As has already been announced, BSNLEU and BSNLCCWF are organising March to Labour Commissioners’ offices tomorrow, demanding immediate payment of wage arrears to contract workers and also to stop their retrenchment. At the end of the rallies, a memorandum is to be submitted to the Deputy Labour Commissioner / Regional Labour Commissioner / Assistant Labour Commissioner / Labour Enforcement Officer, as the case may be. A copy of the memorandum to be submitted tomorrow is attached herewith. It is already sent to the circle secretaries and central office bearers on Whatsapp also. All circle and district secretaries are requested to organise the rallies tomorrow and submit the memorandum. Report and photos may be sent to the CHQ promptly.

A meeting of the AUAB was held today. Com.Chandeswar Singh, Chairman, presided over. Com.P.Abhimanyu, Convenor, welcomed everyone and briefed about the agenda.The meeting expressed it’s serious resentment over the non-payment of the September salary. Non-payment of contract workers’ wages for the past 8 months, non-payment of electricity bills, the misleading reports appearing in the media that, BSNL would be closed down,etc., were seriously viewed by the meeting. After in-depth discussion, it was decided to organise a one day hunger strike on 18-10-2019, to be participated in by the General Secretaries, Circle Secretaries and District Secretaries, at the Corporate Office, Circle and SSA levels respectively. Together with this, lunch hour demonstrations are to be organised at all the places on same day, involving the entire Executives and Non-Executives of BSNL. It is also decided that the unions and associations which could not attend today's meeting are to be contacted immediately and are to be requested to participate in the programme. The AUAB will again meet on 21-10-2019, to decide about the next course of action. The following are the demands:-

1. Immediate payment of the September salary. Timely payment of salary every month.
2. Payment of contract / casual labourers' wages and payment electricity bills and rentals.
3. Revival of BSNL by immediate allocation of 4G spectrum, extension of financial assistance / soft loan and approval for BSNL’s Land Monetisation proposal.
4. Settlement of 3rd Pay Revision, Pension Revision and 30% Superannuation benefits.
5. . Immediate remittance of dues towards GPF, Bank loan EMI, Society, LIC premium, etc.

वर्किंग क्लास के साथ विश्वासघात- कार्य के घंटे, 8 घंटे प्रतिदिन से बढ़ा कर 12 घंटे प्रतिदिन किए गए....
अपना खून न्यौछावर कर और अत्याधिक बलिदान कर, वर्किंग क्लास ने "8 घंटे के कार्य दिवस" के लक्ष्य को हासिल किया था। अंतर्राष्ट्रीय श्रम संगठन (ILO) ने, 1919 में आयोजित अपने सम्मेलन में एक दिन में 8 घंटे और सप्ताह में 48 घंटे कार्य की घोषणा की थी। ILO सम्मेलन के इस निर्णय का 1921 में भारत सरकार द्वारा समर्थन किया गया था।

अब, जबकि, इस वक्त भारत लॉक डाउन के दौर से गुजर रहा है, चुपके से, कार्य के घंटे, 8 घंटे प्रतिदिन से बढ़ा कर 12 घंटे प्रतिदिन किए जा चुके हैं। वास्तव में, मोदी सरकार सत्ता में आने के बाद से ही, फैक्ट्रीज एक्ट 1948 में परिवर्तन हेतु गंभीर रूप से प्रयासरत रही है, जिससे कि, कार्य के घंटों में वृद्धि की जा सके। बहरहाल, इसे रोकने के लिए सेंट्रल ट्रेड यूनियन्स द्वारा कई हड़तालें भी की गई है। हाल ही में, 13 अप्रैल, 2020 को उनके द्वारा कार्य के घंटो में वृद्धि के विरोध में केंद्रीय श्रम मंत्री को पत्र भी लिखा गया है।

इसी दौरान, CII (कन्फेडरेशन ऑफ इंडियन इंडस्ट्रीज) का प्रतिनिधित्व करते हुए भारत के कॉर्पोरेट्स आदि के द्वारा भी कार्य के घंटों में वृद्धि हेतु सरकार पर दबाव बनाया जा रहा है। परिणामस्वरूप, सेंट्रल ट्रेड यूनियन्स के प्रतिरोध के बावजूद, कई राज्य सरकारों द्वारा मोदी सरकार के मौन समर्थन से चुपचाप तरीके से कार्य के घंटे, 8 घंटे से बढ़ा कर 12 घंटे कर दिए गए हैं। इन राज्यों में, गुजरात, राजस्थान, पंजाब, हिमाचल प्रदेश व ओडिशा शामिल है।

कई और राज्यों द्वारा भी इसे शीघ्र लागू करने की संभावना है। केंद्र और राज्य सरकारें, आज देश मे व्याप्त असामान्य स्थिति का लाभ उठाते हुए, वर्किंग क्लास की पीठ में छुरा भोंक कर, कॉर्पोरेट क्लास को सहयोग कर रही है। अब, भारत के वर्किंग क्लास को, "8 घंटे के कार्य दिवस" के, संघर्षों से अर्जित अपने अधिकार की पुनर्बहाली के लिए, जवाबी कार्यवाही करना चाहिए।

As it has been already informed, the AUAB has given call to submit memorandum to all the MPs, seeking their intervention in BSNL’s expeditious launching of 4G, as well as it’s revival. 

However, it is observed that submitting the memorandum is going on at a slow pace. This may be due to the lock-down and severe restrictions in movement, to control the spread of Corona Virus Disease. However, our circle and district unions should keep in mind that submitting memorandum to the MPs is very essential to mobilise the public opinion in favour of BSNL’s survival and revival. 

Hence, despite the lock-down and restrictions, somehow, our circle and district secretaries should take the initiative for submitting memorandum to the MPs, on behalf of the AUAB. The CHQ considers this as an important duty and calls upon the circle and district unions to fulfil this duty despite all difficulties.

A meeting of the All Unions and Associations was held at New Delhi today. General Secretaries of BSNLEU, NFTE, SNEA, AIBSNLEA, FNTO, SEWA BSNL, BSNL MS and BSNL OA participated in the meeting. Preparations for the two day strike were reviewed. As per available reports, excellent preparations have been made throughout the country. After discussions, the meeting unanimously resolved to call upon the employees to make the two day strike a cent per cent success.

A felicitation meeting was held for Com Suresh Kumar, General Secretary, BSNLMS,  in the CTO Sabhagar, Eastern Court, New Delhi, on 30th January, 2017, for his retirement on superannuation.  The meeting was presided over by com Mallikarjun,President, BTEF. Leaders and workers from BSNL and MTNL attended the meeting in a large number. The meeting was addressed by com V.A.N.Namboodiri, com Swapan Chakraborty, Dy GS and many others. On behalf of BSNLEU, com.Suresh Kumar was honoured, by offering a shawl. Com Jhon Vhargese, AGS,BSNLEU and com R.S.Chouhan,vice-president(CHQ) were also present in the meeting.

The Central Public Sector Trade Unions conducted a one day convention at Ernakulam, yesterday. 340 delegates participated in the Convention, from all the major Central Public Sector Undertakings. Com. Tapan Sen, General Secretary, CITU, inaugurated the Convention. Com.P.Abhimanyu, GS, BSNLEU, addressed the convention, and gave a detailed picture of how the government is trying to finish off BSNL, by forming the Subsidiary Tower Company. He also narrated about the sustained struggles of the BSNL employees to safeguard BSNL. The GS, BSNLEU also briefed the convention about the developments in the wage revision issue of the BSNL employees. The meeting decided the following action programme on the key issues:-

1. To conduct a nationwide campaign programme in all the Public Sector undertakings.
2. To send Fax to the Prime Minister and Minister of Heavy Industries.
3. To conduct a National Convention on 25th May, at New Delhi, against privatisation, Fixed Term Employment and on wage revision issue.

The circle Unions of West Bengal, Kolkata Telephones, Telecom Factory and Telecom Stores organised a memorable condolence meeting yesterday, for the late veteran leader, Com. Sisir Bhattacharji. The meeting was organised in the Alipore Telecom Factory and Com.Shekar Bhattacharya,President,Telecom Factory, presided over the meeting. A large number of comrades attended the meeting. At the outset, the leaders paid floral tributes to Com. Sisir Bhattacharji addressed the meeting and recollected the contributions of Com.Sisir Bhattacharji. BSNLEU and NFTE have already decided to adopt a common approach, for the early and successful settlement of the Wage Revision of the Non-Executives. The meeting of BSNLEU and NFTE members of the Joint Wage Revision Committee was held on 03.08.2018. Detailed discussions took place on the construction of the new pay scales. Finally, the meeting reached unanimous conclusion on how to construct the new pay scales. It is also decided that the Staff Side should submit a note to the Management Side, ahead of the next Wage Revision Committee meeting, to be held on 09.08.2018. In accordance with this, the following note is submitted today, to the Chairman of the Wage Revision Committee.

Dharna programme is being massively organised throughout the country today, as per the call of the AUAB. This programme is being organised to highlight the road-blocks being created by the DoT, in the implementation of the assurances given by Shri Manoj Sinha ji, the Hon'ble Minister of State for Communications, in the meeting held with the AUAB on 24-02-2018, on the issues of Wage Revision, allotment of 4G spectrum, pension revision, payment of pension contribution based on the actual basic pay and settlement of the left out issues of the 2nd PRC. The CHQ of BSNLEU heartily congratulates all the comrades for successfully organising the programme.

BSNL ने कर्मचारियों को वेतन भुगतान अपने स्वयं के स्त्रोतों से किया...
यह राहत देने वाली बात है कि BSNL कर्मियों को फरवरी 2019 के वेतन का भुगतान आज कर दिया गया है। मीडिया के कुछ हलकों में खबर प्रसारित की गई है कि इस भुगतान हेतु DoT द्वारा फंड्स जारी किए गए हैं। यह पूर्णतः गलत है। BSNL द्वारा वेतन का भुगतान पूर्ण रूप से स्वयं के द्वारा एकत्रित राजस्व से किया गया है। AUAB के प्रतिनिधियों ने 13.03.2019 को CMD BSNL से मिल कर वेतन भुगतान के मुद्दे पर चर्चा की थी, तब उन्होंने आश्वासित किया था कि वेतन का भुगतान 20.03.2019 तक कर दिया जाएगा। साथ ही उन्होंने यह भी कहा था कि यह भुगतान पूर्ण रूप से BSNL को प्राप्त राजस्व राशि से ही किया जाएगा। इसी दौरान, BSNL को DOT से रु 500 करोड़ की राशि भी 14.03.2019 को प्राप्त हो गई। BSNL द्वारा DoT के प्रोजेक्ट्स के  कार्य निष्पादन के एवज में रु 2500 करोड़ का भुगतान DoT द्वारा BSNL को किया जाना था। इस रु 2500 करोड़ की राशि मे से कल BSNL को रु 500 करोड़ जारी किए गए हैं। हमें इस बात का फख्र है कि BSNL ने अपने कर्मचारियों को अपने स्त्रोतों से ही वेतन का भुगतान किया है।

Com.P.Abhimanyu, GS, spoke to Shri P.C. Bhat, Sr.GM(CBB) yesterday, and demanded to release funds immediately for the payment of arrears of Special Concession / Facilities to the employees working in Kashmir Valley. The General Secretary pointed out that the employees have not received the payment, despite the fact the Corporate Office has already issued approval for the Special Concession / Facilities to the employees working in Kashmir Valley, long back. The Sr.GM(CBB) expressed that the funds could not be allotted due to the cash-crunch, and assured settle this problem at the earliest.

महाराष्ट्र और केरल में मूसलाधार वर्षा- BSNLEU ने CMD BSNL से धनराशि उपलब्ध कराने का अनुरोध किया, जिससे कि सेवाएं  संचालित होती रहे...

महाराष्ट्र और केरल सर्किल में मूसलाधार बारिश का जबरदस्त प्रहार हुआ है। यह जानकारी प्राप्त हुई है कि हमारे सांगली और कोल्हापुर एक्सचेंज में भी पानी प्रवेश कर गया है। सिंधुदुर्ग और रत्नागिरी जिले भी बुरी तरह से प्रभावित हुए हैं। 

इसी प्रकार, लगातार जारी वर्षा की वजह से केरल के कई क्षेत्रों में भी बिजली आपूर्ति बाधित हुई है। इसकी वजह से सेवाएं सुचारू रूप से चलाने के लिए डीजल खरीदने में भारी खर्च हुआ है। कॉम पी अभिमन्यु, जीएस ने CMD BSNL को व्हाट्सएप्प मैसेज कर महाराष्ट्र और केरल सर्किल के लिए तत्काल आवश्यक धनराशि उपलब्ध कराने का अनुरोध किया है, जिससे कि BSNL की सेवाएं बाधित न हो। 

AUAB ने 18.10.2019 को भूख हड़ताल का आव्हान किया- कार्यक्रम जबरदस्त रूप से सफल करें...
आज AUAB की मीटिंग सम्पन्न हुई। कॉम चंदेश्वर सिंह, चेयरमैन, ने अध्यक्षता की। कॉम पी अभिमन्यु, संयोजक ने सभी का स्वागत किया और एजेंडा प्रस्तुत किया। मीटिंग में सितंबर माह के वेतन का भुगतान न किए जाने पर अत्यंत गंभीरता के साथ रोष प्रकट किया गया। कॉन्ट्रैक्ट वर्कर्स का विगत 8 माह से वेजेस का भुगतान न होना, विद्युत बिल्स  का भुगतान नही होना, अखबारों में BSNL के बंद होने की भ्रामक मीडिया रिपोर्ट्स का प्रकाशन आदि मुद्दों की गंभीरता के साथ समीक्षा की गई। गहन चिंतन पश्चात निर्णय लिया गया कि  18-10-2019 को जनरल सेक्रेटरीज, सर्किल सेक्रेटरीज व डिस्ट्रिक्ट सेक्रेटरीज द्वारा क्रमशः कॉर्पोरेट ऑफिस, सर्किल ऑफिस व जिला स्तर पर भूख हड़ताल की जाएगी। साथ ही, इसी दिन सभी जगह भोजन अवकाश के दौरान सभी एग्जीक्यूटिव्ज व नॉन एग्जीक्यूटिव्ज को शामिल करते हुए प्रदर्शन आयोजित किए जाएंगे। यह भी निर्णय लिया गया कि जो यूनियन्स व एसोसिएशन्स आज की मीटिंग में उपस्थित नही हो पाए हैं, उनसे भी त्वरित संपर्क किया जाएगा और उक्त कार्यक्रम में शामिल होने का अनुरोध किया जाएगा। AUAB की 21-10-2019 को पुनः मीटिंग होगी जिसमें आगामी कार्यक्रम की रूपरेखा तय की जाएगी। मांगें निम्नानुसार है।

* सितंबर माह के वेतन का तुरंत भुगतान। प्रत्येक माह वेतन का समय पर भुगतान।
* कॉन्ट्रैक्ट/कैज्युअल वर्कर्स के वेजेस का भुगतान, इलेक्ट्रिसिटी बिल्स और किराए का भुगतान।
* BSNL को 4G स्पेक्ट्रम का आवंटन, वित्तीय सहायता/सॉफ्ट लोन और BSNL द्वारा प्रस्तुत लैंड मोनेटायजेशन प्रस्ताव का अनुमोदन कर BSNL का रिवाइवल।
* तृतीय पे रिवीजन, पेंशन रिवीजन व 30% सुपर एन्युएशन लाभ का निराकरण।
* GPF, बैंक लोन की किश्तें, सोसाइटी की किश्तें, LIC प्रीमियम आदि का त्वरित प्रेषण।

Uddhav Thackeray, the Chief Minister of Maharashtra, has said it was his party Shiv Sena's "mistake" to mix religion with politics and stay with the BJP.
