Group B status and pay scales to the Senior Accountants - BSNLEU discusses with the GM (EF).

The issue of granting Group B status and pay scale to the Senior Accountants is lying pending for a long time. The issue was discussed by Com.P. Abhimanyu, GS and Com. Swapan Chakraborty, Dy.GS, with Ms. Smita Choudhary, GM (EF) today. The GM (EF) told that BSNL had already written to the DoT in respect of issuing fresh Presidential Orders to the Senior Accountants and also about the applicable pay scale. She told that the reply is still awaited from the DoT. She also informed that the case in the Hon’ble High Court of Allahabad on this issue, is still to be disposed off.  BSNLEU will take efforts to expedite the speedy disposal of the court case and will also persue the case with the DoT.

समयबद्ध वार्तालाप हेतु गठित कमिटी (संस्थागत तंत्र) की मीटिंग 10.01.2019 को सम्पन्न हुई। मीटिंग का पूर्ण विवरण AUAB के परिपत्र में दिया गया है, जो कि सीएचक्यू वेबसाइट पर उपलब्ध है। AUAB का प्रतिनिधित्व कॉम पी अभिमन्यु, GS, BSNLEU व Convenor, कॉम चंदेश्वर सिंह, GS, NFTE व Chairman, कॉम के सेबेस्टिन, GS, SNEA और कॉम प्रह्लाद राय, GS, AIBSNLEA ने किया। श्री आर के खंडेलवाल, Joint Secretary (Admn.), श्री एस के जैन, DDG(Estt.) आदि DoT की ओरसे उपस्थित हुए। कुल मिला कर यह मीटिंग निरर्थक रही। DoT के अधिकारी माननीय संचार राज्य मंत्री से 03.12.2018 हुई मीटिंग में उनके द्वारा दिए गए आश्वासनों के क्रियान्वयन के संबंध में कोई विशेष उल्लेखनीय जानकारी नही दे पाए। साथ ही, AUAB द्वारा प्रस्तुत डिमांड्स के प्रति उनका रवैया भी नकारात्मक ही रहा। मीटिंग बगैर किसी लाभदायक परिणामों के साथ खत्म हुई। यह सभी को याद होगा कि AUAB ने बहुत पुख्ता तरीके से यह मांग की थी कि कमिटी की अध्यक्षता एडिशनल सेक्रेटरी द्वारा ही की जानी चाहिए, जिसे DoT द्वारा स्वीकारा नही गया था।

AUAB के प्रतिनिधियों ने श्री अंशु प्रकाश, एडिशनल सेक्रेटरी से मिल कर समयबद्ध वार्तालाप हेतु गठित कमिटी जिस तरीके से सम्पन्न हुई, उसकी कड़े शब्दों में शिकायत की। साथ ही उन्होंने 03.12.2018 को सम्पन्न मीटिंग में माननीय संचार राज्य मंत्री द्वारा दिए गए आश्वासनों के क्रियान्वयन में किए जा रहे विलंब की भी कड़े लहजे में शिकायत की। तत्पश्चात, AUAB की  एडिशनल सेक्रेटरी के साथ विस्तार से चर्चा हुई। एडिशनल सेक्रेटरी द्वारा दिए गए जवाब निम्नानुसार है।

 

(1) 3rd पे रिवीजन:

कैबिनेट और संबंधित मंत्रालय 15% फिटमेंट के साथ देना स्वीकार नही करेंगे क्योंकि बीएसएनएल की वित्तीय स्थिति इतनी अधिक सैलरी भुगतान की अनुमति नही देती है।  AUAB और बीएसएनएल मैनेजमेंट को स्वीकार्य योग्य प्रस्ताव देना चाहिए। अगले सप्ताह पुनः एडिशनल सेक्रेटरी से मीटिंग होगी।

 

(2) बीएसएनएल के लिए 4G स्पेक्ट्रम:

नीति आयोग और डिपार्टमेंट ऑफ एक्सपेंडिचर (DoE) के बीएसएनएल को 4G स्पेक्ट्रम के आवंटन के संबंध में अपने अलग विचार हैं। फिर भी, बीएसएनएल को 4G स्पेक्ट्रम के आवंटन हेतु फरवरी 2019 के प्रथम सप्ताह में संभावित टेलीकॉम कमीशन की मीटिंग में आवश्यक अनुमति प्राप्त करने के लिए DoT द्वारा पूर्ण प्रयास किए जाएंगे।  


(3) वास्तविक मूल वेतन पर पेंशन कॉन्ट्रिब्यूशन का भुगतान:

डिपार्टमेंट ऑफ एक्सपेंडिचर ने कुछ स्पष्टीकरण चाहें हैं जिसका जवाब बीएसएनएल को प्रस्तुत करना है । बीएसएनएल द्वारा 1-2 दिन में स्पष्टीकरण प्रेषित करने का आश्वासन दिया गया है।  


(4) पेंशन रिवीजन:

इस मुद्दे पर बेहद उपयोगी वार्ता हुई। एडिशनल सेक्रेटरी ने  बीएसएनएल के गठन के समय बीएसएनएल कर्मियों को पेंशन भुगतान से संबंधित जारी किए गए डाक्यूमेंट्स की कॉपीज मांगी है। बीएसएनएल मैनेजमेंट उन्हें डाक्यूमेंट्स शीघ्र उपलब्ध कराएगा।

अगले सप्ताह AUAB और एडिशनल सेक्रेटरी के बीच पुनः मीटिंग होगी।

Interim report of IIM-Ahmedabad on the revival / restructuring of BSNL.

The Indian Institute of Management – Ahmedabad has been asked to give a report on the revival of BSNL. Accordingly, the Institute has submitted it’s interim report. The report carries some good recommendations, as well as some recommendations which are unacceptable. Our comrades are requested to go through the report and to send their views to the CHQ, based on which the Union will take a final view of the report.

Meeting between the AUAB and the Additional Secretary, Telecom.

The representatives of the AUAB met Shri Anshu Prakash, Additional Secretary, Telecom, on 10.01.2019 and bitterly complained about the manner in which the meeting of the Committee for Periodic Interaction was held. Further, they bitterly complained about the delay in implementing the assurances given by the Hon’ble Minister of State for Communications in the meeting held on 03.12.2018. A serious discussion took place between the AUAB and the Additional Secretary. The replies given by the Additional Secretary, are as follows:-

 

(1)     3rd Pay Revision.

Cabinet and related Ministries will not accept to give 15% fitment, since BSNL’s financial position does not permit payment of such high salaries. The AUAB and BSNL Management should bring an acceptable proposal. Again meeting will take place, with the Additional Secretary, next week.  

 

(2)     Allotment of 4G spectrum to BSNL.

Niti Aayog and Department of Expenditure (DoE) have expressed their reservation for allotment of 4G spectrum to BSNL. However, DoT will try to get the approval of the Telecom Commission meeting, expected to take place in the first week of February.

 

(3)     Payment of Pension Contribution on actual basic pay.

The Department of Expenditure (DoE) has sought some clarifications, which have to be furnished by BSNL Management. The BSNL has assured to reply within a day or two.

 

(4)     Pension Revision.

Useful discussions were held on this issue. The Additional Secretary, Telecom, has sought for copies of the letters issued by the Government on pension issue, at the time of formation of BSNL. BSNL Management has assured to provide copies of those letters.

 

Again meeting between the AUAB and the

Additional Secretary, will be held next week.

Meeting of the Committee for Periodic Interaction (Institutional Mechanism).

A meeting of the Committee for Periodic Interaction (Institutional Mechanism) was held on 10.01.2019. Details of the meeting are mentioned in the AUAB circular, which is also uploaded on CHQ website. Com.P. Abhimanyu, GS, BSNLEU & Convenor, Com. Chandeshwar Singh, GS, NFTE & Chairman, Com. K. Sebastin, GS, SNEA and Com.Prahlad Rai, GS, AIBSNLEA, represented the AUAB. Shri R.K. Khandelwal, Joint Secretary (Admn.) and Shri S.K. Jain, DDG (Estt.), attended from the DoT side. Overall, it is a useless meeting. The DoT officers were not able to give any useful information with regards to the implementation of the assurances given by the Hon’ble Minister, in the meeting held on 03.12.2018. Further, they are having totally a negative attitude towards the demands of the AUAB. The meeting ended without any fruitful outcome. It may be recollected that the AUAB strongly demanded that this Committee should be presided over by the Additional Secretary, which was not accepted by the DoT.

BSNLEU demands early conducting of the JAO LICE.

Com.P. Abhimanyu, GS, met Ms. Smitha Choudhary, GM(EF), yesterday and discussed about the delay in holding the JAO LICE, and also about the delay in the implementation of the amendments sought by BSNLEU, to the JAO Recruitment Rules. The General Secretary strongly urged upon GM(EF) to hold the JAO LICE at the earliest with the amended JAO RR. The GM(EF) replied that the amendments for JAO RR are being sent for the approval of the BSNL Board, which are expected to be considered in the next Board meeting. She also assured that the JAO LICE would be held soon thereafter.

Hindi translation of "Wage reduction of the left out Non-Executives appointed between 01.01.2007 and 07.05.2010 settled - The relentless efforts taken by BSNLEU yields result."

01.01.2007 से 07.05.2010 के मध्य नियुक्त शेष नॉन एग्जीक्यूटिव कर्मियों के वेतन कमी (wage reduction) प्रकरण का निराकरण हुआ: BSNLEU द्वारा लगातार किए गए प्रयासों का प्रतिफल.

द्वितीय वेज रिवीजन के पश्चात 01.01.2007 से 07.05.2010 के बीच नियुक्त DR TTAs को वेतन में कमी होने से नुकसान हुआ था। DR TTAs को एक अतिरिक्त इन्क्रीमेंट दे कर उनके वेतन कमी की वजह से उत्पन्न नुकसान की पूर्ति की गई थी। किन्तु इस तरह की राहत अन्य नॉन एग्जीक्यूटिव्ज को नही मिल पाई थी। इस पक्षपात को ले कर BSNLEU ने इसके निराकरण हेतु प्रबंधन के समक्ष लगातार इस मुद्दे को रखा था। हमारे सतत प्रयासों की वजह से यह प्रकरण मैनेजमेंट कमिटी द्वारा अनुमोदित करने के बाद बोर्ड को अनुमोदन हेतु प्रेषित किया गया था। किंतु बोर्ड ने अनुमोदन न कर इस प्रकरण को ठंडे बस्ते में डाल दिया था। इसके बाद भी BSNLEU ने विभिन्न मंचों से मैनेजमेंट पर दबाव बनाए रखा। अंत में, इस मुद्दे पर BSNLEU द्वारा CMD BSNL से 10.07.2018 को सम्पन्न मीटिंग में चर्चा की गई। चर्चाओं के दौरान  CMD BSNL ने पुनः आश्वासित किया कि इस प्रकरण के निपटान हेतु बोर्ड का अनुमोदन प्राप्त कर लिया जाएगा। फलस्वरूप, प्रकरण पुनः बोर्ड के पास गया। अंततोगत्वा, बोर्ड ने अन्य नॉन एग्जीक्यूटिव्ज को वेज रिडक्शन की वजह से हुए वास्तविक नुकसान की भरपाई किए जाने का अनुमोदन कर दिया। इस अनुमोदन अनुसार, BSNL कॉर्पोरेट ऑफिस ने कल पत्र जारी कर दिया है। इस पत्र के अनुसार, वेतन में कमी से हुए वास्तविक नुकसान को कम्पेनसेट किया जाएगा, जिसे आगामी इन्क्रीमेंट में समायोजित भी नही किया जाएगा। कर्मचारियों को एरियर्स का भुगतान भी होगा। सभी लाभान्वित होने वाले कर्मियों को BSNLEU बधाई प्रेषित करती है। साथ ही, BSNLEU प्रकरण का निराकरण करने के लिए CMD BSNL का भी आभार व्यक्त करती है।

Settlement of the problem of the Sr.TOAs who are downgraded from the pay scale of 7100 to 6500.

BSNLEU is continuously demanding the settlement of the problem of the Sr.TOAs who are downgraded from the pay scale of 7100 to 6500. The Management has already accepted to resolve this problem by providing one more opportunity to the officials to exercise a fresh option under NEPP. However, this letter has not been issued so far by the Corporate Office. Com.P. Abhimanyu, GS, met Shri Saurabh Tyagi, Sr.GM(Estt.), today and enquired about this case. The Sr.GM(Estt.) replied that the letter could not be issued since the concerned AGM has gone for training. However, he assured to issue the letter next week.

Meeting with Director (HR).

Com.P.Abhimanyu, GS and Com.Swapan Chakraborty, Dy.GS, met Ms. Sujata T. Ray, Director (HR) yesterday, and discussed the following issues:-

 
(a)   Amendments to the Non-Executives’ Recognition Rule.

The representatives handed over the letter in this regard to the Director (HR) and demanded that the Non-Executives’ Recognition Rule should be amended. They apprised the Director (HR) about the decision of the 9th All India Conference of BSNLEU, which has demanded removal of the clause in the Recognition Rule, which stipulates that no other union will be recognised, if the first union gets 50% or more votes. The Director (HR) appreciated the magnanimity of BSNLEU and assured that needful action would be taken.


(b)   Holding JE LICE as offline exam.

The representatives reiterated that JE LICE should be conducted as offline exam. They cited the assurances given by the Chairman of the National Council, in the 37th meeting of the Council held on 20.11.2018, and demanded that the forthcoming JE LICE should be conducted as offline exam. The Director (HR) agreed to the demand of the Union and assured to take needful action.

 

(c)   Review of the results of the failed SC / ST candidates of the JE LICE held on 28.01.2018.

BSNLEU has already demanded that the results of the failed SC / ST candidates of the JE LICE held on 28.01.2018 should be reviewed based on the DoT letter no. 22-5/91-NCG dated 28.12.1992. In the meanwhile the BSNL Corporate Office has issued a letter, stating that the results of the failed SC / ST candidates would not be reviewed, on the plea that a general relaxation has already been given to the candidates belonging to all categories. BSNLEU does not accept this. In yesterday’s meeting the representatives of BSNLEU demanded the Director (HR) a review of the result of the failed ST / ST candidates should be made as per the DoT letter no. 22-5/91-NCG dated 28.12.1992. The Director (HR) has kindly consented to positively look into the demand of BSNLEU.

Meeting of the Committee for Periodic Review (Institutional Mechanism) to be held tomorrow.

The meeting of the Committee for Periodic Review (Institutional Mechanism), will be held at Sanchar Bhawan, at 04:00 pm tomorrow. The representatives of the AUAB, officers of the DoT and the Director (HR) from BSNL will participate in this meeting. It will review the implementations of the assurances given to the AUAB, by Shri Manoj Sinha, Hon’ble Minister of State for Communications (IC), in the meeting held on 03.12.2018.

AUAB meets Secretary, Telecom and Additional Secretary, Telecom.

Representatives of the AUAB met Ms. Aruna Sundararajan, Secretary, Telecom, today. Shri Anshu Prakash, Additional Secretary, Telecom, was also present. From AUAB, Com.P. Abhimanyu, Convenor & GS, BSNLEU, Com. Chandeshwar Singh, Chairman & GS, NFTE, Com. K. Sebastin, GS, SNEA and Com.Prahlad Rai, GS, AIBSNLEA, took part. The representatives of the AUAB expressed their concern over the slow implementation of the assurances given by the Hon’ble MoS(C). In reply, the Secretary, Telecom, told that a status report on all the issues would be given to the AUAB, by the DoT, in the Committee meeting to be held tomorrow. She requested the AUAB representatives to meet her thereafter, and apprise her of the actions need to be taken. In today’s discussion, the Secretary, Telecom, was requested to give four representatives to the AUAB in the Committee (Institutional Mechanism), which was accepted by her.

AUAB holds it's meeting and makes a review.

A meeting of the AUAB was held yesterday, the 08.01.2019. Com. Chandeshwar Singh, Chairman, presided over the meeting. General Secretaries / representatives of BSNLEU, NFTE, SNEA, AIBSNLEA, BSNL MS, BSNL ATM and TEPU participated in the meeting. Com. P. Abhimanyu, Convenor, welcomed every one and briefed on the agenda items. The meeting decided that the AUAB should immediately meet the Secretary, Telecom, and discuss about the slow implementation of the assurances given by the Hon’ble MoS(C). The meeting also decided that the Secretary, Telecom, should be requested to give adequate representation to the AUAB, in the Committee for Periodical Review (Institutional Mechanism). It is also decided to hold the next meeting of the AUAB at 11:00 am on 11.01.2019.

Debate on Rafale deal - governments attitude towards Public Sector is getting exposed.

The attitude of the government, towards the public sector Hindustan Aeronautic Ltd. (HAL) has got exposed. In the debate that took place in the Parliament, Rahul Gandhi accused that the government has left the HAL high and dry in the Rafale deal. He accused that instead of making the HAL as the offset partner in the Rafale deal, the Modi government has selected Anil Ambani’s company. In reply to this, Nirmala Sitharaman, Defence Minister, told the Parliament that the government has given projects worth Rs.1 lakh crores to the HAL. Incidentally, news came in the media that, the HAL is struggling to pay salary to it’s employees, and that it has taken Rs.1,000 crore as bank loan, for payment of the salary. Again Rahul Gandhi accused that, the government has not given any project to the HAL as of now. Nirmala Sitharaman, tried to substantiate her earlier statement by saying that, the projects for HAL are in the pipeline (being processed). This time Rahul Gandhi asked as to how the government has paid Rs.22,000 crores to the Dassault Aviations (supplier of Rafale jets), even though not even a single Rafale jet has been delivered so far. At the same time, he also questioned why the government has not paid Rs.15,700 crores to the HAL, for the projects it has already completed for the Indian Air Force. From the above debate it is becoming very clear that the government is interested only to take care of the Indian corporates and multinational companies, and that it is leased bothered about our Public Sector Companies..
