Com.K.S.Sheshadri, CS, NFTE, presided over the meeting. Com.C.K.Gundanna, CS,BSNLEU, welcomed all. Com.P.Abhimanyu,GS,BSNLEU, com.Gopalakrishnan, Secretary,NFTE, com.Panduranga Naik, Jt. Secretary,SNEA, com. Srinivasa Reddy, AGS, AIBSNLEA, com.T.Jagdish, SEWA BSNL, com.Sridhara Babu, Jt.Secretary, AIGETOA, com.Pattaiah, AGS, FNTO, com.Mallikarjun, President, BSNL MS, and com.Mohan, CS,ATM addressed the meeting and explained the demands. The leaders urged upon the employees to massively participate in the two day strike, and also to get ready for an indefinite strike, in case the issues remain unsettled.
In a bid to meet competition from private telecom operators, BSNL launched mobile TV service called 'Ditto TV' and also limited 'Fixed Mobile Telephony' yesterday. FMT is an app that virtually turns mobiles into cordless phone working in sync with landlines within home premises.
The NITI Aayog has recommended disinvestment / privatisation of 11 Public Sector Companies including BHEL, MTNL, Ashok Hotel, etc. Media reports also say that, the NITI Aayog is considering disinvestment through the strategic sale route, of 50 Public Sector companies. As regards BSNL, today’s Times of India says as follows:-
“Surprisingly, NITI Aayog has not given any roadmap for BSNL, that reported loss of around Rs. 4,800 crore in 2016-17.”
Since the Non-Executives and Executives of BSNL are continuously conducting militant struggles against disinvestment / privatisation of BSNL, under the leadership of the AUAB, the NITI Aayog is reluctant to touch BSNL. However, if our struggles stop, then the day of BSNL’s privatisation will also come. Hence comrades, let us mobilise each and every Non-Executive and Executive of BSNL, in to the struggles called on by the AUAB.
The two day Central Executive Committee meeting of BSNLEU is to be held on 22nd and 23rd October, 2018, at ALTTC, Ghaziabad. The UP(West) circle union, which is hosting the meeting, is taking all out efforts to make the programme successful. The meeting will discuss important issues such as, developments related to 3rd wage revision, non-implementation of the assurances given by the Hon'ble MoS(C), 2 day General Strike to be held on 8th and 9th January, 2019, agitational call of the AUAB, revival of BSNL,etc. As usual, only CEC members will be allowed to attend the CEC meeting. It is learnt that IDA increase from 1st January 2019 will be 3.2%. Together with this, the total IDA will be 138.8% (135.6%+3.2%), w.e.f.01.01.2019.
The salary for the month of February, 2019, is not yet paid. BSNL Management says, "We have no money". To tackle the problem, BSNL needs to take bank loan. But, the DoT refuses to allow BSNL to take bank loans, for meeting operational expenses, ie., for payment of salary, etc. Compared to private companies, BSNL's debt is very small. Then, why the DoT is not allowing BSNL to avail bank loans? why the BSNL employees are being made to suffer, without payment of salary? The game plan of the government is very clear! It is a conspiracy to create panic among employees, to force them to go on VRS. Already, media reports have said that, the BSNL Management and the DoT are seriously considering a VRS proposal, for BSNL employees. So, all conspiracies are being hatched, to force the employees to go on VRS in a large scale. The government wants to reduce the strength of the employees drastically. If less number of employees are there, it will be easier for the government to sell BSNL to some corporates in future. Let us understand the game plan of the government. Let us unitedly fight to defeat the conspiracies of the government.
A National Convention of workers was held at New Delhi today. It was called on by the Central Trade Unions and Industrial Federations and Unions. The Convention was held near the Parliament Street Police Station. BSNLEU participated in the Convention by mobilising our comrades from Punjab, Rajasthan, Haryana, UP(West), UP(East), NTR and Corporate Office. The Convention was addressed by Com.Ashok Singh (INTUC), Com.Tapan Sen, GS, CITU, Com.Amarjit Kaur, GS, AITUC and many others. All the speakers addressed effectively, exposing the pro-corporate and anti-worker policies of the Narendra Modi government. The Convention unanimously decided to organise a country wide General Strike on 08th January, 2020.
Clarifying on rumours around Voluntary Retirement Scheme for government employees, the Central government today said there is no such proposal. In a written reply to a question in Rajya Sabha today, Union Minister of State (Independent Charge) for Personnel, Public Grievances & Pensions, Jitendra Singh said, “There is no such proposal of Golden Voluntary Retirement Scheme under consideration of the Government.”
Singh also clarified that there is no proposal in the Government to reduce the retirement age of Government employees below 60 years. Earlier on December 5 also, Singh had told Rajya Sabha, “There is no proposal to reduce retirement age of Government official below 60 years.” The government’s response had come on a question whether it was considering to retire government officials either at the age of 60 years or after completing 33 years of service.

As per the decision taken in the AUAB meeting held online 06.07.2020, a memorandum is to be submitted to all the members of the Parliament, urging upon them to intervene for the early roll out of BSNL’s 4G service as well as to ensure the expeditious revival of the Company. This is a very important task, since the support of the members of the Parliament will go in a big way to ensure the revival of BSNL. Hence, all circle and district secretaries are requested to take prompt steps, in coordination with the other constituents of the AUAB, for the early submission of the memorandum to the MPs of their respective constituencies. A copy of the memorandum is enclosed herewith.
BSNLEU has been demanding relaxation to be given to the candidates who appeared in the JE LICE, held on 28.01.2018. This demand was raised because, only 111 candidates got qualified in the exam, out of the total 1,800 candidates appeared in it. It is also relevant to state that the number of total vacancies is 9,185. Because of online exam and high standard of the questions, only very few candidates passed the exam. Hence, BSNLEU is seriously trying to get relaxation, at par with the relaxation given to the candidates of the DR TTA of 2008 exam. This issue was seriously taken up in BSNLEU’s meeting with CMD BSNL, held on 10.07.2018. The CMD BSNL assured that appropriate action would be taken. This issue was discussed with Ms. Samita Luthra, GM (Rectt.), by Com. P. Abhimanyu, GS, Com. Swapan Chakraborty, Dy.GS and Com. S. Chellappa, AGS, today. The GM(Rectt.) replied that the demand of BSNLEU for giving relaxation is being seriously looked into by the Management, and that a decision on the issue would be taken soon. BSNLEU will continue to persue this issue.
In yesterday's website updating, we have explained how the tariff war started by Reliance Jio has seriously affected BSNL's financial condition. Further, citing the views of industry experts, we have also stated that the ongoing tariff war will come to an end by around March, 2019. Thereafter, call and data tariffs will start rising, as a result of which revenue collections of telecom companies, including BSNL will also start improving. As a result of this, BSNL will start coming out of the present crisis. Our views are based on the assessment of telecom industry experts. In this connection, we reproduce hereunder, statements of some industry experts, published in the ET Telecom, dated 14-10-2018.
The turmoil in the telecom sector seems to be easing with prices remaining largely stable for the past three quarters and some industry executives and experts seeing tariffs edging up in the next two quarters. That could end more than two years of rock bottom prices for Indian telecom consumers.
“The days of freebies for mobile consumers may be finally coming to an end as the high cost of money is definitely hurting telcos and putting pressure, particularly on the incumbents, which should lead to some tariff hikes in the next two quarters,” Sanjiv Bhasin, executive vice-president, markets and corporate affairs, IIFL, told ET.
The lack of tariff cuts for several months suggests “Jio could remove discounts and promotions going forward, which will likely be adopted by incumbents,” said Nitin Soni, director, corporates, at global rating agency Fitch.

कल 11.00 am पर BSNL MS के कार्यालय में AUAB की आकस्मिक मीटिंग होगी। कर्मचारियों को माह फरवरी 2019 का वेतन नही दिए जाने के लिए बीएसएनएल कॉर्पोरेट मैनेजमेंट और DoT जिम्मेदार है। कर्मचारियों द्वारा किए गए बेहद कड़े विरोध के बावजूद अभी तक कॉर्पोरेट मैनेजमेंट ने कर्मचारियों को वेतन देने हेतु कोई प्रयास नही किए हैं । यह उदासीनता स्वीकार योग्य नही है। इस के अलावा कॉर्पोरेट मैनेजमेंट ने एग्जीक्यूटिव एसोसिएशन के लीडर्स को 3 दिवसीय हड़ताल आयोजित करने में उनकी भूमिका के लिए शो कॉज नोटिस देना शुरू कर दिया है। मैनेजमेंट ने यह भी सूचित किया है कि 3 दिवसीय हड़ताल में शामिल होने के लिए ब्रेक इन सर्विस की कार्यवाही की जाएगी। कल AUAB की मीटिंग होने जा रही है, मीटिंग में इन सभी मुद्दों पर चर्चा की जाएगी और आगामी कार्यवाही हेतु रूपरेखा तय करने का निर्णय लिया जाएगा।
In reply to a starred question raised by Shri M. Shanmugam, MP, in the Rajya Sabha yesterday, Shri Ravi Shankar Prasad, Hon’ble Minister of Communications has stated that Pension Revision of BSNL retirees would be implemented only when the Pay Revision of the serving employees takes place. The Hon’ble Minister has further stated that due to poor financial condition of BSNL, the government had not agreed to the demand of Pay Revision of the BSNL employees.
