The All India Centre meeting of BSNLEU held online on 13.03.2025 has decided that all our circle and district unions should celebrate the birth anniversary of Dr. Babasaheb Ambedkar on 14^th April, 2025. This is already communicated in the CHQ circular dated 19th March, 2025. As everyone knows,  Dr. Babasaheb Ambedkar is the architect of the Indian Constitution. Secularism and democracy are the basic pillars of the Indian Constitution, given to us by Dr.Babasaheb Ambedkar. Both secularism and democracy are under attack from communal forces today.  Under these circumstances, the All India Centre decided that this year’s birth anniversary of Dr. Babasaheb Ambedkar should be observed as “Save Constitution Day”. The attacks being launched on the secular and democratic character of the Indian Constitution should be explained in the meetings. As usual, the portrait / statue of Dr. Babasaheb Ambedkar should be garlanded.  Donation of school bags and other essential items for school children can also be donated to the poor and needy children. Photographs and reports of the programme may be sent to the CHQ.

13.03.2025 को ऑनलाइन आयोजित BSNLEU की अखिल भारतीय केंद्र बैठक में निर्णय लिया गया है कि हमारे सभी सर्कल और जिला यूनियन 14 अप्रैल, 2025 को डॉ. बाबासाहेब अंबेडकर की जयंती मनाएं। यह पहले से ही 19 मार्च, 2025 के सीएचक्यू परिपत्र में सूचित किया गया है। जैसा कि सभी जानते हैं, डॉ. बाबासाहेब अंबेडकर भारतीय संविधान के निर्माता हैं। धर्मनिरपेक्षता और लोकतंत्र भारतीय संविधान के मूल स्तंभ हैं, जो हमें डॉ. बाबासाहेब अंबेडकर ने दिए हैं। आज धर्मनिरपेक्षता और लोकतंत्र दोनों सांप्रदायिक ताकतों के हमले के अधीन हैं। इन परिस्थितियों में, अखिल भारतीय केंद्र ने निर्णय लिया कि इस वर्ष डॉ. बाबासाहेब अंबेडकर की जयंती को *"संविधान बचाओ दिवस" ​​के रूप में मनाया जाना चाहिए। बैठकों में भारतीय संविधान के धर्मनिरपेक्ष और लोकतांत्रिक चरित्र पर किए जा रहे हमलों को समझाया जाना चाहिए। हमेशा की तरह डॉ. बाबासाहेब अंबेडकर की तस्वीर/प्रतिमा पर माल्यार्पण किया जाना चाहिए। स्कूली बच्चों के लिए स्कूल बैग और अन्य आवश्यक वस्तुओं का दान भी गरीब और जरूरतमंद बच्चों को दिया जा सकता है। कार्यक्रम की तस्वीरें और रिपोर्ट सीएचक्यू को भेजें ।

BSNL Corporate Office has imposed the condition that, only those sports persons who have given award winning performance in International, National or National level sports meets, during the previous 4 calendar years, can avail "Two hours of Daily-Off for practice". This condition has a deprived many sports persons of their eligible "Two hours of Daily-Off for practice". This is because no sports meet has taken place in the years 2020 and 2021 due to Covid Pandemic and consequent lock down. In 2022 and 2023 also, only selected events took place and all the sports events did not take place. Hence, BSNLEU has written letter to the Director(HR) today, requesting to relax this condition for 2 years, ie., 2025 and 2026.

खिलाड़ियों को अभ्यास के लिए प्रतिदिन दो घंटे की छुट्टी - BSNLEU ने शर्त में ढील देने के लिए निदेशक (एचआर) को पत्र लिखा।

बीएसएनएल कॉरपोरेट कार्यालय ने शर्त लगाई है कि, केवल वे खिलाड़ी जिन्होंने पिछले 4 कैलेंडर वर्षों के दौरान अंतर्राष्ट्रीय, राष्ट्रीय या राष्ट्रीय स्तर की खेल प्रतियोगिताओं में पुरस्कार विजेता प्रदर्शन किया है, वे ही "अभ्यास के लिए प्रतिदिन दो घंटे की छुट्टी" का लाभ उठा सकते हैं। इस शर्त के कारण कई खिलाड़ी अपने पात्र "अभ्यास के लिए प्रतिदिन दो घंटे की छुट्टी" से वंचित हो गए हैं। ऐसा इसलिए है क्योंकि कोविड महामारी और उसके परिणामस्वरूप लॉकडाउन के कारण वर्ष 2020 और 2021 में कोई भी खेल प्रतियोगिता नहीं हुई है। वर्ष 2022 और 2023 में भी केवल चुनिंदा कार्यक्रम ही हुए और सभी खेल कार्यक्रम नहीं हुए। इसलिए, BSNLEU ने आज निदेशक (मानव संसाधन) को पत्र लिखकर 2 वर्ष यानी 2025 और 2026 के लिए इस शर्त में ढील देने का अनुरोध किया है।

The Central Executive Committee meeting of BSNLEU was held online today the 08.04.2025. The meeting started at 10:15 am and Com.Animesh Mitra, President, presided over. After approval of the agenda, all the comrades stood in silence for a minute and paid their respectful homage to Com.S.C. Bhattacharya, former CHQ Treasurer and former Circle Secretary of Chhattisgarh circle. Thereafter, Com.Animesh Mitra, President, delivered the presidential address. Com.P.Abhimanyu, General Secretary, placed his reporting on the following important agenda items:

1. Developments on the Wage Revision issue
2. Widespread complaints on BSNL’s 4G service and massive losing of customers by BSNL.
3. Decision of the National Convention of Workers held at New Delhi on 18.03.2025 for opposing the anti-worker and pro-corporate 4 Labour Codes.
4. Collection of donations for Cuba Relief Fund.

 
After the presentation of the General Secretary, all the CEC members participated in the discussion.  After threadbare discussions, the following decisions are taken unanimously:-

1. To press on the BSNL Management to immediately convene the Wage Revision Committee meeting. In case of delay, the All India Centre may take decision for conducting appropriate agitational programme.
2. The CHQ shall discuss with other unions and associations for common action programme for improving BSNL’s 4G service.
3. To implement the decision of the National Convention of Workers held at New Delhi on 18.03.2025, regarding opposing the 4 anti-worker and pro-corporate Labour Codes.
4. To conduct campaign among employees from 21st to 26th April, 2025 on the inhuman sanctions imposed on Cuba by the United States and also to collect Cuba Relief Fund. 

BSNLEU की सीईसी बैठक आज ऑनलाइन आयोजित की गई।

BSNLEU की केंद्रीय कार्यकारी समिति की बैठक आज 08.04.2025 को ऑनलाइन आयोजित की गई। बैठक सुबह 10:15 बजे शुरू हुई और अध्यक्ष साथी अनिमेष मित्रा ने अध्यक्षता की। एजेंडे के अनुमोदन के बाद, सभी साथी  एक मिनट के लिए मौन खड़े हुए और छत्तीसगढ़ सर्कल के पूर्व सीएचक्यू कोषाध्यक्ष और पूर्व सर्कल सचिव साथी एस.सी. भट्टाचार्य को अपनी श्रद्धांजलि अर्पित की। इसके बाद, अध्यक्ष साथी अनिमेष मित्रा ने अध्यक्षीय भाषण दिया। महासचिव साथी पी. अभिमन्यु ने निम्नलिखित महत्वपूर्ण एजेंडा मदों पर अपनी रिपोर्ट प्रस्तुत की : 

i. वेतन संशोधन मुद्दे पर घटनाक्रम

ii. बीएसएनएल की 4G सेवा पर व्यापक शिकायतें और बीएसएनएल द्वारा ग्राहकों को बड़े पैमाने पर खोना।

iii. 18.03.2025 को नई दिल्ली में आयोजित राष्ट्रीय श्रमिक सम्मेलन में मजदूर विरोधी और कॉर्पोरेट समर्थक 4 श्रम संहिताओं का विरोध करने का निर्णय। 
iv. क्यूबा राहत कोष के लिए दान एकत्र करना। 

महासचिव के प्रस्तुतीकरण के बाद, सभी सीईसी सदस्यों ने चर्चा में भाग लिया। गहन चर्चा के बाद, सर्वसम्मति से निम्नलिखित निर्णय लिए गए: 

 (a) बीएसएनएल प्रबंधन पर वेतन संशोधन समिति की बैठक तुरंत बुलाने के लिए दबाव डालना। देरी की स्थिति में, अखिल भारतीय केंद्र उचित आंदोलन कार्यक्रम आयोजित करने का निर्णय ले सकता है। 
(b) बीएसएनएल की 4G सेवा में सुधार के लिए आम कार्रवाई कार्यक्रम के लिए सीएचक्यू अन्य यूनियनों और एसोसिएशनों के साथ चर्चा करेगा। 
(सी) 18.03.2025 को नई दिल्ली में आयोजित राष्ट्रीय श्रमिक सम्मेलन में मजदूर विरोधी और कॉर्पोरेट समर्थक 4 श्रम संहिताओं का विरोध करने के निर्णय को लागू करना। 
(d) 21 से 26 अप्रैल, 2025 तक कर्मचारियों के बीच क्यूबा पर संयुक्त राज्य अमेरिका द्वारा लगाए गए अमानवीय प्रतिबंधों के खिलाफ अभियान चलाना तथा क्यूबा राहत कोष भी एकत्रित करना। 

The CHQ has already issued notification for holding the Central Executive Committee meeting of BSNLEU online tomorrow the 08.04.2025. The meeting will start sharply at 10:00 am. The link for this online meeting is already sent to the circle secretaries and CHQ office bearers. All the CEC members are requested to attend the meeting without fail and on time.

As all our comrades are aware, the next All India Conference of BSNLEU is going to be held at Coimbatore on 22nd and 23rd July, 2025. In this connection, the CHQ has undertaken the process of calculating the number of delegates and observers eligible for various circles, based on the quota received by the CHQ during the last three financial years, ie., 2021-22 ; 2022-23 and 2023-24. In this connection, the CHQ requests all the circle unions to send the quota amount received by them during the last three financial years, ie., 2021-22 ; 2022-23 and 2023-24. These particulars can be obtained from the circle administration. These details are required by the CHQ to make a cross check of the quto received by the circle unions and the CHQ. All circle secretaries are requested to kindly send these details by 20-04-2024 and to co-operate with the CHQ.

जैसा कि सभी साथी जानते हैं, BSNLEU का अगला अखिल भारतीय सम्मेलन 22 और 23 जुलाई, 2025 को कोयंबटूर में होने जा रहा है। इस संबंध में, सीएचक्यू ने पिछले तीन वित्तीय वर्षों, यानी 2021-22; 2022-23 और 2023-24 के दौरान सीएचक्यू द्वारा प्राप्त कोटा के आधार पर विभिन्न सर्किलों के लिए पात्र प्रतिनिधियों और पर्यवेक्षकों की संख्या की गणना करने की प्रक्रिया शुरू की है। इस संबंध में, सीएचक्यू सभी सर्किल यूनियनों से अनुरोध करता है कि वे पिछले तीन वित्तीय वर्षों, यानी 2021-22; 2022-23 और 2023-24 के दौरान उन्हें प्राप्त कोटा राशि भेजें। ये विवरण सर्कल प्रशासन से प्राप्त किए जा सकते हैं। ये विवरण सीएचक्यू को सर्कल यूनियनों और सीएचक्यू द्वारा प्राप्त किए गए उद्धरणों की क्रॉस चेकिंग करने के लिए चाहिए। सभी सर्कल सचिवों से अनुरोध है कि कृपया ये विवरण 20-04-2024 तक भेजें और सीएचक्यू के साथ सहयोग करें। 

The Hon’ble Supreme Court of India has already delivered judgement on 26.07.2023, wherein it is stated that the employees recruited and sent for training by the DoT before formation of BSNL, but were appointed by BSNL, should be issued with Presidential Orders. However, instead of implementing the Supreme Court judgement in respect of all the similarly affected employees, the DoT issued an order on 22.02.2024, stating that the Supreme Court judgement would be implemented only for the employees who actually filed the case. BSNLEU has already written several letters to the Hon’ble Minister of Communications, requesting for implementation of the Supreme Court order for all the similarly affected employees. But, the government has not changed it’s stand. Under these circumstances, hundreds of the affected employees are approaching various courts. This results in huge financial expenditure for the employees as well as for the government. Hence, BSNLEU has once again written letter to the Hon’ble Minister, requesting to implement the Hon’ble Supreme judgement in respect of all the similarly affected employees.

माननीय सर्वोच्च न्यायालय के निर्णय के अनुसार सभी प्रभावित कर्मचारियों को प्रेसिडेंशियल ऑर्डर जारी करें - BSNLEU ने एक बार फिर माननीय संचार मंत्री को पत्र लिखा।

भारत के माननीय सर्वोच्च न्यायालय ने 26.07.2023 को पहले ही निर्णय दे दिया है, जिसमें कहा गया है कि बीएसएनएल के गठन से पहले दूरसंचार विभाग द्वारा भर्ती किए गए और प्रशिक्षण के लिए भेजे गए कर्मचारी, लेकिन बीएसएनएल द्वारा नियुक्त किए गए थे, उन्हें प्रेसिडेंशियल ऑर्डर जारी किए जाने चाहिए। हालाँकि, सभी समान रूप से प्रभावित कर्मचारियों के संबंध में सर्वोच्च न्यायालय के फैसले को लागू करने के बजाय, दूरसंचार विभाग ने 22.02.2024 को एक आदेश जारी किया, जिसमें कहा गया कि सर्वोच्च न्यायालय का निर्णय केवल उन कर्मचारियों के लिए लागू होगा जिन्होंने वास्तव में मामला दायर किया था। BSNLEU ने पहले ही सभी समान रूप से प्रभावित कर्मचारियों के लिए सर्वोच्च न्यायालय के आदेश को लागू करने का अनुरोध करते हुए माननीय संचार मंत्री को कई पत्र लिखे हैं। लेकिन, सरकार ने अपना रुख नहीं बदला है। इन परिस्थितियों में, सैकड़ों प्रभावित कर्मचारी विभिन्न अदालतों का दरवाजा खटखटा रहे हैं। इससे कर्मचारियों के साथ-साथ सरकार को भी भारी वित्तीय व्यय का सामना करना पड़ता है। इसलिए, BSNLEU ने एक बार फिर माननीय मंत्री को पत्र लिखकर सभी समान रूप से प्रभावित कर्मचारियों के संबंध में माननीय सर्वोच्च निर्णय को लागू करने का अनुरोध किया है। 

The BSNL Management has already cancelled 3 JTO LICEs conducted in Punjab circle for the vacancy years 2015-16, 2016-17 and 2017-18. BSNLEU is continuously demanding that the results of the 3 JTO LICEs should be declared and the successful candidates should be sent for training. Recently, the CGM, Punjab, has also written letter to the Corporate Office, recommending that the results of the 3 cancelled JTO LICEs should be declared. Thereafter, BSNLEU has written letter to the Management demanding action, based on the recommendation of the CGM, Punjab circle. However, no action has been taken so far. Today, Com.P.Abhimanyu, GS, discussed the issue with Shri S.P. Singh, PGM(Rectt. & Trng.) today and demanded that early action should be initiated for declaring the results of the 3 cancelled JTO LICEs of Punjab circle. The PGM(Rectt. & Trng.) has assured to take appropriate action. 

पंजाब सर्किल में आयोजित 3 जेटीओ एलआईसीई के परिणाम घोषित करें - महासचिव, BSNLEU ने प्रिंसिपल जनरल मैनेजर (भर्ती एवं प्रशिक्षण) को कहा।

बीएसएनएल प्रबंधन ने रिक्ति वर्ष 2015-16, 2016-17 और 2017-18 के लिए पंजाब सर्किल में आयोजित 3 जेटीओ एलआईसीई को पहले ही रद्द कर दिया है। BSNLEU लगातार मांग कर रहा है कि 3 जेटीओ एलआईसीई के परिणाम घोषित किए जाएं और सफल उम्मीदवारों को प्रशिक्षण के लिए भेजा जाए। हाल ही में, चीफ जनरल मैनेजर, पंजाब ने भी कॉर्पोरेट कार्यालय को पत्र लिखकर सिफारिश की है कि 3 रद्द किए गए जेटीओ एलआईसीई के परिणाम घोषित किए जाएं। इसके बाद, BSNLEU ने चीफ जनरल मैनेजर, पंजाब सर्किल की सिफारिश के आधार पर प्रबंधन को कार्रवाई की मांग करते हुए पत्र लिखा है। हालांकि, अभी तक कोई कार्रवाई नहीं की गई है। आज, साथी पी. अभिमन्यु, महासचिव ने श्री एस.पी. सिंह, प्रिंसिपल जनरल मैनेजर (भर्ती एवं प्रशिक्षण) से इस मुद्दे पर चर्चा की तथा मांग की कि पंजाब सर्कल के 3 रद्द किए गए जेटीओ एलआईसीई के परिणाम घोषित करने के लिए शीघ्र कार्रवाई शुरू की जाए। प्रिंसिपल जनरल मैनेजर (भर्ती एवं प्रशिक्षण) ने उचित कार्रवाई करने का आश्वासन दिया है। 

Ever since Donald Trump became the US President for the 2nd time, he has let loose a trade war on other countries. He has imposed huge tariffs on imports from other countries. Yesterday, he imposed a shocking 27% tariff on all goods that India exports to the US. This will severely affect export of Indian goods to the US. While doing so, Donald Trump has accused that India has imposed 52% tariff on all goods exported from the US to India.  Donald Trump has also increased tariffs on many countries including China, Canada and the European countries. But, all those countries have retaliated by imposing higher tariffs on American goods. But, India has not taken any such retaliatory measure on the US. It is important to note that, Donald Trump is also spreading tension throughout the world. Canada is the 2nd biggest country in the world and is a close ally of the US. But, Donald Trump has said that, he would make Canada as the 51st state of the US. Donald Trump has also announced his intention of capturing Greenland. He has also given a wonderful idea to resolve the Palestinian crisis. He has said that he would evacuate all Palestinian’s from Gaza and would convert Gaza into a tourist place. 

डोनाल्ड ट्रंप ने फैलाया व्यापार युद्ध - भारत से निर्यात होने वाले सभी सामानों पर लगाया 27% टैरिफ।

जब से डोनाल्ड ट्रंप दूसरी बार अमेरिका के राष्ट्रपति बने हैं, उन्होंने दूसरे देशों पर व्यापार युद्ध छेड़ दिया है। उन्होंने दूसरे देशों से आयात पर भारी टैरिफ लगा दिए हैं। कल उन्होंने भारत द्वारा अमेरिका को निर्यात किए जाने वाले सभी सामानों पर 27% का चौंकाने वाला टैरिफ लगा दिया। इससे अमेरिका में भारतीय सामानों के निर्यात पर बुरा असर पड़ेगा। ऐसा करते हुए डोनाल्ड ट्रंप ने आरोप लगाया है कि भारत ने अमेरिका से भारत को निर्यात किए जाने वाले सभी सामानों पर 52% टैरिफ लगा दिया है। डोनाल्ड ट्रंप ने चीन, कनाडा और यूरोपीय देशों समेत कई देशों पर टैरिफ बढ़ा भी दिया है। लेकिन, उन सभी देशों ने अमेरिकी सामानों पर उच्च टैरिफ लगाकर जवाबी कार्रवाई की है। लेकिन, भारत ने अमेरिका पर ऐसा कोई जवाबी कदम नहीं उठाया है। गौरतलब है कि, डोनाल्ड ट्रंप पूरी दुनिया में तनाव भी फैला रहे हैं। कनाडा दुनिया का दूसरा सबसे बड़ा देश है और अमेरिका का करीबी सहयोगी है। लेकिन, डोनाल्ड ट्रंप ने कहा है कि, वे कनाडा को अमेरिका का 51वां राज्य बनाएंगे। डोनाल्ड ट्रंप ने ग्रीनलैंड पर कब्ज़ा करने के अपने इरादे की भी घोषणा की है। उन्होंने फिलिस्तीनी संकट को हल करने के लिए एक बेहतरीन विचार भी दिया है। उन्होंने कहा है कि वे गाजा से सभी फिलिस्तीनियों को निकाल देंगे और गाजा को एक पर्यटन स्थल में बदल देंगे। 

Holding of the Wage Revision Committee meeting is getting unduly delayed. BSNLEU has already expressed it's unhappiness to the Management over this issue. Yesterday, Com.P.Abhimanyu,GS, communicated with Dr.Kalyan Sagar Nippani, Director(HR), and sought his intervention for the holding of the Wage Revision Committee without further delay. The Director (HR) assured to intervene on this matter. In continuation of this, today, Com.P.Abhimanyu,GS, discussed the issue with Ms.Anita Johri, PGM(SR) and informed her about the communication that, he had with the Director(HR). Further, he requested the PGM(SR) to hold the Wage Revision Committee meeting on any day next week. The PGM(SR) assured to communicate with other Management Side members of the Wage Revision Committee and to do the needful.

वेतन संशोधन समिति की बैठक बिना किसी देरी के आयोजित करें - महासचिव, BSNLEU ने बीएसएनएल प्रबंधन से कहा।

वेतन संशोधन समिति की बैठक आयोजित करने में अनावश्यक रूप से देरी हो रही है। BSNLEU ने इस मुद्दे पर प्रबंधन के समक्ष अपनी नाराजगी पहले ही व्यक्त कर दी है। कल, साथी पी. अभिमन्यु, महासचिव ने डॉ. कल्याण सागर निप्पानी, निदेशक (मानव संसाधन) से संवाद किया और बिना किसी देरी के वेतन संशोधन समिति के आयोजन के लिए उनके हस्तक्षेप की मांग की। निदेशक (मानव संसाधन) ने इस मामले में हस्तक्षेप करने का आश्वासन दिया। इसी क्रम में, आज साथी पी. अभिमन्यु, महासचिव  ने सुश्री अनीता जौहरी, प्रिंसिपल जनरल मैनेजर (एसआर) के साथ इस मुद्दे पर चर्चा की और उन्हें निदेशक (मानव संसाधन) के साथ हुए संवाद के बारे में बताया। इसके अलावा, उन्होंने प्रिंसिपल जनरल मैनेजर (एसआर) से अगले सप्ताह किसी भी दिन वेतन संशोधन समिति की बैठक आयोजित करने का अनुरोध किया। प्रिंसिपल जनरल मैनेजर (एसआर) ने वेतन संशोधन समिति के अन्य प्रबंधन पक्ष के सदस्यों के साथ संवाद करने और आवश्यक कार्रवाई करने का आश्वासन दिया।

CHQ is extremely saddened to hear that, Com.S.C. Bhattacharya, former Chhattisgarh Circle Secretary of BSNLEU, as well as the CHQ Treasurer, has passed away in a Raipur hospital at 11:45 hrs. today. He has been suffering from renal failure and has been under treatment in the hospital. Com.S.C. Bhattacharya has contributed immensely to establish and strengthen BSNLEU in Chhattisgarh circle. His function as the CHQ Treasurer is also praiseworthy. CHQ dips its banner and pays respectful homage to Com.S.C. Bhattacharya. The CHQ also conveys its heartfelt condolences to his family members, friends and relatives. 

छत्तीसगढ़ के पूर्व सर्किल सचिव एवं सीएचक्यू कोषाध्यक्ष साथी एस.सी. भट्टाचार्य का निधन हो गया।

सीएचक्यू को यह सुनकर अत्यंत दुख हुआ कि BSNLEU के छत्तीसगढ़ पूर्व सर्किल सचिव एवं सीएचक्यू कोषाध्यक्ष साथी  एस.सी. भट्टाचार्य का आज सुबह 11:45 बजे रायपुर के एक अस्पताल में निधन हो गया। वे किडनी फेलियर से पीड़ित थे और अस्पताल में उनका इलाज चल रहा था। छत्तीसगढ़ सर्किल में BSNLEU की स्थापना एवं मजबूती में साथी एस.सी. भट्टाचार्य का बहुत बड़ा योगदान रहा है। सीएचक्यू कोषाध्यक्ष के रूप में उनका कार्य भी सराहनीय है। सीएचक्यू साथी एस.सी. भट्टाचार्य को श्रद्धांजलि अर्पित करता है। सीएचक्यू उनके परिवार के सदस्यों, मित्रों एवं रिश्तेदारों के प्रति अपनी हार्दिक संवेदना व्यक्त करता है।
