It is surprising to note that, the CGM, Kerala circle, has issued order that, all the Non-Executives should mark their attendance only through the Mobile App w.e.f. 01.11.2024. A good number of the Non-Executives are not having smart phone, which is necessary for downloading the Mobile App. Under these circumstances, it is nothing but, harassment of the Non-Executives by the CGM, Kerala circle. BSNLEU has opposed this and has written letter to the Director (HR) today, requesting for his intervention. BSNLEU has told the Director (HR) that, the Non-Executives should not be compelled to mark attendance through the Mobile App, unless the Non-Executives are also provided with mobile handset, like the Executives.

केरल के  चीफ जनरल मैनेजर ने आदेश दिया है कि सभी नॉन एक्ज़िक्यूटिव्स 01.11.2024 से मोबाइल ऐप के माध्यम से उपस्थिति दर्ज करें - BSNLEU ने इसका कड़ा विरोध किया - मोबाइल ऐप के माध्यम से उपस्थिति दर्ज करना तभी संभव है जब नॉन एक्ज़िक्यूटिव्स को भी मोबाइल हैंडसेट उपलब्ध कराएं।

यह जानकर आश्चर्य हुआ कि केरल सर्कल के चीफ जनरल मैनेजर ने आदेश जारी किया है कि सभी नॉन एक्ज़ीक्यूटिव्स 01.11.2024 से केवल मोबाइल ऐप के माध्यम से ही अपनी उपस्थिति दर्ज करें। बहुत से नॉन एक्ज़िक्यूटिव्स के पास स्मार्ट फोन नहीं है, जो मोबाइल ऐप डाउनलोड करने के लिए आवश्यक है। इन परिस्थितियों में, यह कुछ और नहीं बल्कि केरल सर्कल के चीफ जनरल मैनेजर द्वारा नॉन एक्ज़ीक्यूटिव्स को परेशान करना है। BSNLEU ने इसका विरोध किया है और आज निदेशक (मानव संसाधन) को पत्र लिखकर उनके हस्तक्षेप का अनुरोध किया है। BSNLEU ने निदेशक (मानव संसाधन) से कहा है कि नॉन एक्ज़िक्यूटिव्स को मोबाइल ऐप के माध्यम से उपस्थिति दर्ज कराने के लिए बाध्य नहीं किया जाना चाहिए, जब तक कि उन्हें भी एक्ज़िक्यूटिव्स की तरह मोबाइल हैंडसेट उपलब्ध न करा दिया जाए। 

The Management has done a very big injustice to the candidates of Punjab circle, who appeared in the JTO LICEs held for the Vacancy Years of 2015-16, 2016-17 and 2017-18. Initially, the results were not declared due to the pendency of a court case. The court case was withdrawn on 11.10.2023. Thereafter, Management announced the results of only the JTO LICE conducted for 2014-15. Shockingly, the Management, vide it’s letter dated 20.02.2024, had cancelled the JTO LICEs held for the vacancy years of 2015-16, 2016-17 and 2017-18. The Management says that, there are no vacancies for promoting the qualified candidates, since a large number of JTO posts have already been abolished under the Restructuring scheme. This is a very big injustice. When the successful candidates of all other circles have already promoted as JTOs, why the candidates of Punjab circle alone should be punished, for no fault of theirs. Hence, BSNLEU is continuously demanding that the results of the JTO LICEs held in Punjab circle for the vacancy years 2015-16, 2016-17 and 2017-18 should be immediately declared and that the successful candidates should be promoted by way of creating supernumerary posts. Today, once again, BSNLEU has written letter to the CMD BSNL, insisting for the settlement of the issue.  

BSNLEU has written letter to the CMD BSNL requesting for an appointment, to discuss certain crucial issues related to the Company and the employees. The CMD office has informed the General Secretary that the meeting will take place on Monday the 28.10.2024. BSNLEU has notified the following issues to be discussed in the meeting:-

1. Non-fulfillment of Management’s commitment on new pay scales of the Non-Executives.
2. Allowing BSNL to utilise Vodafone Idea’s network for providing 4G service to BSNL’s customers.
3. Massive disconnection of BSNL's FTTH connections - provisioning and maintenance of FTTH connections should be taken over by BSNL. 
4. Non-implementation of the DoT order on payment of retirement benefits to the ST of Maharashtra circle.
5. Sanctioning of Festival Advance to the employees.
6. Requesting to resume deduction of LIC premium from the salary of employees.

BSNLEU की सीएमडी बीएसएनएल से 28.10.2024 को मुलाकात।

BSNLEU ने सीएमडी बीएसएनएल को पत्र लिखकर कंपनी और कर्मचारियों से संबंधित कुछ महत्वपूर्ण मुद्दों पर चर्चा करने के लिए समय मांगा है। सीएमडी कार्यालय ने महासचिव को सूचित किया है कि बैठक सोमवार 28.10.2024 को होगी। 

BSNLEU ने बैठक में चर्चा के लिए निम्नलिखित मुद्दों को सूचित किया है : 

1. नॉन एक्ज़िक्यूटिव्स के नए वेतनमानों पर प्रबंधन की प्रतिबद्धता को पूरा न करना।
2. बीएसएनएल को बीएसएनएल के ग्राहकों को 4G सेवा प्रदान करने के लिए वोडाफोन आइडिया के नेटवर्क का उपयोग करने की अनुमति देना।
3. बीएसएनएल के एफटीटीएच कनेक्शनों का बड़े पैमाने पर डिस्कनेक्शन - एफटीटीएच कनेक्शनों की व्यवस्था और रखरखाव का काम बीएसएनएल को सौंपना चाहिए।
4. महाराष्ट्र सर्किल के सेवा निवृत्त एसटी कर्मचारियों को सेवानिवृत्ति लाभों के भुगतान पर दूरसंचार विभाग के आदेश का क्रियान्वयन न करना।
5. कर्मचारियों को फेस्टीवल एडवान्स की मंजूरी देना।
6. कर्मचारियों के वेतन से एलआईसी प्रीमियम की कटौती फिर से शुरू करने का अनुरोध करना।

All the circle secretaries are requested to kindly provide the following details to the CHQ regarding the district unions functioning in their respective circles. The details required are:-

1. Name of the district union.
2. The paid membership of the district union.
3. Name and residential address of the district secretary.
4. Mobile number and e-mail ID (if available) of the district secretary.

These information will enable the CHQ to maintain the list of District Unions, for the purpose of despatching pamphlets, posters, CHQ circulars and CHQ magazines, viz., Tele-Crusader and BSNL Swar. The Circle Secretaries are requested to furnish the aforementioned details on or before 05.11.2024, in the format given below. These information may be sent to the CHQ through e-mail or on the WhatsApp of the GS. All circle secretaries are requested to treat this task as very urgent and send the information by the stipulated date.

The Himachal Pradesh circle union of BSNLEU enthusiastically conducted it’s Circle Executive Committee meeting at Palampur. Com.Animesh Mitra, President and Com.P.Abhimanyu, General Secretary, participated in this meeting. All the circle office bearers and the district secretaries were present in the meeting. The Palampur district union of BSNLEU had made excellent arrangements for the meeting. Com.Rajiv Chandel, Circle President, presided over the meeting and delivered the presidential address. Com.P.Abhimanyu, GS, delivered the inaugural speech. He explained about the indepth details of the issues of non-settlement of Wage Revision, Pension Revision, the extreme sufferings of the employees on account of stagnation, inordinate delay in the launching of BSNL’s 4G service, the need for a new Promotion Policy, the threat of the 2^nd VRS, non-settlement of the issues of the casual and contract workers and the mindless outsourcing policy of the Management. Com.Animesh Mitra, President, addressed the meeting and explained about the anti-public sector and pro-private policies of the government. He insisted upon the need for organising a strong contract workers union. Thereafter, Com.Tara Chand, Circle Secretary, presented the report on activities. All the district secretaries and circle office bearers participated in the discussions and expressed their views on various issues. Com.P.Abhimanyu, GS, replied to the All India level issues raised by the comrades. Com.Tara Chand, CS, did the summing up of the deliberations. Finally, the President made the concluding remarks and declared that the Circle Executive Committee was over. The CHQ heartily congratulates the circle union of Himachal Pradesh for organising a very successful Circle Executive Committee meeting.

BSNLEU की हिमाचल प्रदेश सर्किल यूनियन ने पालमपुर में अपनी सर्किल कार्यकारिणी समिति की बैठक उत्साहपूर्वक आयोजित की। इस बैठक में अध्यक्ष साथी अनिमेष मित्रा और महासचिव साथी पी. अभिमन्यु ने भाग लिया। बैठक में सभी सर्किल पदाधिकारी और जिला सचिव मौजूद थे। BSNLEU की पालमपुर जिला यूनियन ने बैठक के लिए बेहतरीन व्यवस्था की थी। सर्किल अध्यक्ष साथी राजीव चंदेल ने बैठक की अध्यक्षता की और अध्यक्षीय भाषण दिया। साथी पी. अभिमन्यु, महासचिव ने उद्घाटन भाषण दिया। उन्होंने वेतन पुनरीक्षण, पेंशन पुनरीक्षण का निपटारा न होने, स्थगन के कारण कर्मचारियों की अत्यधिक पीड़ा, बीएसएनएल की 4G सेवा शुरू होने में अत्यधिक देरी, नई पदोन्नति नीति की आवश्यकता, दूसरे वीआरएस का खतरा, केज़्युअल और कॉंट्राक्ट वर्कर्स के मुद्दों का निपटारा न होने और प्रबंधन की नासमझ आउटसोर्सिंग नीति के बारे में विस्तार से बताया। अध्यक्ष साथी अनिमेष मित्रा ने बैठक को संबोधित किया और सरकार की सार्वजनिक क्षेत्र विरोधी और निजी समर्थक नीतियों के बारे में बताया। उन्होंने एक मजबूत कॉंट्राक्ट वर्कर्स के संगठन के आयोजन की आवश्यकता पर जोर दिया। इसके बाद साथी तारा चंद, सर्कल सचिव ने गतिविधियों पर रिपोर्ट पेश की। सभी जिला सचिवों और सर्कल पदाधिकारियों ने चर्चा में भाग लिया और विभिन्न मुद्दों पर अपने विचार व्यक्त किए। साथी पी. अभिमन्यु, महासचिव ने साथियों द्वारा उठाए गए अखिल भारतीय स्तर के मुद्दों का जवाब दिया। साथी तारा चंद, सर्किल सेक्रेटरी ने विचार-विमर्श का सारांश प्रस्तुत किया। अंत में अध्यक्ष ने समापन टिप्पणी की तथा घोषणा की कि सर्किल कार्यकारिणी समिति की बैठक समाप्त हो गई है। सर्किल कार्यकारिणी समिति हिमाचल प्रदेश सर्किल यूनियन को बहुत ही सफल सर्किल कार्यकारिणी समिति की बैठक आयोजित करने के लिए हार्दिक बधाई ।

वेतन संशोधन, पेंशन संशोधन और अन्य मुद्दों के निपटारे की मांग को लेकर आज पूरे देश में जोशपूर्ण प्रदर्शन आयोजित किए गए।

BSNLEU, एआईबीडीपीए और बीएसएनएलसीसीडब्ल्यूएफ की समन्वय समिति के आह्वान पर आज पूरे देश में जोशपूर्ण प्रदर्शन आयोजित किए गए, जिसमें वेतन संशोधन और पेंशन संशोधन के तत्काल निपटारे, बीएसएनएल की 4G सेवा को तत्काल शुरू करने, बीएसएनएल में दूसरे वीआरएस का विरोध करने और कैजुअल और कॉन्ट्रैक्ट कर्मचारियों की समस्याओं के निपटारे की मांग की गई। इन प्रदर्शनों में बीएसएनएल कर्मचारियों, पेंशनरों और कैजुअल और कॉन्ट्रैक्ट कर्मचारियों ने अच्छी संख्या में भाग लिया। BSNLEU का सीएचक्यू सभी सर्किल और जिला यूनियनों को हार्दिक बधाई देता है, जिन्होंने प्रदर्शनों का सफलतापूर्वक आयोजन किया और साथ ही कर्मचारियों, पेंशनरों, कैजुअल और कॉन्ट्रैक्ट कर्मचारियों को भी जिन्होंने कार्यक्रम में उत्साहपूर्वक भाग लिया।

Spirited demonstrations are organised throughout the country today, as per the call given by the Coordination Committee of BSNLEU, AIBDPA, and BSNL CCWF, demanding immediate settlement of Wage Revision and Pension Revision, immediate launching of BSNL‘s 4G service, opposing second VRS in BSNL and demanding settlement of the problems of the casual and contract workers. BSNL employees , pensioners and casual & contract workers participated in these demonstrations in good numbers. The CHQ of BSNLEU heartily congratulates all the circle and district unions, which successfully organised the demonstrations and also the employees, pensioners, casual and contract workers who enthusiastically participated in the programme.

The government is doing a very big injustice to BSNL employees and pensioners, by denying settlement of Wage Revision and Pension Revision.

 "BSNL is loss making, hence we will not settle  Wage Revision  and Pension Revision" -  this is the argument of the government. 

We are asking, "who is responsible for the financial crisis of BSNL?" 

Our reply, "It is only the government's policies and not the employees". 

We demand, "immediate settlement of Wage Revision and Pension Revision". 

We demand, "Allow BSNL to immediately start 4G service, by utilising Vodafone Idea's network." 

We demand, "No implemention of 2nd VRS in BSNL." 

We demand, "Implement minimum wage, EPF & ESI for contract workers/ implement 7th CPC pay scale and IDA increase for casual labourers."

हम मांग करते हैं, *"ठेका श्रमिकों के लिए न्यूनतम वेतन, ईपीएफ और ईएसआई लागू किया जाए/सातवें वेतनमान का वेतनमान लागू किया जाए और केज़्युअल वर्कर्स के लिए आईडीए में वृद्धि की जाए।"*

The IDA has increased by 6.4% w.e.f  01-10-2024. The DPE has issued order for the payment of this IDA increase.

The Wage Negotiating Committee meeting, scheduled to be held today has been postponed, in view of the death of Com.Seshadri, Dy.GS, NFTE, who is one of the members of the Wage Negotiating Committee. BSNLEU will try to hold the next meeting of the Wage Negotiating Committee at the earliest.

वेईज नेगोशियेटिंग कमिटी की बैठक स्थगित।

वेईज नेगोशियेटिंग कमिटी के सदस्यों में से एक एनएफटीई के उप महासचिव साथी शेषाद्रि की मृत्यु के कारण आज होने वाली वेईज नेगोशियेटिंग कमिटी की बैठक स्थगित कर दी गई है। BSNLEU वेइज नेगोशियेटिंग कमिटी की अगली बैठक जल्द से जल्द आयोजित करने का प्रयास करेगा।

The CHQ of BSNLEU is shocked to learn that Com. Seshadri, Dy.GS of NFTE, has passed away at 4:00 a.m. today. He was on his way to attend the Wage Negotiating Committee meeting, to be held at BSNL Corporate Office today. Com. Seshadri is a very respected and senior leader of the BSNL trade union movement. He has dedicated his entire life to the trade union movement. The CHQ of BSNLEU pays its respectful homage to Com.Seshadri. The CHQ also shares the grief of his family members and comrades of NFTE and conveys it's heartfelt condolences to them.

दुःखद खबर - एनएफटीई के उप महासचिव साथी शेषाद्रि का निधन - BSNLEU ने श्रद्धांजलि अर्पित की।

BSNLEU के सीएचक्यू को यह जानकर झटका लगा है कि एनएफटीई के उप महासचिव साथी शेषाद्रि का आज सुबह 4:00 बजे निधन हो गया। वे आज बीएसएनएल कॉरपोरेट ऑफिस में होने वाली वेतन वार्ता समिति की बैठक में भाग लेने जा रहे थे। साथी शेषाद्रि बीएसएनएल ट्रेड यूनियन आंदोलन के बहुत सम्मानित और वरिष्ठ नेता थे। उन्होंने अपना पूरा जीवन ट्रेड यूनियन आंदोलन को समर्पित कर दिया। BSNLEU का सीएचक्यू साथी शेषाद्रि को अपनी श्रद्धांजलि अर्पित करता है। सीएचक्यू उनके परिवार के सदस्यों और एनएफटीई के साथियों के दुख को भी साझा करता है और उनके प्रति अपनी हार्दिक संवेदना व्यक्त करता है।

The Coordination Committee (CoC) of BSNLEU, AIBDPA and BSNLCCWF has given call to organise demonstrations on 25.10.2024. The BSNL Management and the Government continue to deny Wage Revision and Pension Revision to the employees and pensioners of BSNL, telling that, the financial condition of the Company is not good. BSNL became loss making only due to the wrong policies of the government. BSNL is severely affected due to the extreme delay in the launching of 4G and 5G services. The BSNL Management, being Principal Employer of the contract workers, is refusing to ensure Minimum Wage, EPF and ESI to the contract workers. Payment of 9% of DA, due from January, 2024 is not paid to the casual labourers. Demanding immediate settlement of all these issues, the Coordination Committee is organising series of programmes. As per this, powerful demonstrations should be organised on 25.10.2024. All the circle and district unions of BSNLEU are requested to coordinate with AIBDPA and BSNLCCWF and to ensure participation of maximum number of comrades in this demonstration.

BSNLEU, एआईबीडीपीए और बीएसएनएलसीसीडब्ल्यूएफ की को-ऑर्डिनेशन कमिटी (सीओसी) ने 25.10.2024 को प्रदर्शन आयोजित करने का आह्वान किया है। बीएसएनएल प्रबंधन और सरकार बीएसएनएल के कर्मचारियों और पेंशनरों को वेतन संशोधन और पेंशन संशोधन से इनकार कर रही है, यह कहते हुए कि कंपनी की वित्तीय स्थिति अच्छी नहीं है। बीएसएनएल केवल सरकार की गलत नीतियों के कारण घाटे में चल रही है। 4G और 5G सेवाओं के प्रारंभ में अत्यधिक देरी के कारण बीएसएनएल बुरी तरह प्रभावित है। बीएसएनएल प्रबंधन कांट्रैक्ट वर्कर्स का मुख्य नियोक्ता होने के नाते कांट्रैक्ट वर्कर्स को न्यूनतम वेतन, ईपीएफ और ईएसआई सुनिश्चित करने से इनकार कर रहा है। जनवरी, 2024 से देय डीए का 9% भुगतान केज़्युअल वर्कर्स को नहीं किया गया है। इन सभी मुद्दों के तत्काल समाधान की मांग करते हुए को-ऑर्डिनेशन कमिटी कार्यक्रमों की श्रृंखला आयोजित कर रही है। इसके अनुसार दिनांक 25.10.2024 सफल प्रदर्शन आयोजित किया जाए। BSNLEU की सभी सर्किल एवं जिला यूनियनों से अनुरोध है कि वे एआईबीडीपीए एवं बीएसएनएलसीसीडब्ल्यूएफ से समन्वय स्थापित कर इस प्रदर्शन में अधिक से अधिक साथियों की भागीदारी सुनिश्चित करें।
