The memorandum to be submitted to the MPs, as per the decision of the Unions and Associations of BSNL, is attached herewith. All circle, as well as district secretaries, are requested to take the initiative, to complete the task of submitting this memorandum to the MPs, in coordination with other unions and associations. This task should be completed by 30-11-2017.

As per reports, it is learnt that the IDA will increase by 2.6%, from 1st January 2018. Together with this total IDA shall be 126.9% w.e.f 01.01.2018.

Prime Minister, Narendra Modi often attacks opposition parties as corrupt. At the same time, the Prime Minister should also try to understand what is going on in his own party. Giriraj Sigh, BJP leader and Union Minister for Micro, Small and Medium enterprises has been booked in a land grabbing case in Bihar. One Ram Narayan Prasad, a Dalit belonging to Asopur village, Danapur, Patna district, filed a petition in the court, stating that, that Minister Giriraj Sigh and others grabbed his 2.6 acre land, and had also abused and threatened him, for protesting the land grabbing. Finally, the court ordered the police to file FIR under the relevant sections of the IPC, and also under SC/ST (Prevention of Atrocities ) Act. It should also be noted that recently, Rs. 2 crores, part of which was in foreign currency, was recovered from the Patna residence of Minister Giriraj Sigh.

A meeting of the All Unions and Associations of BSNL (AUAB) was held today the 24.04.2018. Representatives of BSNLEU, NFTE, SNEA, AIBSNLEA, FNTO, BSNL MS, BSNL ATM and BSNL OA, participated. The meeting reviewed the March to Raj Bhawan programme, that was held on 19.04.2018. It is noted that, the programme could not be conducted in many circles, due to denial of permission for the same. The meeting also reviewed the progress in the Pay Revision issue. After detailed discussion, the following decisions are taken.

CHQ is saddened to know that Com. Triveni Pandey, district secretary, BSNLEU, Saharsa, Bihar, has passed away on 13.06.2018. CHQ pays it’s respectful homage to com. Triveni Pandey. CHQ also conveys it’s heartfelt condolences to the family and friends of the departed leader.

BSNLEU has been consistently demanding relaxation in the qualifying marks for the candidates of JE LICE 50% exam held on 28.01.2018, in view of the poor results. BSNLEU demanded that the Management should give relaxation in qualifying marks, as was given for the DR TTA exam held in 2008.  An order was issued on 01.06.2009 by the Corporate Office, granting the relaxation of 10% marks for each part and 10% marks for the aggregate. Our demand is that, when relaxation was given for DR TTA exam in 2008, similar relaxation should be given to the candidates of the JE LICE held on 28.01.2018 also. This issue was prominently discussed in the meeting held with the CMD BSNL on 10-07-2018. BSNLEU told the CMD BSNL that 1800 candidates appeared the JE LICE for 9185 vacancies, but only 111 candidates got qualified. The CMD BSNL responded positively to our demand and assured to do the needful. Thereafter, BSNLEU continuously followed up the issue with the Director (HR) and the GM(Rectt.). Finally, the Management has accepted our demand. The revised results will be announced soon. We express our sincere thanks to the Management for settlement of our just demand.

AUAB की 25.01.2019 को सम्पन्न मीटिंग का निर्णय.

           .....निर्णय.....

(1)    जमीनी हकीकत के मद्दे नज़र, मीटिंग ने सभी एग्जीक्यूटिव्ज व नॉन एग्जीक्यूटिव्ज से 18.02.2019 से तीन दिवसीय हड़ताल पर जाने का आव्हान किया।  

(2)     11.02.2019 से 5 दिन तक नुक्कड़ सभाएं आयोजित कर आम जनता का हमारी डिमांड्स हेतु समर्थन प्राप्त किया जाए।  

(3)     12 और 13 फरवरी, 2019 को परिमंडल और जिला स्तर पर प्रेस वार्ता की जाए। 

(4)   सभी राजनीतिक दलों से हमारी डिमांड्स, विशेष रूप से बीएसएनएल का रिवाइवल, हेतु समर्थन हासिल करने के लिए मुलाकात की जाए।   

                 डिमांड्स

(1)   15% फिटमेंट के साथ 3rd पे रिवीजन का निराकरण ।

(2)     बीएसएनएल मैनेजमेंट द्वारा प्रस्तुत प्रस्ताव अनुसार बीएसएनएल को 4G स्पेक्ट्रम का आवंटन। 

(3)    01.01.2017 से बीएसएनएल रिटायरिज का पेंशन रिवीजन

(4)     गवर्नमेंट के नियमों के तहत बीएसएनएल द्वारा पेंशन कॉन्ट्रिब्यूशन का भुगतान।

(5)     2nd पे रिवीजन कमिटी के शेष मुद्दों का निराकरण। 

(6)     a) बीएसएनएल की भूमि प्रबंधन नीति (Land Management Policy) का शीघ्र अनुमोदन।  

b) नाम परिवर्तन (mutation) की और बीएसएनएल की स्थापना के समय लिए गए निर्णय अनुसार सभी संपत्ति (assets) बीएसएनएल को स्थानांतरित करने की कार्यवाही त्वरित पूर्ण की जाए । 

(7)     बीएसएनएल की स्थापना के समय ग्रुप ऑफ मिनिस्टर्स द्वारा लिए गए निर्णय अनुसार बीएसएनएल की वित्तीय जीवंतता सुनिश्चित करने हेतु वित्तीय सहयोग दिया जाए। बीएसएनएल के बैंक से ऋण लेने के लिए प्रस्ताव हेतु "लेटर ऑफ कम्फर्ट" जारी किया जाए। 

(8)     बीएसएनएल के मोबाइल टॉवर्स का आउटसोर्सिंग के माध्यम से रखरखाव का प्रस्ताव रद्द (Scrap) किया जाए।

BSNLEU, Tamil Nadu circle union and Chennai Telephones circle union organised a very impressive seminar at Chennai yesterday the 17-06-2019, against the dirty games being played by the US imperialism, to topple the democratically elected government in Venezuela. The seminar was organised at the BEFI hall in Theynampet. Com.S.Chellappa, circle president, Tamil Nadu and Com. E.Natarajan, circle president, Chennai, presided over the meeting. Com.M.Kanniappan, circle secretary, Chennai, welcomed the leaders and the gathering. The seminar was addressed by Com.G.Ramakrishnan, Politburo member of the CPI(M) and Com.P.Abhimanyu, GS. Both the leaders elaborately explained about the subversive role being played by the US, to topple the democratically elected government in Venezuela.

Com.P.R.Parameswaran, Organising  Secretary (CHQ), addressed election campaign meetings at Kannur, Ernakulam, Kottayam and Palakkad  in Kerala circle. He spoke elaborately about the present financial condition of BSNL, Role of BSNLEU in strengthening the unity in BSNL, propagated revival plan by the government and its danger, VRS and reduction of retirement age, issues of the Non-Executives, wage revision and pension revision issues. The AUAB meeting, scheduled for 30-10-2019, has been postponed, due to the non-availability of some of the General Secretaries at Delhi. The next date of holding the AUAB meeting will be informed shortly.

Com.Anand Narayan Singh, JTO, is the District Secretary, BSNLEU, Vadodara District. He is also the All India Vice-President of BSNLEU. He has been vindictively  transferred from Vadodara district to Amreli district, by the Gujarat circle administration. This is in total violation of the Corporate Office orders on immunity from transfers, granted to the District Secretary of the Recognised Union. Undoubtedly, this order was issued only to harass Com. Anand Narayan Singh.  CHQ took up the issue seriously with the Corporate Management. As a result of this, the transfer order of Com.Anand Narayan Singh, has now been cancelled. We heartily thank Shri A.M. Gupta, Sr.GM(SR), Corporate Office, for taking prompt action on this matter.

A very inspiring seminar on the Great October Revolution was organised at Kolkata today. The four circle unions of West Bengal, Kolkata, Telecom Factory and Telecom Stores, organised the seminar.  A large number of comrades attended. Com.Sisir Roy, CS, Kolkata, presided over and com.Animesh Mitra CS,West Bengal &VP(CHQ) welcomed all. Com.Tapan Sen, GS,CITU and com.P.Abhimanyu,GS, addressed the meeting and explained about the achievements of the Soviet Union, under the leadership of the working class. They also linked the relevance of the Great October Revolution, in solving the present day problems. CHQ heartily congratulates all the four circle unions, for organising today's programme successfully.

Utilising the General Secretary's private visit to Bangalore, the Bangalore Telecom District union organised an effective active workers meeting in the Union Office at the CTO compound, Bangalore. Even though the meeting was organised only at a few hours notice, more than 100 office bearers and active workers attended the meeting and listened to the General Secretary with rapt attention. Com.Kempe Gowda, district president, BGTD, presided over the meeting. Com.H.V.Sudharshan, Organising Secretary (CHQ) & District Secretary, BGTD welcomed everyone. Com.C.K.Gundanna, circle secretary, addressed the meeting and explained about the impact of the recently held two day strike in Karnataka circle. Com.P.Abhimanyu, GS, addressed the meeting and spoke elaborately about the wage revision, Subsidiary Tower Company, reduction of retirement age from 60 to 58, merger of BSNL and MTNL, and more importantly about future struggle. He told that the wage cut being imposed by the Management cannot deter the employees from going into more serious forms of struggles. Further, the General Secretary emphatically declared that the New Year 2018 will be prosperous for BSNL employees, and that wage revision will surely be settled in the New Year. The meeting came on end with emotional slogan shouting by the comrades.

Tamil Nadu circle organised a state level trade union class for the contract workers at Nagercoil today. TNTCWU and BSNLEU jointly organised it. 135 students participated in the class from all the districts of Tamil Nadu circle. Com.M.Murugaiah, President,TNTCWU, presided. Com.Vinod Kumar, General Secretary, TNTCWU, welcomed. Com.S,Chellappa, AGS, BSNLEU and Com.Babu Radhakrishnan, circle secretary, BSNLEU, briefly addressed about the recently conducted circle level struggles and developments on the issues of the contract workers. This was followed by the trade union class, conducted by Com.P.Abhimanyu,GS, on the topic “ Experiences of the past and the tasks for the future.” At the end questions raised by the students were replied by Com. P.Abhimanyu, GS and Com.S.Chellappa, AGS. The class evoked very good response from the students. BSNLEU and TNTCWU district unions, Nagercoil, had made excellent arrangements for the class.

The AUAB meeting held today at New Delhi, reviewed the struggles being conducted against the formation of Subsidiary Tower Company. After detailed discussions, the meeting has decided to conduct street corner meetings throughout the country from 07^th to 11^th May, 2018. Circle and district secretaries of BSNLEU are requested to coordinate with the other constituents of the AUAB and to organise the programme very effectively to mobilise the opinion of the general public against the attempts of the government to break BSNL to pieces, by forming the Subsidiary Tower Company. These street corner meetings should be conducted in all places where the public gather, like railway stations, bus stands, market places, etc. Flex banners and placards should be displayed prominently, with wordings against the formation of Subsidiary Tower Company, during these meetings.

Com. P. Abhimanyu, GS and Com. Swapan Chakraborty, Dy. GS, met Shri Saurabh Tyagi, GM (Estt.) today and discussed the following outstanding issues.

1. Issue of those Sr. TOAs reverted from 7100 to 6550 pay scale.

This issue had already been discussed with the Director (HR) and the GM (Estt.) a number of times. However, settlement of this issue has already been rejected by the Management. Under these circumstances, suggestion has come to the CHQ, from some of the affected Sr. TOAs. They have stated that they are prepared to forego any arrears that will accrue, due to the settlement of this problem. The GM (Estt.) was requested to consider settlement of the problem, with this condition. He assured to look into.

2. One time relaxation in the qualification for appearing TT LDCE.

This issue was also discussed with the Management a number of times, but was rejected. In today’s meeting, the GM (Estt.) was once again requested to consider the demand, to help the candidates of backward circles like Assam and the North East, where vacancies are existing, but qualified officials are not available. The GM (Estt.) agreed to revisit the issue.  

3. Endorsement of government orders on Child Care Leave, by BSNL.

From time to time, the government of India is issuing various modifications / guidelines to the Child Care Leave. But, these government orders are not being endorsed by BSNL promptly. BSNLEU has already taken up this issue with the Management. In today’s meeting, with the GM (Estt.), BSNLEU once again raised the issue. After discussion the GM (Estt.) agreed to issue an instruction that all government orders on Child Care Leave, should be suo moto followed in BSNL.

The CHQ BSNLEU informs with deep sorrow and grief that, Com.R.S.Yadav, a veteran leader of our movement, has passed away yesterday, at Lucknow. He was the circle secretary of the E3 union (AITEU CLIII) of the undivided Uttar Pradesh circle, consisting of UP(West), UP(East) and Uttarakhand circles for long years. He worked shoulder to shoulder with Com.K.G.Bose and other senior leaders of our movement. Com.R.S.Yadav selflessly dedicated his entire life for strengthening the trade union movement, with the correct working class orientation. The CHQ of BSNLEU dips it's banner and pays it's respectful homage to the departed leader. It also conveys it's heartfelt condolences to his family members, friends and relatives.

The All Unions and Associations of BSNL (AUAB), Karnataka circle, have presented a memorandum to Shri Manoj Sinha, Hon’ble Minister of State for Communications at Bengaluru yesterday. The Hon’ble MoS(C) was in Bengaluru yesterday, to inaugurate the DoT IT Cell. Utilising this opportunity, the AUAB leaders of Karnataka circle met the Hon’ble Minister and presented a copy of the memorandum, which was already submitted to the Private Secretary of the Hon’ble MoS(C), at New Delhi on 14.11.2018. In the memorandum, the AUAB has demanded settlement of the 3^rd pay revision, allotment of 4G spectrum, settlement of pension revision w.e.f. 01.01.2017, payment of pension contribution by BSNL as per government rule and settlement of the left out issues of the 2^nd PRC.
