The NITI Aayog has been reconstituted. Defence Minister Rajnath Singh, Home Minister Amit Shah, Finance Minister Nirmala Sitharaman and Agriculture Minister Narendra Singh Tomar have become ex officio members. Rajiv Kumar continues to be the Vice- Chairman. Soon after the reconstitution of the NITI Aayog, Rajiv Kumar has given an outline of it's action programme. He has stated that 46 PSUs may be privatised or shut down. He has further stated that the 44 Indian Labour Laws, which are complicated, will be amended and will be categorised into 4 Labour Codes. The Vice-Chairman has also stated that a land bank would be created from the unutilised lands of the Public Sector Enterprises, and would be offered to foreign investors. Finally, Rajiv Kumar has stated that the actions of the NITI Aayog will make the foreign investors happy.
The Ghaziabad CEC meeting has called on the circle unions to take special care to form the circle level committees of BSNL Working Women’s Coordination Committees (BSNL WWCC), wherever the same is not formed. The CEC meeting has fixed the target of forming circle level committees of the BSNL WWCC in Maharashtra, Telangana, Andhra Pradesh, Karnataka and Gujarat circles, before the next CEC meeting. Since the Extended CEC meeting is likely to be held at the end of July, 2019, the above mentioned circle unions are requested to immediately act and take necessary steps to implement the decision of the CEC meeting.

03.12.2018 से होने वाली अनिश्चितकालीन हड़ताल की पृष्ठभूमि में CMD BSNL और AUAB के बीच 02.12.2018 को चर्चा हुई थी। चर्चा के दौरान CMD BSNL ने डायरेक्ट रिक्रूट एम्प्लॉईज के सुपरएन्युएशन बेनिफिट्स में मैनेजमेंट के कॉन्ट्रिब्यूशन की वृद्धि हेतु सहमति दी थी। यह तय हुआ था कि 3% कॉन्ट्रिब्यूशन वित्तीय वर्ष के अंत तक और शेष रहे हिस्से की वृद्धि आगामी वित्तीय वर्ष में की जाएगी। किन्तु यह वादा अभी तक पूर्ण नही हो सका है। इसीलिए AUAB ने CMD BSNL को उनके द्वारा दिए गए आश्वासन को पूर्ण करने की मांग करते हुए पत्र लिखा है।

बीएसएनएल प्रबंधन द्वारा फरवरी 2019 में हुई 3 दिवसीय हड़ताल में शामिल होने के लिए कुछ लीडर्स को FR 17A के तहत ब्रेक इन सर्विस करने हेतु नोटिस दिए गए हैं। AUAB इन नोटिस की वापसी हेतु पूर्व में मांग कर चुकी है, क्योंकि FR 17A, BSNL CDA रूल्स में नही है। AUAB ने इस के शीघ्र निदान हेतु पुनः एक बार CMD BSNL को पत्र लिखा है।
The United States, which claims itself to be the champion of democracy and human rights, is trying to topple the democratically elected government of Venezuela, by hook and crook. It's whole intention is to install a puppet government in Venezuela, so that the US multinational companies can loot the enormous oil reserves of that country. The World Federation of Trade Unions (WFTU) and the Trade Union International (TUI) of Transports and Communications, have called on the working class to protest against the US interventions in Venezuela. The Tamil Nadu circle union of BSNLEU has taken decision in it's recently held circle executive committee meeting, to organise conventions in four places, against the US interventions in Venezuela. The convention at Chennai will be held on 17-06-2019, together with the Chennai Telephones circle union. Com.G.Ramakrishnan, Member, Politburo of the CPI(M) and Com.P.Abhimanyu,GS, will be addressing this convention. The other conventions will be held at Coimbatore, Madurai and Nagercoil. CHQ heartily congratulates the Tamil Nadu circle union, for taking this initiative.

16वीं लोकसभा की पार्लियामेंट्री कमिटी ऑन पब्लिक अंडरटेकिंग्ज की रिपोर्ट DPE द्वारा जारी कर दी गई है। रिपोर्ट राज्यसभा और लोकसभा में 20.12.2018 को प्रस्तुत की गई थी। रिपोर्ट स्पष्ट रूप से यह दर्शाती है कि BSNL और MTNL रणनीतिक PSUs है। रिपोर्ट में खासतौर से इस बात का उल्लेख है कि मोबाइल सेगमेंट में BSNL का 2002 में प्रवेश हुआ था और इसकी टैरिफ कम करने और उपभोक्ताओं के हित में मार्किट फोर्सेस को संतुलित करने में महत्वपूर्ण भूमिका रही है। रिपोर्ट में यह भी कहा गया है कि BSNL और MTNL कलह और संघर्षपूर्ण क्षेत्र में सुरक्षा से जुड़ी जरूरतों को भी पूर्ण करते हैं। निःसंदेह, इस रिपोर्ट से BSNL के शीघ्र रिवाइवल के लिए सरकार के हस्तक्षेप की मांग हेतु हमारे द्वारा किए जा रहे प्रयासों को बल मिलेगा।
The report of the Committee on Public Undertakings of the 16th Lok Sabha, has been released by the DPE. The report was presented to the Lok Sabha and the Rajya Sabha on 20-12-2018. The report categorically says that BSNL and MTNL are strategic PSUs. Very importantly, the report says that, BSNL, entered the mobile segment only in 2002, but helped in the reduction of tariffs, and thus play a key role in balancing market forces in the interest of consumer. The report also says that BSNL and MTNL serve security needs in areas of strife and conflict. Certainly, this report strengthens our hands to seek the government’s intervention for an early revival of BSNL.
Praful Patel was the Civil Aviation Minister during the UPA Rule. Many questionable decisions were taken during his tenure, including the merger of Air India and Indian Airlines, which have led to the down fall of the Air India. Air India is a loss making company today, and the government has decided to privatise it. Complaints are there that Rs.272 crore was taken as bribe, to reallocate very profitable international routes to foreign airways companies, viz., Emirates, Air Arabia and Qatar Airways. Further, the decision to buy 111 aircraft’s in one go, for Air India, for Rs.70,000 crore is also being questioned.

कॉर्पोरेट ऑफिस ने आगामी टेलीकॉम टेक्नीशियन LICE में शामिल होने वाले आंतरिक उम्मीदवारों से परीक्षा शुल्क लेने का निर्णय लिया है। सामान्य व ओबीसी उम्मीदवारों से रु 500/- और SC/ST उम्मीदवारों से रु 250/- फीस निर्धारित की गई है। BSNLEU ने आंतरिक उम्मीदवारों से इस तरह फीस वसूली का विरोध किया है और CMD BSNL को इस संबंध में पत्र लिखा है। 2017 में सम्पन्न परीक्षा में भी प्रबंधन ने सामान्य व ओबीसी उम्मीदवारों से रु 750/- और SC/ST उम्मीदवारों से रु 500/- फीस लेने का निर्णय लिया था। किन्तु BSNLEU के विरोध की वजह से यह निर्णय वापस ले लिया गया था।
The Tamil Nadu circle union of BSNLEU, organised an impressive seminar at Coimbatore on 1st June, 2019. The topic of the seminar was, “Our tasks in the changed scenario”. A large number of comrades attended this seminar from Coimbatore, Erode and Nilgiris districts. Com.S.Chellappa, circle president & AGS, presided over the seminar. Com.Babu Radhakrishnan, circle secretary, welcomed everyone. Com.P. Abhimanyu, GS, addressed this seminar and spoke in detail about the results of the Parliament elections, as well as on the strategy to be adopted by the unions and associations of BSNL, in the present scenario. The General Secretary expressed the confidence that the united trade union movement of BSNL will overcome the hurdles in the settlement of the issues of the employees, as well as the revival of BSNL. The seminar came to an end with a positive note.
Shri Ravi Shankar Prasad, an eminent lawyer and a seasoned politician, has once again taken over as the Hon’ble Minister of Communications. He had held the portfolio of Communications earlier also, from 2014, till Shri Manoj Sinha succeeded him. Shri Ravi Shankar Prasad was the first Communications Minister, who showed the courage to take on the private companies, on the call drop issue. Being a senior leader of the ruling BJP, Shri Ravi Shankar Prasad is known for boldly implementing his decisions. We hope that the Hon’ble Minister will certainly overcome the present roadblocks being created by the bureaucrats sitting in the DoT, in the matter of revival of BSNL. श्री रवि शंकर प्रसाद, एक प्रतिष्ठित अधिवक्ता और मंजे हुए राजनेता, ने एक बार पुनः माननीय संचार मंत्री के रूप में पदभार ग्रहण किया है। श्री मनोज सिन्हा के पदभार ग्रहण करने तक, 2014 से संचार का यह पद उनके पास पूर्व में भी था। श्री रवि शंकर प्रसाद, कॉल ड्राप के मुद्दे पर निजी कंपनियों को आड़े हाथों लेने का साहस प्रदर्शित करने वाले प्रथम संचार मंत्री थे। सत्ताधारी बीजेपी के वरिष्ठ लीडर होने के नाते श्री रवि शंकर प्रसाद, अपने निर्णयों का निर्भीकता पूर्वक क्रियान्वयन करने के लिए जाने जाते हैं। हमें उम्मीद है कि माननीय मंत्री महोदय बीएसएनएल के रिवाइवल के प्रकरण में DoT में बैठे नौकरशाहों द्वारा निर्मित अवरोधों को दूर करने में सफल होंगे। BSNLEU, श्री रवि शंकर प्रसाद का अभिनंदन करते हुए आश्वासित करती है कि बीएसएनएल के रिवाइवल हेतु वह पूर्णरूपेण सहयोग करेगी।
It is a well known fact that the US imperialism is taking all out efforts to overthrow the elected government in Venezuela. The US imperialism has already imposed sanctions on Venezuela, to cripple it’s economy. The US has ordered that no country should import oil from Venezuela. Billions of dollars are being pumped into Venezuela, by the US imperialism, to oust Maduro, who is the democratically elected president of Venezuela. The whole game plan of the US imperialism is to topple the elected government of Venezuela, and to install it’s puppet government in that country, so as to loot the huge oil reserves that Venezuela is having. The World Federation of Trade Unions (WFTU) and the Trade Union International (TUI Transports & Communications) have raised their voices against the blatant aggression of the US imperialism on Venezuela. The leaders of the TUI Transports & Communications, belonging to France, Britain, Russia, Turkey, etc., have gone to Venezuela now, to express their solidarity to the people of Venezuela, and against the aggression of US imperialism in that country. BSNLEU heartily congratulates all the leaders of the TUI Transports & Communications, who are participating in this programme and shares their spirit of solidarity with Venezuela.

Wages of the contract workers is not paid for the past 4 months. Struggles are being organised in many circles, demanding immediate payment of the wage arrears. Together with the BSNLCCWF, BSNLEU is also fighting in many circles, demanding immediate payment of wage arrears to the contract workers. In this regard, the Kerala circle union of BSNLEU, as per the decision taken in it's circle executive committee meeting, has organised very successful dharnas in all the districts, on 29-05-2019, demanding immediate payment of wages to the contract workers. CHQ heartily congratulates the Kerala circle union of BSNLEU, for fighting for the cause of the contract workers.
The two day circle executive committee meeting of BSNLEU started at Coimbatore today. The National Flag was hoisted by Com. A.Md.Jaffer, Coimbatore District President. The Union Flag was hoisted by Com.R.Meyyappan Christopher, Assistant Circle Secretay. Com.S.Chellappa, circle president, is presiding over the meeting. Com.Babu Radhakrishnan, circle secretary, welcomed everyone and presented his report on activities. Com.P.Abhimanyu,GS, inaugurated the meeting. In his speech, the General Secretary spoke in detail about the present status of various issues, viz. revival of BSNL, Wage Revision, Pension Revision and other demands of the AUAB, issues of the contract workers, etc. The General Secretary was felicitated in the meeting, for his election to the post of the Convenor of the Communications Sector of the WFTU- TUI. Thereafter, the Subjects Committee started and members of the executive committee are participating in it.
The yearlong celebrations, marking the 50th anniversary of the foundation of CITU, started enthusiastically at New Delhi yesterday the 30-05-2019. The programme was held in the Mavlankar Hall. It was addressed by Com.Tapan Sen, General Secretary, Com.K.Hemalata, President, Com.A.K.Padmanabhan, Vice-President, Com.Hanan Mollah, General Secretary, All India Kisan Sabha, Com.Swadesh Dev Roye, Secretary and others. BSNLEU conveys it's revolutionary greetings to CITU, which has completed 50 years of it’s existence, and has stepped into the 51st year today. CITU was started on 30th May, 1970. Throughout these 50 years, CITU has remained in the forefront of the struggles against exploitation of man by man. CITU is remaining as the spearhead of struggles against the anti-worker and the pro-corporate policies of the government. CITU has always been the friend, philosopher and guide of BSNLEU. The mighty organisation has started it’s year long celebrations, marking the 50th anniversary of it’s foundation. On this occasion, BSNLEU conveys it’s revolutionary greetings to all the leaders and comrades of CITU.
Wages of the contract workers is not paid for the past 4 months, throughout the country. Due to the intervention of BSNLEU, a small amount was released recently by the Corporate Office, for payment of the wages of the contract workers engaged for House Keeping. However, the workers engaged in repairs and maintenance works are left high and dry. Under these circumstances, contract workers are going on struggles in many parts of the country. Consequent to these struggles, the repairs and maintenance works are affected. The New Indian Express dated 29-05-2019, has reported about the strike of the contract workers going on in Berhampur district in, Odisha circle. Com.J.Kameshwar Rao, District Secretary, BSNLEU, Berhampur, has told the media that the contract workers are on strike, since wages are not paid to them for the past 4 months and that the EPF contribution of the workers is also not being remitted.
In the Exploratory Meeting held yesterday, in connection with the 8th Membership Verification, the Management has given a tentative time table. According to this the Membership Verification is to be completed by mid September. Hence, as per our practice, the CHQ intends to hold an Extended Central Executive Committee Meeting. Apart from the Central Office bearers and Circle Secretaries, the District Secretaries will also be participating in this Extended CEC meeting. Any circle union which is willing to host this Extended CEC meeting may kindly intimate the same to the CHQ immediately. Final decision, in respect of the dates and venue will be finalised by the All India Centre.
