Message from AUAB meeting held on 19.02.2026 – circle secretaries are requested to take appropriate action.

Emergent meeting of the General Secretaries and representative of the all Unions and Associations in BSNL was held at SNEA office at Eastern Court, Corporate Office, Janpath New Delhi on 19/02/2026 at 1100 hrs. Com. C. Singh, Chairman, presided over the meeting. Com.Animesh Mitra, Convener, narrated agenda for the discussion and highlighted the main issues on which decision should be taken. After detailed discussions by the General Secretaries represented of BSNLEU, NFTE, SNEA, AIGETOA, SEWA, BTEU, AIBSNLEA and DEWAB the following decisions were taken in the meeting.

Submitting memorandum to the MPs on Wage Revision issue.

The Wage Revision agreement has been approved by the BSNL Board of Directors and sent for the approval of the government. Now, the Union Cabinet has to take decision for granting relaxation to BSNL from the Affordability Clause of the 3rd PRC. In the last meeting of the unions and associations, it has been decided to submit memorandum to all the MPs, seeking their help for the relaxation of the Affordability Clause. A copy of the memorandum to be submitted to the MPs is enclosed herewith. All circle and district unions of BSNLEU are requested to coordinate with other unions and associations and to submit the memorandum to each and every MP. It may be kept in mind that the next session of the Parliament is going to commence on 09th March, 2026. Hence, it is requested that immediate steps may be taken for submitting to the memorandum to the MPs.

Com. M. Vijayakumar, President, BSNLEU, retires from service on 28-02-2026.

Com. M. Vijayakumar, All India President and Circle Secretary of BSNLEU, is retiring from service on 28-02-2026 after completing 40 years of dedicated service. A committed trade union leader from the days of NFPTE to BSNLEU, he has served the organisation in various capacities, including Branch Secretary, District Secretary, Circle Office Bearer and All India President. He began his trade union journey in 1988 as Branch Secretary at the Coonoor TDE Office. Later, he became the Circle Secretary of BSNLEU, Kerala Circle and also served as an office bearer at CHQ. At the Coimbatore Conference, he was elected as the All India President of BSNLEU. He played a vital role as a member of the Wage Negotiation Committee in finalising the agreement with the Management. In addition to his trade union activities, he has also proven his talent in the cultural sphere by winning awards in national-level drama competitions. He has led many struggles for workers’ rights and made significant contributions at the branch, district, circle and national levels. The CHQ of BSNLEU extends its hearty greetings and best wishes to Com. M. Vijayakumar on his retirement and wishes him a healthy, happy and active life ahead.

BSNLEU के राष्ट्रीय अध्यक्ष और सर्कल सेक्रेटरी साथी  एम. विजयकुमार 40 साल की समर्पित सेवा पूरी करने के बाद 28-02-2026 को सेवा निवृत्त हो रहे हैं। एनएफपीटीई के दिनों से लेकर BSNLEU तक एक कमिटेड ट्रेड यूनियन लीडर, उन्होंने ब्रांच सेक्रेटरी, डिस्ट्रिक्ट सेक्रेटरी, सर्कल ऑफिस बेयरर और राष्ट्रीय अध्यक्ष समेत अलग-अलग रूप में संगठन की सेवा की है। उन्होंने 1988 में कुन्नूर टीडीई ऑफिस में ब्रांच सेक्रेटरी के तौर पर अपनी ट्रेड यूनियन यात्रा शुरू की थी। बाद में, वे BSNLEU, केरल सर्कल के सर्कल सेक्रेटरी बने और सीएचक्यू  में पदाधिकारी के तौर पर भी काम किया। कोयंबटूर कॉन्फ्रेंस में उन्हें BSNLEU का राष्ट्रीय अध्यक्ष चुना गया। प्रशासन के साथ एग्रीमेंट को फाइनल करने में वेज नेगोशिएशन कमेटी के मेंबर के तौर पर उन्होंने अहम भूमिका निभाई। अपनी ट्रेड यूनियन एक्टिविटीज़ के अलावा, उन्होंने नेशनल लेवल के ड्रामा कॉम्पिटिशन में अवॉर्ड जीतकर कल्चरल फील्ड में भी अपनी प्रतिभा साबित की है। उन्होंने मज़दूरों के अधिकारों के लिए कई संघर्षों का नेतृत्व किया है और ब्रांच, डिस्ट्रिक्ट, सर्कल और नेशनल लेवल पर अहम योगदान दिया है। BSNLEU का सीएचक्यू  साथी  एम. विजयकुमार को उनकी सेवा निवृत्ति पर दिल से बधाई और शुभकामनाएं देता है और उनके आगे के स्वस्थ, खुशहाल और सक्रिय जीवन की कामना करता है।

Strike review to be held in the All India Centre Meeting – proforma should be submitted.

The review of the strike by the circles will be taken up in the All India Centre meeting, which is likely to be held in the first week of March. It has been nearly 15 days since the strike, but a few Circle Unions have still not submitted their strike reports to the CHQ. Some circles have only intimated the number of members who participated in the strike. However, this is not sufficient. The participation figures should be linked with the total membership strength, along with details of the number of meetings organised at the district and branch levels in preparation for the strike. To obtain a clear and comprehensive picture from all circles, a proforma is attached herewith. Circle Secretaries are requested to fill in the proforma and submit it along with the data and figure at the earliest. This will enable the CHQ to effectively review our performance in the strike at the forthcoming All India Centre meeting.

EPF contribution must be paid from the date of joining for officials converted from GPF to EPF – Circle Secretaries to take immediate action.

CHQ has received a number of complaints from various circles stating that, in respect of officials who were converted from GPF to EPF in BSNL, the EPF contributions have been deposited with the EPF authority only from the date of issuance of the order by the Corporate Office. However, the contributions should be remitted from the actual date of joining of the officials in BSNL and not from the date of the conversion order. This issue was discussed in the last Formal Meeting held with the Director (HR) on 18.02.2026 and the Director (HR) assured that appropriate action would be taken upon receipt of individual applications duly forwarded by the concerned Circle Offices. Therefore, CHQ requests the Circle Unions having the same complaints to immediately send the names of the affected officials along with copies of relevant documents, date of joining details, etc., so that the matter can be taken up with the PGM (Estt.) at Corporate Office for further persuasion.

CEC members are requested to take immediate action to make the 7th March National Convention a grand success..

The CEC meeting of BSNLEU held at Mangaluru called for massive mobilisation, particularly from circles near Delhi, to ensure the grand success of the 7th March, 2026 National Convention on BSNL Casual and Contract Workers. On 25.02.2026, an online CEC meeting of BSNLCCWF was held to review the preparations for the Convention. It has been reported that a good number of contract and casual labourers are coming to Delhi to participate in the programme. CEC members of BSNLEU, especially those from circles nearer to Delhi, are once again requested to take special efforts to mobilise BSNLEU members in large numbers and ensure the grand success of the Convention.

Burning issues pending at Corporate Office – BSNLEU meets Shri S.P. Singh, PGM (Estt.), BSNL.

As a follow-up to the meeting held with the Director (HR) on 18.02.2026, Com. Animesh Mitra, GS and Com. P. Abhimanyu, VP, met Shri S.P. Singh, PGM (Estt.), on 25.02.2026 to discuss the burning issues pending at the Corporate Office. The issues highlighted and the feedback received are as follows:-

 

(1)   Perks and Allowances revision.

During the discussion, the PGM (Estt.) informed that the Committee constituted for revision of Perks and Allowances has already proposed certain recommendations. However, the proposal is awaiting clearance from the higher authorities for submission. He further clarified that the revision of HRA does not fall under the purview of this Committee. BSNLEU strongly demanded that all Perks and Allowances, especially those related to Non-Executive cadres, must be brought under the purview of the Committee to ensure comprehensive revision and justice to employees.

 

(2)   Holding of JTO / JE examination and Punjab Circle case.

After detailed deliberations, the PGM (Estt.) agreed to examine the matter and submit a proposal to the higher authorities for settlement of the long-pending JTO promotion case of Punjab Circle. The discussion also covered the need to explore alternative mechanisms to conduct the LICE for restructured cadres in circles where examinations have not been held for a long time.

 

(3)   Discrimination between NEPP and EPP.

The PGM (Estt.) informed that a Committee had already been constituted to examine the issue of discrimination between the Non-Executive Promotion Policy (NEPP) and the Executive Promotion Policy (EPP). However, the Committee has now been reconstituted with the inclusion of new members. He assured that a meeting of the reconstituted Committee will be convened at the earliest to examine the matter in detail. He also requested the Union to submit a comprehensive proposal so that the issue can be examined thoroughly and appropriate recommendations may be made.

18.02.2026 को डायरेक्टर (मानव संसाधन) के साथ हुई मीटिंग के बाद, साथी अनिमेष मित्रा, महासचिव  और साथी पी. अभिमन्यु, उपाध्यक्ष  ने कॉर्पोरेट ऑफिस में पेंडिंग ज्वलंत मुद्दों पर चर्चा करने के लिए 25.02.2026 को श्री एस.पी. सिंह, प्रिंसिपल जनरल मैनेजर  (एस्टा.) से मुलाकात की। जिन मुद्दों पर बात हुई और जो फीडबैक मिला, वे इस तरह हैं : 

 

(1) पर्क्स और अलाउंस में बदलाव।
चर्चा के दौरान, प्रिंसिपल जनरल मैनेजर  (एस्टा.) ने बताया कि पर्क्स और अलाउंस में बदलाव के लिए बनी कमेटी ने पहले ही कुछ सुझाव दिए हैं। हालांकि, प्रस्ताव को जमा करने के लिए हायर अथॉरिटी से मंजूरी का इंतजार है। उन्होंने आगे साफ किया कि HRA में बदलाव इस कमेटी के दायरे में नहीं आता है। BSNLEU ने ज़ोर देकर मांग की कि सभी Perks and Allowances, खासकर नॉन एक्ज़िक्यूटिव्स  कैडर से जुड़े Perks and Allowances, को कमिटी के दायरे में लाया जाना चाहिए ताकि कर्मचारियों को पूरी तरह से बदलाव और न्याय मिल सके।


(2) जेटीओ/ जेई परीक्षा कराना और पंजाब सर्कल का मामला।
विस्तृत विचार-विमर्श के बाद प्रिंसिपल जनरल मैनेजर  (एस्टा.) मामले की जांच करने और पंजाब सर्कल के लंबे समय से रुके हुए जेटीओ प्रमोशन मामले के निपटारे के लिए उच्च अधिकारियों को एक प्रस्ताव देने पर सहमत हुए। चर्चा में उन सर्कल में पुनर्गठित कैडर के लिए LICE कराने के लिए वैकल्पिक तरीकों को खोजने की ज़रूरत पर भी चर्चा हुई, जहां लंबे समय से परीक्षाएं नहीं हुई हैं।


(3) एनईपीपी और ईपीपी के बीच भेदभाव।
प्रिंसिपल जनरल मैनेजर  (एस्टा.) ने बताया कि Non-Executive Promotion Policy (NEPP) और Executive Promotion Policy (EPP) के बीच भेदभाव के मुद्दे की जांच करने के लिए पहले ही एक कमिटी बनाई जा चुकी थी। हालांकि, अब नए सदस्यों को शामिल करके कमिटी को फिर से बनाया गया है। उन्होंने भरोसा दिलाया कि मामले की डिटेल में जांच करने के लिए जल्द से जल्द फिर से बनी कमिटी की मीटिंग बुलाई जाएगी। उन्होंने यूनियन से एक पूरा प्रपोज़ल देने की भी रिक्वेस्ट की ताकि इस मामले की अच्छी तरह से जांच की जा सके और सही सुझाव दिए जा सकें।

Conducting of the 10th Membership Verification – BSNLEU writes to CMD BSNL for immediate intervention.

In response to the Management’s proposal to conduct the 10th Membership Verification, the BSNLEU has already submitted its detailed proposal. However, although the 10th Membership Verification became due in October 2025, the Management has extended the recognition period of unions on two occasions. The issue was deliberated in the last CEC meeting held at Mangaluru. Based on the resolution adopted there, the Union has requested the Management to either grant recognition based on ERP membership data as on 16.07.2025 or to conduct the verification through secret ballot. It is regrettable that, despite the lapse of considerable time, the Management has not initiated any concrete steps for conducting the 10th Membership Verification. Therefore, the CHQ has once again written to the CMD BSNL, urging his immediate intervention and necessary action to ensure the timely conduct of Membership Verification and grant of union recognition.

Unnecessary delay in announcement of IDA increase due from January 2026 – CHQ writes to DPE Secretary for immediate intervention.

It is unfortunate that the Department of Public Enterprises (DPE) has not yet announced the increase in the quantum of IDA due from January 2026. The CHQ is receiving numerous phone calls and queries regarding the payment of the enhanced rate of IDA with effect from January 2026. In recent times, it has become a practice for the DPE not to announce the IDA increase within the stipulated time. On previous occasions as well, there were delays in issuing the orders, and the CHQ had written to the concerned authorities requesting early action for payment. Once again, the CHQ has addressed a letter to the Secretary, DPE, urging immediate intervention and expeditious action for the early announcement of the enhanced rate of IDA.

Wage Agreement for Non-Executives - Recommendation Sent to DoT.

It is good news today that the Corporate Office of Bharat Sanchar Nigam Limited has forwarded the file, along with the Board’s approval of the Wage Agreement for the Non-Executive cadre, to the Department of Telecommunications for early implementation. It may be recalled that the BSNL Board approved the Wage Agreement in its meeting held on 12th February, 2026. CHQ has now received information that the Corporate Office has officially sent its recommendation to DoT today for approval from the competent authority. CHQ will continue its sustained follow-up with DoT to ensure expeditious approval and early implementation of the Wage Agreement for the Non-Executives.

Strike Report Pending from 6 Circles – Submit Immediately.

The strike report has not yet been received from 6 Circles. As a result, CHQ is not in a position to complete the all-India strike review. Out of the 31 Circles, CHQ has received the participation figures from 25 Circles regarding the strike held on 12th February, 2026. However, it is unfortunate that 6 Circle Unions have still not submitted their reports to CHQ. The All India Centre proposes to complete the strike review in the forthcoming meeting of this month. Therefore, the Circle Secretaries concerned are once again requested to send the participation figures immediately, without any further delay.

Colourful and enthusiastic Circle Conference of BSNLEU, Telangana Circle held at Hyderabad with a houseful gathering.

The 3rd Circle Conference of the BSNL Employees Union (BSNLEU), Telangana Circle, was held successfully on 21-02-2026 at Hyderabad in a vibrant and enthusiastic atmosphere, with around 300 delegates and visitors participating from across the Circle. The conference began with flag hoisting and homage to martyrs. Com. J. Sampath Rao, AGS (CHQ), presided over the meeting. The inaugural address was delivered by Com. Animesh Chandra Mitra, General Secretary, BSNLEU. Com. P. Asokababu (AIBDPA), Com. M. N. Reddy (Veteran Leader), Com. P. Bhaskar, General Secretary, CITU, Telangana State, Com. Ramachandrudu, Circle Secretary, AIBDPA, Com. B. Paripoornachari, Circle Secretary, BSNLCCWF, Com. Suresh, Circle Secretary, SNEA, Com. P. Patmavathi (BSNLWWCC), Com. M. Susheel Kumar, ACS, and other leaders from fraternal organisations, along with representatives of BSNL Management including the CGM and GM (HR), addressed the open session and greeted the house. The speakers highlighted the serious challenges facing BSNL, opposed anti-public sector policies and labour codes, and called for united struggles to strengthen BSNL and protect employees’ rights. Com. Samvasish Rao, Circle Secretary, presented the four-year activity report, and the Treasurer presented the audited accounts. After detailed discussion, both were unanimously adopted by the house. The conference adopted resolutions demanding the strengthening of BSNL infrastructure, immediate implementation of the 3rd Pay Revision, settlement of pending staff issues, and continued united struggles to safeguard BSNL as a Public Sector Undertaking. During the delegates’ session, 18 District Secretaries and Circle Office Bearers actively participated in the organisational discussion. The conference unanimously elected 21 Circle Office Bearers, including Com. J. Sampath Rao as Circle President, Com. G. Sambasiva Rao as Circle Secretary, and Com. D. Khadar Basha as Circle Treasurer. The conference also contributed Rs.14,000/- to the CHQ through coupon collection from delegates to make the 7th March Delhi Convention a grand success. The conference concluded with a strong call to further strengthen unity and collective efforts for the growth of BSNL and the protection of workers’ rights.
