Recently, Management arbitrarily issued letter reducing the ceiling for medical reimbursement with voucher, from 25 days to 23 days. BSNLEU has already strongly protested this arbitrary reduction. In today’s meeting with the Director (HR), the GS and Dy.GS raised this issue and expressed their bitter opposition to the arbitrary action of the Management. The Director (HR) agreed to the view of BSNLEU and assured that the reduction of the ceiling would be positively reviewed.
A meeting of the All Unions and Associations was held today at New Delhi, in the AIBSNLEA office. Com. Chandeswar Singh, GS, NFTE, presided over. Representatives of BSNLEU, NFTE, SNEA, AIBSNLEA, FNTO, SEWA BSNL, AIGETOA, BSNL MS, BSNL ATM and BSNL OA, participated. The meeting called upon the circle and district level leaders of the AUAB to organise the Street Corner Meetings more intensively. The meeting directed that the issue of Subsidiary Tower Company, anti-BSNL and anti-Public Sector policies of the government should be thoroughly exposed amongst the general public. As regards, the All India Convention against the Subsidiary Tower Company, the meeting decided this convention should be organised between 5th & 20th June, 2018, depending upon the availability of the hall.
The AUAB at the all India level, as well as at the circle levels, are leaving no stone unturned, for organising the indefinite strike from 03.12.2018. The leaders of the AUAB have visited various parts of the countries for this. Everywhere, the leaders are getting tremendous response from the Executives and Non-Executives. Especially, employees are coming in very big numbers and support the decision taken by the AUAB to go on indefinite strike. Only two more days are left for the strike. Hence, circle and district level leaders are requested to approach each and every Non-Executive and Executive and to ensure 100% success of the strike.
The 8th Joint Circle Conference of Assam, NEI and NEII circle unions was held at Imphal, the capital of Manipur, from 8th to 10th, February,2019. NEII circle union hosted the Conference and had made very good arrangements. A Joint Inaugural Session of the Conference was held on 08-02-2019. Thereafter, the three circle unions conducted the Subjects Committees of their circle conferences separately. Com.P.Abhimanyu, GS, attended the Conference and addressed the subjects committees of all the three circle unions separately. In his address, the General Secretary elaborately spoke on the issues related to the three day strike, taking place from 18-02-2019. The serious financial condition of BSNL was explained and the GS called upon the employees to fight for the revival of the Company. He also briefed on the talks held with the DoT and the BSNL Management, on Wage Revision and called upon the comrades to powerfully organise the Street Corner Meetings, and “Rallies With Family Members” for mobilising public support for the demands. Com.Swapan Chakraborty, Dy.GS and Com.Gakul Bora, CHQ Treasurer also addressed Subjects Committees. A colourful procession was organised on 09-02-2019. The Open Session of the Conference was also held on the same day, which was addressed by Com.P.Abhimanyu, GS, Dr.Meinya, MP, Com.Santa Singh, Chairman,Reception Committee, Shri Lunkim,Sr.GM, Manipur, Com.Swapan Chakraborty,Dy.GS, Com.Gakul Bora, CHQ Treasurer, Com.Bijoy Deka,CS,Assam, Com.Shivjee Ray,CS,NEI, Com.Saheb Singh,CS,NEII and Com.D.A.Shylla, CP,NEI. Overall, the 8th Joint Circle Conference of Assam, NEI and NEII circles is highly successful.
BSNLEU is observing Dr.B.R.Ambedkar Jayanthi every year throughout the country. He is the architect of the Indian Constitution, as well as one of the greatest crusaders against social injustices. BSNLEU and TNTCWU (Tamil Nadu Telecom Contract Workers Union) are jointly organising three day relay hunger strike throughout Tamil Nadu, demanding immediate payment of the wages of the contract workers, which is not paid from January, 2019. This three relay hunger strike is taking place successfully throughout the circle. CHQ heartily congratulates BSNLEU, Tamil Nadu circle and the TNTCWU.
It was a well attended meeting in Nagpur CTO building, addressed by Com.Animesh Mitra, President and Com.P.Gedam, Ex.CS. Com. Pancham Gaikawad, President, presided over. Com.Naresh Kumbhare, District Secretary, welcomed. As the members were very much anxious about the salary payment, Com.Animesh Mitra, President, gave a short description about the meeting had with CMD on 5th last on the issue of salary payment. He also explained about the issues of VRS, 3rd PRC, 58 years retirement age, revival of BSNL etc.
BSNL में पूर्ण असमंजस की स्थिति- BSNL, कर्मचारियों और VRS ऑप्टीज के हितों की रक्षा के लिए 20 नवंबर, 2019 से 3 दिवसीय भूख हड़ताल का AUAB का निर्णय....
AUAB की मीटिंग कल दिनांक 14.11.2019 को सम्पन्न हुई। मीटिंग में BSNLEU, NFTE, SNEA, AIBSNLEA, FNTO, BSNL MS, SNATTA, BSNL ATM और BSNL OA के महासचिव/ प्रतिनिधि शामिल हुए। मीटिंग में मैनेजमेंट द्वारा अक्टूबर माह के वेतन भुगतान हेतु कोई भी कदम न उठाए जाने पर गंभीरता के साथ चिंता व्यक्त की गई। कर्मचारी, उनके वेतन से कटौती की गई रिकवरी राशि, विगत 6 माह से संबंधित संस्थाओं को प्रेषित न किए जाने से अव्यक्त परेशानियों का सामना कर रहे हैं। साथ ही, मीटिंग में सरकार द्वारा 4G स्पेक्ट्रम आवंटित किए जाने के निर्णय के बावजूद , BSNL मैनेजमेंट की 4G सेवाओं की,त्वरित शुरुआत न किए जाने की अक्षमता पर गहरा आक्रोश व्यक्त किया गया।
VRS के नाम पर कर्मचारियों को डरा धमका कर, दबाव बना कर बड़ी संख्या में घर भेजा जा रहा है। वास्तव में यह FRS (Forced Retirement Scheme- बलपूर्वक सेवा निवृत्ति) बन चुकी है। कर्मचारियों को लगातार, रिटायरमेंट की उम्र घटा कर 58 वर्ष करने की धमकियां दी जा रही है। 3rd पे रिवीजन, पेंशन रिवीजन क्या पूर्व दिनांक से लागू होने पर प्राप्त होगा या नही, इस पर एक बड़ा प्रश्रचिन्ह VRS ऑप्टीज के समक्ष विद्यमान है।
VRS ऑप्टी को 60 वर्ष की आयु पूर्ण करने पर पेंशन कम्युटेशन प्राप्त हो सकेगा। किन्तु, वर्तमान नियमों के अनुसार, रिटायर हो रहे कर्मचारी को पेंशन कम्युटेशन आवेदन अपने रिटायरमेंट होने के पश्चात एक वर्ष की अवधि में ही देना होता है। अन्यथा, उसे मेडिकल जांच करवाना जरूरी होगा। यह मुद्दा, सभी VRS ऑप्टीज के लिए एक बड़ी समस्या निर्मित करेगा।
यदि VRS ऑप्टी की 60 वर्ष पूर्ण करने के पूर्व ही मृत्यु हो जाती है तो उसके परिवार को पेंशन कम्युटेशन का लाभ नही मिलेगा। यह VRS ऑप्टी के परिवार के लिए एक बड़ा नुकसान साबित होगा।
इन सभी मुद्दों का निराकरण किए बगैर, कर्मचारियों को VRS ऑप्ट करने हेतु बाध्य किया जा रहा है। बड़े पैमाने पर होने वाले इस VRS पश्चात, कार्य की अधिकता से कैसे निपटा जाएगा या कंपनी का स्वरूप कैसा रहेगा ? मैनेजमेंट इन मुद्दों पर अभी से ही यूनियन्स और एसोसिएशन्स से चर्चा हेतु बिल्कुल भी चिंतित नही है। वें तो केवल कर्मचारियों की वृहद पैमाने पर छंटनी करने के ही इच्छुक हैं।
आज AUAB की मीटिंग में 20, 21 और 22 नवंबर, 2019 को, 3 दिन लगातार कॉर्पोरेट, सर्किल और डिस्ट्रिक्ट लेवल पर इन सभी मुद्दों के निराकरण की मांग करते हुए भूख हड़ताल करने का निर्णय लिया गया। सभी सर्किल और डिस्ट्रिक्ट सेक्रेटरीज से अनुरोध हैं कि वें AUAB के अन्य घटकों से समन्वय कर प्रभावी रूप से भूख हड़ताल कार्यक्रम आयोजित करें।

“The All Unions and Associations of BSNL”, held it’s meeting at New Delhi today to discuss about the steps to be taken for intensifying the struggles for the settlement of 3rd Pay Revision and to ensure the ‘rolling back of the creation of Subsidiary Tower Company’. The meeting was attended by the General Secretaries / Representatives of BSNLEU, NFTE, SNEA, AIBSNLEA, FNTO, BTEU, SEWA BSNL, AIGETOA, BSNL MS, TEPU, BSNL ATM and TOA BSNL. The meeting was presided over by Com. K. Jayaprakash, GS, FNTO. The following decisions are taken unanimously for intensifying the struggles to achieve the demands.

Due to the tariff war unleashed by Reliance Jio, the smaller telecom companies are struggling for their survival. Bigger companies like Vodafone and Idea are merging together, whereas, smaller companies are left with no other option, but to close down their business. Aircel, which is having a debt of Rs.15,500 crore loan has applied for bankruptcy, to the National Company Law Tribunal, under the Insolvency & Bankruptcy Code, 2016. As a result of this, Aircel's 5,000 employees are going to be thrown out of job. This is a tragedy. At the same time, this is a slap on the face of those who keep arguing that private companies are very efficient in their management and the government companies are inefficient. Even under the present adverse condition, BSNL's performance is far better than most of the private telecom companies.
It has already been announced that the 9th All India Conference of BSNLEU will be held at Mysuru from 08th to 11th January, 2019. The All India Centre meeting of BSNLEU, held today has finalised the allocation of delegates to various district unions, based on the quota received by the CHQ. District unions are requested to elect their delegates and observers on this basis.
(The All India Centre has been able to finalise the allocation of delegates only in respect of 20 circles, from where CHQ has received district wise break up figures of the CHQ quota. In respect of the remaining circles, allocation of delegates can be made only when those circles send the district wise break up figures of the CHQ quota.).
The AUAB Telangana circle organised a strike campaign meeting at Hyderabad on 30.11.2018. Nearly 400 employees attended the meeting from throughout Telangana circle. Com G.Sambasiva Rao, ACS BSNLEU welcomed the leaders of AUAB. Com.J.Sampath Rao, circle AUAB convenor & CS BSNLEU presided the meeting. Com.Chellappa, AGS, BSNLEU, Com.Seshadri, DGS, NFTE, Com. Srinivasulu reddy, AGS AIBSNLEA, Kabirdas, GS BSNLOA, Anilkumar, President, BSNL ATM, G.Mohan Reddy, Organising secretary, BSNLEU, Jaganmohan Reddy, Circle President, SNEA, Veerabhadra Rao, CS, AIGETOA, G.Saigoud, CS AIBSNLEA, Muthu, NFTE and Com. Yellamaiah, CS BSNLATM addressed the meeting and explained the necessity to make the indefinite strike 100% successful.
The future of the families of the 1.70 lakh BSNL employees is in dark. The government wants to kill BSNL. It does not want BSNL to compete on equal footing with Reliance Jio. So, it does not want to allot 4G spectrum to BSNL. It does want to allow BSNL to generate revenues from it’s vacant lands. It does not even want BSNL to take bank loans, while the private telecom companies, including Reliance Jio, are taking lakhs of crores of rupees as loans from government banks. It is doing everything to starve the families of the employees, by seeing to it that the employees do not get their salaries in the days to come. It wants to reduce the retirement age of the employees from 60 to 58. It is doing everything to create panic among the employees and thereby compelling them to take VRS and go home. According to Modi government, Reliance Jio is the government company and not BSNL. The government is doing everything to promote Reliance Jio. The Indian Railways has dumped BSNL and has taken connections from Reliance Jio. Who is behind this decision? We shall not allow this injustice. Come on comrades! Let us stand up and fight against the conspiracy of the government to finish off BSNL. The people are the real owners of this great BSNL. They are our masters. Let us go to the people of this country and seek their support to save BSNL. It is the people who finally win. The AUAB has called upon the employees to organise “Rallies With Family Members” on 15-02-2019. BSNLEU calls upon the circle and district unions to take all out steps to make the rallies a historic success. BSNLEU calls upon each and employee not to feel shy of bringing their families to the streets on 15-02-2019.

The Times of India has reported that, the DoT is moving a Cabinet Note for the implementation of VRS in BSNL and MTNL and also to reduce the retirement age of the employees of these companies, from 60 to 58. Both these steps are being taken to reduce the strength of BSNL employees, so as to reduce the expenditure on payment of salaries. In addition to these, 4G spectrum will also be allotted to BSNL and MTNL. The report says that the government is also looking at monetising BSNL and MTNL’s lands, towers and optical fibre. As per the report, the government does not want to close down BSNL and MTNL, as it would cost the government Rs.1.2 lakh crore.
