A meeting of the all unions and associations has been called on, which will take place at 03:00 pm today at BSNL MS office, Atul Grove Road, New Delhi. The meeting will discuss and take decision on action programme on the issues of payment of salary, revival of BSNL and other issues.

CHQ has prepared a pamphlet matter for organising the 8^th January General Strike. All the circle and district secretaries are requested to translate this matter and to print it into pamphlets. CHQ requests that this pamphlet should reach the hands of each and every employee in BSNL.

The CHQ conveys it's revolutionary greetings to all the comrades, on the occasion of BSNLEU’s Foundation Day. This year, the Foundation Day has fallen on a day when the nation is observing curfew to stop the dreaded Corona Virus infection. Hence, normal celebrations will not be there. Still, let us resolve on this day, to dedicate ourselves to protect BSNL and to safeguard the interests of it’s employees. 

Food item kits were distributed  to the contract workers working in Davangere yesterday, from the money contributed by BSNLEU and AIBDPA members. Totally 50 contract workers received the food kits worth Rs.993/- each. Com.Earanna, District Secretary, BSNLEU, and other leaders of BSNLEU and AIBDPA participated. 

During the past two days, 15 army personnel, including one officer, have been killed in avalanche, that have taken place in Gurez and Sonmarg areas of Kashmir. Heavy snow fall and storm are retarding the rescue operations. BSNLEU pays it’s respectful homage to the killed army personnel and offers condolences to their families and friends.

The CEC meeting of BSNLEU is continuing in Agartala for the second day today. CEC members are deliberating on the report on activities submitted by the General Secretary.

The Delhi High Court has set aside the increase in minimum wage, from Rs.9,500/- per month to Rs.13,500/- per month, done by the Delhi State Government. There are large number of industries in and around Delhi, employing tens of thousands of workers. Arvind Kejriwal, Chief Minister of Delhi, has expressed his serious concern that, the decision of the Delhi High Court to nullify the wage increase done by the Delhi State Government, will seriously affect the interests of the workers.

1. The meeting whole-heartedly welcomed the decision of the National Convention of Workers, held at New Delhi on 28.09.2018, calling on the working class of India to organise a two day General Strike on 08th & 09th January, 2019, against the pro-corporate and anti-people policies of the government. The meeting called upon the CHQ, circle and district unions to conduct an effective campaign throughout the country, to organise the two day General Strike. The meeting also decided that Extended Circle Executive Committee meeting should be organised in all circles, and also mass meetings should be organised at the district levels, to mobilise the employees.

2. The meeting welcomed the decision of the AUAB to organise agitational programme, on the issue of non-implementation of the assurances given by the Hon’ble Minister of State for Communications, on wage revision, allotment of 4G spectrum to BSNL, pension revision and payment of pension contribution by BSNL on the actual basic pay of the employees. The meeting also endorsed the decision of the AUAB to go on strike action, if the issues are not settled by 30th November, 2018. The meeting further called upon the circle and district unions to seriously mobilise the employees for a strike action, including that of an indefinite strike, if necessary.

3. The meeting reviewed the developments that have taken place regarding the wage revision of the Non-Executives. The meeting expressed it’s satisfaction that BSNLEU and NFTE, the two Recognised Unions of the Non-Executives, are adopting a unified approach in the Joint Committee for Negotiation of wage revision. The meeting also expressed it’s satisfaction that the new pay scales are almost finalised in the Joint Committee in such a manner that, the problem of stagnation is not likely to arise after the wage revision. However, the meeting expressed it’s concern that on the issue of HRA revision, the Management Side had proposed to freeze the HRA as of 31.12.2016, on the plea that the Management had already recommended to freeze the HRA of the Executives in the similar manner, and also on the plea that the DoT might not give it’s approval for the wage revision together with HRA revision. The meeting expressed it’s view that a large number of employees will be deprived of the benefit of HRA revision for the next 10 years, if HRA revision is denied. Hence, the meeting urged upon the CHQ to take all out efforts to ensure wage revision, together with HRA revision.  

4. The meeting endorsed the decision of the All India Centre to prepone the dates of the All India Conference, in view of the 2 day General Strike to be organised in January, 2019. After in-depth discussion of the financial position for conducting the All India Conference, the meeting decided to fix Rs.1,000/- as delegate fee for the All India Conference. The meeting requested all the comrades to cooperate on this issue, so that the All India Conference can be conducted successfully.

5. The BSNL Casual Contract Workers Federation has decided to organise dharna on 20th November, 2018, demanding settlement of the problems related to the casual and contract workers. The meeting called upon the circle and district unions to extend all out support for the success of this programme.

6. The meeting appreciated the CHQ and the Madhya Pradesh circle union for organising a highly successful Young Workers’ Convention at Bhopal on 30th September, 2018. As a follow up to this All India Young Workers’ Convention, the meeting urged upon the circle unions to organise the Young Workers’ Convention, wherever it is not held so far.

7. The meeting reviewed the functioning of BSNL Working Women’s Coordination Committee and expressed it’s satisfaction. The meeting expressed satisfaction about the successful conducting of the All India Committee meeting at Bengaluru and also about organising an impressive women’s seminar, addressed by Com.Sudha Sundararaman, Vice President of AIDWA. The meeting also noted with satisfaction that circle level convention of Madhya Pradesh for organising BSNL WWCC and also the circle conference of Tamil Nadu have taken place successfully. The meeting called upon the circle unions to expeditiously form the Working Women’s Coordination Committee in whichever circle it is not yet formed.

8. The meeting welcomed the decision taken by the AUAB for launching the “BSNL At Your Door Steps” movement, to intensify the sales and marketing activities of BSNL. The meeting also noted with satisfaction that the “BSNL At Your Door Steps” movement has been inaugurated by Ms. Mary Kome, the brand ambassador of BSNL at the Corporate Office on 24.09.2018 in the presence of the representatives of the AUAB and all the CGM’s. Thus, the “BSNL At Your Door Steps” movement has become a joint venture of the employees and the Management. However, the meeting noted with concern that the “BSNL At Your Door Steps” has not picked up steam yet. Hence, the meeting urged upon all the circle and district unions to take all out efforts to make the “BSNL At Your Door Steps”, a grand success, by closely coordinating with other unions and associations.

9. The meeting appreciated the CHQ that it has started making website updatings in Hindi also, on important issues. The meeting viewed that this efforts will enable the comrades in the Hindi speaking circles also to closely follow the All India level developments. The meeting urged upon the CHQ to continue with this effort.

01.10.2000 या उसके बाद नियमित हुए TSMs को 4 वर्ष पूर्ण करने के पश्चात प्रथम प्रमोशन- DoT ने मांग अस्वीकार की-बीएसएनएल मैनेजमेंट को अपील करने हेतु निर्देशित किया....
01.10.2000 या तत्पश्चात  नियमित TSMs के प्रेसिडेंशियल ऑर्डर्स जारी किए जा चुके हैं। किन्तु NEPP के अंतर्गत इन्हें प्रथम प्रमोशन बीएसएनएल रिक्रूटी मान कर 4 वर्ष की बजाय 8 वर्ष पश्चात दिया जा रहा है। कोर्ट जजमेंट के बाद बीएसएनएल ईयू ने इस मुद्दे को बीएसएनएल मैनेजमेंट के साथ गंभीरता के साथ लेते हुए 01.10.2000 या तत्पश्चात  नियमित TSMs को 4 वर्ष पूर्ण करने के बाद ही NEPP के अंतर्गत प्रथम प्रमोशन देने की मांग की थी। बीएसएनएल मैनेजेमेंट बीएसएनएल ईयू की मांग से सहमत था। इस प्रकरण में कार्यवाही हुई और इसे DoT के अनुमोदन हेतु प्रेषित किया गया। किन्तु DoT द्वारा इसे अस्वीकार कर दिया गया है। साथ ही, DoT ने बीएसएनएल को निर्देशित किया कि वह कोर्ट के फैसले के खिलाफ अपील करे। यह जानकारी कल चर्चा के दौरान श्री सौरभ त्यागी, Sr.GM(Estt.) द्वारा कॉम पी अभिमन्यु, जीएस को दी गई।

Airtel and Vodafone Idea have introduced minimum recharging plans. It is reported that this is to weed out low paying customers, with the view to increase their ARPU (Average Revenue Per User). As a result of this, the number of mobile users in the country has come down from 118.3 crore to 116 crore in March, 2019, reports the TRAI. Accordingly, Vodafone Idea’s customers declined by 1.4 crore and Bharti Airtel’s customers declined by 1.5 crore. However, Reliance Jio has increased it’s customers by 94.9 lakh in March, 2019.

डिपार्टमेंट ऑफ टेलीकम्युनिकेशन्स द्वारा BSNL के रिवाइवल के लिए एक कैबिनेट नोट प्रस्तुत किया जा रहा है। रिवाइवल पैकेज में उल्लेखित एक घटक (component) यह भी है कि BSNL को ऋण मुक्त कंपनी बनाने के लिए BSNL के बैंक ऋण को स्पेशल परपज वेहिकल (SPV) को स्थान्तरित कर दिया जाए। BSNL के चिन्हित (identified) लैंड पार्सल्स भी SPV को स्थानान्तरित किए जाएंगे, जिसे ऋण के पुनर्भुगतान हेतु SPV द्वारा बेच दिया जाएगा। SPV को स्थानांतरित किए जाने वाले, प्रमुख शहरों और टाऊन्स में स्थित, ऐसे 63 लैंड पार्सल्स की सूची को BSNL मैनेजमेंट द्वारा अंतिम रूप  दे दिया गया है। इस प्रक्रिया के तहत BSNL ने इन लैंड पार्सल्स का मूल्य निर्धारण भी कर दिया है।

यह आश्चर्यजनक है कि इन लैंड पार्सल्स का बेहद कम मूल्यांकन किया गया है। BSNL को ऋण मुक्त कंपनी बनाने के लिए लैंड मोनेटाइजेशन (मुद्रीकरण) के नाम पर BSNL की जमीन "नाम मात्र दरों" पर SPV को स्थानांतरित की जा रही है। ज्ञातव्य है कि BSNL की रिक्त लैंड पार्सल्स (जमीन) अधिकांशतः देश के मेट्रो सिटीज के साथ ही अन्य बड़े शहरों में प्रमुख लोकेशन्स पर स्थित है। हमारी जानकारी के अनुसार इन लैंड पार्सल्स का बाजार मूल्य काफी ज्यादा है। किंतु बुक वैल्यू के नाम पर इन लैंड पार्सल्स को औने पौने दामों पर SPV को स्थानांतरित किया जा रहा है।

The CHQ of BSNLEU is saddened to hear that, Com.T. Dharma Rao, General Secretary, BSNL Casual Contract Workers Federation, Andhra Pradesh, has passed away today. He has been suffering from liver cancer. Com. Dharma Rao has also served as the Assistant Circle Secretary of BSNLEU, AP circle and has worked hard to establish the Casual Contract Workers Federation in Andhra Pradesh circle. BSNLEU pays it’s respectful homage to Com.T. Dharma Rao and conveys it’s heartfelt condolences to the members of his family.

Com.P.Abhimanyu,GS spoke to Shri Arvind Vadnerkar, Director(HR) and insisted that Corporate Management should immediately take fresh decisions in respect of the running the operations of BSNL and also the functioning of offices, CSCs, etc., in the backdrop of various restrictive orders being issued by the Central and State Governments, blocking the movement of citizens. Director(HR) assured that the Management will take decisions soon. We hope, detailed instructions will be issued shortly.

The working class has been accusing that the ruling BJP is helping the big corporates, by following pro-corporate policies. A news item published by the Economic Times today has confirmed this. The ruling BJP is facing a tough fight in the ongoing Gujarat state assembly elections. As a result of this, the stocks of big corporates like Adani is facing uncertainty.

In today’s CEC meeting at Agartala, Com.C.K.Gundanna, circle secretary, Karnataka, offered to host the next All India Conference of BSNLEU at Mysuru. The house unanimously accepted the proposal of the Karnataka circle union. The CEC meeting also unanimously resolved that the next All India Conference shall be held in the month of February, 2019. CHQ heartily congratulates the Karnataka circle union for their proposal.

माननीय संचार राज्य मंत्री द्वारा दिए गए आश्वासनों के अ-क्रियान्वयन पर बीएसएनएल एम्प्लॉईज यूनियन की गाज़ियाबाद में  22 और 23 अक्टूबर 2018 को सम्पन्न सेंट्रल एग्जीक्यूटिव कमिटी मीटिंग में प्रस्ताव पारित

यह सेंट्रल एग्जीक्यूटिव कमिटी मीटिंग 24.02.2018 को AUAB के साथ हुई मीटिंग में माननीय संचार राज्य मंत्री द्वारा दिए गए आश्वासनों के अ-क्रियान्वयन पर गहरी चिंता व निराशा व्यक्त करती है। माननीय संचार राज्य मंत्री द्वारा निम्न 4 प्रमुख मुद्दों पर दिए गए आश्वासनों पश्चात लगभग 8 माह बीत चुके हैं।

AUAB के साथ 24.02.2018 को  हुई मीटिंग में माननीय संचार राज्य मंत्री ने सहर्ष आश्वस्त किया था कि बीएसएनएल कर्मियों के वेज रिवीजन के निराकरण के लिए 3rd PRC में उल्लेखित "एफोरडीबिलिटी क्लॉज़" को शिथिल करने हेतु यूनियन कैबिनेट के विचारार्थ कैबिनेट नोट प्रस्तुत किया जाएगा।

बीएसएनएल को 4G स्पेक्ट्रम आवंटन बाबद भी माननीय संचार राज्य मंत्री ने विश्वास दिलाया था कि बीएसएनएल मैनेजमेंट द्वारा प्रस्तावित टर्म्स एवं कंडीशन्स के आधार पर बीएसएनएल को शीघ्र ही 4G स्पेक्ट्रम आवंटित किया जाएगा। यहां यह बताना भी महत्वपूर्ण है कि माननीय संचार राज्य मंत्री द्वारा संसद के पटल पर भी इस संबंध में बयान दिया गया था। इसी प्रकार पेंशन कॉन्ट्रिब्यूशन के मसले पर भी माननीय संचार राज्य मंत्री द्वारा बगैर लागलपेट के सेक्रेटरी डॉट को स्पष्ट निर्देश दिए थे कि इस संबंध में बीएसएनएल में भी भारत सरकार के नियम लागू होंगे। माननीय संचार राज्य मंत्री महोदय ने बीएसएनएल में एब्सॉर्ब हो चुके रिटायर्ड कर्मियों की पेंशन रिवीजन करने का भी आश्वासन दिया था।

यह अत्यंत विचलित करने वाली स्थिति है कि माननीय संचार राज्य मंत्री द्वारा दिए गए आश्वासनों पश्चात 8 माह की समयावधि बीत जाने के बावजूद DOT ने अभी तक एफोरडीबिलिटी क्लॉज़ से छूट दिलाने के संबंध में कैबिनेट नोट भी प्रस्तुत नही किया है। DOT द्वारा यह नोट बनाने के बाद भी कैबिनेट नोट अंतर मंत्रालयों के विचार विमर्श हेतु भेज जाएगा, जिसमें कुछ और महीने लगेंगे।

डॉट द्वारा कैबिनेट नोट बनाने में की जा रही देरी एक तरह से बीएसएनएल कर्मियों को वेज रिवीजन से वंचित करने के समान ही है। इस तथ्य को ध्यान में रखते हुए कि पार्लियामेंट इलेक्शन्स की घोषणा फरवरी/मार्च 2019 में कई जा सकती है, बीएसएनएल कर्मियों को एफोरडीबिलिटी क्लॉज़ से छूट दिलाने की संभावनाएं दिन प्रतिदिन क्षीण होती जा रही है।

बीएसएनएल की वित्तीय स्थिति के नाम पर कर्मचारियों को HRA रिवीजन से इंकार न केवल अ-न्यायसंगत है बल्कि दिग्भ्रमित करने वाला भी है। यह ध्यान में रखा जाना चाहिए कि सम्पूर्ण टेलीकॉम मार्किट में मची उथल पुथल रिलायंस जियो की प्रिडेटरी प्राइसिंग की वजह से है। यह भी नही भूलना चाहिए कि एयरटेल और वोडाफोन आईडिया जैसे बड़े ऑपरेटर्स भी हानि की स्थिति में पहुंच गए हैं। साथ ही, इन ऑपरेटर्स पर भारी कर्ज भी है, जबकि तुलनात्मक रूप से बीएसएनएल का कर्ज नगण्य है। हम यहां यह भी बताना चाहेंगे कि 2017 में एयरटेल, वोडाफोन और आईडिया की तुलना में मोबाइल सेगमेंट में बीएसएनएल की तीव्र वृद्धि हुई है। इसके अलावा ट्राई की रिपोर्ट के अनुसार भी रिलायंस जियो के अलावा बीएसएनएल ही एकमात्र ऐसी कंपनी है जिसने वर्ष 2017 में AGR में वृद्धि दर्ज की है। ट्राई की रिपोर्ट के मुताबिक जून में समाप्त तिमाही में बीएसएनएल के AGR में 6.8% की वृद्धि हुई है।

इसलिए, हम यहां यह इंगित करना चाहेंगे कि बीएसएनएल डूबने वाला जहाज नही है। मार्किट के विश्लेषकों ने भी इस तथ्य की पुष्टि की है कि अप्रैल 2019 के बाद कॉल और डेटा के टैरिफ में बढ़ोतरी होना शुरू होगी। अतः बीएसएनएल का वित्तीय संकट ज्यादा समय तक नही रहेगा। जैसे ही रिलायंस जियो द्वारा निर्मित तबाही से मार्किट उबरेगा, बीएसएनएल की वित्तीय स्थिति में भी सुधार होना शुरू हो जाएगा।

डॉट द्वारा बीएसएनएल को 4G स्पेक्ट्रम के आवंटन में की जा रही देरी से बीएसएनएल की वित्तीय स्थिति को गंभीर क्षति पहुंच रही है। डॉट द्वारा किए जा रहे विलंब से बीएसएनएल को 4G स्पेक्ट्रम आवंटन के प्रति डॉट की अनिच्छा ही परिलक्षित होती है। माननीय संचार राज्य मंत्री के स्पष्ट निर्देशों के बावजूद पेंशन कॉन्ट्रिब्यूशन के सम्बंध में निर्णय लेने में डॉट द्वारा की जा रही देरी अक्षम्य है। बीएसएनएल के रिटायर्ड कर्मियों के पेंशन रिवीजन के संबंध में भी डॉट का यह स्पष्ट मत है कि पेंशन रिवीजन सीधे सीधे बीएसएनएल कर्मियों के वेज रिवीजन से जुड़ा हुआ है, जो कि पूर्ण रूप से अस्वीकार्य है। CCS पेंशन रूल्स 1972 के दायरे में आने वाले अन्य सभी पेंशनर्स की तरह बीएसएनएल में एब्सॉर्ब हो चुके बीएसएनएल के रिटायर्ड कर्मचारियों का पेंशन रिवीजन भी तत्काल प्रभाव से होना चाहिए, बगैर बीएसएनएल कर्मियों के वेज रिवीजन का इन्तजार किए।

डॉट द्वारा माननीय संचार राज्य मंत्री द्वारा दिए गए आश्वासनों को लागू न करना तो दुर्भाग्यपूर्ण है ही, किन्तु उससे भी अधिक दुर्भाग्यजनक  AUAB के असंख्य निवेदन के पश्चात सेक्रेटरी, डॉट द्वारा AUAB को मिलने हेतु समय नही दिए जाना है। यहां यह बताना महत्वपूर्ण होगा कि माननीय संचार राज्य मंत्री द्वारा AUAB के साथ 24.02.2018 को सम्पन्न मीटिंग में यह भी आश्वासन दिया गया था कि उनके द्वारा दिए गए आश्वासनों की प्रगति की समीक्षा हेतु निश्चित अंतराल से AUAB द्वारा सेक्रेटरी, डॉट से मीटिंग ली जा सकती है।

ऐसी परिथिति में माननीय संचार राज्य मंत्री द्वारा  दिए गए आश्वासनों को लागू करने में की जा रही बेइंतहा देरी की ओर डॉट का ध्यान आकर्षित करने के लिए AUAB द्वारा 11 जुलाई 2018 को प्रदर्शन व 24, 25, 26 जुलाई 2018 को क्रमिक भूख हड़ताल की जा चुकी है। इसके बाद पुनः AUAB के प्रतिनिधियों ने 1 अगस्त 2018 को संसद भवन में माननीय संचार राज्य मंत्री से मुलाकात कर उनसे उनके द्वारा दिए गए आश्वासनों को लागू करने के लिए हस्तक्षेप करने का अनुरोध किया था।

माननीय संचार राज्य मंत्री द्वारा दिए गए आश्वासनों के अनुसार बेहद महत्वपूर्ण मुद्दों के शांतिपूर्ण निराकरण के लिए AUAB द्वारा किए गए हर संभव प्रयासों के बावजूद डॉट द्वारा उत्पन्न अवरोधों की वजह से किसी भी मुद्दें पर संतोषप्रद प्रगति नही हो सकी है।

इन परिस्थितियों में AUAB के पास आंदोलन को उग्र करने के अलावा कोई चारा नही है। अतः 08.08.2018 को हुई मीटिंग में AUAB ने निम्नानुसार आंदोलन करने का निर्णय लिया है। इस संबंध में सेक्रेटरी,डॉट और सीएमडी, बीएसएनएल को नोटिस दिए जा चुके हैं, जिसमें यह भी स्पष्ट किया गया है कि 30 नवंबर 2018 तक आश्वासन अनुसार कार्यवाही न होने पर कर्मचारी हड़ताल पर जाने के लिए बाध्य होंगे।

चूंकि AUAB द्वारा 30.11.2018 पश्चात हड़ताल का निर्णय लिया जा चुका है, सभी परिमंडल व जिला यूनियन उपर्युक्त प्रोग्राम के दौरान शिद्दत के साथ सफल हड़ताल, आवश्यक होने पर अनिश्चितकालीन हड़ताल करने हेतु प्रचार प्रसार करें।

BSNL is in a situation, wherein it is unable to pay salary to the employees. If this situation continues, it will be extremely difficult for the employees to get their salary in the coming months. In the meanwhile, due to disconnection of electricity connections, etc., the quality of BSNL’s services is going down. This again is resulting in loss of revenue. Hence, the AUAB, in it’s meeting with the CMD BSNL today, requested that the Management should hold a full-fledged discussion with the AUAB, about the roadmap to bring BSNL out of the present crisis. The CMD BSNL accepted the demand of the AUAB, and assured that this discussion would be held early.

Com.P.Abhimanyu,GS and Com.Animesh Mitra, President & SG, BSNLCCWF, met Shri P.C.Bhat, Sr.GM(CBB) today and conducted detailed discussion about the issue of non-payment of wages to contract workers. The representatives told the Sr.GM(CBB) that wages are not paid since January,2019 and that recently a small amount was allotted and that too only for House Keeping. The Sr.GM(CBB) replied that Rs.24 crore has been allotted for House Keeping and Rs.48 crore has been allotted for Repairs and Maintenance, since 01-05-2019. The representatives pointed out that no fund is allotted to West Bengal and Jharkhand circles. They requested the GM(CBB) to ensure allotment of sufficient funds, so that the outstanding wages are cleared without further delay. However, the Sr.GM(CBB) pointed out that there is absolutely no cash flow, but assured  that he would try his best to release the funds as early as possible.
