Five LICEs, including the TT LICE and JE LICE were held on 08-09-2024. It is two months since these LICEs were held. But, the results are not declared yet. Yesterday, Com.P.Abhimanyu,GS, Abhimanyu, discussed the issue of declaring the results of these five LICEs with Shri S.P.Singh,PGM, who is presently holding the charge of Recruitment and Training. The PGM replied that the results of all the five LICEs would be declared by the end of next week.

A Group D official of Kolkata Telephones circle is facing recovery of a large amount of money from his salary, on account of over payment. The Hon'ble Supreme Court of India has delivered a well reasoned order, stating that over payment made to Group ‘C’ & ‘D’ officials should not be recovered from their salary. Citing this Hon'ble Supreme Court order, BSNLEU has written letter to the Director (HR) today, requesting him to stop the recovery of over payment from the salary of the group D official.

ग्रुप डी के एक कर्मचारी के वेतन से अधिक भुगतान की बड़ी राशि की वसूली - BSNLEU ने निदेशक (मानव संसाधन) को पत्र लिखकर वसूली रोकने का अनुरोध किया।

कोलकाता टेलीफोन सर्किल में कार्यरत एक ग्रुप डी कर्मचारी को अधिक भुगतान के कारण अपने वेतन से बड़ी राशि की वसूली का सामना करना पड़ रहा है। भारत के माननीय सर्वोच्च न्यायालय ने एक उचित आदेश दिया है, जिसमें निर्देश दिया गया है कि ग्रुप सी और डी के अधिकारियों को किए गए अधिक भुगतान को उनके वेतन से नहीं वसूला जाना चाहिए। माननीय सर्वोच्च न्यायालय के इस आदेश का हवाला देते हुए BSNLEU ने आज निदेशक (मानव संसाधन) को पत्र लिखकर उनसे ग्रुप डी के कर्मचारी के वेतन से अधिक भुगतान की वसूली रोकने का अनुरोध किया है।

CHQ has requested the circle secretaries, to send the details of their district unions. The last date for submitting the details was fixed as 05.11.2024. CHQ has also sent a format to be filled in with the details of the district unions. CHQ regrets to inform that, still many circle unions have not sent the details. Those circle secretaries, who have not sent the details, with the updated address of the district secretaries and other details, are requested to immediately send the details, in the format on or before 15.11.2024. The forthcoming issues of Telecrusader and BSNL Swar will be despatched only to such of those districts, in respect of which details are received by the CHQ.

One more instalment of DA has become due for the casual labourers and TSMs in BSNL, w.e.f 01-7-2024. BSNLEU has written letter to the PGM (Estt.), BSNL Corporate Office, today, demanding early payment of this DA increase w.e.f. 01.07.2024. Before this, one installment of DA has already become due w.e.f. 01.01.2024. This DA is also still not paid. In it’s letter, BSNLEU has demanded that both these DAs w.e.f. 01.01.2024 and 01.07.2024 should be paid immediately.

केज़्युअल लेबर्स और टीएसएम को डीए की दो किस्तों का तत्काल भुगतान - BSNLEU ने बीएसएनएल कॉर्पोरेट ऑफिस के प्रिंसिपल जनरल मैनेजर (एस्ट) को लिखा पत्र।

बीएसएनएल में कार्यरत केज़्युअल लेबर्स और टीएसएम को डीए की एक और किस्त 01-7-2024 से देय हो गई है। BSNLEU ने आज बीएसएनएल कॉरपोरेट ऑफिस के प्रिंसिपल जनरल मैनेजर (एस्ट) को पत्र लिखकर डीए में हुई इस बढ़ोतरी का 01.07.2024 से शीघ्र भुगतान करने की मांग की है। इससे पहले डीए की एक किस्त 01.01.2024 से देय हो चुकी है। इस डीए का भी अभी तक भुगतान नहीं किया गया है। BSNLEU ने अपने पत्र में मांग की है कि 01.01.2024 और 01.07.2024 से इन दोनों डीए का तत्काल भुगतान किया जाए।

On 30.10.2024, BSNLEU wrote a letter to the Director (HR), seeking a meeting to discuss a certain important staff issues. The issues to be discussed were also listed in that letter. Based on this, a meeting is held today. Apart from Dr. Kalyan Sagar Nippani, Director (HR), Shri Sanjeev Tyagi, PGM(Admn.), Ms. Anita Johri, PGM(SR) and Shri Ram Kishan, DGM(Estt.) were also present in the meeting. From BSNLEU, Com.P. Abhimanyu, GS, attended the meeting. Details of the issues discussed and the reply given by the Director (HR) are given below:-

1. Breaking the deadlock prevailing in the Wage Revision of the Non-Executives.

Details of the discussion of this item are separately updated on the website.

2. Request to review the norms for the sanctioning of posts in various cadres, in respect of circles having hilly and far-flung terrains.

The General Secretary pointed out that, many parts of the hilly states like Himachal Pradesh, Uttarakhand and Jammu & Kashmir, remain snow-laden for many months of the year. Hence, he demanded that special norms should be fixed for the sanctioning of posts for these hilly circles. Similarly, the circles of NE-I, NE-II and Assam have far-flung terrains, which also need special norms for the sanctioning of staff. For this, the PGM(Restg.) replied that, special norms are already there for the hilly circles and the same will be shared with the Union. She also stated that, the issue of special norms to Assam, NE-I and NE-II would be looked into.

3. Lack of fairplay and transparency in the selection of coaches by the Sports Cell of the Admin. Branch.

The General Secretary pointed that, two years back, the Corporate Office called for applications, for the selection of coaches. However, this selection of coaches did not take place at all and the Sports Cell of the Admin. Branch is sending coaches for various tournaments on “pick-and-choose” method. He told that, there is totally lack of fairplay and transparency in the functioning of the Sports Cell. The PGM(Admn.) gave some lame excuses on this issue. The General Secretary did not accept the reply. Finally, the Director (HR) assured that, selection of qualified coaches would soon be done in a transparent and fair manner.

4. Injustice done to the outstanding sports personnel.

The General Secretary pointed out that, some outstanding sports personnel have been recommended by their respective CGMs, for career progression, based on the old ‘career progression policy’. The General Secretary pointed out that, BSNLEU has already written letter to the PGM(Admn.) with the names of Ms.Sumitra Pujari, Assam Circle, Ms. Nandita Dutta, West Bengal circle and Shri Ravi Kumar, Karnataka Circle. The General Secretary strongly demanded these cases should be considered by the Corporate Office based on the old career progression policy. The Director (HR) assured that, necessary action would be taken on this issue.

5. Directing the Non-Executives to mark attendance through Mobile App in Kerala circle.

6. JTO (OL) LICE held in February, 2024 – requesting to consider posting the willing qualified candidates in other circles, where posts remain unfilled.

In the JTO (OL) LICE held on February, 2024, posts remain unfilled in some circles, while qualified candidates did not get promotion in some other circles, due to non-availability of vacancies. In today’s meeting, the General Secretary demanded that willing qualified officials, should be posted in circles where posts remain unfilled. The Director (HR) agreed to look into this issue.

7. Hardships experienced by the candidates in the recently conducted JE LICE and TT LICE.

BSNLEU has already complained that, the private agencies, to whom conducting the online LICEs are outsourced, are conducting the exams without even the minimum facilities. In many circles, the LICEs were conducted in cramped places, without even facilities for toilets, parking, etc. In today’s meeting, the General Secretary strongly raised this issue with the Director (HR). The Director (HR) took this issue seriously and directed the PGM(SR) to take appropriate action on the complaint.

कर्मचारियों के महत्वपूर्ण मुद्दों पर निदेशक (मानव संसाधन) और BSNLEU के बीच बैठक।

30.10.2024 को BSNLEU ने निदेशक (मानव संसाधन) को पत्र लिखकर कर्मचारियों के कुछ महत्वपूर्ण  मुद्दों पर चर्चा करने के लिए बैठक की मांग की थी। उस पत्र में चर्चा किए जाने वाले मुद्दों को भी सूचीबद्ध किया गया था। इसके आधार पर आज बैठक आयोजित की गई है। बैठक में निदेशक (मानव संसाधन) डॉ. कल्याण सागर निप्पानी के अलावा श्री संजीव त्यागी, प्रिंसिपल जनरल मैनेजर (प्रशासन), सुश्री अनीता जौहरी, प्रिंसिपल जनरल मैनेजर (एसआर) और श्री राम किशन, डेप्युटी जनरल मैनेजर (एस्टा) भी उपस्थित थे। BSNLEU की ओर से साथी पी. अभिमन्यु, महासचिव ने बैठक में भाग लिया। चर्चा किए गए मुद्दों और निदेशक (मानव संसाधन) द्वारा दिए गए उत्तर का विवरण नीचे दिया गया है : 

(1) नॉन एक्ज़िक्यूटिव्स के वेतन संशोधन में व्याप्त गतिरोध को तोड़ना।

इस मद की चर्चा का विवरण वेबसाइट पर अलग से अपडेट किया गया है।

(2) पहाड़ी और दूरदराज के इलाकों वाले सर्किलों के संबंध में विभिन्न संवर्गों में पदों की स्वीकृति के मानदंडों की समीक्षा करने का अनुरोध।

महासचिव ने बताया कि हिमाचल प्रदेश, उत्तराखंड और जम्मू-कश्मीर जैसे पहाड़ी राज्यों के कई हिस्से साल के कई महीनों तक बर्फ से ढके रहते हैं। इसलिए, उन्होंने मांग की कि इन पहाड़ी सर्किलों के लिए पदों की स्वीकृति के लिए विशेष मानदंड तय किए जाने चाहिए। इसी तरह, पूर्वोत्तर-I, पूर्वोत्तर-II और असम के सर्किलों में दूरदराज के इलाके हैं, जिन्हें कर्मचारियों की स्वीकृति के लिए विशेष मानदंडों की भी आवश्यकता है। इसके लिए प्रिंसिपलजनरल मैनेजर (री.) ने जवाब दिया कि, पहाड़ी सर्किलों के लिए विशेष मानदंड पहले से ही हैं और उन्हें यूनियन के साथ साझा किया जाएगा। उन्होंने यह भी कहा कि, असम, पूर्वोत्तर-I और पूर्वोत्तर-II के लिए विशेष मानदंडों के मुद्दे पर विचार किया जाएगा।

(3) प्रशासन शाखा के खेल प्रकोष्ठ द्वारा कोचों के चयन में निष्पक्षता और पारदर्शिता का अभाव।

महासचिव ने बताया कि दो वर्ष पूर्व कॉर्पोरेट कार्यालय द्वारा कोचों के चयन के लिए आवेदन मांगे गए थे। परन्तु कोचों का चयन नहीं हुआ तथा प्रशासनिक शाखा का खेल प्रकोष्ठ विभिन्न प्रतियोगिताओं के लिए कोचों को “पिक-एंड-चूज” पद्धति से भेज रहा है। उन्होंने बताया कि खेल प्रकोष्ठ के कामकाज में निष्पक्षता एवं पारदर्शिता का पूर्ण अभाव है। इस मुद्दे पर प्रिंसिपलजनरल मैनेजर (प्रशासन) ने कुछ बेबुनियाद बहाने बनाए। महासचिव ने जवाब स्वीकार नहीं किया। अंत में निदेशक (मानव संसाधन) ने आश्वासन दिया कि शीघ्र ही योग्य कोचों का चयन पारदर्शी एवं निष्पक्ष तरीके से किया जाएगा।

(4) उत्कृष्ट खेल कर्मियों के साथ अन्याय।

महासचिव ने बताया कि कुछ उत्कृष्ट खेल कर्मियों को उनके संबंधित चीफ जनरल मैनेजर द्वारा पुरानी ‘कैरियर प्रोग्रेस पॉलिसी’ के आधार पर कैरियर प्रोग्रेस के लिए अनुशंसित किया गया है। महासचिव ने बताया कि BSNLEU ने पहले ही प्रिंसिपल जनरल मैनेजर (प्रशासन) को सुश्री सुमित्रा पुजारी, असम सर्कल, सुश्री नंदिता दत्ता, पश्चिम बंगाल सर्कल और श्री रवि कुमार, कर्नाटक सर्कल के नामों के साथ पत्र लिखा है। महासचिव ने दृढ़ता से मांग की कि इन मामलों पर पुरानी कैरियर प्रगति नीति के आधार पर कॉर्पोरेट कार्यालय द्वारा विचार किया जाना चाहिए। निदेशक (मानव संसाधन) ने आश्वासन दिया कि इस मुद्दे पर आवश्यक कार्रवाई की जाएगी।

(5) केरल सर्कल में नॉन एक्ज़िक्यूटिव्स को मोबाइल ऐप के माध्यम से उपस्थिति दर्ज करने का निर्देश देना।

(6) फरवरी, 2024 में आयोजित जेटीओ (ओएल) एलआईसीई - अन्य सर्किलों में इच्छुक योग्य उम्मीदवारों को पोस्ट करने पर विचार करने का अनुरोध, जहां पद खाली रह गए हैं।

फरवरी, 2024 को आयोजित जेटीओ (ओएल) एलआईसीई में, कुछ सर्किलों में पद खाली रह गए, जबकि योग्य उम्मीदवारों को रिक्तियों की अनुपलब्धता के कारण कुछ अन्य सर्किलों में पदोन्नति नहीं मिली। आज की बैठक में महासचिव ने मांग की कि जिन सर्किलों में पद रिक्त हैं, वहां इच्छुक योग्य अधिकारियों को तैनात किया जाना चाहिए। निदेशक (मानव संसाधन) ने इस मुद्दे पर विचार करने पर सहमति व्यक्त की।

(7) हाल ही में आयोजित जेई एलआईसीई और टीटी एलआईसीई में अभ्यर्थियों द्वारा अनुभव की गई कठिनाइयां।

BSNLEU ने पहले ही शिकायत की है कि, ऑनलाइन एलआईसीई आयोजित करने वाली निजी एजेंसियां, जिन्हें आउटसोर्स किया गया है, न्यूनतम सुविधाओं के बिना भी परीक्षा आयोजित कर रही हैं। कई सर्किलों में, एलआईसीई को तंग जगहों पर आयोजित किया गया था, यहां तक ​​कि शौचालय, पार्किंग आदि की सुविधा भी नहीं थी। आज की बैठक में, महासचिव ने निदेशक (मानव संसाधन) के समक्ष इस मुद्दे को जोरदार तरीके से उठाया। निदेशक (मानव संसाधन) ने इस मुद्दे को गंभीरता से लिया और प्रिंसिपल जनरल मैनेजर (एसआर) को शिकायत पर उचित कार्रवाई करने का निर्देश दिया।

Com.P.Abhimanyu, General Secretary, held an important discussion with Dr. Kalyan Sagar Nippani, Director(HR) today,  on the Wage Revision issue. He discussed about the deadlock prevailing in the Wage Revision of  the Non- Executives. The General Secretary told the Director(HR) that, the non-implementation of the new pay scales for the Non-Executives, agreed to in the Wage Negotiating Committee meeting held on 27.07.2018, is the reason for the deadlock prevailing in the Wage Revision of the Non-Executives. He complained that, the Management Side had gone back from the agreement already reached and is offering shorter pay scales for the Non Executives now.

The General Secretary told that, this is not acceptable and demanded that the pay scales agreed by the unions and the Management on 27/7/2018 should be implemented. The General Secretary also handed over a chart to the Director (HR), containing a comparative study of the pay scales of the Executives, given by the 3rd PRC and also the shorter pay scales being imposed on the Non-Executives. The General Secretary also demanded that, the Management should appoint a new Chairman to the Wage Negotiating Committee, since the present Chairman, Shri R.K. Goyal, has fallen ill and is likely to go back to the DoT shortly. The Director(HR) replied that, the demand for appointment of a new Chairman is being considered by the Management. He also assured that, the Management will take a decision open mindedly, regarding the new pay scales of the Non-Executives. The General Secretary sincerely thanked the Director (HR) for being positive to the demands of BSNLEU. 

नॉन एक्ज़िक्यूटिव्स के वेतन संशोधन में व्याप्त गतिरोध को समाप्त करना - BSNLEU के महासचिव साथी पी. अभिमन्यु ने निदेशक (मानव संसाधन) के साथ महत्वपूर्ण चर्चा की।

आज महासचिव साथी पी. अभिमन्यु ने श्री कल्याण सागर निप्पानी, निदेशक (मानव संसाधन) के साथ वेतन संशोधन मुद्दे पर महत्वपूर्ण चर्चा की। उन्होंने नॉन एक्ज़िक्यूटिव्स के वेतन संशोधन में व्याप्त गतिरोध के बारे में चर्चा की। महासचिव ने निदेशक (मानव संसाधन) को बताया कि नॉन एक्ज़िक्यूटिव्स के लिए 27.07.2018 को आयोजित वेईज नेगोशियेटिंग कमिटी की बैठक में सहमत नए वेतनमानों का कार्यान्वयन न होना नॉन एक्ज़ीक्यूटिव्स के वेतन संशोधन में व्याप्त गतिरोध का कारण है। उन्होंने शिकायत की कि प्रबंधन पक्ष पहले से हुए समझौते से पीछे हट गया है और अब नॉन एक्ज़िज़क्यूटिव्स के लिए कम वेतनमान की पेशकश कर रहा है।

महासचिव ने बताया कि यह स्वीकार्य नहीं है तथा मांग की कि 27/7/2018 को यूनियनों एवं प्रबंधन द्वारा सहमत वेतनमान लागू किया जाए। महासचिव ने निदेशक (मानव संसाधन) को एक चार्ट भी सौंपा, जिसमें तीसरी पीआरसी द्वारा दिए गए एक्ज़िक्यूटिव्स के वेतनमान तथा नॉन एक्ज़ीक्यूटिव्स पर लगाए जा रहे अल्प वेतनमानों का तुलनात्मक अध्ययन शामिल था। महासचिव ने यह भी मांग की कि प्रबंधन वेईज नेगोशियेटिंग कमिटी के लिए नए अध्यक्ष की नियुक्ति करे, क्योंकि वर्तमान अध्यक्ष श्री आर.के. गोयल बीमार हो गए हैं तथा शीघ्र ही उनके दूरसंचार विभाग में वापस जाने की संभावना है। निदेशक (मानव संसाधन) ने उत्तर दिया कि नए अध्यक्ष की नियुक्ति की मांग पर प्रबंधन विचार कर रहा है। उन्होंने यह भी आश्वासन दिया कि नॉन एक्ज़िक्यूटिव्स के नए वेतनमानों के संबंध में प्रबंधन खुले मन से निर्णय लेगा। महासचिव ने BSNLEU की मांगों के प्रति सकारात्मक होने के लिए निदेशक (मानव संसाधन) को हृदय से धन्यवाद दिया। 

In the meeting held with the Director(HR) today, Com.P.Abhimanyu, GS, complained that, the CGM, Kerala circle had directed the Non-Executives to mark attendance through Mobile App. He told that, a good number of Non-Executives are not having smartphone and the direction of the CGM, Kerala to mark attendance through Mobile App is totally unwarranted. For this, the Director (HR) replied that this direction of the CGM, Kerala, has been put on hold.

Utilising this opportunity, the General Secretary pointed out that, the Executives are given reimbursement for purchasing mobile handsets, while the same is being denied to the Non-Executives. He demanded that, the Non-Executives should also be given reimbursement for purchasing mobile handsets, at par with the Executives. The Director (HR) replied that, this demand will be considered positively. 

केरल सर्कल में नॉन एक्ज़िक्यूटिव्स को मोबाइल ऐप के माध्यम से उपस्थिति दर्ज करने का निर्देश।

आज निदेशक (मानव संसाधन) के साथ आयोजित बैठक में साथी पी. अभिमन्यु, महासचिव ने शिकायत की कि चीफ जनरल मैनेजर, केरल सर्कल ने नॉन एक्ज़ीक्यूटिव्स को मोबाइल ऐप के माध्यम से उपस्थिति दर्ज करने का निर्देश दिया था। उन्होंने बताया कि, बड़ी संख्या में नॉन एक्ज़िक्यूटिव्स के पास स्मार्टफोन नहीं है और चीफ जनरल मैनेजर, केरल द्वारा मोबाइल ऐप के माध्यम से उपस्थिति दर्ज करने का निर्देश पूरी तरह से अनुचित है। इसके लिए, निदेशक (मानव संसाधन) ने जवाब दिया कि चीफ जनरल मैनेजर, केरल के इस निर्देश को रोक दिया गया है।

इस अवसर का लाभ उठाते हुए, महासचिव ने बताया कि एक्ज़िक्यूटिव्स को मोबाइल हैंडसेट खरीदने के लिए प्रतिपूर्ति दी जाती है, जबकि नॉन एक्ज़िक्यूटिव्स को इससे वंचित किया जा रहा है। उन्होंने मांग की कि नॉन एक्ज़िक्यूटिव्स को भी एक्ज़िक्यूटिव्स के समान मोबाइल हैंडसेट खरीदने के लिए प्रतिपूर्ति दी जानी चाहिए। निदेशक (मानव संसाधन) ने कहा कि इस मांग पर सकारात्मक विचार किया जाएगा। 

BSNLEU has already informed all that, the meeting of the Wage Negotiating Committee could not be held due to the illness of the Chairman of the Committee. In a meeting held yesterday, Com.P.Abhimanyu, GS, BSNLEU, took this matter to the notice of Dr. Kalyan Sagar Nippani, Director (HR). Com. P. Abhimanyu, GS, explained to the Director (HR), about the need for signing of the Wage Revision agreement without further delay. In this connection, the General Secretary, urged upon the Director (HR) to consider appointing some other officer as the Chairman of the Wage Negotiating Committee, keeping in view the illness of the incumbent Chairman. The Director (HR) noted the issue and replied that, this issue would be considered with due seriousness.

BSNLEU has already informed that, Shri Kalyan Sagar Nippani, Director (HR), will be holding a meeting with the Recognised Unions and Associations today, regarding taking over of the services of MTNL by BSNL. Accordingly, the meeting took place today. Ms.Anita Johri, PGM(SR) was also present. Representatives of all the recognised unions and associations participated. Com.P.Abhimanyu, GS, participated in the meeting. Now, it seems that, the government has decided to direct BSNL to provide telecom services in Mumbai and Delhi, since MTNL is likely to be closed down. MTNL's networks are in shambles. At the same time, BSNL's financial condition is also not good. Under such a situation, BSNL should not be forced to bear the expenditure for restoring mobile and other networks in Mumbai and Delhi. This point was strongly raised in today's meeting by Com.P.Abhimanyu. However, in today’s meeting, the Director (HR) did not give complete details on this issue. He was only consulting the Unions and Associations, regarding deploying 255 MTNL Executives in BSNL. GS, BSNLEU clearly told that, the consultation with the Unions and Associations should not be a formality. He demanded that, the Management should provide complete details regarding the episode of BSNL’s taking over MTNL’s services. The Director (HR) agreed to this and assured that, a meeting would be held with complete details.

BSNLEU ने पहले ही सूचित कर दिया है कि निदेशक (मानव संसाधन) श्री कल्याण सागर निप्पानी आज बीएसएनएल द्वारा एमटीएनएल की सेवाओं को अपने अधीन लेने के बारे में मान्यता प्राप्त यूनियनों और एसोसिएशनों के साथ बैठक करेंगे। तदनुसार, आज बैठक हुई। सुश्री अनीता जौहरी,  प्रिंसिपल जनरल मैनेजर (एसआर) भी मौजूद थीं। सभी मान्यता प्राप्त यूनियनों और एसोसिएशनों के प्रतिनिधियों ने भाग लिया।  साथी पी. अभिमन्यु, महासचिव ने बैठक में भाग लिया। अब, ऐसा लगता है कि, सरकार ने बीएसएनएल को मुंबई और दिल्ली में दूरसंचार सेवाएं प्रदान करने का निर्देश देने का फैसला किया है, क्योंकि एमटीएनएल के बंद होने की संभावना है। एमटीएनएल के नेटवर्क खस्ताहाल हैं। साथ ही, बीएसएनएल की वित्तीय स्थिति भी अच्छी नहीं है। ऐसी स्थिति में, बीएसएनएल को मुंबई और दिल्ली में मोबाइल और अन्य नेटवर्क बहाल करने के लिए खर्च वहन करने के लिए मजबूर नहीं किया जाना चाहिए। आज की बैठक में साथी पी. अभिमन्यु ने इस मुद्दे को जोरदार तरीके से उठाया। हालांकि, आज की बैठक में निदेशक (मानव संसाधन) ने इस मुद्दे पर पूरी जानकारी नहीं दी। वे केवल बीएसएनएल में 255 एमटीएनएल अधिकारियों की तैनाती के संबंध में यूनियनों और एसोसिएशनों से परामर्श कर रहे थे।  महासचिव, BSNLEU ने स्पष्ट रूप से कहा कि यूनियनों और एसोसिएशनों के साथ परामर्श औपचारिकता नहीं होनी चाहिए। उन्होंने मांग की कि, प्रबंधन को बीएसएनएल द्वारा एमटीएनएल की सेवाओं को अपने अधीन करने के प्रकरण के बारे में पूरी जानकारी देनी चाहिए। निदेशक (मानव संसाधन) ने इस पर सहमति व्यक्त की और आश्वासन दिया कि पूरी जानकारी के साथ एक बैठक आयोजित की जाएगी। 

The circle unions of BSNLEU and AIBDPA of Tamil Nadu and Chennai circles organised an impressive programme yesterday, to commemorate the birth centenary of Com.C.S. Panchapakesan, one of the legendary leaders of the P&T trade union movement in Tamil Nadu. The contributions of Com.C.S. Panchapakesan, fondly called as Com.C.S.P, is outstanding, in strengthening the Tamil Nadu P&T trade union movement ideologically. Around 400 comrades from various parts of Tamil Nadu circle attended this meeting. Com.S. Chellappa, AGS, presided over. Com.P.Abhimanyu, GS, BSNLEU, addressed this meeting and spoke at length on the immense contributions of Com.C.S.P to the Tamil Nadu trade union movement. Com.P. Sampath, President, (TNUEF), Com.S. Mohandas, VP (CHQ), AIBDPA, Com.Babu Radhakrishnan, CP, BSNLEU, TN, Com.Raju, CS, BSNLEU, TN, Com.M. Sridharasubramanian, CS, BSNLEU, Chennai, Com.R. Rajasekar, CS, AIBDPA, TN, Com.K. चेन्नई में महान ट्रेड यूनियन नेता साथी सी.एस.पी. की जन्म शताब्दी मनाई गई।

तमिलनाडु और चेन्नई सर्कल के BSNLEU और एआईबीडीपीए के सर्कल यूनियनों ने तमिलनाडु में पीएंडटी ट्रेड यूनियन आंदोलन के महान नेताओं में से एक साथी सी.एस. पंचपकेसन की जन्म शताब्दी मनाने के लिए कल एक प्रभावशाली कार्यक्रम आयोजित किया। साथी सी.एस. पंचपकेसन, जिन्हें प्यार से साथी सी.एस.पी. कहा जाता है, का योगदान तमिलनाडु पीएंडटी ट्रेड यूनियन आंदोलन को वैचारिक रूप से मजबूत करने में उल्लेखनीय है। तमिलनाडु सर्कल के विभिन्न हिस्सों से लगभग 400 साथी इस बैठक में शामिल हुए। साथी एस. चेलप्पा, सहायक महासचिव ने अध्यक्षता की। साथी पी. अभिमन्यु, महासचिव, BSNLEU ने इस बैठक को संबोधित किया और तमिलनाडु ट्रेड यूनियन आंदोलन में साथी सी.एस.पी. के अपार योगदान पर विस्तार से बात की। मोहनदास, उपाध्यक्ष (सीएचक्यू), एआईबीडीपीए, साथी बाबू राधाकृष्णन, परिमंडल अध्यक्ष, BSNLEU, तमिलनाडु, साथी राजू, परिमंडल सचिव, BSNLEU, तमिलनाडु, साथी एम. श्रीधरसुब्रमण्यम, परिमंडल सचिव, BSNLEU, चेन्नई, साथी आर. राजशेखर, परिमंडल सचिव, एआईबीडीपीए, तमिलनाडु, साथी के. गोविंदराज, परिमंडल सचिव, एआईबीडीपीए, चेन्नई और साथी सी.एस.पी. के परिवार के सदस्यों ने भी संबोधित किया। साथी पी. अभिमन्यु, महासचिव ने साथी सी.एस.पी. की स्मृति में छपी स्मारिका का विमोचन किया। सीएचक्यू उन सभी साथियों को हार्दिक बधाई देता है जिन्होंने कार्यक्रम को सफलतापूर्वक आयोजित करने में योगदान दिया। 

The BSNL Corporate Office has issued notice for holding a meeting tomorrow, regarding “transfer of MTNL operations to BSNL”. In this meeting, the Director (HR) will discuss the issue with the Recognised Unions and Associations. MTNL has reached the stage of getting closed down. Hence, the mobile, landline and other operations of MTNL is likely to be handed over to BSNL. This will place a huge financial burden on BSNL. This is because, BSNL has to spend a huge amount to restore the mobile, landline and fibre network. Undoubtedly, providing mobile and other services in Mumbai and Delhi will be advantageous to BSNL. At the same time, it is the responsibility of the government to provide financial assistance to BSNL, for the restoration of the networks in Mumbai and Delhi. General Secretary, BSNLEU, will raise this issue in tomorrow’s meeting.

बीएसएनएल कॉरपोरेट कार्यालय ने “एमटीएनएल संचालन को बीएसएनएल को हस्तांतरित करने” के संबंध में कल एक बैठक आयोजित करने के लिए नोटिस जारी किया है। इस बैठक में निदेशक (मानव संसाधन) मान्यता प्राप्त यूनियनों और एसोसिएशनों के साथ इस मुद्दे पर चर्चा करेंगे। एमटीएनएल बंद होने की स्थिति में पहुंच गया है। इसलिए, एमटीएनएल के मोबाइल, लैंडलाइन और अन्य संचालन बीएसएनएल को सौंपे जाने की संभावना है। इससे बीएसएनएल पर भारी वित्तीय बोझ पड़ेगा। ऐसा इसलिए है, क्योंकि बीएसएनएल को मोबाइल, लैंडलाइन और फाइबर नेटवर्क को बहाल करने के लिए बड़ी राशि खर्च करनी पड़ती है। निस्संदेह, मुंबई और दिल्ली में मोबाइल और अन्य सेवाएं प्रदान करना बीएसएनएल के लिए फायदेमंद होगा। साथ ही, मुंबई और दिल्ली में नेटवर्क की बहाली के लिए बीएसएनएल को वित्तीय सहायता प्रदान करना सरकार की जिम्मेदारी है। BSNLEU के महासचिव कल की बैठक में इस मुद्दे को उठाएंगे।
