BSNLEU ने कर्मचारियों से 17-08-2022 को दिन भर ब्लेक बैज पहनने और दोपहर के भोजन अवकाश में प्रदर्शन आयोजित करने का आह्वान किया है ।
यह जानकर आश्चर्य होता है कि सरकार और बीएसएनएल प्रबंधन वीआरएस के माध्यम से अन्य 35,000 कर्मचारियों की छंटनी करने के लिए गंभीर कदम उठा रहे हैं । सरकार और प्रबंधन बीएसएनएल कर्मचारियों को गुलामों में बदलने की भी कोशिश कर रहे हैं, नियम 56 (जे) के तहत बर्खास्तगी की धमकी और उन्हें प्रति दिन 12 घंटे तक काम करने के लिए मजबूर कर रहे हैं । इन परिस्थितियों में, BSNLEU के अखिल भारतीय केंद्र ने 17-08-2022 को निम्नलिखित आंदोलनकारी कार्यक्रम आयोजित करने का निर्णय लिया है।
BSNLEU का सीएचक्यू सभी सर्किल और जिला संघों से आह्वान करता है कि वे अधिकतम संख्या में कर्मचारियों, पेंशनभोगियों और ठेका श्रमिकों को जुटाकर उपरोक्त दो कार्यक्रमों को सफलतापूर्वक आयोजित करें । आइए हम अपने कड़े विरोध का सरकार और प्रबंधन के समक्ष प्रदर्शन करें ।
The Heads of circles conference was held in the Corporate Office on 04th & 05th August, 2022. A presentation has been given by the Corporate Management in this conference, wherein it is proposed to retrench another 35,000 employees under VRS. The proposal is to offer VRS to the employees who are 45 years old and above. Through this VRS, Management wants to retrench 40% of the employees in the age group of 43 – 58 years. After implementation of this VRS, BSNL will have only 45,000 employees.
In the 1st VRS, out of the total 1.5 lakh employees, 80,000 employees were sent home. Now, the Management wants to implement one more VRS and to send home another 35,000 employee. The game plan of the government is very clear now.

सरकार / प्रबंधन वीआरएस के तहत अन्य 35,000 कर्मचारियों की छंटनी करना चाहता है।
मंडल प्रमुखों-Head of Circles का सम्मेलन 04 और 05 अगस्त-2022 को कॉर्पोरेट कार्यालय में आयोजित किया गया था। इस सम्मेलन में कॉर्पोरेट प्रबंधन द्वारा एक प्रस्तुति दी गई है जिसमें वीआरएस के तहत अन्य 35,000 कर्मचारियों की छंटनी करने का प्रस्ताव है। 45 साल या उससे अधिक उम्र के कर्मचारियों को वीआरएस देने का प्रस्ताव है। इस वीआरएस के माध्यम से प्रबंधन 43-58 वर्ष के आयु वर्ग के 40% कर्मचारियों की छंटनी करना चाहता है। इस वीआरएस के लागू होने के बाद बीएसएनएल के पास केवल 45,000 कर्मचारी होंगे।
पहले वीआरएस में कुल 1.5 लाख कर्मचारियों में से 80,000 कर्मचारियों को घर भेज दिया गया था । अब प्रबंधन एक और वीआरएस लागू करना चाहता है और अन्य 35,000 कर्मचारियों को घर भेजना चाहता है। सरकार की योजना अब बिल्कुल साफ है :

एयूएबी ने सीएमडी, बीएसएनएल को पत्र लिखकर कर्मचारियों को धमकियों के साथ-साथ काम के घंटों को बढ़ाने के खिलाफ विरोध किया।
दिनांक 11.08.2022 को आयोजित अपनी बैठक में एयूएबी ने बीएसएनएल को दूसरे पुनरुद्धार पैकेज की घोषणा के बाद कर्मचारियों को दी जा रही धमकियों का विरोध किया है। एयूएबी की बैठक में काम के घंटे बढ़ाने के प्रस्तावों का भी कड़ा विरोध किया गया है। एयूएबी की बैठक में सर्वसम्मति से एक प्रस्ताव पारित किया गया है जिसमें कर्मचारियों को धमकियों का विरोध किया गया है और काम के घंटे बढ़ाने का भी विरोध किया गया है। यह प्रस्ताव कल बीएसएनएल के सीएमडी श्री पी.के.पुरवार को भेजा गया है।
A meeting of the AUAB was held online yesterday the 11.08.2022. It was attended by the General Secretaries of BSNLEU, NFTE, AIGETOA, SNEA, AIBSNLEA, SNATTA and the Treasurer of FNTO. The meeting expressed it’s serious concern about the threatenings being given to the employees, after the announcement of the 2nd Revival Package. The meeting also noted that, efforts are being made to increase the working hours of the employees up to 10 / 12 hours per day. Hence, the meeting unanimously decided to write a protest letter to the CMD BSNL on these matters. The meeting also expressed it’s serious concern about the inordinate delay in the launching of BSNL’s 4G service. The meeting noted that, BSNL is being denied the ‘Level Playing Ground’ in the name of Atmanirbhar policy. The meeting unanimously decided to write a letter to the Hon’ble Minister of Communications, expressing the views of the AUAB.
The BSNL Management has released the final list of unions / associations which are eligible to participate in the 9th Membership Verification. According to the letter issued by the SR Branch of the Corporate Office, 13 unions and associations have become eligible for participating in the 9th Membership Verification.
BSNLEU, Chennai circle, conducted it’s Executive Committee meeting yesterday the 10.08.2022. Out of the 26 members of the Executive Committee, 23 comrades participated. Com.Basha, president, presided over the meeting and Com.M.Sridharasubramanian, CS, welcomed everyone. Com. S. Chellappa, AGS, addressed the meeting and explained about the recent revival package announced by the government and also about the activities of the CHQ. He appreciated the Chennai circle union for enrolling 62 new members in June / July, 2022. Com.M. Sridhara Subramanian, presented the report on activities. 19 comrades participated in the debate. The meeting also held serious discussions regarding successfully conducting the campaign for the 9th Membership Verification.
As is already informed, the Extended Central Executive Committee meeting of BSNLEU is being held at Mysuru on 26th & 27th August, 2022. All the district secretaries have to attend this meeting. At the same time, the CHQ and the Reception Committee need to know how many district secretaries are attending this meeting. This information is very essential for making accommodation, food and other arrangements. Hence, all circle secretaries are requested to inform the CHQ immediately as to how many district secretaries are attending the Extended CEC meeting from their respective circles. Circle secretaries are requested to give this information to the CHQ within three days.
Window was opened from 16.06.2022 to 15.07.2022 for the Non-Executives to change their Union Membership. Based on the declarations submitted by the employees, union subscription has already been deducted from the salary for the month of July, 2022. Hence, all the circle secretaries are requested to immediately give the following informations to the CHQ by 17.08.2022.
All the circle secretaries are requested to treat this task as important.
Right from the beginning, BSNL is not having it’s own Management. ITS officers, who are on deputation, are running this Company. They do not have any sense of belongingness to BSNL. This is one of the problems being faced by BSNL in it’s revival. Even though it is already 22 years since BSNL is started, the Company is still not having a Management of it’s own. This is being done in a calculated way by the government. On 03.08.2022, the DoT has issued a letter stating that, the government has given approval for the continuation of 560 ITS officers on deputation in BSNL and MTNL till December, 2026. The breakout figures of these 560 ITS officers are HAG ; 34 SAG ; 353 and JAG ; 173.
The CHQ has come to know that, fewer candidates have applied for the forthcoming JE LICE. It is learnt that, so far only 435 candidates have submitted their application. The last date for submitting application is 16.08.2022. Hence, CHQ requests the circle and district secretaries to kindly ensure that, the eligible candidates submit their application without fail before the last date.
The postal employees throughout the country went on strike today, opposing corporatisation / privatisation of the postal services. BSNLEU had given call for organizing demonstrations in BSNL, in solidarity with the striking postal employees. CHQ heartily congratulates the circle and district unions which have organised the solidarity demonstrations.
All sections of the people, including workers, peasants, agricultural workers are seriously affected by the policies being adopted by the Modi government. While aggressively implementing it’s privatisation policies, the government is snatching away the basic trade union rights, by introducing 4 new Labour Codes. Similarly, the assurance given by the government regarding Minimum Support Price (MSP), during the farmers struggle is not implemented so far. New methods of exploitations are being implemented which rob the livelihood of the entire citizens. Under these circumstances, a worker-peasant convention is being organised at Talkatora stadium, in New Delhi on 05.09.2022. This convention is being organised by CITU, the All India Kisan Sabha(AIKS) and the All India Agricultural Workers Union (AIAWU). The All India Centre meeting of BSNLEU has decided to participate in this convention. Hence, circle unions adjacent to Delhi like Haryana, UP (West), Rajasthan, Punjab, Himachal Pradesh, Uttarakhand and UP (East) are requested to bring comrades for this Convention.
The Corporate Office has issued letter today, giving direction to all the Chief General Managers, for the sanctioning of special casual leave for BSNLEU’s CEC meeting to be held on 25.08.2022 and the Extended CEC meeting to be held on 26.08.2022 and 27.08.2022. According to this letter, the circle secretaries and CHQ office bearers will be sanctioned Special Casual Leave for attending both the CEC and Extended CEC meetings. The district secretaries will be sanctioned Special Casual Leave for attending the Extended CEC meeting to be held on 26.08.2022 and 27.08.2022.
The All India Centre of BSNLEU, in it’s online meeting held yesterday, has decided to organise a “Meet the Employees” programme from 01st to 07th September, 2022. During this “Meet the Employees” programme, campaign will be conducted against the National Monetisation Pipeline, disinvestment and privatisation policies of the government. CHQ will prepare a pamphlet, which has to be translated and printed in the regional languages. This pamphlet has to be distributed among the employees during the “Meet the Members” campaign. All the circle and district unions are requested to take effective steps to successfully organise this programme.
The Co-ordination Committee (CoC) of BSNLEU, AIBDPA and BSNL CCWF had already given call to organise a Human Chain programme, against the National Monetisation Pipeline, disinvestment and privatisation policies of the government. However, this programme had to be postponed under unavoidable circumstance. Now, the Co-ordination Committee has decided to organise this Human Chain programme on 14.09.2022. This programme should be organised in places where the general public gather. All the circle and district secretaries of BSNLEU are requested to successfully organise this Human Chain programme, in coordination with the AIBDPA and BSNL CCWF.
The CHQ of BSNLEU has already informed that, the postal employees are going on a one day strike on 10.08.2022, against the corporatisation of the Postal services. This corporatisation will ultimately lead to the privatisation of the Postal services, which in turn will seriously impact the common people of this country. The All India Centre of BSNLEU has decided to organise lunch hour solidarity demonstrations on 10.08.2022, opposing the corporatisation / privatisation of the Postal services and extending solidarity and support to the fighting Postal employees. All the circle and district unions are requested to organise the solidarity demonstrations effectively.
The Postal Joint Council of Action (PJCA), including NFPE and FNPO, has given call for one day strike, to be organised on 10.08.2022. This strike is against the proposal of the government to convert the Postal department into a corporation. Undoubtedly, the intended corporatisation of the Postal department, will ultimately lead to the privatisation of the Postal services. BSNLEU strongly condemns the moves of the government to corporatise the Postal department. BSNLEU extends it’s fullest support and solidarity for the Postal strike.
निगमीकरण के खिलाफ डाक कर्मचारियों की एक दिन की हड़ताल : BSNLEU ने अपनी एकजुटता प्रगट की ।
एनएफपीई और एफएनपीओ सहित डाक संयुक्त कार्रवाई परिषद (पीजेसीए) ने दिनांक 10.08.2022 को आयोजित की जाने वाली एक दिवसीय हड़ताल का आह्वान किया है। यह हड़ताल डाक विभाग को निगम में बदलने के सरकार के प्रस्ताव के खिलाफ है । निस्संदेह, डाक विभाग का इच्छित निगमीकरण, अंततः डाक सेवाओं के निजीकरण का कारण बनेगा। BSNLEU ने डाक विभाग के निगमीकरण के सरकार के कदमों की कड़ी निंदा की है । BSNLEU ने डाक हड़ताल के लिए अपना पूरा समर्थन और एकजुटता प्रदान की है।
CHQ is saddened to know that, Mrs.Narayani Amma, mother of Com.Manoharan, Organising Secretary (CHQ) passed away on 01-08-2022. She was 86 years old and had been unwell for some time. CHQ conveys it’s heartfelt condolences to Com.Manoharan, his family members and relatives. CHQ also regrets for this belated updating.
