BSNLEU supports the two day strike of the bank employees – issues press release in support of the strike.

The 10 lakh bank employees and officers are going on a two day strike on 16th & 17th December, 2021. The United Forum of Bank Union (UFBU), the joint platform of the organisations of Bank Employees, is spearheading this strike. UFBU is opposing the privatisation of the Public Sector banks and is demanding the withdrawal of the Banking Laws (Amendment Bill 2021). The demand of this two day strike is fully justified and BSNLEU is fully supporting this strike. BSNLEU has issued the following press release in support of the bank employees’ strike.

बीएसएनएलईयू-BSNLEU ने सीएमडी, बीएसएनएल-CMD, BSNL को पत्र लिखकर महाराष्ट्र सर्कल-Maharashtra Circle के अनुसूचित जनजाति कर्मचारियों-ST Employees जो वीआरएस/सेवानिवृत्ति के तहत सेवानिवृत्त हुए हैं के सेवानिवृत्ति लाभों-Retirement Benefits के तत्काल निपटारे-immediate settlement की मांग की है ।

 

बीएसएनएलईयू-BSNLEU ने महाराष्ट्र सर्कल के मुख्य महाप्रबंधक-Chief General Manager, Maharashtra Circle द्वारा महाराष्ट्र सर्कल-Maharashtra Circle के 850 से अधिक अनुसूचित जनजाति कर्मचारियों-ST employees को किए जा रहे अनुचित उत्पीड़न-unwarranted harassment के खिलाफ लगातार आवाज उठा रहा है । ये उत्पीड़न किसी द्वारा दी गई निराधार और तुच्छ शिकायत-baseless and frivolous complaint के आधार पर किया जा रहा है, जिसमें इन कर्मचारियों के जाति प्रमाण पत्र-caste certificates फर्जी होने का आरोप लगाया गया है। ये सभी कर्मचारी 25 से 35 साल की सेवा पूरी कर चुके हैं। इन अनुसूचित जनजाति कर्मचारियों के अपमान के अतिरिक्त वीआरएस/सेवानिवृत्ति के तहत सेवानिवृत्त-retired under VRS/superannuation अनुसूचित जनजाति कर्मचारियों-ST Employees के सेवानिवृत्ति लाभों-retirement benefits का भी निपटारा नहीं किया गया है । बीएसएनएलईयू-BSNLEU ने कई बार इस अन्याय पर आपत्ति जताई है । इन परिस्थितियों में पेंशन एवं पेंशनर्स कल्याण विभाग -Department of Pension and Pensioners Welfare ने अब स्पष्ट निर्देश जारी करते हुए कहा है कि जाति प्रमाण पत्र का सत्यापन-verification of Caste Certificate पूरा न होने के कारण सेवानिवृत्ति लाभ-retirement benefits रोके नही जाने चाहिए। इसे देखते हुए बीएसएनएलईयू-BSNLEU ने सीएमडी, बीएसएनएल-CMD, BSNL को पत्र लिखकर वीआरएस/सेवानिवृति के तहत सेवानिवृत्त हुए महाराष्ट्र सर्किल के एसटी कर्मचारियों के सेवानिवृत्ति लाभों का तत्काल निपटारा-immediate settlement करने की मांग की है।

Resolutions passed in the BSNL Working Women’s Coordination Committee (BSNLWWCC).

The BSNLWWCC meeting was held at RGM, CTTC, Chennai on 11.12.2021. After elaborate discussions, the meeting has passed the following resolutions.

 

  1. Strongly condemn the GMTD, Ludhiana, Punjab Circle for his misuse of official powers and his sexual harassments and his giving mental torture to the women employees.
  2. Demanding the CMD BSNL to take immediate action against the GMTD, Ludhiana, Punjab Circle in order to provide safety and security and to take action to always protect the modesty of women employees of BSNL.
  3. To represent the issue of women employees of Ludhiana, Punjab seeking immediate intervention and  to take action against the GMTD, Ludhiana, Punjab, to the Secretary and Assistant Secretary of Telecom, Hon’ble Minister of the Union Government and Minister for state of Telecommunications, Women’s Commission, Prime Minister’s Office and to the Hon’ble  Prime Minister of India.
  4. Congratulate the AIC Members, CHQ-Circle-District office bearers, Employees, Pensioners and Contract Workers, for successfully conducting an enthusiastic Black-Badge wearing Demonstration on 8.12.2021, throughout the country, condemning GMTD, Ludhiana, Punjab and demanding immediate action by CMD BSNL. 
  5. Ensure Sexual Harassment Complaint Committees in BSNL offices at district and circle level, as per the directions of Supreme Court and orders issued by the Union Government.
  6. Ensure separate toilets and dining rooms for women employees at work places in BSNL.
  7. Ensure safety of women employees at work places and at customer points.
  8. Ensure that DoP&T orders on Child Care Leave are followed properly, without inducting any new conditions and to address the DIR(HR) and the CMD BSNL, citing the order of Amritsar Administration with new conditions to deny CCL.
  9. Form district and circle level WWCCs before 31st January, 2022 in the circles of Andhra Pradesh, Telengana, Maharashtra, Madhya Pradesh, Punjab and Karnataka.    
  10. Observe March 8 International Women’s Day in a befitting manner, focusing the attacks on women and children and demanding safety and decent life for women and women workers.
  11. Condemn the arrogant taxation on petroleum products and cooking gas and on all essential commodities through GST, resulting high price hike, by the Union Government of India and demand to withdraw the high taxations.
  12. Mobilise and take maximum efforts to make the call of Central Trade Unions to conduct General Strike on 23rd and 24th of February, 2022, a grand success. Organise two on line conventions of women employees at North and South zones for the General Strike.

Seminar against National Monetisation Pipeline organised at Bengaluru.

BSNLEU, AIBDPA and BSNLCCWF, Bengaluru Telecom District, organised a seminar on National Monetisation Pipeline at Bengaluru on 11-12-2021.  Com. Rathnakar Shenoy, from Banking Association, Com Geetha, DS from LIC, Bangalore, Com. Muddaiah, CS,AIBDPA, Com. Sudharshan, CS BSNLEU, Karnataka and Com. C.K. Gundanna, CP, BSNLEU Karnataka, Com. Irfan Pasha, Organising secretary, CHQ and Com. Manchaiah, DS BGTD, addressed the gathering. Around 200 comrades participated in the seminar. The speakers severely criticised the National Monetisation Pipeline and called on the employees to oppose it tooth and nail.

8th meeting of the BSNL Working Women's Coordination Committee, held at Chennai.

The 8th meeting of the BSNL Working Women's Coordination Committee is held physically at the Rajiv Gandhi Telecommunications Training Centre in Chennai today. Out of the total 14 members of the BSNLWWCC, 9 attended today's meeting. The meeting started with the hoisting of the BSNLEU flag by Com.K.Ramadevi, circle secretary, BSNLEU, AP circle, as well as Vice - President (CHQ). Com.Bhagyalakshmi, Joint Convenor, BSNLWWCC, presided over the meeting. Com.Babu Radhakrishnan, CS, BSNLEU, TN circle, welcomed all the comrades. Com. Sharmila Dutta, moved the condolence resolution and the house stood in silence for a minute and paid homage to all the comrades who passed away after the last meeting. Com. Bhagyalakshmi, Joint Convenor, delivered the presidential address. Com. Chellappa, AGS, greeted the meeting. Thereafter, Com.P.Indira,Convenor, presented the report on activities. Addressing the meeting, Com.P.Abhimanyu, GS, spoke at length about the various aspects related to the revival of BSNL, including the 4G launching. He explained about the National Monetisation Pipeline and how it will kill the Public Sector, including the BSNL. He emphasised that, the two day General Strike, called on by the Central Trade Unions on 23rd and 24th February, 2022, should be organised successfully. Thereafter, the Committee members deliberated on the report submitted by the Convenor. The meeting passed a resolution, strongly condemning the GMTD, Ludhiana, for his sexual harassments of women employees and demanding the Corporate Management to immediately take action against him. The meeting appreciated the CHQ of BSNLEU for taking timely action on this issue. Many decisions are taken for strengthening the BSNLWWCC.

BSNLEU pays red salutes to Com.K.G.Bose, the guiding force of BSNLEU, on the occasion of his death anniversary. BSNLEU pledges to march ahead in the path shown by Com.K.G.Bose.

Model terms and conditions for implementing Health Insurance Policy for the willing employees - Comrades are requested to give their views.

As has already been informed by the CHQ, the Admin Branch of the BSNL Corporate Office has once again taken steps for implementing a Health Insurance Scheme for the Non-Executives and Executives of BSNL. For this, the Corporate Office has called for quotations from the four government insurance companies viz., The United India Insurance Company Ltd., The New India Assurance Company Ltd., The Oriental Insurance Company Ltd. and the National Insurance Company Ltd. The quotations have been called for two categories of insurance cover i.e., for Rs.5 lakh and for Rs.10 lakh. The Corporate Office has laid down certain model terms and conditions to the insurance companies, regarding the Health Insurance Policy. The Corporate Office has sent the model terms and conditions to the Recognised Unions and Associations and have sought for their views. The CHQ requests our comrades to give suggestions if any, for inclusion / omission in the model terms and conditions by tomorrow evening. The model terms and conditions are enclosed for the kind attention of our comrades.

Successful convention against National Monetisation Pipeline held at Pune.

The Co-ordination Committee of BSNLEU, AIBDPA and BSNLCCWF, Maharashtra circle, organised a very successful convention against the National Monetisation Pipeline at Pune, yesterday the 09-12-2021. Observing the COVID-19 protocol, only 50% seats of the Hall were occupied by the participants. Com. N.K.Nalawade, circle president, BSNLEU, presided over. Com. Ganesh Hinge, circle secretary, BSNLEU, welcomed everyone and initiated the discussion. The Convention was addressed by Com.P.Abhimanyu, GS, Com.Suryavanshi,circle president, AIBDPA, Com. Yusuf Hussain, circle secretary, BSNL CCWF, Com.John Verghese, AGS, BSNLEU, Com. Yusuf Jakati, DS, BSNLEU and Com. Nilesh Khale, Joint Secretary, BSNL CCWF. While addressing the Convention, Com.P.Abhimanyu, GS, explained  about the present financial condition of BSNL, in the backdrop of the economic policies being adopted by the Modi government. He fully explained about the National Monetisation Pipeline, the victorious year long Kisans' struggle and the call of the Central Trade Unions to organise a two day General Strike on 23rd and 24th February, 2021. At the end, militant slogans were raised by the participants, declaring that, the 2 day General Strike would be made successful. The compering of the Convention was done by Com.Bhoj. The CHQ of BSNLEU heartily congratulates the Maharashtra comrades for organising this successful convention.

Chief of Defence Services killed in chopper mishap - nation shocked - BSNLEU pays it’s respectful homage.

The Nation is shocked that, Shri Bipin Rawat, Chief of Defence Services, has been killed in a tragic accident yesterday, together with his wife and 11 other Defence personnel. This is a rude shock and a very big loss to the nation. BSNLEU pays it’s respectful homage to Shri Bipin Rawat, his wife and 11 other Defence personnel, who were killed in the chopper mishap. We also express our deep condolences to the families of Shri Bipin Rawat and other Defence personnel. In the past, we have come across frequent incidences in which pilots are killed in fighter Jet crashes. However, now the highest ranking officer of the Indian Armed Forces himself is killed in a mishap. It is the duty of the government to ensure that such things do not happen in future.

CHQ is overwhelmed at the success of yesterday's demonstrations against sexual harassments - Hats off to all the leaders and comrades.

The CHQ of BSNLEU gave call for country wide black badge wearing demonstrations on 08.12.2021, condemning and demanding action against the sexual harassments by the GMTD of Ludhiana district in Punjab circle.  In this demonstration call, common demands of the employees are not included. Further, the issue is limited to the Ludhiana SSA of Punjab circle. So, we had a thinking that, the demonstrations may not be very widespread. However, CHQ is overwhelmed to see the success of the demonstrations. Employees have gathered in large numbers to condemn the GMTD Ludhiana, as well as the lethargic and insensitive Management. However, the most striking aspect of this agitation is that, women employees have participated in large numbers everywhere. Women employees coming forward in large numbers to condemn the atrocities against women, shows the quality of our great organisation, as well as the commitment of our leaders at the circle and district levels.  The demonstration has taken place even in remote places, where only 3/4 employees are posted. This again shows the faith bestowed on our great organisation, by employees working even in the remotest parts of the country. CHQ bows its head and salutes all the leaders and comrades, who have made this struggle a resounding success.

Holding of the LICEs of the Non-Executives - President and General Secretary discuss with PGM(Pers.) and Sr.GM(Estt.).

After approval of BSNL’s “Restructuring of Manpower”, by the BSNL Board, it is time for the Management to conduct all the LICEs of the Non-Executive cadres. However, conducting of these examinations are subject to the availability of vacancies in the cadres of JTO, JE and TT. The Establishment Branch of the Corporate Office has issued letter to all the CGMs, directing them to prepare the roster. Yesterday, Com.Animesh Mitra, President and Com.P.Abhimanyu, GS, met Shri R.K. Goyal, PGM(Pers.), BSNL CO. and Shri Saurabh Tyagi, Sr.GM(Estt.) and discussed about the availability of posts, so that the LICEs can be held without further delay. Both the PGM(Pers.) and the Sr.GM(Estt.) told that, needful actions are being taken.

DoT issues minutes for the meeting held between the AUAB and the DoT.

As has been already been informed, a meeting was held between the representatives of the AUAB and the DDG(PM), DoT, at Sanchar Bhawan, on 24.11.2021. The representatives of the AUAB raised the important issues related to the revival of BSNL, as well as issues related to the employees. The DoT vide it’s letter no.F.62-4/2020-SU(E 103496) dated 01st December, 2021, has issued the minutes for this meeting. The same is enclosed for the information of our comrades.

Health Insurance Scheme for the willing employees to be implemented either from 01st January or from 01st February, in 2022.

All are aware that, the MoU signed between BSNL Management and the New India Assurance Company for implementation of a Health Insurance Scheme has failed. Thereafter, BSNLEU is continuously pressing on the Management to sign an MoU for the implementation of a Health Insurance Scheme. BSNLEU has already written two letters to the Director (HR), in this connection. Yesterday Com.Animesh Mitra, President and Com.P.Abhimanyu, General Secretary, met Shri S.P. Singh, GM(Admin.), BSNL CO., and discussed this issue. The GM(Admin) replied that, the Corporate Office is taking speedy action on this issue. He told that the Management has already received biddings from four Public Sector Insurance Companies. The biddings will be opened today (08.12.2021). Further, the GM(Admin) assured that the Health Insurance Policy for the willing employees will be implemented either from 01st January or 01st February, in 2022.

Career Progression of BSNL sports personnel – BSNLEU demands speedy action.

BSNLEU is continuously taking up the issue of Career Progression of the sports personnel. BSNLEU has already written many letters on this issue. Yesterday Com.Animesh Mitra, President and Com.P.Abhimanyu, General Secretary, discussed this issue with Shri S.P. Singh, GM(Admin.), BSNL CO., and demanded speedy implementation of the Career Progression for the sports personal. The GM(Admin.) replied that necessary action is being taken on this issue and that it will be settled soon.

A wake-up call to the BSNL Management.

As per the call of the CHQ of BSNLEU, Black Badge-wearing protest demonstrations were organised throughout the country today, against the sexual harassments being done by the GMTD, Ludhiana, in Punjab circle. The Corporate Management should wake up from it’s deep slumber. Sexual harassments and that too, by an officer in the rank of a General Manager, is going on in BSNL and the Corporate Management is remaining as a silent spectator. It is the duty of the Corporate Management to safeguard the dignity of each and every woman employee working in BSNL. We demand that, the Corporate Management should take immediate action against the GMTD, Ludhiana, who is misusing his official power to sexually harass the women employees.

Non-receipt of salary in UP(West) circle.

The salary of the employees is now being directly disburse by the Corporate Office. Salary for the month of November, 2021, has been disbursed on 01st December, 2021. However, the CHQ of BSNLEU has received complaint that a section of the employees in UP(West) have not received their salary. CHQ has received complaint from Moradabad and Aligarh. It seems the problem is with the Bank. Hence, CHQ has written to the CMD BSNL, demanding immediate action on this matter.
