Serious discussion held between BSNLEU and CMD BSNL, on the problems of contract workers.

The wages of the contract workers has not been paid almost from January, 2019. BSNLEU, together with BSNLCCWF has already conducted many agitational programme on this issue. BSNLEU has raised this issue with the top Management on several occasions and written letters. As a result of the efforts taken by BSNLEU and BSNLCCWF, some nominal funds have been released to some circles, but not to all. Seven contract workers have already committed suicide due to the crisis caused by non-payment of wages. The issue has been raised in the Parliament also. In their meeting with Shri P.K.Purwar, CMD BSNL today, this issue was seriously raised and discussed by Com.P.Abhimanyu, GS and Com.Swapan Chakraborty, Dy.GS. Once again, the acute financial crisis being faced by BSNL, was cited by the CMD BSNL, as the reason behind the non-payment of wages. However, the GS and Dy.GS pointed out that this is a humanitarian problem and should be addressed on a priority basis. They told the CMD BSNL that, the outstanding wage arrears of the workers could have been cleared in instalments, if not in one go. They told the CMD BSNL that the families of the contract workers are in starvation and fervently appealed to him to immediately release funds, at least to clear a part of the wage arrears. The CMD BSNL assured to do the needful at the earliest.

 

In addition to the payment of wage arrears, the Union raised the issue of large scale retrenchment of contract workers. The CMD BSNL replied that it will not be possible for the Company to continue to engage one lakh contract workers. However, the Union stated that, it is not correct to say that BSNL is having one lakh contract workers. The Union pointed out the following.

 

  • The original strength of contract workers in BSNL could have been in the range of 80,000. Out of this, 30% to 40% workers were retrenched in most of the circles one year back.
  • In addition to this, another round of retrenchment was done recently.
  • Further, a good number of contract workers have already left the job on their own, especially in the Northern circles, due to the non-payment of wages.
  • Hence, the present strength of contract workers will be only around 40,000.

 

The Union urged upon the CMD BSNL that, the Management should think about gainfully utilising the left out contract workers, especially in the backdrop of around 80,000 regular employees having opted for VRS. It was also pointed out that, considering the age profile of the contract workers, they could be gainfully utilised in the marketing activities, which will bring a win-win situation both for the Company, as well as the contract workers.  The CMD BSNL gave a patient hearing to the views of the Union and agreed to positively consider the same. The Union also assured to come back with the exact number of contract workers presently working in various circles, so that their gainful utilisation can be discussed in a more concrete manner. The CMD BSNL agreed for further discussion on the issue.

BSNLEU writes to the Director (HR) demanding to immediately hold the JE LICE.

Accepting the demand of BSNLEU, the Management took decision to hold the JE LICE as an ‘off-line’ exam. Due to this change, the JE LICE which was scheduled to be held as an ‘on-line’ exam on 07.04.2019 was postponed. Thereafter, despite repeated requests by BSNLEU, the JE LICE for the vacancy year 2017-18 is not yet held. Meanwhile, the JE LICE for the vacancy year 2018-19 has also become due. Hence, BSNLEU has written to the Director (HR), strongly demanding to hold the JE LICE for the vacancy years 2017-18 and 2018-19, without any further delay.

Five Left Parties call on protest action against Citizenship (Amendment) Act.

Immediately after the Rajya Sabha passing the Citizenship (Amendment) Bill, President Ramnath Kovind has given his Presidential Assent. The hasty manner in which the President of India has given his Assent, reveals that the government is having a hidden agenda in bringing the Act. Terming this act as a direct assault on India’s secular character, five Left Parties have announced a nation wide joint protest action on 19th December, 2019. Pinarayi Vijayan, Chief Minister of Kerala, has declared that the communally polarising law, that discriminates Islam as a religion, has no place in Kerala. Captain Amarinder Singh, Chief Minister of Punjab has announced that his government would not allow the legislation to be implemented in Punjab.

Is Modi govt. considering Golden Voluntary Retirement Scheme for Central Government Employees?

Clarifying on rumours around Voluntary Retirement Scheme for government employees, the Central government today said there is no such proposal. In a written reply to a question in Rajya Sabha today, Union Minister of State (Independent Charge) for Personnel, Public Grievances & Pensions, Jitendra Singh said, “There is no such proposal of Golden Voluntary Retirement Scheme under consideration of the Government.”

       Singh also clarified that there is no proposal in the Government to reduce the retirement age of Government employees below 60 years. Earlier on December 5 also, Singh had told Rajya Sabha, “There is no proposal to reduce retirement age of Government official below 60 years.” The government’s response had come on a question whether it was considering to retire government officials either at the age of 60 years or after completing 33 years of service.

No Pension Revision to BSNL retirees – Hon'ble Minister of Communications informs the Parliament.

In reply to a starred question raised by Shri M. Shanmugam, MP, in the Rajya Sabha yesterday, Shri Ravi Shankar Prasad, Hon’ble Minister of Communications has stated that Pension Revision of BSNL retirees would be implemented only when the Pay Revision of the serving employees takes place. The Hon’ble Minister has further stated that due to poor financial condition of BSNL, the government had not agreed to the demand of Pay Revision of the BSNL employees.

Scientist and Nobel Laureate, Sir Venkatraman Ramakrishnan raises his voice against the Citizenship Amendment Bill.

We have already reported that 147 scientists and scholars have written to the government, demanding withdrawal of the Citizenship Amendment Bill (CAB). Scientist and Nobel Laureate, Sir Venkatraman Ramakrishnan, has also raised his voice against the CAB now. In an interview to the Telegraph, Sir Venkatraman Ramakrishnan, who is an Indian origin, settled in the US, has severely criticised granting of Indian Citizenship based on religion. He has stated that an independent judiciary will never accept the CAB. He has further stated that the disease of nationalism and racism have affected many parts of the world and have now affected India also. He has expressed his concern that the government itself is dividing the people in the name of religion.

Meeting with Shri A.M.Gupta, GM(SR)..

Com.P.Abhimanyu,GS and Com.Swapan Chakraborty, Dy.GS held discussions with Shri A.M. Gupta, GM(SR) today and discussed the following issues:-

 

  1. Changing the union of choice through the ERP.

BSNLEU has already written to the Director (HR), opposing the proposal contained in the BSNL Corporate Office letter dated 06th December, 2019, regarding the changing of the union of choice through ERP, by the Non-Executives. Today, the GS and Dy.GS explained to the GM(SR) that, a good number of the Non-Executives are not conversant with computer operations, and thus changing the union of choice through the ERP should not be implemented in respect of the Non-Executives. This was agreed to by the GM(SR).

 

  1. Holding of formal meeting.

BSNLEU has already sought a formal meeting with the Director (HR) to discuss about certain issues arising in the post VRS scenario. In today’s meeting, the GS and Dy.GS insisted upon the GM(SR) to arrange the formal meeting at the earliest. The GM(SR) assured to do the needful.

Meeting with the Sr.GM(Estt.).

Com.P.Abhimanyu,GS and Com.Swapan Chakraborty, Dy.GS held discussions with Shri Saurabh Tyagi, Sr.GM(Estt.) today and discussed the following issues:-

 

  1. Granting of financial upgrdation under NEPP – impact of disciplinary cases which come up after the due date of upgradation.

BSNLEU has already written to the BSNL Corporate Office, demanding that, the disciplinary cases which come up after the due date of financial upgradation under NEPP, should not affect the upgradation. The Corporate Office has already issued a guideline in this regard, in respect of the Executives Promotion Policy (EPP). BSNLEU has demanded that a similar guideline should also be issued in respect of the NEPP. The Sr.GM(Estt.) replied that action in this connection is already taken and that, the needful guideline would be issued within a day or two.

 

  1. Issuing of Presidential Order to the TSMs who were directly promoted as Telecom Technicians (Erstwhile Telecom Mechanic).

Some of the TSMs have been directly promoted as Telecom Technicians (Erstwhile Telecom Mechanic), without getting regularised as RMs. BSNLEU has demanded that Presidential Orders should be issued to them also at par with those TSMs who were regularised as RMs after 01.10.2000. The Sr.GM(Estt.) replied that the case is already taken up with the DoT. He further stated that the DoT has sought certain clarifications, which would be replied shortly.

1,047 scientists and scholars write open letter against Citizenship Amendment Bill..

1,047 scientists and scholars from India and abroad, have signed an open letter, condemning the Citizenship Amendment Bill and asking for it’s withdrawal. It is written in the letter that,


“the idea of India that emerged from the independence movement, and as enshrined in our Constitution, is that of a country that aspires to treat people of all faiths equally. The use of religion as a criterion would be inconsistent with the basic structure of the Constitution.”


Signatories of the letter include Rajesh Gopakumar (International Centre for Theoretical Sciences), Sandip Trivedi (Tata Institute of Fundamental Research), Sandeep Pandey (Magsaysay Award Recipient), S.S. Bhatnagar (Atish Dabholkar Awardee), etc. The letter ends with an appeal to withdraw the bill in it’s current form.

India ranks 129 in Human Development Index..

India is ranked 129 among 189 countries in the Human Development Index (HDI). This list is brought out by the United Nations. It is prepared by taking into account, deprivations suffered by individuals in health, education and standard of living. According to the report, 27.9% of the Indian population is multi-dimensionally poor, while 19.3% are classified as vulnerable.

France rattled by the biggest strike in decades.

France witnessed a massive general strike on 05th December, 2019. It was participated in by a whopping 1.5 million (15 lakh) workers. This strike is said to be the biggest after 1995. The strikers were opposing the anti-worker “pension reforms" of the macron government, intended at curtailing the existing pension benefits. France's public transport, including road and air transport, almost came to a standstill. Public sector workers, government employees refinery workers, students, etc., participated in the massive demonstrations, held throughout the length and breadth of France.

Former BJP’s spoke person and noted economist, P.N. Vijay, has said that Nirmala Sitharaman, woke up to the economic crisis too late. Speaking as a part of the panel on economic slow down in the India Today conclave, P.N. Vijay said “everyone knows that there is a lack of demand in the economy and Nirmala Sitharaman woke up too late. The veteran financial advisor said that, the people have lost confidence in the Indian economy and the RBI cut the REPO rate is like putting brandy in a dead man’s mouth.”

BSNL provides 14.96 lakh new mobile connections in November, 2019.

As per the letter issued by the Director (CM) BSNL, to the CGMs, BSNL has provided 14,96,016 new mobile connections in November, 2019. J&K, Maharashtra, Odisha and Assam circles have achieved more than 100% of their targets. BSNLEU heartily congratulates all these circles.
