In the Formal meeting held on 14.01.2020, BSNLEU has already taken up with the Director (HR), the matter of issuing of Presidential Orders to the employees recruited by the DoT prior to 01.10.2000, but whose appointments were made after 01.10.2000. Even though favourable judgements are already given by a number of CATs and High Courts, BSNL has filed an appeal in the Hon’ble Supreme Court. BSNLEU has requested to the Director (HR) in the above mentioned meeting, to ensure needful action for the expeditious disposal of the case in the Hon’ble Supreme Court. The Director (HR) has assured to do the needful. Com.P.Abhimanyu, Com.Swapan Chakraborty, Dy.GS and Com.John Verghese, AGS, met Shri A.M.Gupta, GM(SR), yesterday, and urged upon him to implement the assurance given by the Director (HR). A dead-lock is prevailing due to the order issued by the Hon’ble CAT, Chandigarh, as a result of which, the results of the JTO LICEs have not been declared in Punjab circle. This issue is already discussed by BSNLEU, in the meeting held on 21.01.2020. The Director (HR) has assured that needful legal action would be taken, to find a way out from the dead-lock. Since, no action appears to have been taken by the Management, BSNLEU once again raised this issue in it’s meeting held with the Director (HR) yesterday. The representatives pointed out the non-declaration of results in Punjab circle is causing extreme hardship and loss to the candidates and requested early intervention by the Management. The Director (HR) assured to take the needful action.

It may be remembered that, the AUAB demanded soft loan from the government, for the Revival of BSNL. However, the DoT rejected this demand. Now, the Cellular Operators Association of India (COAI), which is representing Reliance Jio, Airtel and Vodafone Idea, has demanded soft loan to the private telecom companies. In it’s letter dated 26.06.2020, the COAI has demanded soft loan at “Marginal Cost Lending Rate” (MCLR). The COAI has also demanded that the government should cut down of the Spectrum Usage Charge (SUC) to 3% of the telecom company's AGR and also reduction of Licence Fee from 8% to 3% of the revenue. The COAI has told the government that, these measures viz., soft loan and the reduction of SUC and Licence Fee are necessary for the survival of private telecom companies.
When the AUAB demanded soft loan for the revival of BSNL, the government rejected. Now, let us see what the government is going to do with the demand of extending soft loan to private telecom companies.
BSNLEU has already strongly taken up this issue. The CMD BSNL replied that decision is already taken to retain the Head Quarters of the Core Network South at Chennai. The representatives thanked the CMD BSNL, for the positive decision.
The Management is issuing many orders, making structural changes in the Company. However, the Unions are not being consulted in this regard. The representatives strongly demanded that the views of the Union should also be taken into consideration, before implementing changes that will have impact on the employees.
Deductions made from the salaries of employees are not remitted to the concerned organisations, since April, 2019. The representatives urged upon the CMD BSNL to immediately arrange to remit this deduction money. They also pointed out that the Union is suffering at all levels, due to the non-receipt of Union subscription money from the Management. The CMD BSNL explained about the acute cash crunch being faced by BSNL. However, he assured that the best possible action would be taken in this regard.
The BSNL Corporate Office has issued letter today, stating that the field offices /units, including CSCs, shall remain fully functional w.e.f. 20.04.2020. It says that all the executives of E5 and above level shall attend office on all working days, together with 33% of the remaining staff. As per calculations, the IDA rate will get decreased by 0.8% w.e.f. 1st July, 2020. As a result, the current IDA rate of 160.7% will get reduced to 159.9% from 1st July, 2020 onwards.
A meeting of the AUAB was held today. The meeting reviewed the developments in connection with the notice for agitation, already issued by the AUAB, demanding settlement of the grievances of the employees, as well as the revival of BSNL. The meeting observed that, the Management is not prepared to settle even the barest minimum of the demands, i.e., payment of salary, as well as the immediate remittance of the deductions already made from the salaries of the employees, on account of GPF, bank loan EMI, society dues, LIC premium, union / association subscription amount, etc., to the concerned organisations. Further, the meeting also noted with regrets that, except retrenching around 80,000 employees under VRS, the BSNL Management has not taken any step for the revival of BSNL, as envisaged in the Revival Plan approved by the Union Cabinet on 23.10.2019, including the launching of BSNL’s 4G service.
Hence, after detailed discussion, the meeting unanimously decided to powerfully organise the hunger strike programme on 24.02.2020.

All the trade unions of the Coal Sector have given call for a 3 day strike, starting from tomorrow, against the privatisation of coal mines and against handing them over to the big corporates and multinational companies. BSNLEU extends it’s solidarity and support to the strike of the coal workers.
