The All India Centre of BSNLEU has decided that all the circle unions should hold their online Circle Executive Committee meetings. The CHQ is providing the digital platform for holding these meetings. Most of the circles have already conducted, or fixed the date for meeting. However, it is observed that some circle unions have not come forward to hold their Executive Committee meetings. Hence, the CHQ requests all the remaining circles also to immediately hold their Circle Executive Committee meetings.
Since the Martyr’s Day is going to be observed by BSNLEU on 19.09.2020, General Secretary, BSNLEU, will address the Facebook live tomorrow the 18-09-2020, at 08:00 pm. The speech will be in Hindi and English. All the circle and district secretaries are requested to ensure that, maximum number comrades view this programme.
So far as the spread of Corona Virus disease, India has become the number one country. In a single day yesterday, India witnessed 94,397 new Corona Virus cases. Whereas, the US witnessed 13,950 new cases only. Brazil witnessed 8,058 new cases and Russia witnessed 5,670 new cases. It is important to note that China witnessed only 12 new cases yesterday. It appears that the per day increase in India will soon cross the one lakh figure, and also India is going to become the country with the highest number of COVID-19 cases in the world soon.

The call given by the AUAB, for conducting demonstrations throughout the country today, demanding implementation of the commitments given by the Hon’ble MoS(C), on wage revision, pension revision, 4G spectrum and pension contribution, was organised successfully. As per the report received from various circles, the Non-Executives and Executives throughout the country have participated in the demonstration enthusiastically. The Staff Side of the Joint Wage Negotiating Committee is taking maximum care to ensure that none of the Non-Executive should face the problem of stagnation, after the 3rd Wage Revision. The CHQ of BSNLEU is doing extensive home work in this regard. A lot of live cases are being studied in this regard. It is being ensured that even Non-Executives in the top most pay scale, i.e., NE-12, and also with long years of service, do not suffer the problem of stagnation. We are providing two such sample cases, for the information of our comrades. Even at this stage, CHQ requests our comrades to send live cases if any, wherein the problem of stagnation is expected to arise.
The Circle Executive Committee meeting of BSNLEU, Punjab Circle, was held at Ludhiana on 11-02-2019. Com. A.K Verma, Vice President presided over the meeting. Com. Balbir Singh, circle secretary, welcomed all and explained in detail about the three day strike. The necessity of three day strike and the apprehensions striking the minds of the workers, were clarified. Implementation of AIC decision to participate in the General strike conducted as per the call of central trade unions, was seriously reviewed. Critical financial position of BSNL, anti public sector policies of the Government, including BSNL were also discussed in detail. After a lively debate, Circle Executive Committee meeting decided to organise joint meetings of AUAB, Punjab in all districts, to make the three days strike call a grand success in Punjab circle.
After running it’s services for 25 years, Jet Airways closed down it’s operations last night. The last flight took off at 22:30 hrs last night from Amritsar to Delhi via Mumbai. In a statement issued by the Jet Airways Management it is stated “with immediate effect we are compelled to cancel all our International and Domestic flights. The last flight will operate today.” It may be recollected that at one point of time, Jet airways operated 600 flights daily. This is the second airways to close down it’s services after the Vijay Mallya owned Kinghfisher.
Former top Executives of France Telecom, including the company’s CEO, Director (HR) and Deputy Executive Director are undergoing trial in France. The charge against them is that, they created a hostile work environment, as a result of which 35 telecom employees committed suicide between 2007 and 2010. France Telecom was privatised in 2003. In 2007, an aggressive plan was implemented to cut down the strength of the employees. Accordingly, 22,000 employees, out of the total 1,30,000 workforce, were retrenched. Consequent to this, the workload of the employees increased tremendously. Further, the employees were also subjected to humiliation, accuses Solidaires Unitaires Democratiques, a French trade union. For example, a 28 year old employee hanged himself in 2009, after being transferred. The day before he killed himself, the employee had worked a 12 hour shift, with a single 30 minute break. In 2013 France Telecom was re-branded as Orange. If found guilty, the top Executives will get jail term upto one year and a fine of 15,000 euros as fine.
Whatever happened in France Telecom appears to be repeating in BSNL. As a cost cutting measure, the government wants to retrench 40,000 employees through VRS and by rolling back the retirement age from 60 to 58. The young employees of BSNL are welcoming the government's move to implement VRS and reduction of retirement age. But they do not know what will happen in BSNL thereafter. What exactly happened in France Telecom, between 2007 and 2010 is likely to repeat. The youngsters have to think about it.

The Union Cabinet has decided to privatise the profit earning Bharat Petroleum Corporation Ltd. (BPCL). The government has decided to sell it’s entire 53.29% stakes in BPCL. Similarly, the Cabinet has also decided to sell it’s entire 63.75% stake in the Shipping Corporation of India. Further the Cabinet has decided to sell the entire 74.23% stake in THDCIL and also it’s 30.8% stake in the Container Corporation of India (CONCOR).
Due to the lock-down imposed throughout the country from 25th March, 2020, CHQ office has also been shut down. However, the General Secretary, as well as the office staff, are working from home and the uninterrupted functioning of the CHQ has been ensured. Letters are being written to the Management on important issues and the same are being discussed with officers telephonically. Website updating is being maintained in a lively manner. However, due to the closure of the printing press, on account of the lock-down, the publishing of BSNLEU’s monthly journals, Tele Crusader and BSNL Swar, for the month of April, 2020, has been interrupted. CHQ regrets the same and assures that publication of the journals will resume after the lifting of the lock-down.
A two day relay hunger strike is organised throughout the country yesterday and today, as per the call of the BSNLCCWF. This relay hunger strike is organised, demanding immediate payment of the 13 month wage arrears of the contract workers and also opposing their retrenchment, being done through the outsourcing. After VRS, the Management has introduced outsourcing in a massive scale and thereby retrenching contract workers. However, as per the reports being received from various circles, maintenance of landlines, Broadband and FTTH connections is seriously affected after the outsourcing and that customers are leaving BSNL. The forthcoming CEC meeting of BSNLEU will seriously discuss this issue and take appropriate action on that.

The Joint Committee on PLI was scheduled to meet tomorrow the 09-03-2018. However, the same has been postponed, since Shri Saurabh Tyagi, GM (Estt.), who is the chairman of the Joint Committee, has gone on leave.
In a major development, the government of India gave it’s approval yesterday for “Net Neutrality”. Under the principle of Net Neutrality, every Internet user must have equal access to all lawful online content, at the “same cost and speed”. The necessity for the government to announce this Net Neutrality arose because, some time back, the private operators attempted to start a system, in which those who pay extra money alone will be getting access to all the internet sites at assured speed, and others will be having only limited access and slower speed. The Telecom Secretary, Ms.Aruna Sundararajan announced yesterday that, this policy comes into effect immediately, and any violation of rules would attract severe penalties.

यह कहावत एक बार फिर सही साबित हुई है। AUAB को BSNL रिटायरीज के पेंशन रिवीजन के संबंध में एक और सफलता मिली है। अभी तक DOT इस बात पर अडिग था कि BSNL रिटायरीज को कार्यरत कर्मचारियों के वेज रिवीजन के बाद ही पेंशन रिवीजन मिल पाएगा। इस संबंध में DOT द्वारा लिखित में CMD BSNL को सूचित भी किया गया था। BSNLEU का यह स्पष्ट मत था कि पेंशन रिवीजन को कार्यरत कर्मियों के वेज रिवीजन से सम्बद्ध (लिंक) नही किया जाए। इसी प्रकार अन्य संगठनों ने भी इस मुद्दे पर अपनी ऐसी ही राय रखी थी। लेकिन अब यह हर कोई जानता है कि AUAB द्वारा दिए गए जोरदार झटके की वजह से ही इसका निराकरण संभव हुआ है। अगर हम इसकी पृष्ठभूमि पर दृष्टिपात करें, तो यह स्पष्ट हो जाता है कि BSNL के असंख्य एग्जीक्यूटिव और नॉन एग्जीक्यूटिव के द्वारा प्रदर्शित हड़ताल की तैयारी की वजह से ही सेक्रेटरी, टेलीकॉम ने AUAB को 02.12.2018 को चर्चा के लिए आमंत्रित किया था। और इसी मीटिंग में, संभवतः पहली बार, सेक्रेटरी, टेलीकॉम द्वारा जानकारी दी गई कि DOT ने पेंशन रिवीजन को कार्यरत कर्मियों के वेज रिवीजन से पृथक (delink) करने का निर्णय लिया है। किंतु AUAB के नेतृत्व में देश के सभी एग्जीक्यूटिव और नॉन एग्जीक्यूटिव कर्मियों के जबरदस्त प्रयासों की अनदेखी कर कुछ लोगों द्वारा इस उपलब्धि का श्रेय लूटना अपने आप में हास्यास्पद है।
The AUAB has called on the BSNL employees to gather in front of the offices at 10:00 am today, and pay homage to the CRPF brave-hearts, killed in the Pulwama terror attack. Accordingly, throughout the country, BSNL Executives and Non-Executives gathered in front of the offices and payed their respectful homage to the martyrs, and conveyed their condolences to the bereaved families.
It is reportedly told to the media, by Shri Anupam Shrivastava, CMD BSNL, that, BSNL is contemplating to lease out it’s huge optic fibre network to generate extra revenue. According to media reports, BSNL is having 7.5 lakh route kilometres of optic fibre. Reliance Jio comes next with it’s 3.2 lakh route kilometres of optic fibre. (This includes 1.78 lakh route kilometres of OFC acquired from Anil Ambani’s Reliance Communication). Airtel comes 3rd with 2.5 lakh route kilometres of OFC and Vodafone Idea comes 4th with 1.60 route kilometres of OFC.
