बीएसएनएल प्रबंधन नोन एक्ज़ीक्यूटिव्स की हर मांग को कंपनी के "अत्यंत वित्तीय संकट" का हवाला देकर खारिज कर देता है। वहीं प्रबंधन एक्ज़ीक्यूटिव्स की मांगों पर उदारतापूर्वक विचार करने में संकोच नहीं करता। कंपनी का "अत्यंत वित्तीय संकट" भी प्रबंधन के लिए एक्ज़ीक्यूटिव्स की मांगों को पूरा करने में आड़े नहीं आता। निश्चित रूप से यह बीएसएनएल प्रबंधन नोन एक्ज़ीक्यूटिव्स के साथ सौतेला व्यवहार कर रहा है। कुछ दिन पहले ही कॉर्पोरेट कार्यालय ने आदेश जारी कर एक्ज़ीक्यूटिव्स द्वारा मोबाइल हैंडसेट खरीदने पर प्रतिपूर्ति राशि में भारी वृद्धि की है। नोन एक्ज़ीक्यूटिव्स खासकर जेई, जेटीओ के समान ही कार्य कर रहे हैं। इसके अलावा, सीनियर टीओए, टीटी और एटीटी भी मार्केटिंग गतिविधियों में मोबाइल फोन का बड़े पैमाने पर उपयोग करते हैं। सभी नोन एक्ज़ीक्यूटिव्स अपने वरिष्ठ अधिकारियों द्वारा प्रभावी संचार के लिए चलाए जा रहे व्हाट्सएप ग्रुप में शामिल हैं। हालांकि, प्रबंधन ने नोन एक्ज़ीक्यूटिव्स को मोबाइल हैंडसेट उपलब्ध कराने की सुविधा नहीं दी है। इसलिए, BSNLEU ने आज सीएमडी बीएसएनएल को पत्र लिखकर मांग की है कि नोन एक्ज़ीक्यूटिव्स को भी मोबाइल हैंडसेट की लागत की प्रतिपूर्ति की सुविधा दी जानी चाहिए। 

BSNLEU has written letter to Shri Ashwini Vaishnaw, Hon'ble Minister for Communications, demanding the immediate intervention of the government, for enabling BSNL to launch its 4G service by utilising Vodafone Idea's network. BSNLEU has suggested this via media to stop the massive exodus of customers from BSNL. This letter of BSNLEU has received wide coverage in the mainstream newspapers. Following the ET Telecom and Financial Express papers, The Hindu newspaper has prominently covered BSNLEU's letter today. We reproduce the reporting by The Hindu.

’द हिंदू’ अखबार ने संचार मंत्री श्री अश्विनी वैष्णव को लिखे BSNLEU के पत्र को प्रमुखता से प्रकाशित किया है। 

BSNLEU ने संचार मंत्री श्री अश्विनी वैष्णव को पत्र लिखकर सरकार से तत्काल हस्तक्षेप करने की मांग की है, ताकि बीएसएनएल वोडाफोन आइडिया के नेटवर्क का उपयोग करके अपनी 4G सेवा शुरू कर सके। BSNLEU ने बीएसएनएल से ग्राहकों के बड़े पैमाने पर पलायन को रोकने के लिए मीडिया के माध्यम से यह सुझाव दिया है। BSNLEU के इस पत्र को मुख्यधारा के अखबारों में व्यापक कवरेज मिली है। ईटी टेलीकॉम और फाइनेंशियल एक्सप्रेस के अखबारों के बाद, ‘द हिंदू’ अखबार ने आज BSNLEU के पत्र को प्रमुखता से कवर किया है। हमने ‘द हिंदू’ की रिपोर्टिंग को पुन: प्रस्तुत किया हैं।

On 04-05-2024, BSNLEU has written a letter to The Hon'ble Minister of Communications, expressing it's serious concern over the inordinate delay in the commissioning of 4G network by the TCS and the massive exodus of customers from BSNL, due to the non-availability of 4G / 5G service. BSNL has also highlighted that 1.8 crore customers had left BSNL in the financial year ended March, 2024. BSNL has urged upon the Hon'ble Minister to take urgent steps to enable BSNL to provide 4G service by utilising Vodafone Idea's network. This letter has received wide coverage in the National newspapers. The Financial Express and the ET Telecom have prominently published BSNLEU's letter. 04-05-2024 को BSNLEU ने माननीय संचार मंत्री को एक पत्र लिखा है, जिसमें टीसीएस द्वारा 4G नेटवर्क चालू करने में अत्यधिक देरी और 4G/5G सेवा की अनुपलब्धता के कारण बीएसएनएल से ग्राहकों के बड़े पैमाने पर पलायन पर अपनी गंभीर चिंता व्यक्त की गई है। बीएसएनएल ने यह भी उजागर किया है कि मार्च, 2024 को समाप्त वित्तीय वर्ष में 1.8 करोड़ ग्राहक बीएसएनएल छोड़ चुके हैं। बीएसएनएल ने माननीय मंत्री से वोडाफोन आइडिया के नेटवर्क का उपयोग करके बीएसएनएल को 4जी सेवा प्रदान करने में सक्षम बनाने के लिए तत्काल कदम उठाने का आग्रह किया है। इस पत्र को राष्ट्रीय समाचार पत्रों में व्यापक कवरेज मिला है। फाइनेंशियल एक्सप्रेस और ईटी टेलीकॉम ने BSNLEU के पत्र को प्रमुखता से प्रकाशित किया है। हम यहां उपर्युक्त समाचार पत्रों के प्रकाशन को पुन: प्रस्तुत कर रहे हैं।

The commissioning of BSNL's 4G network is getting horribly delayed. As a result of this, customers are leaving BSNL massively. BSNLEU is continuously writing letters to the Hon'ble Minister of Communications and to the BSNL Management, highlighting the massive exodus of customers from BSNL, due to the non-availability of 4G / 5G service. BSNLEU had already requested the government to permit BSNL to utilise Vodafone Idea's network temporarily, for providing 4G service to it's customers. However, it is unfortunate that, the government has not taken any action. On 16-04-2024, BSNLEU has organised nationwide demonstrations, demanding government's immediate intervention on this matter. The New Indian Express dated 04-05-2024 has reported that, totally 1.8 crore customers have left BSNL in the financial year ended March, 2024. The newspaper report also says that, 23 lakh customers have left BSNL in the month of March, 2024 alone. Under this circumstance, BSNLEU has once again written letter to Shri Ashwini Vaishnaw, Hon'ble Minister of Communications today, demanding the prompt intervention of the government, to enable BSNL to immediately provide 4G service to it's customers. एक साल में 1.8 करोड़ ग्राहकों ने बीएसएनएल छोड़ा - बीएसएनएलईयू ने एकबार फिर माननीय संचार मंत्री को पत्र लिखकर तुरंत हस्तक्षेप की मांग की है।

बीएसएनएल के 4जी नेटवर्क के चालू होने में काफी देरी हो रही है। इसके परिणामस्वरूप बड़े पैमाने पर ग्राहक बीएसएनएल छोड़ रहे हैं। बीएसएनएलईयू माननीय संचार मंत्री और बीएसएनएल प्रबंधन को लगातार पत्र लिख रहा है, जिसमें 4जी/5जी सेवा की अनुपलब्धता के कारण बीएसएनएल से ग्राहकों के बड़े पैमाने पर  ग्राहक बीएसएनएल छोड़ रहे हैं.  बीएसएनएलईयू ने पहले ही सरकार से अनुरोध किया था कि वह अपने ग्राहकों को 4जी सेवा प्रदान करने के लिए बीएसएनएल को अस्थायी रूप से वोडाफोन आइडिया के नेटवर्क का उपयोग करने की अनुमति दे।  हालाँकि, यह दुर्भाग्यपूर्ण है कि, सरकार ने कोई कार्रवाई नहीं की है। बीएसएनएलईयू ने इस मामले पर सरकार से तुरंत हस्तक्षेप की मांग करते हुए 16-04-2024 को   देशव्यापी प्रदर्शन का आयोजन किया है। द न्यू इंडियन एक्सप्रेस दिनांक 04-05-2024 ने रिपोर्ट दी है कि, मार्च, 2024 को समाप्त वित्तीय वर्ष में कुल 1.8 करोड़ ग्राहकों ने बीएसएनएल छोड़ दिया है। अखबार की रिपोर्ट यह भी कहती है कि, मार्च, 2024 के महीने में 23 लाख ग्राहकों ने बीएसएनएल छोड़ दिया है। इस परिस्थिति में, बीएसएनएलईयू ने आज एक बार फिर माननीय संचार मंत्री श्री अश्विनी वैष्णव को पत्र लिखकर सरकार से शीघ्र हस्तक्षेप की मांग की है, ताकि बीएसएनएल अपने ग्राहकों को तुरंत 4जी सेवा प्रदान कर सके। हमारे साथियों की जानकारी के लिए पत्र की प्रति संलग्न है।

BSNLEU conveys it's revolutionary May Day greetings to all the comrades. On this day, we pay our respectful homage to the May Day martyrs, who sacrificed their lives in the struggle against exploitation and for achieving 8 hours' working day. We vow to carry forward the fight against all sorts of exploitations, in the path shown by the May Day martyrs.

Meeting for renewal of BSNL Health Insurance was held yesterday the 29.04.2024, under the chairmanship of Shri Sanjeev Thyagi, PGM (Admin). Smt. Anita Johri, PGM(SR), Shri S.P.Singh PGM(Estt) and Shri Rajeev Sharma, DGM (Admin) were present in the meeting. Com.John Varghese, Acting General Secretary, Com.C.K. Gundanna, AGS and Com.Ashwin Kumar, Org. Secretary (CHQ) represented BSNLEU. It was noted that the renewal quote provided by M/s. Oriental Insurance was considerably high, and as a result, it was unanimously decided to reject the new rates.

BSNLEU demanded detailed information on the total outgo for each category of renewal and the total claims in each category, amount-wise. It was proposed to solicit quotes from other four PSU insurance companies and the top six private insurance companies also.

Furthermore, BSNLEU suggested that BSNL should contribute a certain percentage towards the renewal of premium, considering the significant savings of over 20 crores each year on BSNL MRS for the past two years. Figures Provided by M/s. Oriental Insurance Company are as follows:

It was noted that the amount for remaining days are approximately Rs.10,30,351/-.

The CHQ of BSNLEU calls upon the circle and district unions to observe this year’s May Day by hoisting the Union flag, participating in rallies and organising seminars and special meetings. We shall pay homage to the May Day martyrs, who laid down their lives in Chicago in 1886, fighting to achieve the demand of 8 hours’ work, 8 hours' recreation and 8 hours' sleep. On one side, the capitalists class is trying to increase the working hours. It is in this background that, Shri Narayana Murthy, co-founder of the Infosys, has told that the Indian youth should work for 70 hours a week. On the other side, the World Federation of Trade Unions (WFTU), of which BSNLEU is an affiliate, has raised the demand for 35 hours’ work in a week. Militant struggles of the working class have taken place in the recent months in all the developed capitalist nations like the UK, Germany, France, the US, etc., on the demands of  wage increase and reducing the workload. All these issues need to be highlighted in our slogans, meetings, rallies, etc., to be organised in this year’s May Day. Circle and district unions of BSNLEU are requested to effectively organise this year’s May Day activities and send the reports and photos to the CHQ.

As is known to all the employees, the revised rate of IDA has not been paid w.e.f. 01.04.2024. This is because, the Labour Bureau, which releases the All India Consumer Price Index (Industrial Workers) figures, has not released the same for the month of March, 2024. Hence, the DPE has not announced the revised IDA rates w.e.f. 01.04.2024. Such a delay has never been witnessed before. In view of this, BSNLEU has written a letter to the Secretary, Ministry of Labour, today, demanding to immediately intervene in this matter and to take appropriate action.  

The Voluntary Group Health Insurance Scheme for BSNL employees, implemented in tie-up with M/s Oriental Insurance Company, is expiring on 31-05-2024. This insurance scheme has to be renewed w.e.f. 01-06-2024, for which the fresh MoU has to be signed between BSNL Management and the insurance company. The Admin Branch of the Corporate Office has taken the initiative for the renewal of the MoU. In this connection, a meeting is being held in the Corporate Office on 29-04-2024. Recognised unions and associations are invited for this meeting. BSNLEU will participate in this meeting.

In continuation of the Wage Negotiating Committee meeting held on 22-03-2024, BSNLEU has submitted live cases of stagnation that will occur in the new pay scales proposed by the Management Side. Thereafter, BSNLEU has also met Shri S.P.Singh, Sr.GM(Estt.) and discussed about the cases of stagnation. Yesterday, Com.Animesh Mitra, President and Com. John Verghese, Acting General Secretary met Shri R.K. Goyal, Chairman of the Wage Negotiating Committee in this connection. They informed the Chairman about the live cases already submitted by BSNLEU and requested for an early meeting of the Wage Negotiating Committee. The leaders also insisted to consider revision of HRA, together with the revision of pay scales.

BSNLEU has provided the management with a worksheet detailing specific examples of stagnation cases. Today, a discussion was held with Sr. GM (Estt.) on the same subject. Union representatives explained the details of the stagnation cases. During the discussion, Sr. GM (Estt.) assured that necessary action will be taken with care to study each case, and a report on the subject will be submitted to the Wage Negotiation Committee. We propose the following corrections to the draft minutes of the Joint Committee on Wage Revision meeting held on 22-03-2024:

In Para 2.1 regarding the stagnation issue, we request the removal of certain wording as the Management Side did not propose any such precondition in the meeting, ".......if staff side is ready to sign agreement".

In Para 2.2 concerning allowances, we suggest inserting a statement regarding the Staff Side's demand for the revision of HRA and the Management Side's assurance to look into it.

A letter regarding this matter has been written to the PGM (SR).

During the formal meeting with Director (HR), BSNLEU raised concerns about the JTO (LICE) exams in Punjab circle and expressed dissatisfaction with the management's decision to cancel the exam results. Additionally, the union proposed creating supernumerary posts to accommodate qualified candidates in Punjab circle. While Director (HR) assured to address the issue, a month has passed without progress. Comrades Animesh Mitra, President, and John Verghese, Acting General Secretary, met with PGM (SR) and Sr. GM (Estt.) to convey the sentiments of Punjab circle. BSNLEU will continue advocating for resolution with the management.
