Draft BSNL Employees Transfer Policy – views on changes / modifications may be sent to the CHQ..

The BSNL Management has prepared a draft Transfer Policy. The same has been sent to the Recognised Unions and Associations, seeking their views. This new Transfer Policy will supersede the existing BSNL Employees Transfer Policy implemented in 2008. The CHQ of BSNLEU requests the circle secretaries and central office bearers to read the draft Transfer Policy and suggest changes that needed to be sent to the Management. The views may be emailed on [email protected] within 5 days. A copy of the draft BSNL Employees Transfer Policy is enclosed for information.

40th meeting of the National Council to be held on 13.01.2025 – All Staff Side members are requested to attend the meeting..

The meeting of the National Council has not been held for a long time. The 39th meeting of the National Council was held on 07.08.2023. Thereafter, no meeting is held. BSNLEU has been pressing on the Management to hold early meeting of the National Council. Letters are also written to the Management. Under these circumstances, Management has decided to hold the 40th meeting of the National Council on 13.01.2025. The notification for this meeting will be issued in a day or two. All the Staff Side members of the National Council from BSNLEU are requested to attend the meeting without fail.

Denial of JTO promotion due to administrative lapse - 10 candidates get JTO promotion due to the efforts taken by BSNLEU..

The JTO LICE was held on 08.09.2024, the results of which were  declared some time back. In the results, some candidates are denied promotion, even though they have secured high marks. This is because, these candidates had gone on Rule-8 transfer some time before the JTO LICE was conducted. However, the respective circle administrations have failed to make necessary entry in the ERP on time, with regards to their “parent circle status”. As a result of this, their JTO promotion was denied, even though they have obtained high marks. BSNLEU promptly took up this issue with the Management, by writing letter to the PGM(Rectt.) on 26-11-2024. Based on BSNLEU's letter, the Recruitment Branch of the Corporate Office has taken action. As a result, 6 candidates of Odisha circle and 4 candidates of Chhattisgarh circle have got their JTO promotion. The Corporate Office has issued letter for this on 23-12-2024. BSNLEU heartily congratulates all the comrades who have got their JTO promotion, due to the efforts taken by the Union.

President and General Secretary, BSNLEU, discussed important issues with the Director (HR).

BSNLEU has been trying for a meeting with the Director (HR), for discussing certain outstanding issues. The meeting took place today. Com.Animesh Mitra, President and Com.P.Abhimanyu, General Secretary, met Dr. Kalyan Sagar Nippani, Director (HR) and discussed the following important issues. The discussion took place smoothly and the Director (HR) assured early settlement of the issues. The following are the issues which are discussed between BSNLEU and the Director (HR).


1) Revision of Transport Allowance.

On 16.12.2024, BSNLEU has written letter to the Director (HR), demanding revision of the Transport Allowance. In it’s letter, BSNLEU has pointed out that, Transport Allowance was introduced before the Wage Revision done w.e.f. 01.01.2007. Hence, Transport Allowance could be revised independent of the Wage Revision. BSNLEU has also pointed out that, in the backdrop of spiralling price rise of petrol and diesel and the consequent steep rise in transportation charges, employees are spending a hefty amount from their pocket every month. In today’s meeting with the Director (HR), BSNLEU strongly raised this issue and demanded that, the Management should immediately come forward to revise the Transport Allowance. The Director (HR) gave a patient hearing and assured that, the issue would be looked into.

 

2) Punjab JTO LICE issue.

The results of three JTO LICEs conducted in Punjab circle, have not been declared due to the pendency of court cases. However, even after the court cases were withdrawn, Management is refusing to declare the results of those three JTO LICEs. The Management is arguing that, the results could not be declared since all the JTO posts related to these three JTO LICEs have already been abolished under the Restructuring of Manpower Scheme. However, BSNLEU is repeatedly writing letters to the Management and is pressing on the CMD BSNL to declare the results of the three JTO LICEs and also to promote the successful JTO LICE candidates. This issue was seriously discussed with the CMD BSNL, in the meeting held with BSNLEU on 28.10.2024. The CMD BSNL was sympathetic and assured that, he would find some solution to this issue. However, despite the sympathetic view of the CMD BSNL, no positive result has come so far. Under these circumstances, the issue was discussed by BSNLEU in the meeting held with the Director (HR) today. The Director (HR) also told that the CMD BSNL is sympathetic towards this issue and that the Management would soon take a decision on this issue. BSNLEU told the Director (HR) that the JTO LICE candidates are completely frustrated on this issue and requested for a settlement at the earliest.

3) Sanction of Festival Advance.

BSNLEU is continuously demanding that, the employees should be granted with Festival Advance. Earlier, the employees were getting interest free Festival Advance. However, this has been stopped, citing the financial strain being faced by the Company. This issue was also discussed by BSNLEU in the meeting held with the CMD BSNL on 28.10.2024. At that time itself, the response of the CMD BSNL was positive. In today’s meeting with the Director (HR), BSNLEU raised this issue and requested for an early settlement of the same. The Director (HR) replied that, the CMD BSNL has considered this issue and has decided that payment of Festival Advance would be implemented from March, 2025, onwards.


4) Conversion of the JE cadre as BA level cadre.

The Junior Engineer is a Non-Executive cadre. Till 2014, it had been an SSA level cadre. However, thereafter, Management implemented some change. According to this, all the JEs recruited prior to 2014 remained as the SSA cadre. At the same time, all the JEs recruited after 2014 are treated as circle cadre. BSNLEU has already raised the demand that, the dual character of the JE cadre should cease. It is the strong demand of BSNLEU that the JE cadre should be converted into a BA level cadre. This issue was discussed with the Director (HR) in today’s meeting. The Director (HR) listened to the views of BSNLEU and assured that the issue would be looked into.


5) Posting qualified JTO (OL) candidates in other circles.

The JTO (OL) is an isolated cadre. In the JTO (OL) LICE that has been conducted, the qualified candidates of some circles did not get the promotion, due to non-availability of posts. At the same time, in some other circles, vacant posts are available, but candidates did not get qualified. Under these circumstances, the qualified candidates of circles where vacant posts are not available, have expressed their willingness to get posted in circles where vacancies are existing. BSNLEU has already taken up this issue with the Director (HR) and has already written letter also. However, there is no improvement on this issue. In today’s meeting with the Director (HR), BSNLEU raised this issue and demanded to post the qualified candidates in other circles, where vacancies are existing. The Director (HR) assured to look into the issue.


6) Deduction of LIC premium from salary.

Earlier, premium amount of LIC was deducted by the Management, from the salary of the employees and the same was being remitted to LIC. However, this has been stopped by the erstwhile CMD BSNL. LIC is a Government of India Company. Hence, deduction of LIC premium from the salary of the employees should be done. This has been stopped without any rhyme or reason. BSNLEU has already raised this demand, by writing letter to the CMD BSNL. The issue was also discussed by BSNLEU, in the meeting held with the CMD BSNL on 28.10.2024. However, there is no progress on this issue till today. In today’s meeting held with the Director (HR), BSNLEU raised this issue and demanded early resumption of deduction of LIC premium. The Director (HR) noted the points and assured that the issue would be looked into.


7) Settlement of the TA bills of the members of the National Council and Wage Revision Committee.

Retired employees, who are functioning as Staff Side members of the National Council are experiencing difficulty in the settlement of their TA bills for attending the National Council meeting. Since, settlement of the TA bills are being done through the ERP, the circle administrations have expressed their inability to settle the TA bills of the retired employees. Similarly, Staff Side members of the Wage Revision Committee have also complained that their TA bills are not being settled by the Management. BSNLEU, has already raised this issue with the Director (HR). However, the issue remains to be unresolved. In today’s meeting, BSNLEU raised this issue with the Director (HR) and demanded that, clear cut instruction should be given to all the CGMs, with regards to settlement of the TA bills of the members of the Staff Side of the National Council and the Wage Revision Committee. The Director (HR) assured to do the needful on this issue.

Issuing Presidential Orders to the employees recruited by DoT before formation of BSNL – BSNLEU once again writes letter to the Hon’ble Minister of Communications demanding implementation of the order of the Hon’ble Supreme Court of India dated 26.07.2023.

As all are aware, the Hon’ble Supreme Court of India has already given a judgement, wherein it is stated that, the employees recruited by the DoT before formation of BSNL on 01.10.2000, but were appointed by BSNL, should be treated as DoT recruitees, for whom Presidential Orders should be issued. It is unfortunate that, the DoT has taken a decision that the benefit of this judgement would be given only to the employees who filed the case. BSNLEU is repeatedly writing letters to the Hon’ble Minister of Communications, requesting that the judgement of the Hon’ble Supreme Court should be made applicable to all the employees recruited by the DoT before formation of BSNL. Under these circumstances, the Hon’ble Supreme Court of India has given a judgement in another case, viz., Civil Appeal No.1943 of 2022, in the case of LT. COL. SUPRITA CHANDEL Versus UNION OF INDIA and OTHERS, wherein it is stated that a judgement delivered by the court, should be applied to all the affected persons. Citing this judgement, BSNLEU has once again written letter to the Hon’ble Minister of Communications today, demanding that the Supreme Court judgement dated 26.07.2023 should be made applicable to all the employees recruited by the DoT before formation of BSNL, but who where appointed by BSNL.

Deduction of LIC premium from employees salary – BSNLEU once again writes letter to the Director (HR).

Earlier the premium of LIC policy taken by BSNL employees was deducted from their salary. However, it has been stopped subsequently. BSNLEU has already written letter to the CMD BSNL demanding that the LIC premium of employees should be deducted from their salary. Today, BSNLEU has once again written letter to the Director (HR) on this issue.

BSNLEU submitted 90 live cases of stagnation to the Chairman of the Joint Committee for Wage Revision.

In the Wage Revision Committee meeting held on 19.12.2024, decision was taken that the Staff Side should submit live cases of stagnation, based on 5% fitment. In accordance with this, BSNLEU requested the employees to send live cases of stagnation. Till today morning, BSNLEU has received 90 live cases. Com.Animesh Mitra, President and Com.P. Abhimanyu, GS, met Shri Saurabh Tyagi, Chairman of the Joint Committee for Wage Revision, today and submitted all the 90 live cases with detailed calculation.  The Chairman assured that the live cases given by the Union would be studied. He also assured that discussion would take place on these. BSNLEU heartily thanks all the comrades who promptly sent the live cases of stagnation, with detailed calculation.

70 year old Shri Jagjit Singh Dallewal on 27th day of fasting – the Hon’ble Prime Minister should intervene and save his life..

Punjab farmer leader, Shri Jagjit Singh Dallewal’s fast-unto-death has entered it’s 27th day yesterday the 22.12.2024. Shri Jagjit Singh Dallewal had undertaken fasting at the farmers’ protest site of Khanauri border, demanding settlement of farmer’s demands, including legal guarantee for MSP on crops. Shri Dallewal is already a cancer patient. Doctors attending on him, have stated that, his health condition is critical due to the continuous hunger strike for 27 days, his immunity has become very weak, putting him at the risk of infections, cardiac arrest and multi organ failure. BSNLEU demands that the Hon’ble Prime Minister should intervene in this matter and save the life of Shri Dallewal.

पंजाब के किसान नेता श्री जगजीत सिंह दल्लेवाल का आमरण अनशन कल 22.12.2024 को 27वें दिन में प्रवेश कर गया। श्री जगजीत सिंह दल्लेवाल ने फसलों पर एमएसपी की कानूनी गारंटी समेत किसानों की मांगों के समाधान की मांग को लेकर खनौरी बॉर्डर के किसान धरना स्थल पर अनशन किया था। श्री दल्लेवाल पहले से ही कैंसर के मरीज हैं। उनका इलाज कर रहे डॉक्टरों ने बताया है कि 27 दिनों से लगातार अनशन के कारण उनकी हालत गंभीर है, उनकी रोग प्रतिरोधक क्षमता बहुत कमजोर हो गई है, जिससे उन्हें संक्रमण, हृदयाघात और कई अंगों के फेल होने का खतरा है। BSNLEU मांग करता है कि माननीय प्रधानमंत्री इस मामले में हस्तक्षेप कर श्री दल्लेवाल की जान बचाएं।

Enthusiastic circle executive committee meeting of Bihar held at Patna..

The circle executive committee meeting of Bihar circle started enthusiastically at Patna today. The meeting got kick-started with the hoisting of BSNLEU flag by Com.P.Abhimanyu, General Secretary. The executive committee meeting started in the conference hall of the PGM, Patna and is presided over by Com.B.P.Singh, circle president. Com.Prashant, circle secretary, welcomed everyone and presented the report on activities. Thereafter, the General Secretary addressed the house and spoke in detail on the important issues of wage revision, stagnation, inordinate delay in the launching of BSNL's 4G. He explained how the anti-BSNL steps taken by the government has denied the timely launching of BSNL's 4G and 5G services. The General Secretary asserted that absolutely there is no necessity for 2nd VRS in BSNL, but it is being brought only to downsize the employees strength, keeping in mind, future privatisation of BSNL. The General Secretary also explained about the issues being taken up by the CHQ, like settlement of Transport Allowance, retraining of the Non-Executives and other issues. All the district secretaries and circle office bearers participated in the deliberations. Finally, the circle secretary summed up the discussions. The General Secretary replied to the All India level issues raised by the comrades.

बिहार सर्कल की एक्ज़ीक्यूटिव कमिटी की बैठक आज पटना में उत्साहपूर्ण तरीके से सम्पन्न हुई। बैठक की शुरुआत महासचिव साथी पी. अभिमन्यु द्वारा BSNLEU का झंडा फहराने के साथ हुई। एक्ज़ीक्यूटिव कमिटी की बैठक पटना प्रिंसिपल जनरल मैनेजर के कांफ्रेंस हॉल में शुरू हुई, जिसकी अध्यक्षता सर्कल अध्यक्ष साथी बी.पी. सिंह ने की। मंडल सचिव साथी प्रशांत ने सभी का स्वागत किया और गतिविधियों की रिपोर्ट प्रस्तुत की। इसके बाद महासचिव ने सदन को संबोधित किया और वेतन संशोधन,  स्थगन, बीएसएनएल के 4G के शुभारंभ में अत्यधिक देरी जैसे महत्वपूर्ण मुद्दों पर विस्तार से बात की। उन्होंने बताया कि किस तरह सरकार द्वारा बीएसएनएल विरोधी कदमों के कारण बीएसएनएल की 4G और 5G सेवाएं समय पर शुरू नहीं हो पाईं। महासचिव ने जोर देकर कहा कि बीएसएनएल में दूसरे वीआरएस की बिल्कुल भी आवश्यकता नहीं है, बल्कि इसे केवल कर्मचारियों की संख्या कम करने के लिए लाया जा रहा है, ताकि बीएसएनएल के भविष्य में निजीकरण को ध्यान में रखा जा सके। महासचिव ने सीएचक्यू द्वारा उठाए जा रहे मुद्दों के बारे में भी बताया, जैसे परिवहन भत्ते का निपटान, नॉन एक्सीक्यूटिव्स का पुनर्प्रशिक्षण और अन्य मुद्दे। सभी जिला सचिवों और सर्कल पदाधिकारियों ने विचार-विमर्श में भाग लिया। अंत में, सर्कल सचिव ने चर्चा का सारांश प्रस्तुत किया। महासचिव ने साथियों द्वारा उठाए गए अखिल भारतीय स्तर के मुद्दों का जवाब दिया।

National Council meeting to be held on 13th January, 2025.

Com.P.Abhimanyu, GS, met Ms. Anita Johri, PGM(SR) yesterday, and discussed about the holding of the National Council meeting. The meeting has become long overdue and BSNLEU is insisting upon the Management to hold it without further delay. In yesterday’s meeting, the PGM(SR) agreed to hold the National Council meeting on 13th January, 2025, provided the date is acceptable to the Director (HR).

साथी पी. अभिमन्यु, महासचिव ने कल सुश्री अनीता जौहरी, प्रिंसिपल जनरल मैनेजर (एसआर) से मुलाकात की और नेशनल काउंसिल की बैठक के आयोजन के बारे में चर्चा की। बैठक लंबे समय से लंबित थी और BSNLEU प्रबंधन से इसे बिना किसी देरी के आयोजित करने पर जोर दे रहा है। कल की बैठक में प्रिंसिपल जनरल मैनेजर (एसआर) ने 13 जनवरी, 2025 को नेशनल काउंसिल की बैठक आयोजित करने पर सहमति व्यक्त की, बशर्ते कि यह तिथि निदेशक (मानव संसाधन) को स्वीकार्य हो।

GS, BSNLEU, requests the PGM (Rectt.) to hold the Special JTO LICE for Draftsman cadre at the earliest.

BSNLEU is continuously trying to implement the decision of the National Council, for conducting a Special JTO LICE for the Draftsman cadre. The exam could not be conducted due to non-receipt of vacancy details from the CGM (BW). Now, the details have already been sent by the CGM(BW) to the Recruitment Branch. Yesterday, Com.P.Abhimanyu, GS, met Shri Saurabh Tyagi , PGM(Rectt.) and requested him to hold the Special JTO LICE for the Draftsman cadre at the earliest. The PGM(Rectt.) assured to do the needful.
