Circle Executives Committee Meeting of BSNLEU Gujarat.

Circle Executives Committee Meeting of BSNLEU Gujarat Circle is held at Union Office, Ahmedabad, on 13.11.2019. Com.D.H. Trivedi, Circle President, BSNLEU, presided over the Meeting. Com. D.K. Bakutra, Circle Secretary, welcomed all the participants in the meeting. Com.Bakutra presented Report on activities and analysis of results of 8th Membership Verification in Gujarat Circle. Com. M.K.Dave, Vice President, CHQ attended the meeting and discussed in detail about the introduction of VRS, revival package, impact of VRS on working employees and other issues emerged during recent time. The decisions taken in Ghaziabad CEC meeting were also discussed in detail by Com.Dave. An appeal is made to make 8th January,2020 General Strike a success in Gujarat Circle. District Secretaries participating in meeting are presenting the report of their districts. The meeting concluded with vote of thanks from Com.N.M. Patel, Circle Treasurer, BSNLEU, Gujarat Circle.

कोरोना वायरस की बीमारी  - नरेंद्र मोदी सरकार क्या कहती है और करती क्या है ( कथनी और करनी में फर्क ) 

 कोरोना वायरस रोग भारत में तेजी से फैल रहा है।  पिछले 24 घंटों में, देश में 2,000 लोगो को अपनी जान गवानी पड़ी ।  प्रभावित लोगों की संख्या पहले ही 3.5 लाख तक पहुंच गई है।  अब, भारत दुनिया में चौथा सबसे  प्रभावित देश है, जो केवल अमेरिका, ब्राजील और रूस के बाद आता है।

 

 हालांकि, प्रधानमंत्री नरेंद्र मोदी खुद की तारीफ करते थकते नहीं हैं।  वह कहते हैं, कोरोना वायरस बीमारी को नियंत्रित करने के लिए उठाए गए कदमों के लिए पूरी दुनिया भारत देश की सराहना की है।  लेकिन, क्या यह सच है?

 

भारत में कोरोना वायरस बीमारी का पहिला मरीज 30 जनवरी, 2020 को केरल मिला।  तुरंत, केरल सरकार हरकत में सामने आई। और  इस सरकार ने बीमारी से लड़ने के लिए 20,000 करोड़ रुपये की राशि शीघ्र आंबटित कि।  यहां तक ​​कि विश्व स्वास्थ्य संगठन (WHO) ने कोरोना वायरस रोग से लड़ने के लिए केरल सरकार द्वारा उठाए गए अहम कदमों की काफी सराहना की।

 

जबकि, 24 फरवरी तक, प्रधान मंत्री, श्री नरेंद्र मोदीजी अमेरिकी राष्ट्रपति डोनाल्ड ट्रम्प के लिए एक बड़े पैमाने पर स्वागत समारोह आयोजित करने में मशगुल रहे थे।  ऐसे समय में जब कोरोना वायरस रोग तेजी से देश भर में फैलने लगा था, प्रधान मंत्री नरेंद्र मोदी अहमदाबाद में लाखों लोगों को “नमस्ते ट्रम्प” कहलवाने में जुटे रहे।  इस तरह श्री नरेंद्र मोदी सरकार उस समय कोरोना वायरस के रोग से लड़ने की रणनीति रही थी।

 

लॉकडाउन की घोषणा से पहले, केंद्र सरकार द्वारा सभी प्रवासी श्रमिकों के लिए कोई पूर्व नियोजन नहीं किया गया था।  इसलिए, लॉकडाउन के बाद, लगभग 10 करोड़ प्रवासी श्रमिकों/मजदूरों को नौकरी, भोजन या आश्रय के बिना उनके कठिन  हालात पर छोड़ दिया गया था।  उन्हें भुखमरी और मानसिक परेशानी का सामना करना पड़ा।  इसलिए, वे अपने अपने मूल गांव/ स्थानों पर जाने के लिए सैकड़ो/हजारों किलोमीटर  चलते रहे।  कई लोगो की तो रास्ते में दर्दनाक मौत हो गयी।  इस प्रकार, श्री नरेंद्र मोदी सरकार ने प्रवासी कामगारों/मजदूरों के हितों की अनदेखी करते हुए उनके साथ बहुत बड़ा अन्याय किया।

 

कोरोना वायरस रोग से लड़ने के लिए मोदी सरकार द्वारा घोषित 20 लाख करोड़ रुपये का पैकेज एक फरेब है  या कहे तो एक बड़ा झूठ ।  यह केवल बजट में पहले से घोषित अनेक योजनाओं को एकत्रित करके उसे बड़ा चढ़ा कर पेश करने का एक अपप्रचार था।  कोरोना वायरस रोग से लड़ने के लिए मोदी सरकार ने जो रुपये खर्च किये है वह इस वैश्विक महामारी को देखते हुए बहुत ही कम है।

 

लॉकडाउन के प्रतिबंधों का उपयोग करते हुए, श्री नरेंद्र मोदी सरकार ने श्रमिक/मजदूर वर्ग पर काफी गलत ढंग से गंभीर हमले किए हैं।  "8 घंटे के कार्य दिवस" ​​यह लड़ कर हासिल किया गया हमारा अधिकार को भी छीना गया ।  पूंजीपतियों को अधिक फायदा पहुंचाने के होड़ में दिन में काम के घंटे को 8 घंटे से बढ़ाकर 12 घंटे कर दिये गए।  श्री नरेन्द्र मोदी सरकार के गलत इशारे पर, राज्य सरकारों द्वारा श्रम कानूनों को "निलंबित" रखा जा रहा है।  केंद्र सरकार के 48 लाख कर्मचारियों और 68 लाख पेंशनरों का मंहगाई भत्ता डेढ़ साल के लिए ठंडे बस्ते डाल दिया गया है।

 

प्रधान मंत्री श्री नरेंद्र मोदीजी "आत्मनिर्भर भारत" बनाना चाहते हैं।  लेकिन, वह भारतीय रेलवे, एयर इंडिया, रक्षा उत्पादन कारखानों, कोयला, बैंकिंग और बीमा कंपनियों, आदि क्षेत्रो में 100% विदेशी निवेश की अनुमति देकर, सभी भारतीय सार्वजनिक क्षेत्र के उपक्रमों को विदेशी बहुराष्ट्रीय कंपनियों को बेच रहे है। जल्द ही, विदेशी कंपनियां उपरोक्त सभी उद्योग को संभालेंगी।  इस प्रकार से श्री  नरेंद्र मोदीजी एक "आत्मनिर्भर भारत " का निर्माण करना चाहते हैं।

Effective strike preparatory meeting at Guwahati.

The All unions and associations of BSNL conducted a largely attended convention at Guwahati on 27th November. BSNL employees from Assam, NE- I and NE-II participated in the meeting. The meeting was presided over by a presidium of all circle presidents of constituent unions and associations of Assam circle. Com Bijoy Deka, CS,BSNLEU, Assam welcomed. Introductory speech was given by com Nazrul Islam,DS,SNEA,Kamrup. The meeting was addressed by com.Swapan Chakraborty, Dy,GS, BSNLEU, com. C. Singh, GS, NFTE, com Prasun Mukhopadhaya,All India Organising Secretary of AIBSNLEA ,com Gakul Borah, Treasurer, BSNLEU and Com. Arijit Roy Pradhani,CS,SNEA. The leaders spoke in detail and explained about the issues of Wage Revision and the formation of the Subsidiary Tower Company. Com Satyajyoti Nath,CS,AIGETOA, Assam offered vote of thanks. The convention adopted a resolution to successfully organise the 2 days strike on 12th and 13th November,2017.

Rahul Khullar, former TRAI chairman, criticises TRAI's new norms on Predatory Pricing.

Recently, the TRAI has laid down new norms regarding Predatory Pricing. It has given the definition as to who is a Significant Market Player (SMP). According to these norms, only an operator having 30% or more market share, or revenue, will be considered as an SMP. As per the new norms, Reliance Jio is not an SMP, since it's market share is only 13-14%. Hence, Reliance Jio can never be held guilty for Predatory Pricing. It may be recollected that Reliance Jio was providing services at zero or near-zero tariffs, since September, 2016. Older operators like Airtel, Vodafone and Idea have already criticised that the TRAI's new norms are laid down, only to help Reliance Jio. Now, Rahul Khullar, who was the TRAI Chairman from 2012 to 2015, has also stated that the new norms are designed only to help Reliance Jio. He has stated that the new rules are one sided and not fare. According to Khullar, the norms for Predatory Pricing should be laid down only by the Competition Commission of India, and not by the TRAI.

Meeting between the Director (HR) and BSNLEU.

Com. P. Abhimanyu, GS and Com. Swapan Chakraborty, Dy.GS, met Ms. Sujata T. Ray, Director (HR), yesterday and discussed about some of the outstanding issues.

 

  1. Dilution of the existing rules on the functioning of councils.

It was pointed out by the Union that, certain instructions issued by the Corporate Office recently, are diluting the existing rules with regards to the functioning of the councils. It was also pointed out that the Secretary, Staff Side, should have been also taken into confident before issuing such instructions. The Director (HR) directed the GM(SR) to take necessary remedial measure.

 

  1. Re-engagement of the retrenched contract workers.

30% of the contract workers are recently retrenched, by way of a letter issued by the Corporate Office. BSNLEU has already demanded that these retrenched contract workers should be re-engaged for deployment in sales and marketing. The CMD BSNL has already welcomed this proposal. Thereafter, the Director (HR) instructed the Establishment Branch to take the needful action to implement the demand of BSNLEU. However, no action is taken so far. In yesterday’s meeting, the issue was discussed once again with the Director (HR). Accepting the demand of the Union, the Director (HR) directed the GM (Restg.) to issue necessary guidelines for the re-engagement of the retrenched contract workers.

 

  1. One time relaxation for appearing in the TT LDCE.

BSNLEU has long been demanding that a one time relaxation should be given to the non- 10th standard officials, to appear in the Telecom Technician (erstwhile Telecom Mechanic) LDCE. It was pointed out that the issue is lingering on for a very long time without any solution. The Director (HR) directed the Sr.GM(Estt.), to arrange for an internal discussion on the matter.

 

  1. Casual labour wage revision.

BSNLEU has long been demanding that the wages of the casual labourers should be revised based on the lowest of the 7th CPC pay scales. It was pointed out in yesterday’s meeting that the number of existing casual labourers, it’s only around 3,300 and that the additional expenditure on this count would be negligible. It was strongly demanded that the Management should settle this issue at the earliest. The Director (HR) assured to examine.

 

  1. Holding of the 37th meeting of the National Council.

It was assured in the 36thmeeting of the National Council that, the next meeting would be held in September itself. However, no date has been finalised so far. The Union demanded that the date for the meeting should be fixed without further delay. The Director (HR) assured that the next meeting would be held in the first week of October, 2018.

CHQ is saddened to inform that Shri Pritam Singh, father of Com.Balbir Singh, President, passed away at Ludhiana yesterday the 02-12-2018. CHQ offers it's heartfelt condolences to Com.Balbir Singh, and to his family members.

Odisha circle executive committee meeting vows to make the 3 day strike a total success.

The circle executive committee meeting of BSNLEU, Odisha circle, was held Bhubaneswar yesterday the 11-02-2019. Com.S.C.Bhattacharya, circle president, presided over the meeting. Com.Saroj Ranjan Das, circle secretary, welcomed everyone and presented the report on activities. Com.A.Dhupal, former circle secretary and Com.Sahadev Biswal, former CHQ organising secretary, greeted the meeting. Com.P.Abhimanyu, GS, addressed the meeting and spoke at length about the 3 day strike call and it's charter of demands, ways and means to overcome the present financial crisis of BSNL, the undue advantages being given to Reliance Jio, by the government, the 5 day street corner meetings, rallies with family members, etc. All the district secretaries who participated in the discussion assured to successfully implement the 3 day strike, as well as the street corner meetings and rallies with family members.

Deputy General Secretary addressed largely attended election campaign meetings at Moradabad and Bareilly.

Com. Swapan Chakraborty, Dy GS, addressed two largely attended meetings at Moradabad and Bareilly on 7th September. Com Upendar Singh Teotia,CS and Com.Naresh Pal, Organising Secretary  (CHQ), accompanied with him. At Moradabad, the meeting was presided over by Com.Balkaran Yadav, President. Com.Amrish Verma,DS, welcomed everyone.  At Bareilly, inspite of heavy rain, a good number of Non-Executives attended the meeting, which was presided over by Com.Sowran Singh, District President. Vote of thanks was given by Com.Ashraf Ali, District Secretary. In both the meetings, the Union representatives elobratedly explained to the employees all issues related to the revival of BSNL, the conspiracy of the government to weaken BSNL,  delay in the payment of salary, VRS, reduction in retirement age from 60 to 58, etc.

All Unions and Associations met CMD BSNL to register protest against formation of Subsidiary Tower Company and appointment of an IAS officer as it's CMD.

As per the decision of the meeting of All Unions and Associations of BSNL, held yesterday, the representatives of All Unions and Associations met Shri Anupam Shrivastava, CMD BSNL, today and registered their strong protest against formation of Subsidiary Tower Company and appointment of Shri Amit Yadav, Jt. Secretary (Admn.), DoT, as CMD of Subsidiary Tower Company. Representatives of BSNLEU, NFTE, SNEA, AIBSNLEA, FNTO, BTEU, BSNLMS, TEPU, SEWA, BSNLOA, TOA BSNL and BSNL ATM participated in the discussion. The Unions and Associations in one voice expressed their severe protest for the appointment of an IAS officer as the CMD of the Tower Company. The Unions and Associations informed the CMD BSNL that they had already observed two strikes, against the decision of the Central Cabinet to form Subsidiary Tower Company. Still, the government has not reversed it's decision, and hence the Unions and Associations, have decided to intensify their struggles demanding the rolling back of Subsidiary Tower Company. The CMD BSNL could not give any convincing reply to the questions of the representatives. Further, the representatives pointed out that according to the decision of the government, to appoint Shri Amit Yadav as the CMD of the Tower Company, and the functional directors of BSNL would be the members of the Board of that Company, the status of BSNL Board is also downgraded. The CMD BSNL kept silent on that point. Since, General Secretary, BSNLEU, Com. P. Abhimanyu, has proceeded to Shimla to attend the circle conference of Himachal Pradesh. Com. Swapan Chakraborty, Dy.GS, represented BSNLEU in this meeting.
