Implementation of the assurances given on certain issues - General Secretary, BSNLEU, discusses with the Director (HR).

Com.P.Abhimanyu, GS, met Shri Arvind Vadnerkar, Director (HR), yesterday, and discussed the following issues.

  1. Awarding of full marks to the questions with multiple correct answers, for the JTO LICE held on 26.05.2019.

The matter is already discussed many times. In the meeting held on 21.01.2020, the Director (HR) assured to sympathetically consider the demand of the Union to award full marks to the questions with multiple correct answers. However, in yesterday’s meeting, Director (HR) replied that the evaluation has been done as per the existing procedure and that awarding of full marks to the questions with multiple answers is difficult. However, the General Secretary insisted that full marks should be given, since whatever method has been adopted in the evaluation has done injustice to the candidates. The issue will be pursued further.

  1. Verification of caste certificates of the ST employees in Maharashtra circle.

BSNLEU has been insisting that the DoP&T orders should be implemented on this matter, according to which the verification of the ST caste certificates should be done only by the District Collectors / Magistrate. The Director (HR) informed in yesterday’s meeting that the caste certificates of 300 ST employees have already been validated by the District Scrutiny Committees. However, the General Secretary insisted that the assurance given by the Director (HR), for referring the matter to the District Collectors / Magistrate should be implemented.

  1. Non-declaration of JTO LICE results in Punjab circle.

The General Secretary told the Director (HR) that no improvement has come on this issue and insisted that the Management should take some pro-active steps, so that the results are declared.

  1. Issuing of Presidential Orders to the employees recruited by the DoT, but appointed after formation of BSNL.

The BSNL Management has already filed SLP in the Hon’ble Supreme Court against the judgement of the Hon’ble High Courts. BSNLEU has already sought the co-operation of the Management, so that the Supreme Court case is disposed off at the earliest. The General Secretary informed the Director (HR) that no development has taken place on this issue also.

  1. Hold of the JE LICE without further delay.

The JE LICE already notified, has been postponed, based on the demand of BSNLEU to hold it as an Off-line exam. Management has agreed to hold the exam as an Off-line exam, but the exam is not held so far. In yesterday’s meeting, the Director (HR) replied that the Committee formed by the BSNL Management on holding Internal Examinations is expected to submit it’s report within 2 to 3 weeks. The General Secretary insisted that the JE LICE should be conducted, since it will improve the efficiency of the existing staff.

At the end, the Director (HR) assured that needful action would be taken on the issues discussed today.

What Mukesh Ambani announced about, might not be a full-fledged 5G technology, but a "5G-like" technology - says Frontline magazine..

BSNLEU has expressed it’s own doubts about the announcement made by Mukesh Ambani recently, that Jio has developed it’s own 5G technology. In the website updating made on 18.07.2020, BSNLEU has also given the reasons for that.

Now, an article published in the latest "Frontline" magazine, a detailed analysis has been made, claiming why Mukesh Ambani’s announcement might not be correct. The article has stated that, Jio might not have developed a full-fledged 5G technology, but may be a “5G-like” technology.  The following are the excerpts from that article.

"IPlytics, a Berlin-based company that monitors technology trends, reported that Huawei of China held the most patents among “5G patent families” in the world. Chinese companies, including Huawei and ZTE, commanded the largest number of such patents, closely followed by Korean companies, including Samsung and LG.

As of November 2019, Huawei held 3,325 such patents; its nearest rival was Samsung, with 2,846 patents. Nokia’s alliance with Alcatel-Lucent was the most significant non-Asian rival, with a combined tally of 2,308.

Companies have spent several years developing the relevant technologies, which is why many are sceptical of Ambani’s claims.

.... The idea is that if a full-scale 5G rollout is not immediately possible or feasible, patches based on software solutions as well as open source hardware could be built in order to give a “5G-like” network performance, at least in limited markets or geographies".

BSNL has sold  only 2,29,839 post paid and prepaid SIMs in April, 2020. This is against the target of 14,16,300 SIMs, fixed by the Management, for the month of April. As regards the month of May, 2020, Management has fixed a target of 14,00,300.

GS, BSNLEU, meets CMD BSNL – discusses the issues of JTO LICE and lapsed LIC policies.

  1. Granting full marks for the questions with multiple correct answers for the JTO LICE held on 26.05.2019.

BSNLEU is continuously demanding that relaxation should be granted to the candidates of the JTO LICE held on 26.05.2019. The issue was continuously discussed with the Director (HR). However, no solution has come. Under these circumstances, BSNLEU wrote a detailed letter to the CMD BSNL, yesterday, demanding full marks for the 10 questions with multiple correct answers. Com.P.Abhimanyu, GS, met Shri P.K. Purwar, CMD BSNL yesterday and discussed this issue elaborately. The GS, BSNLEU, asserted that the candidates should not be punished for the blunders committed by the examiner. NFTE should discipline it's rogue circle secretary, C.K.Mathivanan - an open appeal to NFTE leadership.

The All India Centre of BSNLEU has taken disciplinary action against one of it’s Chennai Circle office bearers. This is purely BSNLEU’s internal matter.

Others have no business to poke their nose into it. However, C.K. Mathivanan, the rogue circle secretary of NFTE, Chennai Circle, has made a derogatory criticism on his website, about this.

Everyone knows that C.K.Mathivanan is a man without any discipline or decency. When Com.V.A.N. Namboodiri was the General Secretary of BSNLEU, C.K. Mathivanan used to insult and attack him. After taking over as General Secretary, Com.P.Abhimanyu has become the target for his attacks. The worst part of story is that, C.K.Mathivanan is abusing and attacking his own leaders as well.

Some years back, Com.Chandeswar Singh, General Secretary, NFTE, came to address an all union seminar at Chennai. There, he was gheraoed in the public place, by C.K. Mathivanan and his thugs for a pretty long time. So far as we know, such a misfortune has never happened to any other General Secretary.

Apart from these, another key All India Office bearer of NFTE has also become the victim of C.K.Mathivanan’s attacks.  C.K.Manthivanan wrote on his circle union website that, this leader has changed his Union, as many times as he changed his shirts.

When the JAC leaders signed agreement with the BSNL Management, settling 78.2% IDA merger, C.K. Mathivanan, wrote on his website that, the All India leaders have surrendered the interests of the workers. He even went to the extent of organising protest meetings, condemning the agreement. However, when the order for 78.2% IDA merger was issued, C.K.Mathivanan silently received the benefits and enjoyed.

The AUAB is uniting the entire officers and employees of BSNL and is continuously fighting against the government, to safeguard BSNL and it’s employees. However, C.K. Mathivanan has made it his habit to attack and ridicule the AUAB.   This issue has already been raised at the All India AUAB meetings, with NFTE leadership. Even now, NFTE is not a part of the AUAB in Chennai circle.

A few months back, once again C.K. Mathivanan, insulted Com.Chandeswar Singh, General Secretary, NFTE. What C.K.Mathivanan wrote on his website, goes on like this :- "The General Secretary, who calls himself a communist, kept on waiting for the Telecom Minister at Patna airport. But, on his arrival, the Minister ignored the leader and did not even bother to look at his face. However, the General Secretary, kept following the Minister, with folded hands. Why this pathetic situation? "

It is also a fact that, C.K.Mathivanan did not spare even great leaders like Com.O.P.Gupta and  Com.Jagan. Normally, C.K. Mathivanan used to refer Com.O.P.Gupta as *“that old man”.* Frequently, he has abused both Com.O.P.Gupta and Com.Jagan in filthy language.

Whatever happens inside NFTE is their internal matter. But, if the NFTE leadership allows C.K.Mathivanan to hurl abuses at BSNLEU and AUAB, it will not be appropriate.

Hence, BSNLEU wishes to make an appeal to the NFTE leadership, that it is time for them to discipline C.K. Mathivanan.

Justice Ranjan Gogoi nominated to the Rajya Sabha – many eyebrows are raised.

Former Chief Justice of India, justice Ranjan Gogoi, has been nominated to the Rajya Sabha, by President, Ramnath Kovind. This has raised the eyebrows of many. It is being pointed out that, if such high positions are offered to judges after their retirement, then it will lead to favouritism and nepotism in the judiciary. The judiciary will lose it’s independence and will become subordinate to the government. Recently, justice Muralidhar, who criticised the BJP leaders for the Delhi riots, was transferred in the midnight. A message is being sent that, those judges criticise the government and the ruling party will be punished and those judges who favour them will be rewarded. This is not good for Indian democracy.

BSNL should get market price and not throw away price in land monetisation - every employee, union, association has to be vigilant.

BSNLEU wishes to make it very clear that 'Land Monetisation' was not a demand of the BSNLEU / AUAB at all. The AUAB only demanded that the DoT should give approval for BSNL’s “Land Management Policy”, which is for leasing out and renting out BSNL’s vacant lands and buildings. However, in it’s Revival Package, announced on 23.10.2019, the government decided to monetise BSNL’s assets.

In this matter, every employee of BSNL as well as unions and associations have to be very cautious. It is because, every effort will be made by the government to grab BSNL’s lands at a throw away price and to hand it over to the corporates. We must not forget that, after coming to power in 2014, the BJP government passed 3 ordinances to grab lands of the poor peasants  and to hand over them to corporates. However, only through  nationwide militant struggles of the Kisans and democratic forces, the attempts of the Modi government were defeated. Hence, similar land grabbing attempts may be made in BSNL also.

Hence, we  have to ensure that the transactions are transparent. Each and every employee, union, association has to remain vigilant to ensure that BSNL gets market price, and not a throw away price, in the land monetisation. The All India Centre of BSNLEU, which met yesterday, called upon every employee, union, association to remain vigilant to ensure this.

Justice Kurian Joseph hits out at Ranjan Gogoi for taking Rajya Sabha route.

Retired SC judge Kurian Joseph said on Tuesday former CJI Ranjan Gogoi’s decision to accept his nomination to the Rajya Sabha from the government has “certainly shaken the confidence of the common man on the independence of the judiciary”. Justice Joseph was one of the four judges, including Gogoi, who had in January 2018 gone public with their disenchantment over the manner sensitive political matters were assigned during CJI Dipak Mishra’s tenure.

Monetisation of BSNL’s towers and fibre, is a dangerous move by the government.

In the Revival Package for BSNL and MTNL, announced by the government on 23.10.2019, it is mentioned that monetisation of assets will be done, to meet the expenditures for network expansion, repayment of debt, operational fund requirements, etc. We understood that monetisation of assets means it will be limited to BSNL’s surplus lands. However, in the meeting held in the PMO on 03rd July, 2020, under the chairmanship of the Principal Advisor to the Prime Minister, serious discussions have  taken place regarding the monetisation of BSNL’s towers and fibres. The meeting has decided that within 3 months, the DoT should come up with various options to monetise BSNL’s tower and fibre assets.

This is a very dangerous move by the government. At a time when Reliance Jio is moving aggressively to monopolise the telecom sector, the government may be thinking to hand over BSNL’s towers and fibres to Mukesh Ambani, in the name of monetising BSNL’s land and assets.

The All India Centre meeting of BSNLEU, held on line on 20.07.2020, has called upon the CHQ of BSNLEU to take up the issue seriously through the platform of AUAB, so as to stop BSNL’s towers and fibres being snatched away.
