Non-allotment of funds to circles by the Corporate Office - AUAB representatives discuss the issue with CMD BSNL.

BSNL Corporate Office is facing acute cash flow problem. As a result of this, funds are not being released to the circles for various payments. In many circles, electricity connections are disconnected due to non-payment of electricity bills. Contract workers’ wages are not paid for many months in most of the circles. The AUAB representatives raised this issue with the CMD BSNL, in their meeting held on 11.12.2018, and asked when this problem will be solved. The CMD BSNL replied that the BSNL Management is seriously trying to get the approval of the DoT, for taking bank loan, and that they are awaiting for the same. The CMD BSNL also replied that, this problem is expected to be solved soon.

BSNL कॉर्पोरेट ऑफिस नकदी के संकट से जूझ रहा है। फलस्वरूप, सर्कल्स को विभिन्न भुगतान हेतु फंड्स की आपूर्ति नही हो रही है। कई सर्कल्स में बिजली बिल का भुगतान नही होने से बिजली काट दी गई है। अधिकांश सर्कल्स में कई महीनों से कॉन्ट्रैक्ट वर्कर्स को वेजेस का भुगतान नही किया गया है। AUAB के प्रतिनिधियों ने 11.12.2018 को CMD BSNL के साथ हुई मीटिंग में इस मुद्दे को CMD BSNL के समक्ष रखते हुए पूछा कि इस समस्या का निदान आखिर कब तक होगा। इसके जवाब में CMD BSNL ने बताया कि BSNL मैनेजमेंट बैंक से लोन लेने हेतु DoT से अनुमति प्राप्त करने के लिए गंभीरता पूर्वक प्रयास कर रहा है और वें अनुमति की प्रतीक्षा कर रहे हैं। CMD BSNL ने यह भी कहा कि इस समस्या के शीघ्र निदान की पूर्ण संभावना है।

सीनियर TOAs के 7100 से 6550 पे स्केल में डाउनग्रेडेशन की समस्या का निराकरण- BSNL कॉर्पोरेट ऑफिस एक और ऑप्शन देने हेतु सहमत....

BSNLEU द्वारा इस मुद्दे को लगातार BSNL मैनेजमेंट के साथ लिया जा रहा है। BSNLEU के साथ 10.07.2018 को हुई चर्चा के दौरान CMD BSNL  इस प्रकरण पर विचार हेतु सहमत हुए थे। उसके बाद कॉर्पोरेट ऑफिस में इस मुद्दे पर कई बार चर्चा की जाती रही। दिनांक 12.12.2018 को पुनः इस प्रकरण को ले कर कॉम पी. अभिमन्यु, जीएस द्वारा श्री सौरभ त्यागी, Snr GM (Estt) से चर्चा की गई। Snr GM (Estt) इस बात पर सहमत हुए कि कर्मचारियों को एक बार पुनः फ्रेश ऑप्शन देने का मौका दे कर इस मुद्दे का निराकरण किया जा सकता है। यह समस्या उन Snr TOAs से संबंधित है जिन्हें 2008- 2009 में OTBP के अंतर्गत पहला प्रमोशन दिया गया था। NEPP आदेश के पैरा 6.4 के अनुसार Snr TOAs को OTBP अंतर्गत दिया जा चुका प्रमोशन, NEPP के अंतर्गत पहला प्रमोशन माना जाएगा। इसके विकल्प स्वरूप, ऐसे कर्मचारी अगर चाहें तो OTBP अंतर्गत प्रमोशन को त्याग कर NEPP में जा सकते हैं। ऐसे प्रत्येक कर्मचारी को गणना कर यह देखना होगा कि उनके लिए कौनसा ऑप्शन देना लाभप्रद होगा। यदि पूर्व में किसी कर्मचारी ने गलत ऑप्शन दे दिया हो और उस ऑप्शन से उनका नुकसान हुआ हो, तो वें अब अपना ऑप्शन परिवर्तित कर सकते हैं। कॉर्पोरेट ऑफिस द्वारा नए ऑप्शन मांगे जाने पर इस समस्या का निदान हो जाएगा।

AUAB issues circular in connection with the "Joint General Body Meetings" to be organised from 26th to 29th December,2018.

The AUAB, in it's meeting held on 11-12-2018, has decided to call upon the circle and district level AUABs, to organise "Joint General Body Meetings", during the period from 26th to 29th December,2018. Yesterday, the AUAB has issued circular, containing the details of the settlement reached in the meeting held on 03-12-2018, with the Hon'ble MoS(C), and the consequent deferment of the indefinite strike. The details contained in this circular should be explained in the "Joint General Body Meetings". CHQ calls upon the circle and district unions to take the initiative to organise the "Joint General Body Meetings" and to explain the contents of this circular in those meetings.

TDSAT slaps on the face of TRAI for issuing order in favour of Reliance Jio.

BSNLEU has been accusing the TRAI (Telecom Regulatory Authority of India) of showing favouritism to Reliance Jio. The order given by the TDSAT(Telecom Disputes Settlement and Appellate Tribunal) yesterday,  has proved that what we have been alleging is true. The TRAI had not only stopped the predatory pricing (offering services below cost) of  Reliance Jio, but also issued a new regulation to help Jio. According to the regulation issued by the TRAI, any company, which is not having 30% market share, can adopt predatory pricing. This order was issued by the TRAI, only to help Reliance Jio. However, the TDSAT has struck down this order.

ट्राई (टेलीकॉम रेग्युलेटरी अथॉरिटी ऑफ इंडिया) द्वारा रिलायंस जियो के पक्ष में झुकाव प्रदर्शित करने के लिए BSNLEU ट्राई को आरोपित करती रही है। कल TDSAT (टेलीकॉम डिस्प्यूट्स सेटलमेंट एंड एपीलेट ट्रिब्यूनल ) द्वारा जारी आदेश हमारे आरोपों की पुष्टि करते हैं। ट्राई ने रिलायंस जिओ द्वारा जारी प्रिडेटरी प्राइसिंग (लागत से कम मूल्य पर सेवाएं देना) पर रोक तो लगाई ही नही, रिलायंस जियो के हितार्थ नए नियम भी बना दिए। ट्राई द्वारा जारी नए नियम के अनुसार ऐसी कोई भी कंपनी जिसका मार्केट शेयर 30% से कम है, प्रिडेटरी प्राइसिंग लागू कर सकती है। इस तरह के आदेश ट्राई ने रिलायंस जियो को लाभान्वित करने के लिए ही जारी किए थे। किंतु अब, TDSAT ने इस आदेश को खारिज कर दिया है।

BJP cannot win elections only by deviding people on religious line.

It is known that in the recently concluded Rajasthan assembly elections, BJP is driven out of power. Especially, in the Alwar district, which has eleven assembly constituencies, BJP was able to win only in two seats. In the last assembly election, BJP won in nine seats in this district. One may ask what is the speciality of Alwar district. This district is the epicentre of violence that was unleashed in the name of cow protection. Mob attacks, organised in the name of cow protection, is common in Alwar district. In 2017, Pehlu Khan was killed by a mob in this district. The mob accused that Pehlu Khan was transporting cows for slaughter. Early this year, Rakbar Khan was killed by a mob in the same way. It is needless to say that the Gau Rakshaks (cow vigilantes) are targeting Muslims. The aim is to create communal tension and thereby devide the people in the name of religion. The real intension of these Gau Rakshaks is not to protect cows. They want only to take political advantage, in the name of cow protection. Due to the terror unleashed by the Gau Rakshaks, the farmers are not able to sell their old and unproductive cows. Result? The old and unproductive cows are being ditched by the farmers. These stray cows enter into farms, eat and destroy the crops. So, the stray cows have become a very big headache for the farmers. They could not sleep in the night. With torch and stick in their hands, the farmers patrol their farms in the night, to ensure that their crops are not destroyed by stray cows. The farmers themselves, majority of whom are Hindus, do not approve violence in the name of cow protection. The BJP should realise at least now, that they cannot keep winning elections only by deviding people on religious line.

The pre-All India Conference CEC meeting of BSNLEU started at Mysuru today. The meeting is taking place at RTTC, Mysuru, and is being presided over by Com.Balbir Singh, President. Com.P.Abhimanyu, GS, welcomed everyone and briefly explained about the business to be transacted in the CEC meeting. This meeting will consider and adopt the report on activities, as well as the audited accounts ,to be submitted to the All India Conference beginning tomorrow. This meeting will also consider the proposals for amendments to the Union Constitution.

The 9th All India Conference of BSNLEU starts at Mysuru tomorrow.

The 9th All India Conference of BSNLEU is starting at Mysuru tomorrow the 17th December, 2018. It is a 4 day Conference, which will get concluded on 20th December, 2018. Com.Tapan Sen, General Secretary, CITU, is delivering the Inaugural Address of the Conference. Leaders of fraternal organisations are greeting. A colourful rally will be organised tomorrow afternoon. This will be followed by a seminar, on the revival of BSNL. This All India Conference will be discussing very serious issues including the 3rd Wage Revision, Revival of BSNL, etc., and will also draw the road map for achieving them.

9th All India Conference of BSNLEU started amidst great enthusiasm.

The 9th All India Conference of BSNLEU started enthusiastically today at Mysuru. The flag hoisting programme started exactly at 10:00 am. Com.Balbir Singh, President, hoisted the Tricolour National Flag. The Union Red Flag was hoisted by Com.P.Abhimanyu, GS, amidst inspiring slogans. Com.C.K.Gundanna, General Secretary, Reception Committee, welcomed everyone. On behalf of the CHQ, Com.P.Abhimanyu, GS, welcomed everyone and gave a brief picture of the situation, in which this AIC is taking place. Com.Tapan Sen, General Secretary, CITU, inaugurated the Conference and spoke elaborately about the challenges being faced by the Indian working class in general, and the BSNL employees in particular. He called on the BSNL trade union movement to join the 2 day General Strike, called on by the Central Trade Unions, to be organised on 8th and 9th January,2018. The Inaugural Session was also addressed by Com. Amanullah Khan, President, AIIEA, Com. Seethalakshmi, Vice-President, Confederation of Central Government Employees, Com.V.A.N.Namboodiri, former General Secretary, Com.K.G.Jayaraj, GS, AIBDPA, Com.Animesh Mitra, SG, BSNLCCWF, Com.Swapan Chakraborty, Dy.GS, Com. .M.C.Balakrishna, Chairman, Reception Committee, Com.H.V.Sudharshan, Working Chairman,Reception Committee.

BSNLEU conducted a very successful seminar on the revival of BSNL.

On the first day of the 9th All India Conference of BSNLEU, a successful seminar was organised on the revival of BSNL. Com. C.K. Gundanna, GS, Reception Committee, conducted the programme. Com. P. Abhimanyu, General Secretary, delivered the key note address, and explained at length the settlement reached between the AUAB and the Hon’ble MoS(C), based on which the indefinite strike has been deferred. The seminar was also addressed by Shri R. Mani, CGM, Karnataka circle, Com. Chandeshwar Singh, GS, NFTE, Com. K. Sebastin, GS, SNEA, Com. Prahlad Rai, GS, AIBSNLEA, Shri Manish Kumar, GM (Restg.), BSNL CO., Com. Suresh Kumar, GS, BSNL MS, Com. H.P. Singh, Dy.GS, BSNL OA, Com. Balbir Singh, President, Com. Swapan Chakraborty, Dy.GS, BSNLEU and Com. H.V. Sudharshan, Org. Secretary (CHQ), BSNLEU, addressed. Com. M.C. Balakrishna, Chairman, Reception Committee, addressed and proposed the vote of thanks. Delegates session of the 9th All India Conference of BSNLEU started.

The delegates session of the 9th All India Conference of BSNLEU, being held at Mysuru, started today. Com. Balbir Singh, President, is presiding over the session. Condolence resolution was moved by Com. Swapan Chakraborty, Dy.GS. The house stood in silence for a minute and paid homage to the martyrs and also to the leaders who have passed away since the last All India Conference. Thereafter, Com. P. Abhimanyu, GS, presented the report on activities. In his presentation, the General Secretary highlighted the background in which the indefinite strike was deferred, the settlement reached in the meeting held with the AUAB and the Hon’ble MoS(C), settlement of the issues of the Non-Executives, etc. Thereafter, deliberation by the delegates started and is going on.

Deferment of the Indefinite Strike - 9th All India Conference of BSNLEU hails the decision of the AUAB.

The 9th All India Conference of BSNLEU, in session at Mysuru now, seriously discussed the decision of the AUAB, to defer the Indefinite Strike that was to start from 03rd December, 2018. The Conference, after serious deliberation unanimously passed the resolution, hailing the decision of the AUAB to defer the Indefinite Strike. The Conference appreciated the settlement reached on allotment of 4G spectrum, payment of pension contribution on actual basic pay, pension revision and superannuation benefits of the Directly Recruited employees. The Conference also appreciated the decision of the DoT to form an Institutional Mechanism to monitor the implementation of the decisions in respect of various issues. It also acknowledged the improvement that has come on the Wage Revision issue. Further, the Conference has resolved to request the AUAB to go ahead with the strike, if the Wage Revision is not settled within a reasonable time. The resolution was moved by Com. Prakash Sharma, circle secretary, Madhya Pradesh and seconded by Com.M.K. Dave, AGS.

Resolution adopted by the 9th All India Conference of BSNLEU on 3rd Pay Revision of BSNL employees.

The 9th All India Conference of BSNLEU, presently in session at Mysuru, has demanded the government to settle the 3rd Pay Revision with 15% fitment, to BSNL employees. The Conference thoroughly discussed the issue and severely criticised the government for denying the 3rd Pay Revision to BSNL employees, on the plea that BSNL is loss making. The Conference has pointed out that how the government is supporting the predatory pricings of Reliance Jio, which has led to the present crisis in the telecom industry. Further, the conference has also pointed out how the government is giving bail-out packages to the private telecom companies while denying justified wage revision to BSNL employees. The Conference has called upon the circle and district unions to keep the employees fully mobilised for struggle, if the 3rd Pay Revision is not settled amicably within a reasonable time. Com. C. Santhosh, circle secretary, Kerala, proposed the resolution and Com. D.K. Bakutra, circle secretary, Gujarat, seconded it.

9th All India Conference of BSNLEU ends jubilantly with unanimous elections.

The 9th All India Conference of BSNLEU came to an end jubilantly today, with unanimous elections. Com. Animesh Mitra, Com. P. Abhimanyu, Com. Swapan Chakraborty and Com. Gakul Borah are elected as President, General Secretary, Deputy General Secretary and Treasurer, respectively. The Conference undertook intensive discussions with regards to the future course of actions to settle the Wage Revision and to ensure BSNL’s revival. Many important resolutions have been passed on issues affecting the employees and the Company. CHQ heartily congratulates the Karnataka circle union and the Mysuru district union for successfully organising the Conference.

Mysuru All India Conference takes historic decision to strengthen working class unity!

The Mysuru All India Conference has taken a historic decision to strengthen working class unity. This is the time when greater unity has to be built to settle the wage revision, pension revision and to safeguard BSNL from the attacks of the government. Revival of BSNL is our historic task. Without unity, we cannot achieve all these. This is not the time to quarrel among us on petty issues. This is not the time to test who is bigger and who is smaller. Particularly, the unity of the two recognised unions- BSNLEU and NFTE- is the need of the hour. The Mysuru All India Conference deeply deliberated this. Finally, the Conference decided to get the Recognition Rule modified, to strengthen unity. As per the Non- Executives’ Recognition Rules, if the first union gets 50% votes or more, than the second union will not get recognition. The Mysuru All India Conference has unanimously passed a resolution, demanding that this clause should be removed. We are hopeful that this will pave the way for closer coordination and understanding between the BSNLEU and NFTE- the two major trade unions of BSNL
