिलाओं को समाज में उनका सही दर्जा नहीं दिया जाता था। उदाहरण के लिए, ब्रिटेन में 1832 में रिप्रेजेंटेशन ऑफ़ पीपल एक्ट लागू किया गया था। लेकिन, इस कानून के अनुसार, महिलाओं को वोटिंग का अधिकार नहीं दिया गया था। ब्रिटेन में सभी महिलाओं को वोटिंग का अधिकार 1928 में ही मिला। ऐसा इसलिए था क्योंकि महिलाओं को पुरुषों के बराबर नहीं माना जाता था। यह भेदभाव सदियों से सभी देशों में होता आ रहा है। आज भी, हमारे देश में महिलाओं पर बहुत ज़ुल्म हो रहे हैं। कोलकाता के आर जी कर हॉस्पिटल में एक जूनियर महिला डॉक्टर का रेप और मर्डर, यौन शोषण के खिलाफ महिला पहलवानों का संघर्ष कुछ उदाहरण हैं। महिलाओं के खिलाफ़ ज़ुल्म के खिलाफ़ लड़ना और उनकी इज़्ज़त पक्का करना हमारे देश के हर नागरिक का फ़र्ज़ है। BSNLEU लगातार काम की जगहों पर महिलाओं की इज़्ज़त का मुद्दा उठा रहा है। इस मुद्दे पर इसने लुधियाना के ‘एक जनरल मैनेजर लेवल के ऑफिसर’ के खिलाफ कई आंदोलन किए। BSNLEU महिलाओं के खिलाफ अत्याचार का मुद्दा भी उठा रहा है और प्रोग्राम कर रहा है। इसी परंपरा के अनुसार, सीएचक्यू सभी सर्कल और डिस्ट्रिक्ट यूनियनों से अपील करता है कि वे इस साल इंटरनेशनल विमेंस डे को स्पेशल मीटिंग और सेमिनार करके मनाएं। क्योंकि इस साल 8 मार्च रविवार को है, इसलिए इंटरनेशनल विमेंस डे का प्रोग्राम 9 मार्च, 2026 को किया जा सकता है। रिपोर्ट और फोटो सीएचक्यू को भेजे जा सकते हैं।

Comrades, You are well aware that the BSNL Employees Union has taken up the responsibility of organising the National Convention of BSNL Casual and Contract Workers in Delhi on March 7th 2026. We earnestly appeal to all regular employees to actively involve themselves in the struggle of our contract and casual workers in BSNL. Their issues are our collective responsibility, and their struggle demands our wholehearted support. It is encouraging that nearly 200 delegates from 10 circles, including those from distant regions, have already confirmed their travel schedules to the CHQ. This reflects their strong commitment and determination. Since you are closer to Delhi, we sincerely urge you to take greater responsibility in mobilising the maximum number of comrades for this important convention.
The convention will begin sharply at 11:00 a.m. at HKS Bhawan (near Delhi Railway Station). Posters and coupons have already been distributed for campaigning. All CHQ office bearers and Circle Secretaries are kindly requested to inform the CHQ at the earliest about the number of comrades attending, as arrangements for accommodation and food need to be finalised in advance. It has also been decided to submit a memorandum to the CMD, BSNL, highlighting the hardships faced by casual and contract workers. During the Mangalore CEC Meeting, coupons were distributed to the circles to collect donations to support the travel expenses of contract and casual workers and to assist the CHQ in meeting the convention expenses. We request all circles to take this responsibility seriously and ensure maximum contribution.
Let us remember that the BSNL Casual Contract Workers Federation was formed in 2008 under the leadership of the BSNL Employees Union, and since then it has been consistently fighting against the government’s and management’s attempts to retrench contract and casual workers. Now, in 2026, we have another historic opportunity to strengthen this struggle through the successful conduct of this National Convention in Delhi. We sincerely appeal to you to stand united, mobilise massively, and play your vital role in making this convention historic. Let us stand firmly with the most oppressed section of workers in BSNL and create a new chapter in our collective struggle.
