CHQ wishes to caution our comrades about the rumours being spreaded by mischievous elements. Many rumours are being floated by these miscreants, against the AUAB, demands and the strike. The intention of these black-legs is to sabotage the united movement, which is mobilising the employees for the strike. CHQ fervently appeals to our comrades not to help these miscreants, in spreading rumours. Any message which is not sent by the district, circle unions or the CHQ, should not be forwarded to anyone. If this is followed strictly, the mischief mongers will fail in spreading the rumours. CHQ requests all the comrades to kindly cooperate.
In accordance with the tradition being followed for long, the joint circle conference of Assam, NE-I and NE-II circles is being held at Imphal, Manipur. The conference started today. Emergent Circle Executive Committee Meeting of M P Circle was held at Bhopal. Senior Comrade H S Thakur presided over. Com Prakash Sharma, Circle Secretary & AGS presented report on activity and elaborated on the on going struggle for 3rd Pay Revision & other demands. He also apprised the house about the developments on the demands of AUAB and also informed about the new demands included in the charter of demands about revival of BSNL.CEC also discussed and reviewed the two days General Strike organised on 8th and 9th January 2019. CEC was addressed by 26 District Secretaries. All the leaders vowed to make the 3 day strike a big success. A decision to organise to organise street corner meetings wef 11.02.2019 for 5 days. All Circle Office Bearers were given the responsibility of organising meetings for mobilisation in different SSAs. 3 day strike in M P Circle will be massive.
BSNLEU is continuously pressurising the Corporate Management to hold the JE LICE as an off-line examination. BSNLEU is demanding that all “Non-Executive to Non-Executive" examinations should be conducted only as off-line exams. This issue was discussed in the last National Council meeting, and the Chairman of the National Council (Director (HR)) agreed to positively look into it. Thereafter, once again the issue was discussed with the Director (HR) in the meeting held on 10.01.2019. However, so far, the Corporate Office has not issued any letter to hold the JE LICE as an off-line exam. Com.P.Abhimanyu, GS, discussed this issue with Ms. Samita Luthra, GM(Rectt.), today. She assured to take expeditious action.
On 5th February, 2019, an extended Circle Office bearer meeting of West Bengal Circle was held. District Secretaries in and around Kolkata attended the meeting. The ensuing three days strike in BSNL was discussed at length. The entire situation was narrated by Com. Animesh Mitra, Circle Secretary, about the role of the BSNL Management as well as the role of the DoT in regard to the wage revision, the allotment of 4G spectrum to BSNL, grant of loan to BSNL and other demands of the strike. The office bearers and the district secretaries participated in the discussion. It was decided in the meeting that massive street corner meetings will be organised from 11th February, district secretaries will take necessary steps to organise such street corner meeting in the important location of their districts. It was also decided that massive campaign programme will be carried amongst the workers in the shape of group meetings, gate meeting followed by rally in the offices and exchanges along with the constituents of AUAB.

Com.Nagesh Nalawade, CS, elaborately addressed the meeting and explained about the developments that have taken place at New Delhi, after the deferment of the indefinite strike. He also explained about the charter of demands and requested the comrades to effectively organise the 5 days street corner meeting, as well as the 3 day strike. The extended circle executive committee meeting enthusiastically decided to make the fullest mobilisation for the strike.
The General Body meeting of TS Kolkata was held on 07.02.2019, at 3A, Chowringhee Place, Kolkata-13. Com. Animesh Mitra addressed the meeting. He stated the present situation of BSNL and requested all the participants to successfully organise 3 days strike.
The Circle Working Committee meeting of Kerala Circle held on 07.02.2019 at Trivandrum. Circle President Com P.Manoharan presided and Circle Secretary Com C.Santhoshkumar welcomed all and presented the report. AGS Com. M.Vijayakumar and All India Organising Secretary Com.P.R.Parameswaran addressed. The meeting took decisions to launch elaborate mobilisations for the 3 day strike to be held from 18.02.2019. Apart from that, the meeting decided to organise young workers convention at the circle level and district levels. The meeting has also decided to organise a circle level women’s convention.
Extended circle executive committee meeting of Calcutta Telephones District circle was held on 5th February, 2019 at Biswanath De Sabhaghar, Kolkata. Com Prabir Dutta, Circle President, presided over the meeting. The meeting started at 11 hrs. Com Sisir Roy, Circle Secretary, welcome all the members attended the meeting. All the district secretaries, circle office bearers and other activists took part in the meeting. Com Sisir Roy, CS, explained about the demands of the three days strike called on by the AUAB from 18th to 20th February, 2019. He also briefed on the talks held between AUAB and the Addl. Secretary, DoT demanding 3rd pay revision, Pension revision, Pension contribution at the actual basic, 4G spectrum allotment to BSNL and other issues. The meeting unanimously resolve to organise area wise street corner meeting and general body meeting from 11th February to onwards. A poster and leaflet along with the demands will be printed and distributed among the employees of the BSNL.

AUAB के प्रतिनिधियों ने कल दिनांक 06.02.2019 को एक बार पुनः श्री अंशु प्रकाश, एडिशनल सेक्रेटरी, टेलीकॉम से मुलाकात की। उन्होंने 3rd पे रिवीजन, 4G स्पेक्ट्रम का आवंटन, वास्तविक वेतन पर पेंशन कॉन्ट्रिब्यूशन का भुगतान और पेंशन रिवीजन के संबंध में माननीय संचार राज्य मंत्री के आश्वासनों का क्रियान्वयन नही किए जाने पर अपनी निराशा और व्यथा से अवगत कराया। उन्होंने इस ओर ध्यान आकर्षित किया कि किस तरह DoT द्वारा 3rd पे रिवीजन व कर्मचारियों की अन्य मांगों के साथ साथ बीएसएनएल के रिवाइवल के मुद्दों में व्यवधान और बाधाएं उत्पन्न की जा रही है। उन्होंने DoT द्वारा कर्मचारियों के पे रिवीजन हेतु 3rd पीआरसी से एफोरडीबिलिटी क्लॉज़ की शर्त को शिथिल करने के संबंध में अभी तक कैबिनेट नोट नही भेजे जाने पर घोर निराशा व्यक्त की। पे रिवीजन जैसे महत्वपूर्ण मुद्दे पर AS(T) बोलने से बचते रहे। किन्तु, उन्होंने 4G स्पेक्ट्रम आवंटन के मुद्दे पर कहा कि यह मुद्दा 05.02.2019 को डिजिटल कमीशन की मीटिंग में चर्चा हेतु प्रस्तुत किया गया था। कमीशन ने प्रकरण TRAI को भेजने का निर्णय लिया।
BSNLEU has already urged upon the Director (HR) to ensure that expeditious action is taken by the Corporate Office, on the issue of downgradation of Sr.TOAs from 7100 pay scale to 6550 pay scale. Today, Com.P.Abhimanyu, GS, met Shri Saurabh Tyagi, Sr.GM(Estt.) and enquired about the development. It is was replied by the Sr.GM(Estt.) that the Establishment Branch could not issue the letter, providing one more opportunity to exercise option for promotion under NEPP, since it is completely busy with the job of preparing various statements for the DoT, on issues connected with the demands of the AUAB. However, he assured that needful action on this issue would be taken early.
The representatives of the AUAB once again met Shri Anshu Prakash, Additional Secretary, Telecom, yesterday. They expressed their disappointment and agony over the non-implementation of the assurances given by the Hon’ble MoS(C) on 3rd Pay Revision, allotment of 4G spectrum, payment of pension contribution of actual basic pay and pension revision. They pointed out how hurdles and road-blocks are being created by the DoT, in the settlement of 3rd Pay Revision and other demands of the employees, as well as in the issues related to the financial revival of BSNL. They expressed their serious disappointment that the DoT has still not sent the Cabinet Note, for getting relaxation from the Affordability Clause of 3rd PRC, on the issue of pay revision of the employees. On the important issue of Pay Revision, the AS(T) avoided stating anything. However, on the issue of allotment of 4G spectrum to BSNL, he stated that it came up for discussion in the Digital Commission meeting held on 05.02.2019, and that the Commission has decided to refer the matter to the TRAI.
Vodafone Idea’s loss is widening day by day. It has incurred a loss of Rs.5,005.7 crore in the 3rd quarter (October to December) of 2018 – 19. The company’s loss during the 2nd quarter (July to September) of 2018-19 remained at Rs.4,950.5 crore. Further, Vodafone Idea has lost 3.5 crore customers in the 3rd quarter (October to December) of 2018. The financial position of Vodafone Idea only indicates that the entire telecom sector is in a serious crisis.

AUAB द्वारा सभी सर्किल और डिस्ट्रिक्ट सेक्रेटरीज को 11.02.2019 से 5 दिनों तक नुक्कड़ सभा आयोजित करने का आव्हान किया जा चुका है। इस कार्यक्रम का उद्देश्य आम जनता को, सरकार द्वारा बीएसएनएल पर किए जा रहे हमलों से अवगत कराना और बीएसएनएल की रक्षा के लिए उनका समर्थन प्राप्त करना, है। सरकार की निजी समर्थक और पब्लिक सेक्टर विरोधी नीतियों से बीएसएनएल की रक्षा के लिए जन समर्थन बेहद आवश्यक है। अतः सभी परिमंडल व जिला सचिवों से आग्रह है कि नुक्कड़ सभाओं की सफलता पूर्वक शुरुआत के लिए जरूरी कदम उठाएं। AUAB के अन्य घटकों के साथ भी आवश्यक समन्वय स्थापित करें।
The AUAB has already given call to the circle and district unions, to conduct street corner meetings for 5 days from 11.02.2019. The purpose of this programme is to make the general public, aware of the attacks being made on BSNL, by the government, and also to mobilise their support for defending BSNL. The support of the people is very essential, to protect BSNL, from the pro-private and anti-public sector policies of the government. Hence, all circle and district unions of BSNLEU are called upon to immediately take the needful steps for successfully launching the street corner meetings. Necessary coordination may also be carried out with the other constituents of the AUAB.
The CHQ has already directed all the circle unions to hold emergency Circle Executive Committee meetings, for planning and successfully organising the 3 day strike, called on by the AUAB. So far the following circle unions have issued notification for holding the emergency Circle Executive Committee meetings. The remaining circles are also requested to hold the emergency Circle Executive Committee meetings for planning to the make the 3 day strike successful.
