The TT LICE was held on 08.09.2024. From all circles, it is reported that, the standard of the questions were very high and were similar to the questions of the JE LICE. The Management should realise that the TT LICE exam is written by the employees in the lowest rung of the Company, viz., the ATTs. Many circle secretaries have reported that no candidate would pass the exam from their circles. There are many questions which are out of syllabus and with wrong answers. Hence, BSNLEU has written a letter to the Director (HR) today, requesting to grant relaxation / grace marks. 

So far, recognition has not been granted for the district unions of BSNLEU in Chennai Telephones circle. After the issue was taken up by the CHQ with the PGM(SR), Corporate Office issued clear cut instruction stating that, recognition should be granted to BSNLEU at the All India / Circle / BA / OA levels. However, the Chennai Telephones circle administration is not prepared to implement the Corporate Office instruction. Hence, Chennai circle union of BSNLEU has launched agitational programmes. As a part of this, powerful lunch hour demonstration was organised at the CGM Office of Chennai Telephones circle today. CHQ heartily congratulates the Chennai circle union.  

BSNLEU जिला यूनियनों को मान्यता – चेन्नई सर्कल यूनियन ने आज जोरदार प्रदर्शन किया।

अभी तक चेन्नई टेलीफोन सर्कल में BSNLEU के जिला यूनियनों को मान्यता नहीं दी गई है। सीएचक्यू द्वारा प्रिन्सिपल जनरल मैनेजर (एसआर) के समक्ष मुद्दा उठाए जाने के बाद, कॉर्पोरेट कार्यालय ने स्पष्ट निर्देश जारी करते हुए कहा कि BSNLEU को अखिल भारतीय / सर्कल / बीए / ओए स्तरों पर मान्यता दी जानी चाहिए। हालांकि, चेन्नई टेलीफोन सर्कल प्रशासन कॉर्पोरेट कार्यालय के निर्देश को लागू करने के लिए तैयार नहीं है। इसलिए, BSNLEU के चेन्नई सर्कल यूनियन ने आंदोलन कार्यक्रम शुरू किए हैं। इसके एक हिस्से के रूप में, आज चेन्नई टेलीफोन सर्कल के चीफ जनरल मैनेजर कार्यालय में दोपहर के भोजन के समय जोरदार प्रदर्शन आयोजित किया गया। सीएचक्यू चेन्नई सर्कल यूनियन को हार्दिक बधाई देता है।

BSNLEU is repeatedly writing to the CMD BSNL and Director (HR) on the issue of harassment of the Scheduled Tribe employees / retirees, in Maharashtra circle, in the name of verification of caste certificate. BSNLEU has pointed out that, the BSNL Corporate Office and the Maharashtra circle administration are continuously violating all the instructions issued by the DoP&T on the subject. The pensionary / retirement benefits of a number of ST retirees have not been settled under the pretext of pendency of verification of caste certificate. In this connection, the DoT has written a clear cut letter to the CMD BSNL on 22^nd March, 2022, directing that the pensionary / retirement benefits of an employee should not be withheld due to the pendency of verification of caste certificate. BSNLEU has already taken up this issue with the CMD BSNL. Again, today, BSNLEU has written letter to the CMD BSNL, requesting to implement the direction contained in the DoT letter dated 22^nd March, 2022, for the payment of pensionary / retirement benefits of the retired ST employees in Maharashtra circle. 

महाराष्ट्र सर्कल में सेवानिवृत्त एसटी कर्मचारियों के पेंशन/सेवानिवृत्ति लाभों का भुगतान न किया जाना – BSNLEU ने सीएमडी बीएसएनएल को पत्र लिखकर दूरसंचार विभाग के दिनांक 22.03.2022 के पत्र को लागू करने का अनुरोध किया।

BSNLEU महाराष्ट्र सर्कल में अनुसूचित जनजाति के कर्मचारियों/सेवानिवृत्त लोगों को जाति प्रमाण पत्र के सत्यापन के नाम पर परेशान किए जाने के मुद्दे पर सीएमडी बीएसएनएल और निदेशक (मानव संसाधन) को बार-बार पत्र लिख रहा है। BSNLEU ने बताया है कि बीएसएनएल कॉरपोरेट कार्यालय और महाराष्ट्र सर्कल प्रशासन इस विषय पर डीओपीएंडटी द्वारा जारी सभी निर्देशों का लगातार उल्लंघन कर रहा है। जाति प्रमाण पत्र के सत्यापन के लंबित रहने के बहाने कई एसटी सेवानिवृत्त लोगों के पेंशन/सेवानिवृत्ति लाभों का निपटान नहीं किया गया है। इस संबंध में दूरसंचार विभाग ने 22 मार्च, 2022 को सीएमडी बीएसएनएल को एक स्पष्ट पत्र लिखा है जिसमें निर्देश दिया गया है कि जाति प्रमाण पत्र के सत्यापन के लंबित रहने के कारण किसी कर्मचारी के पेंशन/सेवानिवृत्ति लाभों को रोका नहीं जाना चाहिए। BSNLEU ने पहले ही सीएमडी बीएसएनएल के साथ इस मुद्दे को उठाया है। आज पुनः BSNLEU ने सीएमडी बीएसएनएल को पत्र लिखकर महाराष्ट्र सर्कल में सेवानिवृत्त एसटी कर्मचारियों के पेंशन/सेवानिवृत्ति लाभों के भुगतान के लिए 22 मार्च, 2022 के दूरसंचार विभाग के पत्र में निहित निर्देश को लागू करने का अनुरोध किया है। 

The capitalist system is in a deep crisis. The burden of this crisis is being shifted onto the shoulders of the working class. Throughout the world, the working class is fighting against this exploitation. The World Federation of Trade Unions (WFTU) is spearheading these world wide struggles of the working class. October 3^rd, is the foundation day of the WFTU. Every year the foundation day of the WFTU is being observed as "International Action Day". This year also, the WFTU has called on the trade unions throughout the world, to observe 3rd October as the International Action Day. The WFTU has directed to observe the day by highlighting the demand for better working conditions through implementation of a decent wage, reduced working hours, social security, healthcare, etc. Accepting the call of the WFTU, the CEC meeting of BSNLEU held at Kolkata, has decided to observe International Action Day programme in 8 cities, viz., Kolkata, Pune, Chennai, Trivandrum, Bengaluru, Hyderabad, Vijayawada and Guwahati. Demonstrations and seminars will be organised on this day. The CHQ calls upon the concerned circle unions to immediately start the preparations for making the International Action Day programme a grand success. Reports and photos should be shared with the CHQ, which will be sent to the WFTU head quarters.

BSNLEU 3 अक्टूबर, 2024 को 8 शहरों में इंटरनेशनल एक्शन दिवस (डब्ल्यूएफटीयू का आह्वान) आयोजित करेगा।

पूंजीवादी व्यवस्था गहरे संकट में है। इस संकट का बोझ मजदूर वर्ग के कंधों पर डाला जा रहा है। पूंजीपतियों की संपत्ति हर साल बढ़ती जा रही है, जबकि मजदूरों को उचित वेतन, सामाजिक सुरक्षा, स्वास्थ्य सेवा, ट्रेड यूनियन अधिकारों से वंचित किया जा रहा है और काम का बोझ बढ़ रहा है। पूरी दुनिया में मजदूर वर्ग इस शोषण के खिलाफ लड़ रहा है। विश्व ट्रेड यूनियन महासंघ (डब्ल्यूएफटीयू) मजदूर वर्ग के इन विश्वव्यापी संघर्षों की अगुआई कर रहा है। *3 अक्टूबर को डब्ल्यूएफटीयू का स्थापना दिवस है। हर साल डब्ल्यूएफटीयू के स्थापना दिवस को *"इंटरनेशनल एक्शन दिवस"* के रूप में मनाया जाता है। इस साल भी डब्ल्यूएफटीयू ने दुनिया भर के ट्रेड यूनियनों से 3 अक्टूबर को इंटरनेशनल एक्शन दिवस के रूप में मनाने का आह्वान किया है। WFTU ने उचित वेतन, कम काम के घंटे, सामाजिक सुरक्षा, स्वास्थ्य सेवा आदि के कार्यान्वयन के माध्यम से बेहतर कार्य स्थितियों की मांग को उजागर करके इस दिन को मनाने का निर्देश दिया है। डब्ल्यूएफटीयू के आह्वान को स्वीकार करते हुए, कोलकाता में आयोजित BSNLEU की सीईसी बैठक में 8 शहरों में अंतर्राष्ट्रीय कार्रवाई दिवस कार्यक्रम मनाने का निर्णय लिया गया है, अर्थात कोलकाता, पुणे, चेन्नई, त्रिवेंद्रम, बेंगलुरु, हैदराबाद, विजयवाड़ा और गुवाहाटी। इस दिन प्रदर्शन और सेमिनार आयोजित किए जाएंगे। सीएचक्यू ने संबंधित सर्किल यूनियनों से इंटरनेशनल एक्शन दिवस कार्यक्रम को सफल बनाने के लिए तुरंत तैयारी शुरू करने का आह्वान किया है। रिपोर्ट और तस्वीरें सीएचक्यू के साथ साझा की जानी चाहिए, जिन्हें डबल्यूएफटीयू मुख्यालय भेजा जाएगा। 

The Two day CEC meeting of BSNLEU, held at Kolkata, took serious view of the denial of Wage Revision, the deliberate delay in the launching of BSNL’s 4G & 5G services, as well as the attempt of the Management and the DoT to implement 2^nd VRS in BSNL. In a recent letter issued by the Hon’ble Minister of Communications, Shri Jyotiraditya Scindia, it is stated that, the Pay Revision of the serving employees and the Pension Revision of the retired employees are not settled in view of the poor financial condition of BSNL. This decision of the Government is a very big injustice to the serving and retired employees of BSNL. In July, 2024, itself, 29 lakh customers have migrated to BSNL, from private companies. However, BSNL is still struggling to launch its 4G service. BSNLEU has repeatedly written letters to the Hon’ble Ministers, suggesting to allow BSNL to provide it’s 4G service, by utilising the 4G network of Vodafone Idea, of which Government of India is the biggest shareholder. However, the Government does not want BSNL to start its 4G service so quickly, by utilising Vodafone Idea’s 4G network. 80,000 employees have been retrenched through VRS in 2020. Thereafter, employees are facing heavy workload in many areas. Still, BSNL Management and the DoT have already completed the ground work to implement 2^nd VRS in BSNL. Thus, the policies and actions of the Management and the Government clearly indicate that, the Government wants to convert BSNL into a sick Company quickly and to hand it over to some corporate. Keeping all these in view, the CEC meeting has decided to organise campaigns and agitational programmes, seeking early settlement of Wage Revision, Pension Revision, immediate launching of BSNL’s 4G and it’s expeditious upgradation to 5G and also to stop 2^nd VRS. The CEC has also decided to organise the campaigns and agitational programmes under the banner of the Co-ordination Committee of BSNLEU, AIBDPA and BSNLCCWF.   CHQ calls upon to gear up to implement the call of the Kolkata CEC meeting.

कोलकाता सीईसी बैठक का आह्वान - ज्वलंत मुद्दों के समाधान के लिए अभियान और आंदोलनात्मक कार्यक्रम आयोजित करें।

कोलकाता में आयोजित BSNLEU की दो दिवसीय सीईसी बैठक में वेतन संशोधन से इनकार, बीएसएनएल की 4G और 5G सेवाओं के शुभारंभ में जानबूझकर की जा रही देरी और साथ ही प्रबंधन और दूरसंचार विभाग द्वारा बीएसएनएल में दूसरा वीआरएस लागू करने के प्रयास को गंभीरता से लिया गया। माननीय संचार मंत्री श्री ज्योतिरादित्य सिंधिया द्वारा हाल ही में जारी एक पत्र में कहा गया है कि बीएसएनएल की खराब वित्तीय स्थिति को देखते हुए सेवारत कर्मचारियों के वेतन संशोधन और सेवानिवृत्त कर्मचारियों के पेंशन संशोधन का समाधान नहीं किया गया है। सरकार का यह निर्णय बीएसएनएल के सेवारत और सेवानिवृत्त कर्मचारियों के साथ बहुत बड़ा अन्याय है। जुलाई, 2024 में ही 29 लाख ग्राहक निजी कंपनियों से बीएसएनएल में चले गए हैं। हालांकि, बीएसएनएल अभी भी अपनी 4G सेवा शुरू करने के लिए संघर्ष कर रहा है। BSNLEU ने बार-बार माननीय मंत्रियों को पत्र लिखकर सुझाव दिया है कि बीएसएनएल को वोडाफोन आइडिया के 4G नेटवर्क का उपयोग करके अपनी 4G सेवा प्रदान करने की अनुमति दी जाए, जिसमें भारत सरकार सबसे बड़ी शेयरधारक है। हालांकि, सरकार नहीं चाहती कि बीएसएनएल वोडाफोन आइडिया के 4G नेटवर्क का उपयोग करके अपनी 4G सेवा इतनी जल्दी शुरू करे। 2020 में वीआरएस के जरिए 80,000 कर्मचारियों की छंटनी की गई है। इसके बाद से कई क्षेत्रों में कर्मचारियों को भारी काम का बोझ उठाना पड़ रहा है। फिर भी, बीएसएनएल प्रबंधन और दूरसंचार विभाग ने बीएसएनएल में दूसरे वीआरएस को लागू करने के लिए जमीनी काम पूरा कर लिया है। इस प्रकार प्रबंधन और सरकार की नीतियों और कार्यों से स्पष्ट रूप से संकेत मिलता है कि सरकार बीएसएनएल को जल्दी से एक बीमार कंपनी में बदलना चाहती है और इसे कुछ कॉर्पोरेट को सौंपना चाहती है। इन सभी बातों को ध्यान में रखते हुए, सीईसी की बैठक ने वेतन संशोधन, पेंशन संशोधन, बीएसएनएल की 4G सेवा को तुरंत शुरू करने और इसे 5G में अपग्रेड करने तथा दूसरे वीआरएस को रोकने के लिए अभियान और आंदोलन कार्यक्रम आयोजित करने का निर्णय लिया है। सीईसी ने BSNLEU, एआईबीडीपीए और बीएसएनएलसीसीडब्ल्यूएफ की समन्वय समिति के बैनर तले अभियान और आंदोलन कार्यक्रम आयोजित करने का भी निर्णय लिया है। सीएचक्यू ने सभी सर्किल और जिला यूनियनों से कोलकाता सीईसी बैठक के आह्वान को लागू करने के लिए कमर कसने का आह्वान किया है।

The two day Central Executive Committee meeting of BSNLEU,  which started at Kolkata yesterday, is successfully concluded today. The report on activities presented by the General Secretary has been adopted unanimously. 49 members of the CEC participated in the deliberations. Discussions were held mainly on the issues of non-settlement of wage revision, inordinate delay in the rolling out of BSNL's 4G and 5G services, 2nd VRS, deterioration in the quality of FTTH service and other issues. After detailed deliberations, Com.P.Abhimanyu, GS, delivered the summing up address. The following resolutions are passed unanimously in the CEC meeting:- 

a) Heartily thanking the Kolkata circle union for successfully hosting the CEC meeting.

b) On immediate settlement of Wage Revision.

c) On expeditious rolling out of BSNL's 4G and 5G services.

d) Against implementing 2nd VRS in BSNL.

e) Need to review the Restructuring of Manpower.

 f) Need to provide FTTH service wholly by BSNL, by eliminating the TIPs.

g) Need for implementing a New Promotion Policy for the Non-Executives..

h) Extreme delay in the reconstitution of Circle Councils in various circles.

i) Special sanctioning of posts in Non- Executive cadres for the hilly circles and for circles with far-flung regions.

BSNLEU की दो दिवसीय सीईसी बैठक सफलतापूर्वक संपन्न हुई।

कल कोलकाता में शुरू हुई BSNLEU की दो दिवसीय केंद्रीय कार्यकारी समिति की बैठक आज सफलतापूर्वक संपन्न हुई। महासचिव द्वारा प्रस्तुत गतिविधियों पर रिपोर्ट को सर्वसम्मति से स्वीकार कर लिया गया। सीईसी के 49 सदस्यों ने विचार-विमर्श में भाग लिया। मुख्य रूप से वेतन संशोधन का निपटारा न होने, बीएसएनएल की 4G और 5G सेवाओं के शुरू होने में अत्यधिक देरी, दूसरा वीआरएस, एफटीटीएच सेवा की गुणवत्ता में गिरावट और अन्य मुद्दों पर चर्चा हुई। विस्तृत विचार-विमर्श के बाद साथी पी. अभिमन्यु, महासचिव ने समापन भाषण दिया। सीईसी बैठक में निम्नलिखित प्रस्ताव सर्वसम्मति से पारित किए गए : 

(A) सीईसी बैठक की सफलतापूर्वक मेजबानी के लिए कोलकाता सर्किल यूनियन को हार्दिक धन्यवाद।

(B) वेतन संशोधन के तत्काल निपटारे पर।

(C) बीएसएनएल की 4G और 5G सेवाओं को शीघ्र शुरू करने पर।

(D) बीएसएनएल में दूसरा वीआरएस लागू करने के खिलाफ।

(E) मानव संसाधनों के पुनर्गठन की समीक्षा की आवश्यकता। 

(F) टीआईपी को समाप्त करके पूर्णतः बीएसएनएल द्वारा एफटीटीएच सेवा प्रदान करने की आवश्यकता। 

(G) नॉन एक्ज़िक्यूटिव्स के लिए नई पदोन्नति नीति लागू करने की आवश्यकता। 

(H) विभिन्न सर्किलों में सर्किल काउंसिल के पुनर्गठन में अत्यधिक विलंब। 

(I) पर्वतीय सर्किलों तथा दूर-दराज के क्षेत्रों वाले सर्किलों के लिए नॉन एक्ज़िक्यूटिव्स संवर्गों में पदों की विशेष स्वीकृति। 

The 2 day Central Executive Committee meeting of BSNLEU enthusiastically started at Kolkata today. The meeting started with flag hoisting. Com.Animesh Mitra, President, hoisted the National flag. Senior leader, Com.J. Sampath Rao, AGS, hoisted the Union flag. Thereafter, the inaugural session of the meeting took place. Com.P.Abhimanyu, GS, delivered the inaugural address, explaining about important developments at the international level as well as at the national level. He also explained about the developments taking place regarding the launching of BSNL’s 4G and Wage Revision. The General Secretary explained about the efforts being taken to unite all the unions and associations of BSNL under a joint platform once again. The General Secretary also underscored the importance of strengthening the contract workers union and the BSNL Working Women’s Coordination Committee. After the inaugural session, the General Secretary presented the report on activities. Based on this presentation, deliberations by the CEC members have started. 

The BSNL Working Women’s Coordination Committee (BSNLWWCC) meeting is held at Kolkata today the 24.09.2024. Com. Ramadevi, Vice President (CHQ), presided over the meeting and delivered the presidential address. 20 comrades attended this meeting from 11 circles. Com. K.N.Jyothilakshmi, Convenor, welcomed all the comrades. Com.P.Abhimanyu, General Secretary, delivered the inaugural address of this meeting. In his speech, the General Secretary stated that BSNLWWCC, which is the women’s sub-committee of BSNLEU, has been formed to widen the trade union consciousness among the women employees. He also explained about the present status of the most important demand of Wage Revision, launching of BSNL’s 4G service, efforts being made to bring all the unions and associations under a single joint platform, rumours on 2nd VRS and also on other issues. Thereafter, Com.K.N.Jyothilakshmi, Convenor, presented the report on activities. All the participants took part in the deliberations. In the end, Com.P.Abhimanyu, General Secretary, replied to the issues raised by the committee members. The meeting unanimously decided that, hereafter the BSNLWWCC All India Committee will meet physically twice in a year and the online meetings will be held once in two months. The meeting also decided to strengthen the functioning of the circle committees of BSNLWWCC. Finally, Com.Bharathy proposed the vote of thanks and the meeting came to an end. 

कोलकाता में आज बीएसएनएलडब्ल्यूडब्ल्यूसीसी की प्रेरणादायी बैठक हुई।

बीएसएनएल वर्किंग वूमेन कोऑर्डिनेशन कमेटी (बीएसएनएलडब्ल्यूडब्ल्यूसीसी) की बैठक आज 24.09.2024 को कोलकाता में हुई। बैठक की अध्यक्षता साथी रमादेवी, उपाध्यक्ष (सीएचक्यू) ने की तथा अध्यक्षीय भाषण दिया। इस बैठक में 11 मंडलों से 20 साथी शामिल हुए। साथी के.एन.ज्योतिलक्ष्मी, संयोजक ने सभी साथियों का स्वागत किया। साथी पी.अभिमन्यु, महासचिव ने इस बैठक का उद्घाटन भाषण दिया। अपने भाषण में, महासचिव ने कहा कि बीएसएनएलडब्ल्यूडब्ल्यूसीसी, जो BSNLEU की महिला उप-समिति है, का गठन महिला कर्मचारियों के बीच ट्रेड यूनियन चेतना को व्यापक बनाने के लिए किया गया है। उन्होंने वेतन संशोधन, बीएसएनएल की 4G सेवा शुरू करने, सभी यूनियनों और एसोसिएशनों को एक संयुक्त मंच के तहत लाने के प्रयासों, दूसरे वीआरएस पर अफवाहों और अन्य मुद्दों की वर्तमान स्थिति के बारे में भी बताया। इसके बाद संयोजक साथी के.एन. ज्योतिलक्ष्मी ने गतिविधियों पर रिपोर्ट प्रस्तुत की। सभी प्रतिभागियों ने विचार-विमर्श में भाग लिया। अंत में महासचिव साथी पी. अभिमन्यु ने समिति के सदस्यों द्वारा उठाए गए मुद्दों का जवाब दिया। बैठक में सर्वसम्मति से निर्णय लिया गया कि अब से बीएसएनएलडब्ल्यूडब्ल्यूसीसी अखिल भारतीय समिति वर्ष में दो बार प्रत्यक्ष रूप से बैठक करेगी और दो महीने में एक बार ऑनलाइन बैठकें आयोजित की जाएंगी। बैठक में बीएसएनएलडब्ल्यूडब्ल्यूसीसी की सर्किल समितियों के कामकाज को मजबूत करने का भी निर्णय लिया गया। अंत में साथी भारती ने धन्यवाद प्रस्ताव रखा और बैठक समाप्त हो गई। 

The result of the Sri Lankan presidential election has signalled the beginning of a new era, in the politics of the  island nation. In an unprecedented development,  left leader, Anura Kumara Dissanayake has won the election and has sworn in as the 9th president of  Sri Lanka. Dissanayake secured 42.31% votes against the 32.76% votes secured by Sajith Premadasa. The sitting president, Ranil Wickremesinghe, came 3rd with only 20% votes.  In the last presidential election, Dissanayake got only 3.16% votes against Gotabaya Rajapakse. Dissanayake is the leader of the Janatha Vimukthi Peramuna ( People's Liberation Front), a party with Marxist -Leninist ideology. Dissanayake has visited India early this year. In his election manifesto, he  has stated that, Sri Lanka's territory would not be allowed to threaten or risk the national security of any country in the region, including India."

वामपंथी नेता अनुरा कुमार दिसानायके ने श्रीलंका में राष्ट्रपति चुनाव जीता।

श्रीलंका के राष्ट्रपति चुनाव के नतीजों ने द्वीप राष्ट्र की राजनीति में एक नए युग की शुरुआत का संकेत दिया है। एक अभूतपूर्व घटनाक्रम में वामपंथी नेता अनुरा कुमार दिसानायके ने चुनाव जीता है और श्रीलंका के 9वें राष्ट्रपति के रूप में शपथ ली है। दिसानायके को 42.31% वोट मिले, जबकि सजित प्रेमदासा को 32.76% वोट मिले। मौजूदा राष्ट्रपति रानिल विक्रमसिंघे सिर्फ़ 20% वोट पाकर तीसरे स्थान पर रहे। पिछले राष्ट्रपति चुनाव में दिसानायके को गोतबाया राजपक्षे के मुकाबले सिर्फ़ 3.16% वोट मिले थे। दिसानायके मार्क्सवादी-लेनिनवादी विचारधारा वाली पार्टी जनता विमुक्ति पेरामुना (पीपुल्स लिबरेशन फ्रंट) के नेता हैं। दिसानायके इस साल की शुरुआत में भारत आए थे। अपने चुनाव घोषणापत्र में उन्होंने कहा है कि श्रीलंका के भूभाग को भारत सहित क्षेत्र के किसी भी देश की राष्ट्रीय सुरक्षा को ख़तरा या जोखिम में डालने की अनुमति नहीं दी जाएगी।

All the private telecom service providers are providing the facility of E-SIM to their customers. However, BSNL is not providing E-SIM to our customers. This is causing annoyance to the high- end customers of BSNL. BSNLEU has already written to the CMD BSNL, demanding to provide E-SIM facility to our customers.
