As per the decision taken in the last meeting of the Joint Committee on change of designations, the next meeting of the Committee will be held on 31.05.2018. Management had issued notification for this meeting.

CHQ has received the district wise break-up figures of quota received for the years 2016 & 2017, from Andhra Pradesh, Maharashtra and Telecom Factory, Jabalpur circles. Based on this, the number of delegates eligible to each of the district of these circles is enclosed.

वेतन भुगतान नही किया जाना- कर्मचारियों में दहशत पैदा करने का षडयंत्र...
अभी तक माह फरवरी 2019 के वेतन का भुगतान नही किया गया है। बीएसएनएल मैनेजमेंट का कहना है "हमारे पास पैसा नही है"। बीएसएनएल द्वारा बैंक लोन लेना इस समस्या का हल है। किंतु DoT द्वारा बीएसएनएल को प्रचालन खर्च (operational expenses) जैसे सैलरी का भुगतान आदि हेतु लोन लेने की अनुमति देने से इंकार कर दिया गया है। निजी कंपनियों की तुलना में बीएसएनएल का कर्ज काफी कम है। ऐसे में, DoT द्वारा बीएसएनएल को बैंक लोन लेने के लिए अनुमति क्यों नही दी जा रही है ? वेतन का भुगतान न कर बीएसएनएल द्वारा कर्मचारियों को परेशान क्यों किया जा रहा है ? सरकार की सुनियोजित योजना (game plan) बेहद स्पष्ट है। यह कर्मचारियों में दहशत निर्मित करने का षड्यंत्र है, जिससे कि वें दबाव में आ कर VRS ले लें। मीडिया रिपोर्ट द्वारा कहा ही जा चुका है कि बीएसएनएल कर्मचारियों के लिए VRS प्रस्ताव पर बीएसएनएल और DoT गंभीरता से विचार कर रहा है। जाहिर है, सारा षड्यंत्र इस बात के लिए रचा जा रहा है कि बड़ी तादाद में कर्मचारी दबाव में आ कर VRS लेने के लिए बाध्य हों। सरकार कर्मचारियों की संख्या तीव्रता के साथ (drastically) कम करना चाहती है। भविष्य में कर्मचारियों की संख्या कम होने की स्थिति में सरकार के लिए बीएसएनएल को किसी कॉर्पोरेट को बेचना ज्यादा आसान होगा। सरकार की इस सोची समझी योजना को हमें समझना होगा। आओ, हम सब मिल कर सरकार द्वारा रचे जा रहे षडयंत्र को विफल करें। (सभी सर्किल और डिस्ट्रिक्ट सेक्रेटरीज से अनुरोध है कि उपरोक्त मैटर को सभी कर्मचारियों, अधिकारियों में व्यापक रूप से प्रसारित करें।)

कॉर्पोरेट ऑफिस द्वारा कॉन्ट्रैक्ट वर्कर्स को वेजेस के आंशिक भुगतान हेतु फण्ड जारी...
देश भर में कॉन्ट्रैक्ट वर्कर्स को विगत 4 माह से वेजेस का भुगतान नही किया गया है। कॉम पी अभिमन्यु,जीएस, श्री एस के गुप्ता, डायरेक्टर (फाइनेंस) से मिले और उन्होंने इस मुद्दे पर गंभीरता से चर्चा की। जीएस ने मांग की कि कम से कम, बकाया वेजेस में से कुछ राशि का भुगतान शीघ्र किया जाए जिससे कि कॉन्ट्रैक्ट वर्कर्स अपने परिवार को भूखों मरने की स्थिति से बचा सके। डायरेक्टर (फाइनेंस) ने आवश्यक कार्यवाही हेतु आश्वासित किया। आज श्री पी सी भट्ट, सीनियर जीएम, CBB (कॉर्पोरेट बजट एंड बैंकिंग) ने महासचिव को बताया कि कॉन्ट्रैक्ट वर्कर्स के बकाया वेजेस के एक तिहाई के बराबर फंड्स सभी सर्कल्स को कॉन्ट्रैक्ट वर्कर्स के वेजेस के भुगतान हेतु प्रेषित कर दिए गए हैं।

1. 4G स्पेक्ट्रम का त्वरित आवंटन और भूमि मुद्रीकरण (Land Monetization.)

2.  BSNL या DoT द्वारा BSNL कर्मियों को नियत तिथि पर वेतन का भुगतान। 

3. कॉन्ट्रैक्ट वर्कर्स के वेजेस, इलेक्ट्रिसिटी बिल और किराए का भुगतान। 

4. 3rd पे रिवीजन लागू करें। 

5. वर्ष 2000 में BSNL की वित्तीय सक्षमता की सुनिश्चितता बाबद यूनियन कैबिनेट द्वारा की गई वचनबद्धता का सम्मान करें: 

i) नुकसान में चल रहे ग्रामीण एक्सचेंजों के लिए वित्तीय सहायता दी जाए।

ii) पूंजीगत व्यय के लिए BSNL को सॉफ्ट लोन/ सरकार द्वारा गारंटी (Sovereign Guarantee) प्रदान करें।

iii) BSNL द्वारा पूंजीगत व्यय करने पर लगी पूर्ण पाबंदी हटावें। जहाँ राजस्व प्राप्ति की सुनिश्चितता हो, फील्ड यूनिट्स को पूंजीगत व्यय की अनुमति दी जाए।  

6. किसी भी प्रकार की छंटनी या रिटायरमेंट की उम्र 58 वर्ष करने के प्रयास न हो। 

7. सरकार के नियमों के अनुसार BSNL द्वारा पेंशन कॉन्ट्रिब्यूशन का भुगतान।

The hasty manner in which the President of India has given his Assent, reveals that the government is having a hidden agenda in bringing the Act. Terming this act as a direct assault on India’s secular character, five Left Parties have announced a nation wide joint protest action on 19^th December, 2019. Pinarayi Vijayan, Chief Minister of Kerala, has declared that the communally polarising law, that discriminates Islam as a religion, has no place in Kerala. Captain Amarinder Singh, Chief Minister of Punjab has announced that his government would not allow the legislation to be implemented in Punjab.

The Public Enterprises Selection Board (PESB), in it’s meeting held yesterday the 13.03.2020, has selected Shri V. Ramesh, PGM, Gujarat, as the next Director (Enterprise Business) of BSNL. We heartily congratulate Shri V. Ramesh for his selection as the Director (EB). This selection is subject to the approval of the ACC.

In implementation of the call of the CHQ of BSNLEU, Com.Naresh Pal, DS, BSNLEU, Meerut, and CS, BSNL CCWF, UP(West) circle, took the initiative to collect donations from employees, pensioners and will-wishers, to provide relief to the contract workers. An amount of Rs. 26,600/- was collected.  In view of the lock-down, the amount collected, was distributed to the contract workers, at the rate of Rs.500/- per worker. CHQ heartily congratulates the District Union of Meerut for the initiative taken to provide relief to the contract workers.

In view of the All India Conference, General Secretary could not give dates to hold circle conferences, in respect of the circles where it has become due. Now that the All India Conference is already over, circle conferences must be conducted in those circles. CHQ requests the concerned circle secretaries to do the needful in this regard.

The demonstration that was held in front of Sanchar Bhawan today, is significant in many ways. This is the first time that a demonstration is held in front of the Sanchar Bhawan, by the unions and associations of BSNL, in the 18 years’ existence of BSNL. Since the Sanchar Bhawan is housing the Ministry of Communications, police does not give permission to conduct any agitational programme there. Even for today’s demonstration, the police informed us that demonstrations are banned in the vicinity of the Sanchar Bhawan, and hence no one would be allowed to demonstrate there. However, the unions and associations of BSNL decided to conduct the demonstration today at any cost, even by running into the risk of getting arrested. Around 12:45 hrs., the police locked all the gates of BSNL Corporate Office, to stop the employees of the Corporate Office from joining the demonstration. Similarly, a large number of riot policemen were deployed in front of the Sanchar Bhawan. Inspite of these road-blocks, more than 150 comrades gathered in front of the Sanchar Bhawan. Thundering slogans were raised, demanding the rolling back of the Subsidiary Tower Company, and also cautioning the government not to break BSNL, to favour Reliance Jio. All the 150 comrades were crammed into the waiting buses by the police, and were taken to the Parliament Street Police Station. Towards the evening, all the comrades were let off from the police station. CHQ heartily congratulates the UP (West) and Haryana circle unions of BSNLEU, for sending our comrades to participate in today’s demonstration.

BSNLEU, NFTE, BSNL MS and TEPU have called on the BSNL employees to join the 2 day General Strike, that is taking place on 8th and 9th January, 2019. This is the 18th General Strike, being organised by the Indian working class, against the pro-coporate and anti-working class Neo- Liberal Economic Policies of the government. Stopping disinvestment and privatisation of the Public Sector, is one of the major objectives of this strike. Hence, BSNL employees should join this strike enmasse, to stop disinvestment and privatisation of BSNL in the days to come. The success of this General Strike is a must, to protect BSNL from privatisation in the days to come. Hence, the circle and district secretaries of BSNLEU are requested to effectively mobilise the employees for the Strike, by coordinating with NFTE, BSNL MS and TEPU.

वोडाफोन को 4थी तिमाही में रु 4881 करोड़ का घाटा...
टेलीकॉम सेक्टर में रिलायंस जियो द्वारा निर्मित उथल-पुथल की वजह से पुरानी दूरसंचार कंपनीज का प्रभावित होना जारी है। वोडाफोन आईडिया, देश की सबसे बड़ी टेलीकॉम कंपनी, भारी घाटे की ओर अग्रसर है। उसे 4थी तिमाही (जनवरी से मार्च 2019) में रु 4881 करोड़ का घाटा हुआ है। इसी अवधि में 2018 में वोडाफोन आईडिया का घाटा रु 5033 करोड़ था।

वेज निगोशिएशन (वेतन वार्ता) की शुरुआत 8वें मेम्बरशिप वेरिफिकेशन के बाद ही संभव- कहा BSNL मैनेजमेंट ने....
ज्ञातव्य है कि BSNL मैनेजमेंट और मान्यता प्राप्त यूनियन्स के बीच जारी नॉन एग्जीक्यूटिव्ज के वेज रिवीजन हेतु निगोशिएशन अस्थाई तौर पर रोके गए हैं। BSNLEU और NFTE ने सेक्रेटरी, टेलीकॉम को लिखे गए अपने पत्र दिनांक 14.05.2019 के द्वारा वेज निगोशिएशन पुनः शुरू किए जाने की पुरजोर तरीके से मांग की थी। प्रत्युत्तर में, देरी से ही सही, BSNL मैनेजमेंट ने BSNLEU और NFTE के महासचिवों को लिखा है कि दोनों ही यूनियन की मान्यता समाप्त होने की वजह से वेज निगोशिएशन शुरू करना संभव नही है। यह भी सूचित किया गया है कि 8वें मेम्बरशिप वेरिफिकेशन प्रक्रिया के तहत मान्यता प्रदान करने के बाद वेज निगोशिएशन पुनः शुरू किए जा सकेंगे।

IDA increase from 1st October, 2019 is 5.3%. With this, the total IDA payable has increased to 152%, i.e., 146.7%+5.3% = 152%. Necessary order has to be issued by the DPE.

Accepting the demand of BSNLEU, the Management took decision to hold the JE LICE as an ‘off-line’ exam. Due to this change, the JE LICE which was scheduled to be held as an ‘on-line’ exam on 07.04.2019 was postponed. Thereafter, despite repeated requests by BSNLEU, the JE LICE for the vacancy year 2017-18 is not yet held. Meanwhile, the JE LICE for the vacancy year 2018-19 has also become due. Hence, BSNLEU has written to the Director (HR), strongly demanding to hold the JE LICE for the vacancy years 2017-18 and 2018-19, without any further delay.
