As per the decision taken in the AUAB meeting held online 06.07.2020, a memorandum is to be submitted to all the members of the Parliament, urging upon them to intervene for the early roll out of BSNL’s 4G service as well as to ensure the expeditious revival of the Company. This is a very important task, since the support of the members of the Parliament will go in a big way to ensure the revival of BSNL. Hence, all circle and district secretaries are requested to take prompt steps, in coordination with the other constituents of the AUAB,  for the early submission of the memorandum to the MPs of their respective constituencies. A copy of the memorandum is enclosed herewith. 

BSNLEU has been demanding relaxation to be given to the candidates who appeared in the JE LICE, held on 28.01.2018. This demand was raised because, only 111 candidates got qualified in the exam, out of the total 1,800 candidates appeared in it. It is also relevant to state that the number of total vacancies is 9,185. Because of online exam and high standard of the questions, only very few candidates passed the exam. Hence, BSNLEU is seriously trying to get relaxation, at par with the relaxation given to the candidates of the DR TTA of 2008 exam. This issue was seriously taken up in BSNLEU’s meeting with CMD BSNL, held on 10.07.2018. The CMD BSNL assured that appropriate action would be taken. This issue was discussed with Ms. Samita Luthra, GM (Rectt.), by Com. P. Abhimanyu, GS, Com. Swapan Chakraborty, Dy.GS and Com. S. Chellappa, AGS, today. The GM(Rectt.) replied that the demand of BSNLEU for giving relaxation is being seriously looked into by the Management, and that a decision on the issue would be taken soon. BSNLEU will continue to persue this issue.

In yesterday's website updating, we have explained how the tariff war started by Reliance Jio has seriously affected BSNL's financial condition. Further, citing the views of industry experts, we have also stated that the ongoing tariff war will come to an end by around March, 2019. Thereafter, call and data tariffs will start rising, as a result of which revenue collections of telecom companies, including BSNL will also start improving. As a result of this, BSNL will start coming out of the present crisis. Our views are based on the assessment of telecom industry experts. In this connection, we reproduce hereunder, statements of some industry experts, published in the ET Telecom, dated 14-10-2018.

The turmoil in the telecom sector seems to be easing with prices remaining largely stable for the past three quarters and some industry executives and experts seeing tariffs edging up in the next two quarters. That could end more than two years of rock bottom prices for Indian telecom consumers.

“The days of freebies for mobile consumers may be finally coming to an end as the high cost of money is definitely hurting telcos and putting pressure, particularly on the incumbents, which should lead to some tariff hikes in the next two quarters,” Sanjiv Bhasin, executive vice-president, markets and corporate affairs, IIFL, told ET.

The lack of tariff cuts for several months suggests “Jio could remove discounts and promotions going forward, which will likely be adopted by incumbents,” said Nitin Soni, director, corporates, at global rating agency Fitch.

AUAB की आकस्मिक मीटिंग कल होगी...

कल 11.00 am पर BSNL MS के कार्यालय में AUAB की आकस्मिक मीटिंग होगी। कर्मचारियों को माह फरवरी 2019 का वेतन नही दिए जाने के लिए  बीएसएनएल कॉर्पोरेट मैनेजमेंट और DoT जिम्मेदार है। कर्मचारियों द्वारा किए गए बेहद कड़े विरोध के बावजूद अभी तक कॉर्पोरेट मैनेजमेंट ने कर्मचारियों को वेतन देने हेतु कोई प्रयास नही किए हैं । यह उदासीनता स्वीकार योग्य नही है। इस के अलावा कॉर्पोरेट मैनेजमेंट ने एग्जीक्यूटिव एसोसिएशन के लीडर्स को 3 दिवसीय हड़ताल आयोजित करने में उनकी भूमिका के लिए शो कॉज नोटिस देना शुरू कर दिया है। मैनेजमेंट ने यह भी सूचित किया है कि 3 दिवसीय हड़ताल में शामिल होने के लिए ब्रेक इन सर्विस की कार्यवाही की जाएगी। कल AUAB की मीटिंग होने जा रही है, मीटिंग में इन सभी मुद्दों पर चर्चा की जाएगी और आगामी कार्यवाही हेतु रूपरेखा तय करने का निर्णय लिया जाएगा।

In reply to a starred question raised by Shri M. Shanmugam, MP, in the Rajya Sabha yesterday, Shri Ravi Shankar Prasad, Hon’ble Minister of Communications has stated that Pension Revision of BSNL retirees would be implemented only when the Pay Revision of the serving employees takes place. The Hon’ble Minister has further stated that due to poor financial condition of BSNL, the government had not agreed to the demand of Pay Revision of the BSNL employees.

BSNLEU, Punjab circle union, organised a very effective convention of the young workers yesterday, the 27-05-2018. Punjabi Bhawan at Ludhiana was the venue. This convention was organised as per the decision of the Agartala CEC meeting. 96 young workers participated in this convention, from all the districts of Punjab circle. Apart from them, many senior leaders also participated in it. Com. A.K.Verma, circle vice-president, presided over the convention. Com.Balbir Singh, circle secretary, welcomed everyone and delivered the introductory speech. Com.P.Abhimanyu,GS, addressed the convention and elaborately spoke on the issues of the young workers, especially the DR JEs. He explained about the anti-BSNL policies of the successive governments, and the united struggles organised to save BSNL, as well as to make it financially viable. Thereafter, representatives of the young workers spoke on the problems being faced by them, especially transfer related. Later on, the General Secretary and the Circle Secretary, replied to the queries raised by them. The convention concluded with a very confident note.

CHQ is saddened to inform that, Com.Vimla Prajapati, wife of Com.J.M.Prajapati, former circle secretary, BSNLEU, Gujarat, has passed away. Com.Vimla Prajapati was an employee of BSNL and retired a few years ago. While in service, she had been an active functionary of BSNLEU, in Ahmedabad Telecom District. CHQ pays it's respectful homage to Com.Vimla Prajapati. CHQ also conveys it's heartfelt condolences to Com.J.M.Prajapati, and all the members of his family.

The year 2018, which has seen massive mobilisations of the BSNL employees under the banner of the AUAB, is coming to an end within the next few hours. In this year, we have successfully stopped the attempts of the government to break BSNL to pieces, by forming the Subsidiary Tower Company. Similarly, we have waged struggles against injustices in the matter of 3rd Pay Revision and the viability of BSNL. As a result, we have achieved substantial gains in ensuring allotment of 4G spectrum to BSNL, and implementation of government rule in Payment of Pension Contribution. We have also succeeded in forcing the government to agree for the delinking of Pension Revision of the retirees, from the Pay Revision of the serving employees. Certainly, our struggles will continue more vigorously in 2019, to settle the 3rd Pay Revision and to get justice for BSNL. With this positive note, let us bid good bye to 2018 and welcome 2019.

कॉर्पोरेट ऑफिस द्वारा एग्जीक्यूटिव्ज और नॉन एग्जीक्यूटिव्ज की एकता को तोड़ने के लिए अनुशासनात्मक कार्यवाही की पहल- एकता की रक्षा के लिए AUAB द्वारा यथोचित कार्यवाही का निर्णय...

नॉन एग्जीक्यूटिव्ज की यूनियन्स और एग्जीक्यूटिव्ज के एसोसिएशन्स द्वारा बीएसएनएल को मुनाफे में लाने के लिए संयुक्त रूप से "कस्टमर डिलाइट ईयर", "सर्विस विथ ए स्माइल", "बीएसएनएल एट योर डोर स्टेप" जैसे कई कार्यक्रम शुरू किए गए थे। एग्जीक्यूटिव्ज और नॉन एग्जीक्यूटिव्ज के इन साझा प्रयासों की वजह से ही आज भी बीएसएनएल सर्वाइव कर रहा है। लेकिन,  बीएसएनएल कॉर्पोरेट मैनेजेमेंट की सोच है कि एग्जीक्यूटिव्ज और नॉन एग्जीक्यूटिव्ज मिल कर कोई भी संयुक्त आंदोलन नही करे। अभी हाल ही में हुई 3 दिवसीय हड़ताल के लिए बीएसएनएल मैनेजमेंट ने एग्जीक्यूटिव एसोसिएशन के लीडर्स पर अनुशासनात्मक कार्यवाही करना शुरू कर दिया है। उन्हें कारण बताओ नोटिस (show cause notice) दिए जा रहे हैं। यह और कुछ नही, बल्कि, मैनेजमेंट द्वारा एग्जीक्यूटिव्ज और नॉन एग्जीक्यूटिव्ज की एकता को तोड़ने के लिए उकसाने वाली कार्यवाही है। कॉर्पोरेट ऑफिस की एग्जीक्यूटिव एसोसिएशन के लीडर्स को प्रताड़ित (victimise) करने के लिए यह प्रतिशोधात्मक व मनमानीपूर्ण कार्यवाही स्वीकार्य नही है। कॉर्पोरेट ऑफिस को एग्जीक्यूटिव्ज और नॉन एग्जीक्यूटिव्ज की एकता को तोड़ने की इजाज़त हम नही देंगे। कल AUAB की मीटिंग होने जा रही है जिसमें कॉर्पोरेट मैनेजेमेंट के मनमाने पूर्ण व्यवहार से निपटने के लिए उचित कार्यवाही हेतु रूपरेखा तय की जाएगी।

Contract workers throughout the country are not paid wages for the past 4 months. Com.P.Abhimanyu, GS, met Shri S.K. Gupta, Director(Finance), and discussed this issue seriously. The GS demanded that at least a part of the outstanding wages should be paid immediately, to save the families of the contract workers from starvation. The Director(Finance) assured to do the needful. Today, Shri P.C. Bhatt, Sr.GM, CBB (Corporate Budget & Banking) told the General Secretary that the Corporate Office has released funds, equivalent to one third of the outstanding wages, to all the circles, for the payment of wages to contract workers.

Com.P.R. Das, former Circle Secretary, BSNLEU, Odisha circle, has donated Rs.2,000/- to the Contract Workers Relief Fund. CHQ appreciates Com.P.R.Das and heartily thanks him.

In the recently held 43^rd Annual General Meeting(AGM) of  Reliance Industries Limited(RIL), Mukesh Ambani announced that, Jio has developed it's own 5G technology. He announced that the “Made-In-India” 5G technology can be deployed within a year’s time, after 5G spectrum is made available.  This announcement has taken the telecom industry experts  by surprise . In this connection, we would  like to furnish the following information also.

Last year, when the DoT asked operators to submit their 5G trial proposals, Jio submitted it’s application jointly with Samsung. It is important to note that, Samsung is the supplier of Jio's 4G equipments. 

Subsequently, in March 2020, Jio informed the DoT that, it would broaden it’s 5G trial runs with Huawei, Ericsson and Nokia. It did not mention anything about its own 5G technology. 

However, now, i.e., in July,2020, Jio has announced that, it has designed and developed it’s own 5G technology. Now, the question is, whether Jio has developed the 5G technology within a period of 3 months, ie., after March, 2020?

On the day when the 43^rd AGM of RIL took place, wherein Mukesh Ambani made the big-bang announcement on 5G, the price of the shares of RIL fell 2% in the Bombay Stock Exchange. Is it an indication that, the shareholders of RIL did not believe Mukesh Ambani’s announcement on 5G technology?

उस दिन डिस्ट्रिक्ट जनरल बॉडी मीटिंग्स रखी जाए....

BSNLEU की CEC मीटिंग ने निर्णय लिया है कि 19 सितंबर, 2020, शहीद दिवस के रूप में मनाया जाए। 19 सितंबर, वह दिन है जब केंद्रीय कर्मचारियों की एक दिन की ऐतिहासिक हड़ताल हुई थी। ऑल इंडिया सेन्टर की 14.09.2020 को सम्पन्न मीटिंग ने शहीद दिवस मनाने का निर्णय लिया। ऑल इंडिया सेन्टर ने निर्णय लिया है कि उस दिन शहीद वेदी पर पुष्पांजलि अर्पित की जाए। (शहीद वेदी बनाई जाए)

साथ ही, उक्त दिवस पर, सभी डिस्ट्रिक्ट यूनियन्स, डिस्ट्रिक्ट जनरल बॉडी मीटिंग्स आयोजित करें। इस मीटिंग में 1968 की हड़ताल में बोंगाईगांव और इंद्रप्रस्थ में जिन शहीदों ने अपनी जान गंवाई थी, उनके और उस संघर्ष में प्रताड़ित होने वाले साथियों के बलिदान बाबद बताया जाए।

ऑल इंडिया सेन्टर ने यह भी निर्णय लिया है कि मीटिंग में, 10 और 11 सितंबर, 2020 को हुई CEC में लिए निर्णयों बाबद प्रभावी तरीके से जानकारी दी जाए। विशेष रूप से, BSNL को, जिओ को लाभ पहुंचाने के लिए, 4G से इंकार के संबंध में और कर्मचारियों और आम नागरिकों के बीच सशक्त अभियान चलाने की आवश्यकता के संबंध में प्रभापूर्ण तरीके से समझाया जाए।
