Organise Rallies / Human chains tomorrow the 07.01.2020.

The All India Centre has decided that rallies / human chains should be organised throughout the country on 07.01.2020, for mobilising the employees for the General Strike to be held on 08.01.2020. This has already been communicated to all. CHQ calls upon the circle and district unions to organise the rallies / human chains successfully tomorrow.

Collection of donations and distribution of relief materials to the contract workers – Circle Secretaries are requested to send a report to the CHQ.

CHQ has given call to collect donations to the “Contract Workers Relief Fund”, with the purpose of providing relief to the contract workers, during the lock-down period. Many circles have done a good job in collecting donations, as well as in distributing food materials to the contract workers. CHQ requests all the circle secretaries to immediately send a brief report on this to the CHQ. The report should contain:-

 

  1. Amount of donation collected in the circle. 
  2. District wise number of contract workers benefitted. 
  3. Amount of relief given to each worker. 

 

This request may be treated as urgent.

Memorandum submitted to Shri V.K. Sreekantan, MP, Palakkad district, Kerala circle.

AUAB leaders met Shri V.K. Sreekantan, Member of the Lok Sabha from Palakkad, yesterday, and submitted memorandum. Delay in launching 4G by BSNL and it's revival were explained to the MP, who assured to do the needful.

Inordinate delay in the settlement of anomalies - detailed discussion takes place between GS, BSNLEU and GM (Estt.).

The settlement of anomalies, which arose in the 1st wage revision is being continuously persued by BSNLEU. The matter is lying pending with the DoT now. Com. P. Abhimanyu, GS, had a detailed discussion with Ms. Anima Roy, GM (Estt.), on 09.11.2017. Shri Shiv Shankar Prasad, DGM (Estt.), was also present. The GM (Estt.), expressed her helplessness, since the DoT is not giving clearance, and keeps on asking queries. After detailed discussion, the GM (Estt.) agreed to once again write to the DoT, with the requisite inputs.

Five private telecom companies cheated the government by understating their revenue.

Five private telecom companies, viz., Tata Teleservices, Telenor, Videocon, Reliance Jio, Quadrant (a Videocon group firm), have understated their revenue by over Rs.14,800 crores in 2014 - 15 and have cheated the government to the tune of Rs.2,578 crore. The CAG report has stated this. By understating their revenue, these companies have cheated the government in the payment of licence fee, spectrum usage charge and ‘interest applicable on delay in payment’. As regards Reliance Jio, the cheating is done in “revenue sharing on realised forex gain”. This is not the first time that the private telecom companies are cheating the government by understating their revenues. However, the private companies continue to be the “darlings” of the government, whether it is Congress or BJP.

Employees from Uttarakhand could not get their salary for the month of January, 2018, till 2nd February, Union urged Director (Finance) to intervene.

BSNL employees from Uttarakhand could not get their salary for the month of January, 2018, till 2nd February, due to Punjab National Bank problem. The circle union, BSNLEU of Uttarakhand met CGM and GM (F) of Uttarakhand on 1st February, 2018 and it has been confirmed by the Punjab National Bank authority, Dehradun, that due to technical problems in upgradation of systems in the Bank, the salary of BSNL employees could not be transferred to their accounts. Further, it may take some more time to transfer the salary to the accounts. Com. Swapan Chakraborty, Dy.GS, discussed the matter with Ms. Sujata T. Ray, Director (Finance) and requested to ensure payment of salary to the employees. The Director (HR) instructed the GM (BFCI) to settle the problem without any loss of time.

Com.Jyotsana Mokashi, Member, All India BSNL Working Women's Coordination Committee, passed away.

CHQ is extremely saddened to inform that Com.Jyotsana Mokashi, Member of the All India BSNL Working Women's Coordination Committee, as well as the Vice-president of BSNLEU District Union, CGM Office, Mumbai, passed away yesterday, due to heart attack. She passed away at Switzerland, while on tour in Europe. Com. Jyotsana Mokashi had been a dedicated comrade of the Union. CHQ pays homage to the departed comrade, and conveys it's condolences to her family, friends and  comrades.

AUAB suggests to the CMD BSNL, deduction of one day's basic pay, to be contributed to Kerala flood relief.

The AUAB meeting held yesterday, unanimously decided to suggest to the Management, to deduct one day's basic pay from the willing employees and to send the same to the Kerala Chief Minister's Disaster Relief Fund. Accordingly, the AUAB leaders met the CMD BSNL today, and conveyed the decision. The CMD BSNL assured to take the needful action on this matter.

Organise 14th November rallies massively, and as preparatory to the forthcoming strike.

As per the call of the AUAB, massive rallies are to be organised on 14.11.2018, demanding implementation of the assurances given by the Hon’ble Minister of State for Communications, in the meeting held with the AUAB on 24.02.2018, on the issues of 3rd pay revision, pension revision, allotment of 4G spectrum and payment of pension contribution on the actual basic pay. It must be specifically noted that, in the meeting held on 02.11.2018, between the AUAB and the Secretary, Telecom, not much progress was seen in the main demand of 3rd Pay Revision. In this connection, all leaders and comrades are requested to make note that, the AUAB has already informed the Secretary, Telecom, that, strike would be organised if the demands are not settled by 30.11.2018. Hence, all circle and district unions are requested to take every step to ensure the total participation of the Non-Executives and Executives, in the rallies to be held on 14.11.2018. It is also requested to display maximum number of banners, flex boards, etc., to attract the attention of the general public to our demands, most importantly issues related to allotment of 4G spectrum, the pro-private policies of the government, financial revival of BSNL, etc.

मीडिया रिपोर्ट के अनुसार बीएसएनएल कर्मियों को जून 2019 तक बिना विलंब किए वेतन भुगतान सुनिश्चित करने हेतु पीएमओ द्वारा डीओटी को निर्देश दिए गए हैं। पीएमओ की इस पहल का हम स्वागत करते हैं। किन्तु साथ ही, यह भी सच है कि बीएसएनएल कर्मियों को समय पर वेतन भुगतान, एक अहम मुद्दा बन गया है। मीडिया ने इस मुद्दे को बढ़ चढ़ कर प्रचारित किया है। निःसंदेह, प्रधानमंत्री और सत्ताधारी दल के लिए इससे विचलित करने वाली स्थिति निर्मित हुई है, विशेष रूप से चुनावों के दौरान। इसीलिए पीएमओ ने इसमें हस्तक्षेप किया है। इस पहल का स्वागत करते हुए हम पीएमओ को यह भी बताना चाहेंगे कि इस समय बीएसएनएल का अपने पैरों पर खड़ा होना ज्यादा महत्वपूर्ण है। इसके लिए, डीओटी को यह सुनिश्चित करना चाहिए कि बीएसएनएल को शीघ्र 4G स्पेक्ट्रम प्राप्त हो। डीओटी, बीएसएनएल को उसकी खाली पड़ी जमीनों को मोनेटाइज करने की त्वरित अनुमति दे। डीओटी द्वारा बीएसएनएल को अपने प्रचालन खर्च के लिए बैंक लोन लेने की अनुमति भी जल्द दी जानी चाहिए। डीओटी द्वारा रोक कर रखी गई बीएसएनएल को देय बकाया राशि देने में भी अनावश्यक विलंब न किया जाए।

नीति आयोग का पुनर्गठन हुआ है। रक्षा मंत्री श्री राजनाथ सिंह, गृह मंत्री श्री अमित शाह, वित्त मंत्री श्रीमती निर्मला सीतारमण और कृषि मंत्री श्री नरेन्द्र तोमर इसके पदेन सदस्य (ex officio member) बनाए गए हैं। श्री राजीव कुमार उपाध्यक्ष के पद पर बने रहेंगे। नीति आयोग के पुनर्गठन के तुरंत पश्चात श्री राजीव कुमार ने अपने "एक्शन प्रोग्राम" की रूप रेखा प्रस्तुत कर दी है। उनके अनुसार 46 PSUs का निजीकरण किया जाएगा या वे बंद कर दिए जाएंगे। उन्होंने यह भी कहा है कि 44 भारतीय श्रम कानूनों, जो कि बेहद क्लिष्ट हैं, को संशोधित किया जाएगा और इन्हें 4 लेबर कोड्स में वर्गीकृत किया जाएगा। नीति आयोग के उपाध्यक्ष का यह भी कहना है कि पब्लिक सेक्टर एंटरप्राइजेज की अनुपयोगी भूमि का " लैंडबैंक" बनाया जाएगा और यह भूमि विदेशी निवेशकों को ऑफर की जाएगी। अंत में, श्री राजीव कुमार ने कहा है कि नीति आयोग का यह अभियान विदेशी निवेशकों को खुशी प्रदत्त करेगा।

Com. Gakul Borah, Treasurer(CHQ), addressed election campaign meeting at Tezpur.

A meeting of BSNLEU, in connection with 8th Membership Verification, was held at Tezpur yesterday, under presidentship of Com HK Chandra. Com Pabitra Kumar Deka, Circle Treasurer, Com Jayanta Choudhury, ACS of Assam Circle and Com Gakul Borah DS & Treasurer (CHQ) addressed the house. The Comrades explained in detail about the present financial crisis of BSNL and charged that the Government is solely responsible for it.  4G spectrum, allotment of soft loan, land monetization, 3rd PRC and other pending demands of the Non-Executives were explained. Finally, the leaders appealed to vote enmasse for BSNLEU.

CHQ wishes to inform that the Corporate Office has already allocated funds to all the circles, for the payment of September salary. This is as per the assurance given to the AUAB, by the CMD BSNL on 17-10-2019, that salary would be paid by 23-10-2019.

BSNLEU once again insists for one time relaxation, for the candidates who do not possess 10th std. qualification, for appearing in the TT LDCE.

BSNLEU has long been insisting the Management to give one time relaxation for the 10th std. qualification, required for appearing in the Telecom Technician LDCE. The demand of BSNLEU is that, even the officials who are not having 10th std. qualification, should be allowed to appear in the Telecom Technician LDCE, as a one time measure. This issue was once again discussed with Ms. Anima Roy, GM (Estt.) on 09.11.2017, by com. P. Abhimanyu, GS. Shri A.K. Singh, DGM(Pers.IV) was also present. The Management is totally unwilling to give any relaxation to the minimum educational qualification, in view of the induction of high technology and also competition with the private operators. After prolonged discussion, the GM (Estt.) agreed to look into the option of holding a “Screening Test”, to those who do not possess 10th std. qualification, for appearing in the TT LDCE.
