Com.Bijoy Deka,CS, Assam circle, has retired on superannuation on 31^st July, 2024. Yesterday, Com.Bijoy Deka,CS, Assam, was felicitated in the Extended Circle Executive Committee meeting held in Guwahati. Com.P.Abhimanyu, GS, participated in the meeting and praised Com.Bijoy Deka's  long years of unblemished service and sacrifices of to the Union. In this meeting, Com.Bijoy Deka donated Rs.5000/- to the CHQ. The CHQ heartily thanks Com.Bijoy Deka.

The Assam circle of BSNLEU conducted it's Extended Circle Executive Committee meeting at Guwahati today. Com.Bijoy Thakur, Circle President, presided. Com.Bijoy Deka, Circle Secretary, welcomed everyone and presented the report on activities. Com.P.Abhimanyu, GS, addressed the meeting. He spoke at length on all the current issues, viz., Wage Revision, BSNL’s 4G launching, review of Restructuring and other issues of the employees. The General Secretary pointed out that, after the recent steep fare hike by the private operators, a favourable environment has been created for BSNL, among the general public of this country. He told that this favourable situation should be utilised to strengthen BSNL.The meeting is also addressed by Com.M.R. Das, All India President, AIBDPA, Com.Omkar Bhoumik, Organising Secretary (CHQ), Com.Shivjee Ray, Vice President (CHQ) & CS, NE-I circle, Com.K.Saheb Singh, President, NE-II circle, Com.S.N. Sarma, CS, AIBDPA, Assam and Com. Satyajeet Nath, CS, AIGETOA. Com.Bijoy Deka, Circle  Secretary, Assam, recently retired on superannuation. In today's meeting, com. After the lunch break, the  circle office bearers and district secretaries deliberated on the report on activities presented by the circle secretary. Fruitful discussions took place and many important decisions are taken to strengthen the movement in Assam circle.

The barbaric gang rape and murder of a junior doctor in RG Kar Medical College and Hospital, Kolkata, has shaken the conscience of the nation. The doctors and medical staff of RG Kar Medical College and Hospital continue to agitate, demanding arrest of the culprits. Thousands of women at Kolkata have come to the streets on the night of 14^th August, demanding arrest of the culprits. However, the criminals who committed this crime are still at large. Further, a big mob of anti-social elements have attacked the agitating doctors and the medical staff of RG Kar Medical College and Hospital. Even the Chief Justice of Kolkata High Court has stated that, the law and order situation has broken down in the state. Under these circumstances, the BSNL Working Women’s Coordination Committee (BSNLWWCC) has called on the employees to organise lunch hour demonstrations on 20.08.2024, demanding immediate arrest of the culprits and also to ensure safety to women in work spaces. The All India Centre of BSNLEU has decided to call on the district and circle unions to make this demonstration massive and successful.

कोलकाता में जूनियर डॉक्टर के साथ बर्बर सामूहिक बलात्कार और हत्या – बीएसएनएलडब्ल्यूडब्ल्यूसीसी ने कर्मचारियों से 20.08.2024 को प्रदर्शन आयोजित करने का आह्वान किया।

कोलकाता के आरजी कर मेडिकल कॉलेज और अस्पताल में एक जूनियर डॉक्टर के साथ बर्बर सामूहिक बलात्कार और हत्या ने पूरे देश की अंतरात्मा को झकझोर कर रख दिया है। आरजी कर मेडिकल कॉलेज और अस्पताल के डॉक्टर और मेडिकल स्टाफ दोषियों की गिरफ्तारी की मांग को लेकर आंदोलन कर रहे हैं। 14 अगस्त की रात को कोलकाता में हजारों महिलाएं दोषियों की गिरफ्तारी की मांग को लेकर सड़कों पर उतर आईं। हालांकि, इस अपराध को अंजाम देने वाले अपराधी अभी भी फरार हैं। इसके अलावा, असामाजिक तत्वों की एक बड़ी भीड़ ने आरजी कर मेडिकल कॉलेज और अस्पताल के आंदोलनकारी डॉक्टरों और मेडिकल स्टाफ पर हमला किया है। यहां तक ​​कि कोलकाता उच्च न्यायालय के मुख्य न्यायाधीश ने भी कहा है कि राज्य में कानून और व्यवस्था की स्थिति चरमरा गई है। इन परिस्थितियों में, *बीएसएनएल वर्किंग वूमेन कोऑर्डिनेशन कमेटी (बीएसएनएलडब्ल्यूडब्ल्यूसीसी) ने कर्मचारियों से 20.08.2024 को लंच ऑवर प्रदर्शन* आयोजित करने का आह्वान किया है, जिसमें दोषियों की तत्काल गिरफ्तारी और कार्यस्थलों पर महिलाओं की सुरक्षा सुनिश्चित करने की मांग की गई है। BSNLEU के अखिल भारतीय केंद्र ने जिला और सर्किल यूनियनों से इस प्रदर्शन को व्यापक और सफल बनाने का आह्वान करने का फैसला किया है।

The CHQ, Circle and District Unions of BSNLEU have been allotted with the facility of office accommodation. This is part of the Trade Union facility extended to the Recognised Trade Union. However, the Circle Union of BSNLEU, ALTTC, Ghaziabad, has been told to vacate it’s office accommodation. This may be consequent to the recent taking over of ALTTC by the DoT. This is totally a violation of the trade union facilities extended to BSNLEU. Hence, the CHQ has written letter to the CGM(SR), Corporate Office, demanding to ensure the continuation of office accommodation to the Circle Union of ALTTC, Ghazaiabd. 

BSNLEU, Jharkhand circle union, is conducting its inspiring Circle Executive Committee meeting at Ranchi today. District secretaries and circle office bearers from all districts are attending this meeting. Com. Vinod Kumar, circle president is presiding. Com. Vijay Paswan, Circle Secretary, welcomed everyone and placed before the house the report on activities. Com. P. Abhimanyu, General Secretary, delivered the inaugural address. In his speech, the General Secretary explained about the latest position of major issues of the employees and also that of the Company, like wage revision, BSNL's 4G launching and various other HR issues of the Non-Executives. After the address of the General Secretary, executive committee members are participating in the deliberations.

Accepting the call of the CHQ of BSNLEU, Chennai circle union has donated Rs.44,511/- as Wayanad Distress Relief Fund. In this, Rs.35,000/- has already been paid as the first installment. Again, Rs.9,511/- has been remitted today. This entire amount of Rs.44,511/- has been sent to the Kerala Chief Minister’s Distress Relief Fund. Despite being a small circle union, the comrades of Chennai circle has liberally donated a sizable amount of Rs.44,511/-. The CHQ of BSNLEU heartily congratulates the Chennai circle union and all the donors. 

It is heartening to note that, one districts of Telengana circle alone viz., Nizamabad, has donated Rs.30,000/- to the Wayanad Distress Relief Fund. This amount has been donated by the members of both BSNLEU and AIBDPA of Nizamabad district. The CHQ of BSNLEU heartily congratulates BSNLEU and AIBDPA district unions and also all the donors of Nizamabad district.

Best wishes and warm greetings to all the comrades on the occasion of the 78th Independence Day of our great nation. This is the day for all of us to rejoice.  It is also a day to remember and respect the sacrifices of thousands and thousands of martyrs who had laid down their lives, to liberate our country from the tyranny and exploitation of British imperialism. हमारे महान राष्ट्र के 78वें स्वतंत्रता दिवस के अवसर पर सभी साथियों को हार्दिक शुभकामनाएं और बधाई। यह हम सभी के लिए खुशी मनाने का दिन है। यह उन हजारों-हजारों शहीदों के बलिदान को याद करने और उनका सम्मान करने का भी दिन है, जिन्होंने हमारे देश को ब्रिटिश साम्राज्यवाद के अत्याचार और शोषण से मुक्त कराने के लिए अपने प्राणों की आहुति दी थी।

Office bearers of BSNLEU are facing difficulty in getting the facility of immunity from transfer. This is, because confusing instructions are being issued by the Corporate Office. Trade unions, including BSNLEU are having trade union rights. They are covered by Indian Trade Unions Act -1926, Industrial Disputes Act -1947 and other labour laws of the country. However, Executive Associations are not similarly placed. But, Corporate Office does not issue in instructions separately for the trade unions and Executive Associations. This causes confusion among field units in granting the facility of Immunity From Transfer to the trade unions. Hence, BSNLEU has written a detailed letter to the CGM(SR) today, demanding that separate instructions should be issued hereafter to the trade unions, in respect to the facility of Immunity from Transfers.

स्थानांतरण से छूट की सुविधा - ट्रेड यूनियनों के लिए अलग से निर्देश जारी किए जाएं - BSNLEU ने मांग की.

BSNLEU के पदाधिकारियों को स्थानांतरण से छूट की सुविधा प्राप्त करने में कठिनाई हो रही है। ऐसा इसलिए है, क्योंकि कॉर्पोरेट कार्यालय द्वारा भ्रामक निर्देश जारी किए जा रहे हैं। BSNLEU सहित ट्रेड यूनियनों को ट्रेड यूनियन अधिकार प्राप्त हैं। वे भारतीय ट्रेड यूनियन अधिनियम-1926, औद्योगिक विवाद अधिनियम-1947 और देश के अन्य श्रम कानूनों के अंतर्गत आते हैं। हालांकि, एक्ज़ीक्यूटिव एसोसिएशनों की स्थिति ऐसी नहीं है। लेकिन, कॉर्पोरेट कार्यालय ट्रेड यूनियनों और एक्ज़ीक्यूटिव एसोसिएशनों के लिए अलग से निर्देश जारी नहीं करता है। इससे ट्रेड यूनियनों को स्थानांतरण से छूट की सुविधा देने में क्षेत्रीय इकाइयों के बीच भ्रम की स्थिति पैदा होती है। इसलिए, BSNLEU ने आज चीफ जनरल मैनेजर (एसआर) को एक विस्तृत पत्र लिखा है, जिसमें मांग की गई है कि स्थानांतरण से छूट की सुविधा के संबंध में ट्रेड यूनियनों को अलग से निर्देश जारी किए जाएं।

The monthly subscription of BSNLEU has already been increased to Rs.70/-.  BSNL Corporate Office issued letter on 10-09-2021, issuing instruction to all the CGMs for deduction of BSNLEU’s monthly subscription at the rate of Rs.70/-. However, it is observed that this instruction is still not implemented in some circles. BSNLEU has written letter to the CGM(SR) today, requesting to ensure that the monthly subscription of BSNLEU is deducted at the revised rate.

BSNLEU की मासिक सदस्यता पहले ही 70 रुपये तक बढ़ा दी गई है। बीएसएनएल कॉरपोरेट ऑफिस ने 10-09-2021 को पत्र जारी कर सभी चीफ जनरल मैनेजर (एसआर) को BSNLEU की मासिक सदस्यता में 70 रुपये की दर से कटौती करने का निर्देश जारी किया। हालांकि, यह देखा गया है कि यह निर्देश अभी भी कुछ सर्किलों में लागू नहीं हुआ है। BSNLEU ने आज चीफ जनरल मैनेजर (एसआर) को पत्र लिखकर यह सुनिश्चित करने का अनुरोध किया है कि BSNLEU की मासिक सदस्यता में संशोधित दर से कटौती की जाए।

A meeting of the All Unions and Associations is held in AIGETOA’s office at New Delhi today, to discuss about the ways and means to settle Pay Revision / Wage Revision, which is the most burning issue of the employees. This meeting is attended by BSNLEU, NFTE, SNEA, AIGETOA, SEWA BSNL, BTEU, AIBSNLEA, FNTO, BSNLMS, AITEEA, ATM BSNL, TEPU and DEWAB. Com.Chandeshwar Singh, GS, NFTE, presided over the meeting. Com.P.Abhimanyu, GS, BSNLEU, explained the latest position of the issue of Pay Revision / Wage Revision and the need for taking united efforts by all unions and associations to settle the same. All the representatives participated in the discussion. It is unanimously decided to take up the Pay Revision / Wage Revision issue vigorously with the CMD BSNL and the Government. As a first step, it is decided to write letter to the CMD BSNL on the following two points.

1. 1. BSNL Management should write letter to the DoT demanding expeditious action to settle the Pay Revision of the Executives.
   2. As regards the Wage Revision of the Non-Executives, the Management should immediately sign agreement with the Recognised Unions, based on the pay scales finalised through mutual agreement in the Wage Negotiating Committee meeting held on 27.07.2018.

It is decided that letter is to be written to the CMD BSNL under the signature of the General Secretaries of all the unions and associations.

Despite BSNLEU being the Main Recognised Trade Union of BSNL, in some circles, the facility of immunity from transfer is being denied to the office bearers of the Union. Such development is again taking place in Jabalpur district of MP circle. Yesterday, Com.P.Abhimanyu, GS, met Ms. Anita Johri, CGM(SR) and expressed his grave concern over the denial of the facility of immunity from transfer in Jabalpur, based on the Corporate Office instructions issued for the Executives’ Associations. The General Secretary categorically pointed out that, the Corporate Office instructions on immunity from transfer are separate for the Non-Executive Unions and Executive Associations and that problem comes where these rules are mixed up by the local administration. The CGM(SR) assured that, needful action would be taken expeditiously on this issue.

स्थानांतरण से छूट की सुविधा से इनकार - महासचिव ने मुख्य महा प्रबंधक (एसआर) से चर्चा की।

BSNLEU बीएसएनएल की मुख्य मान्यता प्राप्त ट्रेड यूनियन होने के बावजूद कुछ सर्किलों में यूनियन के पदाधिकारियों को स्थानांतरण से छूट की सुविधा से वंचित किया जा रहा है। ऐसा ही घटनाक्रम मध्य प्रदेश सर्किल के जबलपुर जिले में फिर से घटित हो रहा है। कल साथी पी. अभिमन्यु, महासचिव ने मुख्य महाप्रबंधक (एसआर) सुश्री अनीता जौहरी से मुलाकात की और कार्यकारी संघों के लिए जारी कॉर्पोरेट कार्यालय के निर्देशों के आधार पर जबलपुर में स्थानांतरण से छूट की सुविधा से इनकार किए जाने पर अपनी गंभीर चिंता व्यक्त की। महासचिव ने स्पष्ट रूप से बताया कि स्थानांतरण से छूट पर कॉर्पोरेट कार्यालय के निर्देश नोन एक्ज़ीक्यूटिव यूनियनों और एक्ज़ीक्यूटिव एसोसिएशनों के लिए अलग-अलग हैं और यह समस्या तब आती है जब स्थानीय प्रशासन द्वारा इन नियमों को मिला दिया जाता है। मुख्य महाप्रबंधक (एसआर) ने आश्वासन दिया कि इस मुद्दे पर शीघ्र आवश्यक कार्रवाई की जाएगी।

The facility of immunity from transfer has been denied to the District Treasurer, BSNLEU, Jabalpur and he has been transferred to a place which is 40 km away from Jabalpur. This transfer is against the instructions issued by the Corporate Office on extending the facility of immunity from transfer, to the office bearers of the Recognised Trade Union of the Non-Executives. It is understood that the Jabalpur district administration and the MP circle administration are relying on the letter of the Corporate Office on extending the facility of immunity from transfer to the Associations of the Executives. Hence, BSNLEU has written letter to the CGM(SR), Corporate Office, requesting for intervention and resolution of the problem.

The General Council meeting of CITU was held at Kolkata from 9th to 11th August 2024. Around 400 delegates attended the meeting. Com. Animesh Mitra, President, participated in this meeting as a special invitee. Com. K. Hemlata, CITU's All India President, inaugurated the meeting and gave an account of the developments in the international working class movement. Com. Tapan Sen, General Secretary, in his address stated that, the continuous struggles of the working class has resulted in the strengthening of democracy in our country. He emphasised the importance of joint trade union movements. Com. Animesh Mitra, President, BSNLEU, spoke on the challenges being faced by BSNL, including the inordinate delay in BSNL's 4G launching and also explained about the plight of contract and casual workers.

सीटू की जनरल काउंसिल की बैठक को अध्यक्ष साथी अनिमेष मित्रा ने संबोधित किया।

सीटू की जनरल काउंसिल की बैठक 9 से 11 अगस्त 2024 तक कोलकाता में आयोजित की गई। बैठक में लगभग 400 प्रतिनिधियों ने भाग लिया। इस बैठक में अध्यक्ष साथी अनिमेष मित्रा ने विशेष आमंत्रित सदस्य के रूप में भाग लिया। सीटू की अखिल भारतीय अध्यक्ष साथी के. हेमलता ने बैठक का उद्घाटन किया और अंतरराष्ट्रीय मजदूर वर्ग आंदोलन में हुए विकास का लेखा-जोखा दिया। महासचिव साथी तपन सेन ने अपने संबोधन में कहा कि मजदूर वर्ग के निरंतर संघर्षों के परिणामस्वरूप हमारे देश में लोकतंत्र मजबूत हुआ है। उन्होंने संयुक्त ट्रेड यूनियन आंदोलनों के महत्व पर जोर दिया। BSNLEU के अध्यक्ष साथी अनिमेष मित्रा ने बीएसएनएल के सामने आने वाली चुनौतियों पर बात की, जिसमें बीएसएनएल की 4G लॉन्चिंग में अत्यधिक देरी शामिल है और अनुबंध और आकस्मिक श्रमिकों की दुर्दशा के बारे में भी बताया।
