एयूएबी-AUAB और बीएसएनएल बोर्ड के निदेशकों-Directors of BSNL Board के बीच होने वाली मीटिंग : ट्विटर अभियान स्थगित-Twitter Campaign Postponed। 

एयूएबी-AUAB ने दिनांक 23 और 25 सितंबर, 2021 को नई दिल्ली में मीटिंग आयोजित की थी । बीएसएनएल द्वारा 4G सेवा शुरू करने में विफलता के साथ-साथ बीएसएनएल के लिए पुनरुद्धार पैकेज-Revival Package को लागू करने सहित कई महत्वपूर्ण मुद्दों पर चर्चा की गई । मीटिंग में बीएसएनएल के सीएमडी श्री पीके पुरवार-Shri P.K. Purwar, CMD, BSNL की 4G सेवा शुरू करने में विफलताओं पर अत्यधिक दुःख व्यक्त किया गया। इसलिए मीटिंग में माननीय संचार मंत्री-Honourable Minister of Communications को पत्र लिखने का निर्णय लिया गया। इसके अलावा मीटिंग में बीएसएनएल के सीएमडी के पद से श्री पीके पुरवार को हटाने की मांग को लेकर 06.10.2021 को ट्विटर अभियान-Twitter Campaign चलाने का निर्णय लिया गया। इन बैठकों में लिए गए सभी निर्णयों की सूचना 27-09-2021 के एयूएबी-AUAB के परिपत्र-Circular के माध्यम से दी गई है । इसके परिणामस्वरूप बीएसएनएल प्रबंधन-BSNL Management  ने दिनांक 06.10-2021 को एयूएबी-AUAB को चर्चा के लिए आमंत्रित किया है। इस मीटिंग में बीएसएनएल के सीएमडी-CMD, BSNL सहित बीएसएनएल बोर्ड के सभी निदेशक-All Directors of BSNL Board भाग लेंगे। इसे देखते हुए *एयूएबी-AUAB ने 06.10.2021 को आयोजित होने वाले ट्विटर अभियान-Twitter Campaign को स्थगित-Postpone* करने का फैसला किया है।

BSNL Management signed an MoU with the Regional Office of the New India Assurance, for the implementation of Health Insurance Policy for BSNL employees. 17,228 BSNL employees opted for this insurance scheme. However, this scheme is not implemented so far, since the Corporate Office of the New India Assurance has not given approval for the MoU. This is undoubtedly an unethical business practice, by the New India Assurance. Both CMD BSNL and the Director (HR), BSNL, have already taken up this issue with the Chairman of the New India Assurance. However, no result has come so far. Com.P.Abhimanyu, GS, discussed this issue today, with Shri S.P. Singh, GM(Admn.), BSNL Corporate Office. The GM (Admn.) told the General Secretary that, BSNL is making a complaint to the Finance Ministry, on this issue.

बीएसएनएलईयू-BSNLEU की सीईसी-CEC मीटिंग दिनांक 17.10.2021 को ऑनलाइन-Online होगी ।

बीएसएनएलईयू की अखिल भारतीय केंद्र-All India Centre की मीटिंग-Meeting दिनांक 02.10.2021 को ऑनलाइन हुई थी । इस बैठक में निर्णय किया गया है की बीएसएनएलईयू-BSNLEU की सीईसी-CEC मीटिंग-Meeting दिनांक 17.10.2021 के दिन ऑनलाइन-Online आयोजित की जायेगी । इस मीटिंग-Meeting में बीएसएनएलईयू-BSNLEU द्वारा हाल ही में आयोजित कार्यक्रमों की समीक्षा की जाएगी और भविष्य के कार्य कार्यक्रम के लिए भी योजना बनाई जाएगी । सभी सर्किल सचिवों और केंद्रीय पदाधिकारियों से अनुरोध है कि वे मीटिंग में अचूक शामिल हों। इस मीटिंग की अधिसूचना-Notification दिनांक 02.10.2021 को पहले ही जारी कर दी गई है। मीटिंग-Meeting के लिए लिंक-Link वाट्सएप-WhatsApp के माध्यम से सीईसी-CEC सदस्यों को भेजा जाएगा।

बीएसएनएलईयू-BSNLEU, एआईबीडीपीए-AIBDPA और बीएसएनएलसीसीडब्ल्यूएफ-BSNLCCWF की समन्वय समिति-Co-ordination कमिटी के आह्वान के अनुसार कर्मचारियों और पेंशनधारियों की महत्वपूर्ण मांगों के निपटारे की मांग को लेकर कल *दिनांक 05.10.2021 के दिन एसएसए-SSA और बिज़नेस एरिया-Business Area कार्यालयों पर कूच-March का आयोजन किया जाना है। सीएचक्यू-CHQ ने सभी सर्कल-Circle और जिला-District Unions - यूनियनोंसे इस कार्यक्रम को प्रभावी तरीके से आयोजित करने के लिए हर संभव प्रयास करने का आह्वान किया । इस कार्यक्रम में बीएसएनएलईयू-BSNLEU, एआईबीडीपीए-AIBDPA और बीएसएनएलसीसीडब्ल्यूएफ-BSNLCCWF के सभी साथियों को जुटाया जाना चाहिए । सीएचक्यू को रिपोर्ट और फोटो अवश्य भेजें।

मांग की सूची - Charter of Demands 

(1) सार्वजनिक क्षेत्र का निजीकरण बंद करें ।

(2) हर माह की अंतिम तिथि को वेतन वितरित करें ।

(3) बीएसएनएल कर्मचारियों के लिए तीसरा वेतन संशोधन करें ।

(4) वेतन संशोधन से अलग करके पेंशन संशोधन को 15% फिटमेंट के साथ लागू करें ।

(5) लैंडलाइन और ब्रॉडबैंड सेवाओं के रखरखाव की एसएलए आधारित आउटसोर्सिंग को रद्द करें।

(6) सीधे भर्ती किए गए कर्मचारियों को 30% अधिवर्षता लाभ-superannuation Benefits लागू करें ।

(7) विभिन्न एलआईसीई-LICE तुरंत आयोजित करें ।

(8) संविदा-ठेका कर्मियों के बकाया वेतन का तत्काल भुगतान करें ।

(9) पुनर्गठन के नाम पर पदों की संख्या को कम न करें ।

(10) सेवारत और सेवानिवृत्त कर्मचारियों के मेडिकल बिलों को अविलंब निपटाएं ।

(11) ठेका कर्मियों की छंटनी बंद करें और पहले से छंटनी किए गए संविदा कर्मियों को फिर से काम दें। 

(12) दिहाड़ी मजदूरों के लिए 7वीं सीपीसी वेतनमान लागू करें ।

(13) डीआर जेई-DR JE और अन्य कर्मचारियों के नियम 8 तबादलों का निपटारा करें ।

(14) नॉन-एक्ज़ीक्यूटिव कर्मचारियों के लिए ई-1 वेतनमान लागू करें, जिसे बीएसएनएल प्रबंधन समिति द्वारा पहले ही अनुमोदित कर चुका है।

(15) ठहराव-stagnation की समस्या को हल करने के लिए एक नई पदोन्नति नीति-New Promotion Policy लागू करें ।

The AUAB held it’s physical meetings at New Delhi on 23^rd & 25^th September, 2021. Many crucial issues, including BSNL’s failure to launch 4G service, as well as the implementation of the Revival Package for BSNL, were discussed. The meeting expressed it’s extreme unhappiness over the failures of Shri P.K. Purwar, CMD BSNL, in launching the 4G service. Hence, the meeting decided to write a letter to the Hon’ble Minister of Communications. Further, the meeting decided to organise a Twitter Campaign on 06.10.2021, demanding the removal of Shri P.K. Purwar, from the post of CMD BSNL. All the decisions taken in these meetings are communicated through AUAB’s circular dated 27.09.2021. Consequent to this, the BSNL Management has invited the AUAB for discussion on 06.10.2021. All the Directors of BSNL Board, including the CMD BSNL, will participate in this meeting. In view of this, the AUAB has decided to postpone it’s Twitter Campaign, scheduled to be held on 06.10.2021.

The All India Centre meeting of BSNLEU, held online on 02.10.2021, has decided to organise an online meeting of the Central Executive Committee on 17.10.2021. This meeting will review the recent programmes organised by BSNLEU and will also plan for the future action programme. All the circle secretaries and central office bearers are requested to attend the meeting without fail. The notification for this meeting is already issued on 02.10.2021. The link for the meeting will be sent to the CEC members through WhatsApp.

As per the call of the Co-ordination Committee of BSNLEU, AIBDPA and BSNLCCWF, March to SSA & Business Area offices are to be organised tomorrow the 05.10.2021, demanding settlement of important demands of the employees. CHQ calls upon all the circle and district unions to take all out efforts to organise this programme in a powerful way. Charter of demands.

1. Stop privatisation of the Public Sector.
2. Disburse salary on the last date of every month.
3. Settle 3rd Wage Revision for BSNL employees.
4. Implement Pension Revision with 15% fitment, by delinking from Wage Revision.
5. Scrap the SLA based outsourcing of landline and broadband works.
6. Implement 30% Superannuation Benefits to the Directly Recruited Employees.
7. Immediately hold the various LICEs.
8. Immediately pay the wage arrears of the contract workers.
9. Do not reduce the posts, in the name of “Restructuring”.
10. Settle the medical bills of the serving and retired employees without delay.
11. Stop retrenchment of contract workers and re-engage the already retrenched contract workers.
12. Implement 7thCPC pay scale for the casual labourers.
13. Settle the Rule 8 transfers of the DR JEs and other employees.
14. Implement E1 pay scale for the Non-Executives, as has already been approved by the BSNL Management Committee.
15. Introduce a New Promotion Policy, to solve the problem of stagnation.

An online meeting of the Central Executive Committee of BSNLEU, will be held online on 17-10-2021. The notification for this meeting is issued by the CHQ today. The link for this meeting will be sent to the CEC members through WhatsApp, ahead of the meeting.

BSNLEU conveys it’s best wishes and warm greetings to all the comrades, on the occasion of BSNL’s Foundation Day. BSNLEU, together with other unions and associations has all along struggled to safeguard and strengthen BSNL. As per the Price Index Numbers for industrial workers, released by the Labour Bureau, the IDA has increased by 5.5% w.e.f. 01.10.2021. It must also be noted that, the DPE has not so far issued order for the 3.3% IDA that has become due w.e.f. 01.07.2021.

Issuing Presidential Orders to the officials who were recruited by the DoT, but were appointed after the formation of BSNL, is being actively pursued by BSNLEU. The case is lying pending in the Supreme Court for a long time. Com.P.Abhimanyu, GS and Com.Anand Kumar Singh, AGS, met Ms. Anita Johri, Sr.GM(SR), BSNL CO., today and discussed this issue. They requested that, the BSNL Management should take steps for the expeditious hearing of the case in the Supreme Court. The Sr.GM(SR) assured to look into the issue and to take the needful steps to expedite the case.

BSNLEU is continuously pursuing the case of issuing Presidential Orders to the TSMs, who directly promoted as Telecom Technicians. However, the file was sent to the DoT and was returned back to BSNL. Com.P.Abhimanyu, GS and Com.Anand Kumar Singh, AGS, met Shri Saurabh Tyagi, Sr.GM(Estt.) today and discussed this issue. Since a new Secretary, Telecom, is taking over shortly, the Union representatives requested that the BSNL Management should take up the case afresh with the DoT. The Sr.GM(Estt.) agreed and assured to do the needful.

नॉन-एक्ज़ीक्यूटिव-Non-executive कर्मचारियों को आईडीए बकाया-IDA arrears का भुगतान न करना : बीएसएनएलईयू-BSNLEU ने एक बार फिर सीएमडी बीएसएनएल-CMD, BSNL को पत्र लिखा है ।

आप सब जानते हैं कि बीएसएनएलईयू ने नॉन-एक्ज़ीक्यूटिव कर्मचारियों के लिए आईडीए को स्थगित करने के खिलाफ माननीय केरल उच्च न्यायालय-Honourable Kerala High Court में मामला दायर किया था । कोर्ट ने आदेश दिया कि आईडीए का कर्मचारियों को भुगतान करें । इसके बाद, डीपीई-DPE ने आईडीए-IDA की घोषणा 01.10.2020 से की है । डीपीई-DPE द्वारा की गई घोषणा के बाद दो माह बीत गये है लेकिन बीएसएनएल प्रबंधन - BSNL Management ने अभी तक कर्मचारियों को आईडीए के बकाया-IDA Arrears का भुगतान नहीं किया है। इस मामले में पहले भी सीएमडी बीएसएनएल-CMD, BSNL और डायरेक्टर (एचआर)-Director (HR) से चर्चा हो चुकी है । बीएसएनएलईयू-BSNLEU इस मुद्दे पर पहले ही दो पत्र लिख चुका है । एक बार फिर बीएसएनएलईयू ने कल सीएमडी बीएसएनएल को पत्र लिखकर आईडीए के बकाया भुगतान की मांग की है।

The Samyukth Kisan Morcha, organised Bharat Bandh on 27.09.2021. Based on the call given by the Central Trade Unions, BSNLEU organised a countrywide solidarity demonstration. CHQ heartily congratulates all the circle and district unions which have organised the solidarity demonstration.

बीएसएनएल प्रबंधन-BSNL management ने क्लस्टर आधारित आउटसोर्सिंग प्रणाली- Cluster based outsourcing system की समीक्षा के लिए एक समिति बनाई है। यह समिति यूनियनों और एसोसिएशनो द्वारा बार-बार की गई शिकायतों के बाद बनाई गई थी । यूनियनों और एसोसिएशनो ने बार बार ये शिकायत की थी कि क्लस्टर आधारित आउटसोर्सिंग प्रणाली के कार्यान्वयन के बाद लैंडलाइन और ब्रॉडबैंड सेवाओं की गुणवत्ता गंभीर रूप से खराब हो गई है । बीएसएनएलईयू-BSNLEU ने पहले ही समिति के सदस्यों को एक विस्तृत नोट प्रस्तुत किया है और * "क्लस्टर आधारित आउटसोर्सिंग प्रणाली" को खत्म करने की मांग की है । * इस संबंध में, एक ऑनलाइन मीटिंग आज 15:00 बजे आयोजित की गई है । इस मीटिंग में प्रबंधन पक्ष की ओर से समिति के सदस्य यूनियनों और एसोसीशनो के विचार सुनेंगे। इस मीटिंग में साथी पी.अभिमन्यु, जनरल सेक्रेटरी भाग ले रहे हैं।  

दिनांक 05.10.2021 को एसएसए-SSA/बिज़नेस एरिया-Business Area कार्यालयों पर कूच-March का आयोजन करें।

हैदराबाद में आयोजित बीएसएनएलईयू की सीईसी की बैठक में निर्णय लिया गया है कि कर्मचारियों और पेंशनभोगियों की लंबे समय से लंबित समस्याओं के निपटारे के लिए आंदोलनात्मक कार्यक्रम आयोजित किए जाने चाहिए। बीएसएनएलईयू-BSNLEU, एआईबीडीपीए-AIBDPA और बीएसएनएलसीसीडब्ल्यूएफ-BSNLCCWF की समन्वय समिति-coordination committee में इस मुद्दे पर चर्चा हुई और आंदोलनात्मक कार्यक्रम तैयार किए गए। तदनुसार दिनांक 14-09-2021 को पूरे देश में प्रदर्शन आयोजित किए गए थे। अगला कार्यक्रम दिनांक *05.10.2021 को "March to the SSA/Business Area Office-एसएसए/बिज़नेस एरिया ओफिस पर कूच* का आयोजन किया है। CHQ-सीएचक्यु सर्कल और जिला यूनियनों से एआईबीडीपीए और बीएसएनएलसीसीडब्ल्यूएफ के साथ समन्वय स्थापित करने और कार्यक्रम को प्रभावी ढंग से आयोजित करने का आह्वान करता है । सर्कल और जिला सचिवों से अनुरोध है कि वे अभी से कदम उठाएं, ताकि अधिक से अधिक संख्या में कर्मचारियों, पेंशनरों और ठेका कर्मियों को जुटाया जा सके और कार्यक्रम को सफल बनाया जा सके ।

The BSNL Management has formed a Committee to review the “Cluster Based Outsourcing System”. This committee was formed after repeated complaints were levelled by the unions and associations that, the quality of landline and broadband services has seriously deteriorated after the implementation of the “Cluster Based Outsourcing System”. BSNLEU has already submitted a detailed note to the members of the Committee, demanding the scrapping of the “Cluster Based Outsourcing System”. In this connection, an online meeting will be held at 15:00 hrs. today, wherein the Committee members (Management Side) will hear the views of the unions and associations. Com.P.Abhimanyu, GS, is participating in this meeting. 

The Charter of Demands already finalised by the Co-ordination Committee of BSNLEU, AIBDPA and BSNLCCWF is once again reproduced hereunder. The demands should be popularised among the employees, pensioners and contract workers once again, for making maximum mobilisation for the rallies to be organised on 05.10.2021.

The CEC meeting of BSNLEU, held at Hyderabad, decided that agitational programmes should be organised, for the settlement of the long pending problems of the employees and the pensioners. This issue was discussed in the Co-ordination Committee of BSNLEU, AIBDPA and BSNLCCWF and agitational programmes were chalked out. Accordingly, demonstrations were organised throughout the country on 14.09.2021. The next programme is organising "March to the SSA and Business Area offices" on 05.10.2021. The CHQ calls upon the circle and district unions to coordinate with AIBDPA and BSNLCCWF and to organise the programme effectively. The circle and district secretaries are requested to take steps from now onwards, to mobilise maximum number of employees, pensioners and contract workers.
