4G स्पेक्ट्रम और BSNL के रिवाइवल हेतु वित्तीय सहयोग, यूनियन्स व एसोसिएशन्स द्वारा  संयुक्त संघर्ष के माध्यम से कड़े संघर्षों पश्चात प्राप्त उपलब्धि हैं....
सरकार ने BSNL के रिवाइवल हेतु 4G स्पेक्ट्रम और वित्तीय सहयोग उपलब्ध कराने का निर्णय लिया है।  हमे यह समझना चाहिए कि यह BSNL को अप्रत्याशित रूप से प्राप्त हुआ लाभ नहीं है, वरन, यह यूनियन्स व एसोसिएशन्स द्वारा  संयुक्त संघर्ष के माध्यम से कड़े संघर्षों पश्चात हासिल की गई उपलब्धियां है। BSNL के रिवाइवल हेतु आवश्यक कदम उठाए जाने की मांग को ले कर यूनियन्स व एसोसिएशन्स द्वारा पूर्व में शुरुआत में फोरम के बैनर के तहत और वर्तमान में AUAB के बैनर तले, विगत 4 वर्षों में शानदार हड़ताल व कई अन्य अभियान चलाए गए हैं। इन सभी संघर्षों में, तनख्वाह कटने और BSNL मैनेजमेंट की व सरकार की विभिन्न धमकियों की परवाह किए बिना, BSNL के  कर्मचारियों और अधिकारियों ने बड़ी संख्या में हिस्सा लिया। हम यह नही भूल सकते हैं कि इसी वर्ष 18 से 20 फरवरी को हुई BSNL कर्मचारियों की 3 दिवसीय हड़ताल को विफल करने के लिए सरकार ने ESMA तक लागू कर दिया था। इस संघर्ष को कुचलने के लिए BSNL मैनेजमेंट ने अपनी ओर से AUAB के लीडर्स को चार्जशीट्स दी गई और FR 17A जैसी कार्यवाही भी की गई थी। कर्मचारियों को धरना प्रदर्शन में शामिल होने पर भी मैनेजमेंट द्वारा अनुशासनात्मक कार्यवाही करने की धमकियां दी गई। इसके बावजूद, इन सभी प्रताड़नात्मक कार्यवाही से जुझते  हुए, BSNL के कर्मचारियों-अधिकारियों ने चट्टानी दृढ़ता के साथ सभी संयुक्त संघर्षों और अभियानों में शिरकत की। नुक्कड़ सभाएं, रैलीज , मानव श्रृंखला जैसे कार्यक्रमों के माध्यम से यूनियन्स व एसोसिएशन्स ने आम नागरिकों के बीच पहुंच कर अभियान चलाया, जिससे BSNL के रिवाइवल के लिए आम जनता की भी सहानुभूति प्राप्त हुई। BSNL के रिवाइवल हेतु हमने जो कुछ भी हासिल किया है, वह निःसंदेह BSNL के कर्मचारियों अधिकारियों द्वारा अनवरत रूप से किए गए संयुक्त संघर्षों का पुरस्कार है।

AUAB meets the CMD BSNL - Discusses issues related to the revival package.

Leaders of the AUAB met the CMD BSNL yesterday and discussed about certain issues related to the revival package approved by the Cabinet. Shri Arvind Vadnerkar, Director(HR) and Shri A.M.Gupta, GM(SR) were present. Com.P.Abhimanyu,Convenor, Com.Chandeswar Singh, Chairman, Com.K.Sebastin,GS,SNEA, Com.S.Sivakumar, GS, AIBSNLEA, Com.Suresh Kumar, GS, BSNL MS, Com. Mohinder, CS, NTR, FNTO, Com.Sandeep Kumar, AGS, Com.Rewati Prasad, BSNL ATM and Com.H.P.Singh,GS,BSNL OA. The following issues were discussed.

 

At the outset of the meeting, the leaders appreciated the efforts taken by Shri P.K.Purwar, CMD BSNL, for getting the allotment of 4G spectrum and other financial assistances to BSNL approved by the government. 

 

  1. No rolling back of the retirement age to 58 years.

Even in yesterday's meeting, the CMD BSNL stated that the option of rolling back of the retirement age to 58 is still there with the DoT/government. The AUAB submitted it's letter to the CMD BSNL, signed by all the above mentioned leaders, demanding that the retirement age should not be rolled back to 58 years, by advancing the reasonings as to why it should not be done. CMD BSNL assured that the letter would be forwarded to the government. 

 

  1. Facing the shortage of manpower, consequent to the implementation of the VRS. 

It is pointed out by the AUAB that, after the implementation of the VRS, there will be acute shortage of manpower and the work load will increase tremendously. Consequently, the quality of the services will be badly affected, if suitable remedial measures are not taken. The CMD BSNL shared the concern of the AUAB. However, he stated that, the situation is fluid now and that appropriate action would be taken depending upon the situation. 

 

  1. As per Rules, commutation of Pension can be done when the employee is alive.

Now, as per the Cabinet decision, Pension will be settled only on the date of actual retirement of the employee who opts for VRS. In case, if a VRS optee dies before the date of his actual retirement, then his/her family cannot get the benefit of commutation of pension. The AUAB demanded that this issue should be resolved. The CMD BSNL assured that needful would be done. 

 

  1. Sending back the officers to their parent circles to facilitate settlement of their pension.

The AUAB pointed out that the officers who have already been transferred to far-away places and who will be availing VRS, will have to be sent back immediately to their parent circles, to facilitate settlement of their pension. This is because, pension can be settled only by their parent circles, argued the leader. The CMD BSNL appreciated the concern of the leaders and assured that needful would be done in this regard.

The last and golden opportunity for the revival of BSNL has come - says CMD BSNL.

In his presentation, as well as in the meeting held with the AUAB, Shri P.K.Purwar, CMD BSNL, emotionally pointed out that the last, as well as the golden opportunity, for the financial revival of BSNL has come. He fervently appealed to everyone, to utilise this opportunity for restoring the glory of BSNL. With the allotment of 4G spectrum, financial assistance, together with a very conducive atmosphere, the last as well as the golden opportunity has come for the financial revival of BSNL, pointed out the CMD BSNL. He expressed the hope that everyone in BSNL would rise to the occasion for improving the quality of the services and for winning over the confidence of the people and the nation.

BSNL Management gives presentation to the unions and associations, on the revival package approved by the Cabinet.

The BSNL Management gave a presentation to all the unions and associations yesterday, about the revival package that has been approved by the Cabinet. CMD BSNL and other Directors of the BSNL Board were present. The presentations were given by the CMD BSNL and the Director(HR). As told in the presentation, the revival package includes allotment of 4G spectrum to BSNL, implementation of VRS, issuing of bonds by BSNL and MTNL to the tune of Rs. 15,000 crore for which Sovereign Guarantee will be given by the government, monetisation of BSNL's lands to the extent of Rs. 20,000 crore, the proceeds of which will be utilised to repay the loans and merger of MTNL with BSNL through which MTNL will become a subsidiary of BSNL. As regards VRS, it was told that all the absorbed employees above 50 years can avail it. Payment of exgratia plus pension will not exceed 125% of pay for the remaining period of service. This exgratia amount will be paid in two installments by the government. The 1st installment will be paid in this financial year, i.e., 2019-20 and the next installment will be paid in the next financial year, i.e., 2020-21. Payment of Gratuity and Pension Commutation amounts will be paid only on the actual date of retirement, i.e., on completion of 60 years. Time frame for the implementation of VRS will be finalised, on receipt of orders of the DoT.

कल BSNL मैनेजमेंट द्वारा सभी यूनियन्स और एसोसिएशन्स को  कैबिनेट द्वारा अनुमोदित रिवाइवल पैकेज का प्रेजेंटेशन दिया गया। CMD BSNL व BSNL बोर्ड के अन्य डायरेक्टर्स मौजूद थे।

The Corporate Office informed the Convenor, AUAB that, the CMD BSNL would be meeting the representatives of the AUAB at 04:00 pm tomorrow. It is also informed that, other Directors of the BSNL Board would also be attending the meeting.

Non-remittance of deductions made from employees’ salaries, by the BSNL Management.

The CHQ is receiving many queries about the non-remittance of the deductions made from employees’ salaries, to the concerned organisations, by the BSNL Management. As a result of this, employees are facing extreme hardships, like non-getting of GPF and society loans. In this regard, we wish to inform that, recently the CHQ has written a strong letter to the CMD BSNL, and the matter was also discussed with the CMD BSNL and the Director (HR) on 17.10.2019, with utmost seriousness. Further, BSNLEU has also written to the CMD BSNL, requesting him to write to the LIC Chairman, for condoning the delay in remittance of LIC premium amount, so that the policy holders will not become defaulters. BSNLEU has also sought of the help of AIIEA (All India Insurance Employees Association) in this regard.

CHQ को कर्मचारियों के वेतन से की गई कटौती राशि संबंधित संस्थाओं को BSNL मैनेजमेंट द्वारा प्रेषण नही किए जाने बाबद असंख्य क्वेरीज प्राप्त हो रही है। इसके परिणाम स्वरूप कर्मचारियों को विकट परेशानियों का सामना करना पड़ रहा है, जैसे GPF और सोसाइटी से ऋण न प्राप्त होना। इस बाबद हम बताना चाहेंगे कि अभी हाल ही में CHQ द्वारा एक कड़ा पत्र CMD BSNL को लिखा गया है और 17.10.2019 को इस मुद्दे पर पूर्ण गंभीरता के साथ CMD BSNL और डायरेक्टर (HR) के साथ चर्चा भी की गई थी। साथ ही, BSNLEU द्वारा CMD BSNL को पत्र लिख कर निवेदन किया गया है कि वें LIC चेयरमैन को भुगतान में हुए विलंब की अवधि को माफ (condone) करने हेतु लिखें, जिससे कि पॉलिसी होल्डर्स डिफॉल्टर न हों। इस संबंध में BSNLEU ने AIIEA (ऑल इंडिया इन्शुरन्स एम्प्लॉईज एसोसिएशन) से भी सहयोग चाहा है।

Bank employees on one day strike, opposing the merger of banks and other banking sector reforms..

More than 3 lakh bank employees are on a one day strike today, throughout the country. The strike has been called on by the All India Bank Employees Association (AIBEA) and the Bank Employees Federation of India (BEFI), opposing the merger of 10 Public Sector Banks, reducing their number to 4 and also against the other steps being taken by the Modi government, in the name of banking sector reforms, which are nothing but steps intended to kill the Public Sector Banks.

Donald Trump says that the US has captured the oil of the Middle East - The US President’s remarks reveal why the US attacked the Middle East countries.

The working class and the progressive forces have always been saying that, the attacks launched by the US imperialism, on the countries of the Middle East, viz., Iraq, Afghanistan, Libya, etc., are done only with the aim of capturing the oil resources of the Middle East region. Now, the US President, Donald Trump, himself has accepted this fact. He has told in an event to mark the first all female space walk, “We have taken control of the oil in the Middle East – the oil that we are talking about, the oil that everybody was worried about.” Later on, when questioned about his remark about the oil in the Middle East, Trump declined to answer.

Government should withdraw the corporate tax cut - demands Noble Laureate, Abhijit Banerjee.

Abhijit Banerjee, who has been conferred with the Noble Prize for economics, has questioned the recent step taken by the Narendra Modi government, to cut down the corporate tax from 30% to 22% and 15%. He has told that the concession given to the big corporates, through the cut in the corporate tax, is a huge burden on the economy. He has demanded that it should be withdrawn. Abhijit Banerjee has also stated that the amount given as concession to the corporates, should be spent for improving the NREGA and for the kisans.

Reliance Jio once again revises it’s tariff.

Going back from it’s promise of providing unlimited free talks time, a few days back, Reliance Jio has announced that it will charge outgoing calls to the networks of other operators, at the rate of 6 paisa per minutes. This is nothing but the starting of a new trend, wherein tariffs are likely to be increased. Following this, once again Reliance Jio, has revised it’s tariff. This time, it has withdrawn it’s low value prepaid plan of Rs.19/- and Rs.52/-. Hereafter, the minimum prepaid plan will be Rs.98/- only. It is obvious that the Reliance Jio has started revising it’s tariffs, in one way or the other, to increase it’s Average Revenue Per User (ARPU).

AUAB meeting on 30.10.2019 for deciding on the future course of action.

Following the decision of the Management to pay the salary on 23.10.2019, and also based on the appeal of the CMD BSNL and the Director (HR), the hunger strike scheduled on 18.10.2019, has been postponed. However, on the issue of BSNL’s revival and also on other important issues, it has been decided that the AUAB should hold it’s next meeting on 30.10.2019. Accordingly, the meeting of the AUAB will be held at 03:00 pm on 30.10.2019 at BSNL MS Office in Atul Grove Road.

Predatory pricing - Modi governments' double standard.

The Commerce Minister, Piyush Goyal, has thundered that the government is probing the predatory pricing of Amazon and Flipkart and that, appropriate action would be taken on violation if any. Piyush Goyal has added that, his ministry has received complaints from CAIT, a traders’ body. Well and good. However, when the Commerce Minister says that predatory pricing would not be allowed in the e-commerce segment, how is that predatory pricing was allowed in the telecom sector? Many private operators including Airtel, Idea and Vodafone had complained that Reliance Jio was practising predatory pricing. But, the Modi government did not listen to all these complaints. At the same time, the government unceremoniously sacked J.S. Deepak from the post of Secretary, Telecom, when he wrote letter to the TRAI, demanding action against the predatory pricing of Reliance Jio. How is that the government says that it would not allow predatory pricing in the e-commerce segment while allowing it in the telecom sector. Is this not a double standard of Modi government?

India ranks 102 among 117 countries, in Global hunger index.

India is ranked 102, out of the 117 countries in the Global Hunger Index 2019. It is a matter of shame that our neighbouring countries, Nepal, Pakistan and Bangladesh are all placed above India, in the Global Hunger Index 2019.  In 2000, India was ranked 83 out of the 113 countries.
