Reports have already appeared in the media that, the Government of India may provide one more relief package to Vodafone Idea. With a debt of more than Rs.2 lakh crore, Vodafone Idea is struggling to stay afloat in the market. The government has already extended huge financial help to Vodafone Idea. Yesterday, Shri Jyotiraditya Scindia, Hon’ble Minister for Communications has stated that, the presence of Vodafone Idea is must to ensure competition in the telecom sector. The Minister has stated that “duopoly” is not good for the sector. Duopoly means, only two companies dominating the market. It is unfortunate that the government is not applying it’s mind to strengthen BSNL to ensure competition in the market with Jio and Airtel. There are a lot of complaints in BSNL’s 4G service being provided with TCS equipments. TCS has not resolved the problems. BSNLEU has already written a number of letters to the Hon’ble Minister of Communications, requesting to ensure that BSNL shares Vodafone Ideas 4G networks, till BSNL’s 4G network problems are resolved. However, the government has not paid heed to BSNL’s requests. Now, the Hon’ble Mister has stated that Vodafone Idea is must to ensure competition with Jio and Airtel.

The Central Executive Committee meeting of BSNLEU, held at Kolkata on 14^th & 15^th May, 2025, has decided that a “Meet the Employees” programme should be organised for popularising the demands of the General Strike, to be held on 09.07.2025. The CEC meeting has also decided that, the CHQ should prepare a pamphlet material to be circulated among the employees. In accordance with the decision of the CEC meeting, the All India Centre has decided to organise the “Meet the Employees” programme from 30.06.2025 to 05.07.2025. CHQ has prepared a pamphlet material and the same is already sent on WhatsApp to the circle secretaries and CHQ office bearers. Circle and district unions are called upon to successfully organise the “Meet the Employees” programme from 30^th June to 05^th July, 2025. A printout of the CHQ pamphlet should be distributed to the employees. Wherever necessary, the pamphlet should be translated into regional languages. Our circle and district office bearers should make it a point to meet each and every employee, irrespective of their union, and explain the contents of the pamphlet and prepare the employees for participation in the General Strike.

दिनांक 30.06.2025 से 05.07.2025 तक “कर्मचारियों से मिलिए” कार्यक्रम का सफलतापूर्वक आयोजन।

कोलकाता में 14 एवं 15 मई, 2025 को आयोजित BSNLEU की केंद्रीय कार्यकारी समिति की बैठक में निर्णय लिया गया है कि दिनांक 09.07.2025 को होने वाली आम हड़ताल की मांगों को लोकप्रिय बनाने के लिए “कर्मचारियों से मिलिए” कार्यक्रम का आयोजन किया जाना चाहिए। सीईसी बैठक में यह भी निर्णय लिया गया है कि सीएचक्यू को कर्मचारियों के बीच प्रसारित करने के लिए एक पैम्फलेट सामग्री तैयार करनी चाहिए। सीईसी बैठक के निर्णय के अनुसार, अखिल भारतीय केंद्र ने दिनांक 30.06.2025 से 05.07.2025 तक “कर्मचारियों से मिलिए” कार्यक्रम आयोजित करने का निर्णय लिया है। सीएचक्यू ने एक पैम्फलेट सामग्री तैयार की है और इसे पहले ही सर्कल सचिवों और सीएचक्यू पदाधिकारियों को व्हाट्सएप पर भेजा जा चुका है। सर्किल और जिला यूनियनों से 30 जून से 05 जुलाई, 2025 तक "कर्मचारियों से मिलो" कार्यक्रम को सफलतापूर्वक आयोजित करने का आह्वान किया जाता है। कर्मचारियों को सीएचक्यू पैम्फलेट का प्रिंटआउट वितरित किया जाना चाहिए। जहाँ भी आवश्यक हो, पैम्फलेट का क्षेत्रीय भाषाओं में अनुवाद किया जाना चाहिए। हमारे सर्किल और जिला पदाधिकारियों को प्रत्येक कर्मचारी से मिलना चाहिए, चाहे वह किसी भी यूनियन का हो, और पैम्फलेट की सामग्री को समझाना चाहिए और कर्मचारियों को आम हड़ताल में भाग लेने के लिए तैयार करना चाहिए। 

Vodafone is the British multinational telecom company. Vodafone Idea is it’s Indian branch. Still, the Indian government is going out of the way to help and save Vodafone Idea from it’s financial crisis. As per the order of the Supreme Court in 2019, Vodafone Idea had to pay Rs.58,254 crore as AGR (Adjusted Gross Revenue) dues to the government. This amount has accumulated to Rs.83,400 crore as on March, 2025 including interest, penalty and interest on penalty. In March, 2025 the government converted Rs.36,950 crore of the dues into equity (shares). Presently, the Government of India is the biggest shareholder in Vodafone Idea, having 49.99% of shares in that Company. However, the government is not having any representation in the Management of Vodafone Idea. The Company is unable to pay the remaining AGR dues to the government. At this juncture, media is reporting that the government is looking into various options to provide further relief to Vodafone Idea. One of the options is to increase the repayment period to 20 years from the present period of 6 years. The government is also thinking to charge simple interest on the outstanding amount, instead of compound interest. The 2^nd option is to charge a total amount of Rs.1,000 -1,500 crore annually towards part payment of the dues until a final decision is taken on the AGR issue.

सरकार वोडाफोन आइडिया को और रियायतें देना चाहती है।

वोडाफोन ब्रिटिश बहुराष्ट्रीय दूरसंचार कंपनी है। वोडाफोन आइडिया इसकी भारतीय शाखा है। फिर भी, भारत सरकार वोडाफोन आइडिया को वित्तीय संकट से बचाने और उसकी मदद करने के लिए हरसंभव प्रयास कर रही है। 2019 में सुप्रीम कोर्ट के आदेश के अनुसार, वोडाफोन आइडिया को सरकार को एजीआर (एडजस्टेड ग्रॉस रेवेन्यू) बकाया के रूप में 58,254 करोड़ रुपये का भुगतान करना था। ब्याज, जुर्माना और जुर्माने पर ब्याज सहित यह राशि मार्च, 2025 तक 83,400 करोड़ रुपये हो गई है। मार्च, 2025 में सरकार ने बकाया राशि में से 36,950 करोड़ रुपये को इक्विटी (शेयर) में बदल दिया। वर्तमान में, भारत सरकार वोडाफोन आइडिया में सबसे बड़ी शेयरधारक है, जिसके पास उस कंपनी में 49.99% शेयर हैं। हालाँकि, वोडाफोन आइडिया के प्रबंधन में सरकार का कोई प्रतिनिधित्व नहीं है। कंपनी सरकार को शेष एजीआर बकाया का भुगतान करने में असमर्थ है। इस समय मीडिया में ऐसी खबरें आ रही हैं कि सरकार वोडाफोन आइडिया को और राहत देने के लिए विभिन्न विकल्पों पर विचार कर रही है। इनमें से एक विकल्प यह है कि पुनर्भुगतान अवधि को मौजूदा 6 साल से बढ़ाकर 20 साल किया जाए। सरकार बकाया राशि पर चक्रवृद्धि ब्याज के बजाय साधारण ब्याज लगाने पर भी विचार कर रही है। दूसरा विकल्प यह है कि एजीआर मुद्दे पर अंतिम निर्णय होने तक बकाया राशि के आंशिक भुगतान के लिए सालाना 1,000-1,500 करोड़ रुपये की कुल राशि ली जाए।

As all comrades are aware that, both BSNLEU and NFTE BSNL have taken the decision to join the General Strike to be organised in the country on 09.07.2025. In this connection, both BSNLEU and NFTE BSNL have decided to jointly organise lunch hour demonstrations and gate meetings on 02.07.2025. The demands of the General Strike, such as opposing the 4 Labour Codes, opposing privatisation of Public Sector Undertakings, immediate settlement of Wage Revision in BSNL, good quality 4G & 5G services to BSNL customers, opposition to 2nd VRS, implementation of New Promotion Policy for the Non-Executives, review Restructuring of Manpower, ensure sufficient vacancies in LICEs for the Non-Executives, stop mindless outsourcing of works, remove TIPs in FTTH service, stop exploitation of casual contract workers and ensure minimum wage, EPF & ESI to them are the demands for the General Strike. All circle and district secretaries of BSNLEU are requested to coordinate with the circle and district secretaries of NFTE BSNL and to organise lunch hour demonstrations and gate meetings throughout the country.

BSNLEU and NFTE BSNL decided yesterday to organise lunch hour demonstrations on 25.06.2025, protesting against the inordinate delay in the settlement of Wage Revision. In this backdrop, the SR Branch of the Corporate Office issued notification today, for holding the Wage Revision Committee meeting on 27.06.2025. In view of this, BSNLEU and NFTE BSNL have decided to withdraw the protest demonstrations scheduled to be held on 25.06.2025.

BSNLEU और एनएफटीई बीएसएनएल ने वेतन संशोधन के निपटान में अत्यधिक देरी के विरोध में कल 25.06.2025 को दोपहर के भोजन अवकाश में प्रदर्शन आयोजित करने का निर्णय लिया। इस पृष्ठभूमि में, कॉर्पोरेट कार्यालय की एसआर शाखा ने आज 27.06.2025 को वेतन संशोधन समिति की बैठक आयोजित करने के लिए अधिसूचना जारी की। इसे देखते हुए, BSNLEU और एनएफटीई बीएसएनएल ने 25.06.2025 को आयोजित होने वाले विरोध प्रदर्शनों को वापस लेने का निर्णय लिया है।

As comrades are aware, holding of the wage revision committee meeting has been inordinately delayed. Under these circumstances, yesterday, both BSNLEU and NFTE BSNL decided to organise protest lunch ever demonstrations on 25-06-2025. Notification has been issued to the CMD BSNL for organising the lunch hour demonstrations.  In this backdrop, the Corporate Office has issued notification today, to hold the Wage Revision Committee meeting on 27-06-2025. This is a welcome development. We will take all out efforts to settle the wage revision at the earliest.

मेनेजमेंट ने वेतन संशोधन समिति की बैठक आयोजित करने के लिए अधिसूचना जारी की।

जैसा कि साथियों को जानकारी है, वेतन संशोधन समिति की बैठक आयोजित करने में अत्यधिक देरी हो चुकी है। इन परिस्थितियों में, कल, BSNLEU और एनएफटीई बीएसएनएल दोनों ने 25-06-2025 को दोपहर के भोजन अवकाश में विरोध प्रदर्शन आयोजित करने का निर्णय लिया। दोपहर के भोजन अवकाश में प्रदर्शन आयोजित करने के लिए सीएमडी बीएसएनएल को अधिसूचना जारी की गई है। इस पृष्ठभूमि में, कॉर्पोरेट कार्यालय ने आज 27-06-2025 को वेतन संशोधन समिति की बैठक आयोजित करने के लिए अधिसूचना जारी की है। यह एक स्वागत योग्य विकास है। हम वेतन संशोधन को जल्द से जल्द निपटाने के लिए हर संभव प्रयास करेंगे. 

As has been already informed, BSNLEU and NFTE BSNL issued notification to the CMD BSNL today, for organising lunch hour protest demonstrations on 25-06-2025, demanding immediate settlement of Wage Revision. All the circle and district unions of BSNLEU are requested to mobilise maximum number of comrades in this lunch hour demonstrations, by coordinating with the circle and district unions of NFTE BSNL.

Our comrades are aware that, hectic efforts have been taken for holding the Wage Revision Committee meeting and also for settling the Wage Revision issue. On 19.02.2025 itself, in the Informal meeting of the Wage Revision Committee, both the Recognised Unions have given their proposals for the new pay scales. These proposed new pay scales are much lower than the new pay scales mutually agreed by the Management and the Recognised Unions in July, 2018. It is already 4 months since the new pay scales are proposed by the Recognised Unions. Still, the Management Side says that, they are studying this matter internally. In the past 6 months, only one meeting of the Wage Revision Committee was held on 29.04.2025. In that meeting also no meaningful discussion took place. When thousands of Non-Executives are undergoing extreme sufferings due to the burning problem of stagnation, the delaying tactics by the Management Side members in the Wage Revision Committee is unacceptable and is condemnable. In view of this, both BSNLEU and NFTE have taken decision to organise protest lunch hour demonstrations on 25.06.2025, demanding the BSNL Management to immediately hold the Wage Revision Committee meeting and also to settle the Wage Revision issue expeditiously. All circle and district unions of BSNLEU and NFTE are requested to coordinate among themselves and to organise the lunch hour demonstrations on 25.06.2025 with great success.

प्रबंधन पक्ष द्वारा वेतन संशोधन के निपटारे में अनावश्यक रूप से देरी की जा रही है। वेतन संशोधन समिति के सदस्य - BSNLEU और एनएफटीई ने कर्मचारियों से 25.06.2025 को दोपहर के भोजन अवकाश में विरोध प्रदर्शन आयोजित करने का आह्वान किया है।

हमारे साथी जानते हैं कि वेतन संशोधन समिति की बैठक आयोजित करने और वेतन संशोधन मुद्दे को निपटाने के लिए बहुत प्रयास किए गए है। 19.02.2025 को ही वेतन संशोधन समिति की अनौपचारिक बैठक में दोनों मान्यता प्राप्त यूनियनों ने नए वेतनमानों के लिए अपने प्रस्ताव दिए हैं। ये प्रस्तावित नए वेतनमान जुलाई, 2018 में प्रबंधन और मान्यता प्राप्त यूनियनों द्वारा परस्पर सहमत नए वेतनमानों से बहुत कम हैं। मान्यता प्राप्त यूनियनों द्वारा नए वेतनमान प्रस्तावित किए हुए 4 महीने हो चुके हैं। फिर भी, प्रबंधन पक्ष का कहना है कि वे इस मामले का आंतरिक रूप से अध्ययन कर रहे हैं। पिछले 6 महीनों में, वेतन संशोधन समिति की केवल एक बैठक 29.04.2025 को आयोजित की गई थी। उस बैठक में भी कोई सार्थक चर्चा नहीं हुई। जब हजारों  नॉन एक्ज़िक्यूटिव कर्मचारी स्थगन की ज्वलंत समस्या के कारण अत्यधिक कष्ट झेल रहे हैं, वेतन संशोधन समिति में प्रबंधन पक्ष के सदस्यों द्वारा की जा रही देरी की रणनीति अस्वीकार्य और निंदनीय है। इसे देखते हुए, BSNLEU और एनएफटीई दोनों ने 25.06.2025 को दोपहर के भोजन के समय विरोध प्रदर्शन आयोजित करने का निर्णय लिया है, जिसमें बीएसएनएल प्रबंधन से वेतन संशोधन समिति की बैठक तुरंत आयोजित करने और वेतन संशोधन मुद्दे को शीघ्रता से निपटाने की मांग की गई है। BSNLEU और एनएफटीई के सभी सर्किल और जिला यूनियनों से अनुरोध है कि वे आपस में समन्वय स्थापित करें और 25.06.2025 को दोपहर के भोजन अवकाश में बड़ी सफलता के साथ प्रदर्शन आयोजित करें। 

On 09^th June, 2025, the Department of Telecommunications has issued notification, introducing the Recruitment Rules for the post of Junior Engineer (Telecom). As per this notification, the Junior Engineer will be a Group ‘B’ post in the pay metrix of Rs.35,400 – 1,12,400. Education qualification will be Bachelor Degree in Engineering. The notification says the number of vacancies will be 115. 60% JEs will be recruited through Direct Recruitment and the remaining 40% will be by through deputation including short term contract. A copy of the notification is enclosed for the information of our comrades. 

Management is still dragging it's feet in holding the Special JTO LICE for the Draftsman cadre. Many years ago, decision was taken in the National Council meeting for holding one special JTO LICE for the Draftsman cadre. BSNLEU is continuously taking up the issue with the concerned authorities in the Corporate Office. Initially, it was told that vacancy positions have not come from the Civil and Electrical wings. With much difficulty, General Secretary, BSNLEU arranged for the vacancy particulars. But now, the recruitment branch wants some records. Thus, the JTO LICE for the Draftsman cader is being delayed under one pretext or the other. Today, BSNLEU has written a letter to Shri S.P.Singh, PGM(Estt.) as well as PGM (Recruitment & Training) demanding needful action for expeditiously for holding the Special JTO LICE for the Draftsman cadre.
