Press meet held throughout the country yesterday.

The AUAB had called upon the unions and associations to organise press meets throughout the country yesterday the 29-10-2018, to explain about the non-implementation of the assurances given by the Hon'ble Minister of State for Communications. The AUAB had also circulated a press release, to be issued to the media, exposing the road-blocks being created by the DoT, in the settlement of wage revision and other issues. As per this call, press meets are organised in many parts of the country. CHQ heartily congratulates the circle and district unions which have taken efforts to organise the press meets. Observe Martyrs' Day on 23rd March, 2019.

The Martyrdom Day of freedom fighters, Bhagat Singh, Sukhdev and Raj Guru, falls on 23rd March. It was on this day in 1931, that these three heroes were hanged by British imperialists. BSNLEU is observing this day every year. CHQ calls on the Circle and District unions to observe this day in a befitting manner.

General Secretary addressed a spirited Combined Extended Circle Executive Committee meeting at Kolkata.

The Combined Extended Circle Executive Committee meeting of West Bengal, Kolkata and Telecom Factory, Kolkata circles was held in the CTO Building auditorium at Kolkata yesterday the 11.08.2019. The meeting was presided over by a presidium consisting of Com.Banani Chattopadyay, Com.Prabhir Dutta and Com.Sekhar Bhattacharjee. It was heartening to note that even on a Sunday, the branch secretaries have come from the length and the breadth of West Bengal circle, in addition to the functionaries of Kolkata and Telecom Factory circles. The meeting was addressed by Com.P.Abhimanyu,GS, Com.Animesh Mitra, President & CS, West Bengal, Com.Sisir Roy, Organising Secretary (CHQ) & CS, Kolkata and Com.Om Prakash Singh, CS, Telecom Factory (Kolkata). In his detailed address, Com.P.Abhimanyu, GS, explained with facts and figures, how BSNL had come out of the onslaughts of the governments in the past and asserted with confidence that it would come out victorious from the present crisis also, with the united struggles of the employees, as well as support of the people.

मेम्बरशिप वेरिफिकेशन में लगातार 7वीं बार रिकॉर्ड जीत दर्ज करने के बाद, BSNLEU की दो दिवसीय सीईसी की  आज ALTTC, ग़ाज़ियाबाद में शुरुआत हुई। गगनभेदी नारों के बीच आंध्र प्रदेश के सीएस और ट्रेड यूनियन आंदोलन के वरिष्ठतम कॉमरेड पी.असोका बाबू ने यूनियन का लाल झंडा फहराया। इसके पश्चात सीईसी मीटिंग प्रारंभ हुई। मीटिंग की अध्यक्षता कॉम अनिमेष मित्रा कर रहे हैं। स्वागत समिति की ओरसे कॉम उपेन्द्र सिंह तेवतिया, सीएस, (यूपी-वेस्ट) ने सभी का स्वागत किया। CHQ की ओर से कॉम पी. अभिमन्यु, जीएस ने सभी सीईसी मेंबर्स का अभिनंदन किया। स्वागत उद्बोधन कॉम ए के पद्मनाभन, उपाध्यक्ष, सीटू ने दिया। मीटिंग में, BSNL को वर्तमान वित्तीय संकट से उबारने के लिए किए जा रहे उपायों पर चर्चा होगी और वर्किंग क्लास को साथ ले कर पब्लिक सेक्टर को खत्म करने के सरकार द्वारा किए जा रहे प्रयासों का विरोध करने हेतु प्रमुखता के साथ विचार विमर्श होगा।

Memorandum submitted to Prof.Pradip Bhattacharya, Rajya Sabha member from Kolkata.

The AUAB leaders of Kolkata met Prof. Pradip Bhattacharya, member of the Rajya Sabha, today and presented the memorandum. The AUAB leaders also explained to the MP about the road-blocks being created in the launching of BSNL’s 4G service and delay in the implementation of Revival Package. Shri Pradip Bhattacharya, MP, assured to make intervention.

Payment of employees contribution of the EPF arrears.

In respect of the employees recruited before 01.10.2000, but whose actual appointment took place after 01.10.2000, GPF was implemented for the first few years, and subsequently they were switched over to the EPF. BSNLEU is strongly demanding that the arrears of employees contribution, of the EPF, during the period for which GPF was implemented, should be borne only by the Management, since it was the mistake committed by the Management. This issue was discussed in the 35th meeting of the National Council, and direction was given by the Chairperson that, provision of the EPF Act should be followed in this respect. However, this is not implemented so far. This issue was discussed by com. P. Abhimanyu, GS, with shri P.D. Chiraniya, GM (CA) yesterday. The GS strongly demanded that as per the EPF Act, the employee contribution arrears should be borne by the Management only, and that the decision of the National Council should be implemented. The GM (CA) assured to do the needful.

BSNLEU demands restructuring of Hindi Translators, both Junior Hindi Translators ?and Senior Hindi Translators and to provide them promotional avenue ?to Rajbhasa Adhikari post, (AD-OL) at par with Central government depts.

Com Swapan Chakraborty Dy GS and com Jhon Varghes, AGS met shri D.Chakraborty, PGM  (Pers.) and demanded that the restructuring  of Hindi Translators, both Junior Hindi Translators and Senior Hindi Translators  to provide  them promotional avenue to the post of  Rajbhasa Adhikari (AD-OL), which is pending with the BSNL management for a long time . It was demanded that the process should be completed with out further delay. The GM (Pers.) informed that proposal was sent to the DoT, for restructuring of the Rajbhasa Adhikari post, with creation of 175 intermediary post of Asstt Rajbhasa Adhikari in E-1 pay scale, so that Hindi Translators in Non- Executive posts can get promotion through LICE to E-1 scale.100% posts of Asstt. Rajbhasha Adhikari are to be filled up through LICE. The DoT has sent back the proposal to BSNL for certain queries and the EF cell in BSNL is processing the reply of those queries. He further assured that the proposal will be re-submitted to the DoT at the earliest to get it approved by the DoT.

Organise BSNLEU's Foundation Day on 22nd March, 2019.

The Foundation Day of BSNLEU falls on 22nd March, 2019. CHQ calls upon the circle and district unions to observe the Foundation Day effectively, with flag hoisting and by holding gate meetings / special general body meetings, to explain the present situation to the members. Reports and photos of the programme may be sent to the CHQ.

Gujarat Extended Circle Executive Committee meeting generates great enthusiasm.

Gujarat Circle Union organised a very impressive Extended Circle Executive Committee meeting today, at Ahmedabad. A large number of comrades attended the meeting enthusiastically from the various districts of Gujarat circle. Com.G.S. Ray, Vice President, presided over the meeting. Com.D.K. Bakutra, welcomed everyone and explained about the purpose of the meeting. Com.M.K. Dave, Vice President (CHQ), addressed the meeting. Com.P.Abhimanyu, GS, addressed the meeting at length and explained about the forthcoming Membership Verification, the present financial crisis of BSNL, as well as about the ways and means to overcome it. Thereafter, the district secretaries addressed the meeting and assured, that the message delivered by the General Secretary would be taken to the employees far and wide. Today’s meeting has generated a very big enthusiasm among our comrades in Gujarat circle.  CHQ heartily congratulates the Gujarat circle union for organising this excellent meeting.

Greater unity of the BSNL employees is achieved - more organisations become part of the AUAB.

Crisis is deepening in BSNL. Hence, need of the hour is to strengthen the unity of the BSNL employees, so that the united trade union movement of BSNL can ensure the financial revival of the Company at the earliest. All the major organisations of BSNL employees have taken sincere steps in this direction, during the past couple of weeks. As a result, greater unity has been achieved. Many more organisations have become part of the AUAB now. This is reflected in the AUAB meeting held yesterday the 11-10-2019. The names of the unions and associations attended yesterday’s meeting are as follows:-

 

BSNLEU, NFTE BSNL, SNEA, AIBSNLEA, FNTO, SEWA BSNL, BSNL MS, AIBSNLOA, SNATTA, TEPU, BSNL OA, TOA BSNL and BEA. The meeting has also taken decision to approach all the unions and associations, which were not able to participate in yesterday's meeting, with the view to bring them into the fold of the AUAB. We shall continue to strengthen the unity of the employees further.

Let us provide uninterrupted services, while ensuring our personal safety - CHQ circular no.3.

Whenever natural calamities like cyclone, floods, etc., struck the nation, BSNL has stood in the forefront, to facilitate relief and rescue operations. In the present scenario also, when the nation is faced with the danger of Corona Virus Disease, BSNL is expected to provide uninterrupted services. At the same time, the personal safety of the field level employees has to be ensured. The CHQ, through it's circular, has requested the Circle Secretaries, Central Office Bearers and the District Secretaries to ensure both.

BSNLEU के ऑल इंडिया सेन्टर ने देश भर में BSNL के कार्यालयों के समक्ष 21.05.2020 को भोजन अवकाश में प्रदर्शन आयोजित करने का निर्णय लिया है। चूंकि, यह लॉक डाउन पीरियड है, प्रदर्शन के दौरान सोशल डिस्टेंस का पालन किया जाए। प्रदर्शन में हमारी मांगों को उल्लेखित करती हुई तख्तियां आवश्यक रूप से प्रदर्शित की जाए।

    
डिमांड्स:

  1. ILO के निर्णय का सम्मान करें। कार्य के घंटों में 8 घंटे से 12 घंटे प्रतिदिन की वृद्धि न की जाए।        
  2. अप्रैल, 2020 के वेतन का तत्काल भुगतान किया जाए।
  3. कॉन्ट्रैक्ट वर्कर्स के वेज एरियर्स का त्वरित भुगतान करें। आउटसोर्सिंग के नाम पर कॉन्ट्रैक्ट वर्कर्स की छंटनी न की जाए।
  4. आउटडोर ट्रीटमेंट हेतु  वेतन सीलिंग 23 दिन से कम कर 15 दिन करने का निर्णय वापस लिया जाए।



ऑल इंडिया सेन्टर ने निर्णय लिया है कि "सोशल डिस्टेंस के साथ भोजन अवकाश में प्रदर्शन" कॉर्पोरेट ऑफिस, सर्किल और डिस्ट्रिक्ट लेवल पर किए जाएं। सभी सर्किल और डिस्ट्रिक्ट यूनियन्स से आंदोलन कार्यक्रम सफलता पूर्वक आयोजित करने का अनुरोध है।

Memorandum submitted to Shri Raj Bahadur Singh, Member of Parliament, Sagar (MP).

AUAB leaders of Sagar, MP Circle, met Shri Raj Bahadur Singh, Member of Parliament of Sagar Constituency  and apprised him of the delay in launching of BSNL's 4G service, as well as the delay in the implementation of the Revival Package, announced by Hon'ble MoC on 23.10.2019.  Shri Raj Bahadur Singh, MP, assured the AUAB leaders to do the needful. BSNLEU heartily congratulates the AUAB leaders of Sagar.

What will happen after formation of BSNL's Subsidiary Tower Company???

At a time when the government is trying to separate BSNL's 70,000 mobile towers, despite severe opposition from the employees, and to hand it over to a Subsidiary Tower Company, the BSNL employees have to understand what actually is happening in the telecom tower business.

"Indus Towers" is the Indian telecom infrastructure company, and it is one among the biggest tower companies in the world, having 1,23,000 towers. It is being jointly owned by Bharti Infratel (42% shares), Vodafone India (42% shares) and Idea Cellular (11.15% shares). Airtel, India's largest telecom company, is the owner of Bharti Infratel. On it's own, Bharti Infratel is already having 39,264 towers. Now, Bharti Infratel has initiated the process of buying out the remaining 52% shares in Indus Towers. Thus, Indus Towers is going to be taken over by Airtel soon. If this acquisition materialises, then, almost the entire Indian tower business will go into the hands of Airtel.

But, experts say that, this is only the first part of a two part deal. The second part of the deal is coming soon. In that second part, the entire tower business of Airtel will be taken over by a multinational consortium, for 11 billion US dollars. That multinational consortium is being led by an US company called KKR, Canada Pension Plan Investment Board(CPPIB), Abu Dhabi Investment Authority and GIC of Singapore. So, it is very clear that, the telecom tower business in India is slipping into the hands of multinational companies. In such a scenario, it is not difficult to understand that, the so called BSNL's Subsidiary Tower Company, will also be taken over by multinational giants. The BSNL employees have to sharpen their struggles, to stop such a disaster, and to save BSNL.

Settlement of anomalies / aberrations of the first wage revision.

This issue is long being discussed with the Establishment Branch. The GS, and the Dy.GS, in their meeting with the GM (Estt.), yesterday, once again urged upon the GM (Estt.) to play a pro-active role, to get the matter approved by the DoT. The GM (Estt.) assured to look into this issue.
