The UP (East) circle administration has wrongly deducted a sizable amount from the Exgratia payment of 17 VRS retirees in Sultanpur SSA. This deduction has been made in the name of penal interest for non-taking insurance coverage for the HBA. The CHQ of BSNLEU has informed the Management that this is a wrongful deduction and is demanding refund of the entire amount. Today, the CHQ of BSNLEU has once again written letter to the PGM(Estt.), BSNL CO., demanding immediate refund of the deducted amount.

सुल्तानपुर एसएसए में एक्सग्रेशिया भुगतान से गलत कटौती - BSNLEU का सीएचक्यू तत्काल रिफंड की मांग करता है 

उत्तर प्रदेश (पूर्व) सर्कल प्रशासन ने गलत तरीके से सुल्तानपुर एसएसए में 17 वीआरएस सेवानिवृत्तों के एक्सग्रेशिया के भुगतान से एक बड़ी राशि काट ली है । यह कटौती एचबीए के लिए बीमा कवरेज न लेने पर दंडात्मक ब्याज के नाम पर की गई है । BSNLEU के सीएचक्यू ने प्रबंधन को सूचित किया है कि यह एक गलत कटौती है और पूरी राशि की वापसी की मांग कर रहा है ।  आज, BSNLEU के सीएचक्यू ने एक बार फिर प्रिंसिपल जनरल मैनेजर (Estt.), बीएसएनएल कॉर्पोरेट ऑफिस को पत्र लिखकर काटी गई राशि को तत्काल वापस करने की मांग की है ।

With the view to popularise the demands of the Mazdoor Kisan Rally,  Street Corner Meetings are to be organised from today the 27.03.2023 to 31.03.2023. This is the call of the Coordination Committee of BSNLEU, AIBDPA and BSNLCCWF. It is very important to organise this programme successfully, because it is very difficult to protect BSNL and the Public Sector of the country, without the support of the people. Circle and district secretaries of BSNLEU are requested to mobilise maximum number of employees, pensioners and contract workers in the Street Corner Meetings and make them impressive. Reports and photos may be sent to the CHQ.

Large scale protest actions of the working class are taking place throughout France. These struggles are being organised against the attack launched on pension that French workers are getting. According to the decision of the French government, workers must work for 43 years to earn full pension, or wait until they become 67 years old. Such measures are being taken by the French government in the name of saving France from the economic crisis. At the same time, the government is not imposing any burden on the rich and the corporates. The French working class is demanding to impose higher taxes on the rich and on the corporates. As per the call of the French Trade Unions, powerful rallies were organised on 23.03.2023. This is the 9^thround of agitation called on by the Trade Unions. More than 10 lakh people participated in the rallies throughout France. The agitation of the French working class has become so intensive that, the visit of British King Charles has to be postponed. We, the Indian working class have to learn a lot of lessons on how the French working class is fighting for their rights.

पेंशन पर हमले का विरोध करते हुए फ्रांसीसी मजदूर वर्ग संघर्ष पथ पर ।

पूरे फ़्रांस में मजदूर वर्ग बड़े पैमाने पर विरोध गतिविधियाँ कर रहा है। ये संघर्ष फ्रांसीसी कामगारों को मिल रही पेंशन पर हमले के खिलाफ आयोजित किए जा रहे है।  फ़्रांसीसी सरकार के फ़ैसले के मुताबिक, कर्मचारियों को पूरी पेंशन पाने के लिए 43 साल तक काम करना होगा या 67 साल के होने तक इंतज़ार करना होगा । फ्रांस सरकार द्वारा फ्रांस को आर्थिक संकट से बचाने के नाम पर इस तरह के उपाय किए जा रहे है ।  वहीं, सरकार अमीरों और कॉरपोरेट्स पर कोई बोझ नहीं डाल रही है। फ्रांसीसी मजदूर वर्ग अमीरों और कॉरपोरेट्स पर अधिक कर लगाने की मांग कर रहा है। फ्रांसीसी ट्रेड यूनियनों के आह्वान पर 23.03.2023 को शक्तिशाली रैलियों का आयोजन किया गया।  ट्रेड यूनियनों द्वारा आहूत आंदोलन का यह 9वां दौर है। पूरे फ्रांस में रैलियों में 10 लाख से ज्यादा लोगों ने हिस्सा लिया। फ्रांसीसी मजदूर वर्ग का आंदोलन इतना तीव्र हो गया है कि ब्रिटिश राजा चार्ल्स का दौरा स्थगित करना पड़ा है। हम हिन्दोस्तानी मजदूर वर्ग ने बहुत कुछ सीखा है कि कैसे फ्रांस का मजदूर वर्ग अपने अधिकारों के लिये लड़ रहा है।

Revolutionary greetings to you and all our militant leaders and comrades of France, who are fighting on the streets, against the “anti- working class policies” of the Macron government. The struggle of the French working class has certainly given new hope and energy for the working class world over. 

From India, I convey the solidarity and support of BSNL EMPLOYEES UNION (BSNLEU) and also the solidarity and support of the Telecommunications workers, to the glorious struggle of the French working class.

As a prelude to the Mazdoor Kisan Sangharsh Rally to be held at New Delhi on 05-04-2023, the Coordination Committee of BSNLEU, AIBDPA and BSNLCCWF is currently organising a series of campaign programmes. These programmes are being organised to highlight the 14 point charter of demands on which the Mazdoor Kisan Sangharsh Rally is being organised. As a part of this campaign, Street Corner meetings are to be organised from 27.03.2023 to 31.03.2023. All Circle and district unions of BSNLEU are requested to coordinate with AIBDPA and BSNLCCWF and organise the Street Corner meetings successfully. Organise the Street Corner Meetings with the maximum number of employees, pensioners and contract workers. The CoC has already issued a two page campaign material explaining the 14 point charter of demands. This campaign material may be printed into leaflets and distributed among the public during the Street Corner meetings. The attacks being made on the public sector by the government, unjustified delay / denial of 4G & 5G services to BSNL may be highlighted in the Street Corner Meetings.

05-04-2023 को नई दिल्ली में आयोजित होने वाली मजदूर किसान संघर्ष रैली की प्रस्तावना के रूप में BSNLEU, एआईबीडीपीए और बीएसएनएलसीसीडब्ल्यूएफ की समन्वय समिति वर्तमान में अभियान कार्यक्रमों की एक श्रृंखला आयोजित कर रही है। ये कार्यक्रम उन 14 सूत्रीय मांगों को उजागर करने के लिए आयोजित किए जा रहे हैं, जिन पर मजदूर किसान संघर्ष रैली का आयोजन किया जा रहा है । इस अभियान के तहत दिनांक 27.03.2023 से 31.03.2023 तक स्ट्रीट कॉर्नर मीटिंग  का आयोजन किया जाना है।

The results of the JTO LICE conducted for the Vacancy Year 2014-15 has not been declared in Punjab circle so far. This is due to many complications created on this issue. As per the request of BSNLEU, the BSNL Management has filed a petition in the Hon’ble CAT, Chandigarh, seeking it’s permission for declaring the results. However, thereafter, this case was not taken up for hearing due to shortage of judges in the CAT. Now the shortage problem is over. Under these circumstances, the next hearing in this case is coming up on 30.03.2023. Keeping this in view, BSNLEU has written letter to the Director (HR) today, requesting him to take all needful actions for getting positive results in the hearing to be held on 30.03.2023. Further, Com.P.Abhimanyu, GS, also spoke to Shri Saurabh Tyagi, PGM(Estt.), BSNL CO., today and requested him to give necessary guidelines to the Punjab circle administration for getting positive results on 30.03.2023. The PGM(Estt.) has kindly assured to take all out steps on this issue. 

पंजाब जेटीओ एलआईसीई परिणामों की घोषणा - BSNLEU ने निदेशक (मानव संसाधन) को पत्र लिखा है।

वेकेंसी वर्ष 2014-15 के लिए आयोजित जेटीओ एलआईसीई के परिणाम अब तक पंजाब सर्कल में घोषित नहीं किए गए हैं। यह इस मुद्दे पर निर्मित कई जटिलताओं के कारण है। BSNLEU के अनुरोध के अनुसार, बीएसएनएल प्रबंधन ने माननीय सीएटी-CAT, चंडीगढ़ में याचिका दायर कर परिणाम घोषित करने की अनुमति मांगी है।  हालांकि, उसके बाद सीएटी में न्यायाधीशों की कमी के कारण इस मामले को सुनवाई के लिए नहीं लिया गया।  अब कमी की समस्या खत्म हो गई है।  इन परिस्थितियों में इस मामले में अगली सुनवाई 30.03.2023 को हो रही है। इसे ध्यान में रखते हुए, BSNLEU ने आज निदेशक (मानव संसाधन) को पत्र लिखकर उनसे अनुरोध किया है कि 30.03.2023 को होने वाली सुनवाई में सकारात्मक परिणाम प्राप्त करने के लिए सभी आवश्यक कार्रवाई करें।  इसके अलावा, साथी पी. अभिमन्यु, महासचिव ने आज श्री सौरभ त्यागी, प्रिंसिपल जनरल मैनेजर (Estt.), बीएसएनएल कॉर्पोरेट ऑफिस से भी बात की और उनसे पंजाब सर्किल प्रशासन को 30.03.2023 को सकारात्मक परिणाम प्राप्त करने के लिए आवश्यक दिशा-निर्देश देने का अनुरोध किया। प्रिंसिपल जनरल मैनेजर (Estt.) ने इस मुद्दे पर सभी कदम उठाने का आश्वासन दिया है।

Recently, Congress Party leader Shri Rahul Gandhi, has made speeches at London, wherein he has stated that democracy in India is under attack. In reply to this, the ruling BJP is making a hue and cry. They accuse that, Rahul Gandhi has insulted our country, on a foreign soil. On this issue, World reputed economist, Swaminathan S Anklesaria Aiyar has written an article in yesterday’s Times of India. We are re-producing excerpts from this article. 

• Forget what Rahul or the BJP says abroad or at home. India’s prestige depends on performance, not political claims and counter-claims.
• Alas, several international indices measuring democratic performance, show India in poor light. The most prestigious global media deplore India’s deterioration. That determines India’s image and prestige. 
• Revoking the licences of Oxfam and Amnesty for foreign funding worsens India’s prestige. So does banning a recent BBC documentary, followed by tax ‘surveys’.
• Freedom House, measuring political and civil liberties across the world, has downgraded India from ‘free’ to ‘partly free’.
• The Democracy Index of the Economist Intelligence Unit shows India falling from 27th position in 2014 to 46th.
• India is now categorised as ‘flawed democracy’: it was once ‘full democracy’.
• The Cato Human Freedom Index shows India falling from 75th position in 2015 to 111th in 2020. 
• Sweden’s V-Dem measure of liberal democracy now places India at only 108th position in freedom. 
• The World Press Freedom Index puts India at a dismal 150th position, though it was as bad as 140 even during Congress rule.
• Dissent is under threat in India. The Supreme Court has bemoaned the use of “process as punishment”. It complains that, by harassing targeted victims through arrests and raids, life is being made a nightmare for those targeted even if they are ultimately proved innocent.
• The court has strongly regretted the misuse of laws on sedition and unlawful activities. One does not have to look at international indices to see the problem.

In no true democracy is criticism of the government called “insulting” the country. Those trotting out this line are damaging, not protecting India’s democratic prestige.

सरकार की आलोचना को देश का अपमान नहीं समझना चाहिए।

हाल ही में, कांग्रेस पार्टी के नेता श्री राहुल गांधी ने लंदन में भाषण दिया है, जिसमें उन्होंने कहा है कि भारत में लोकतंत्र पर हमला हो रहा है। इसके जवाब में सत्ताधारी बीजेपी हंगामा कर रही है । उनका आरोप है कि राहुल गांधी ने विदेशी धरती पर हमारे देश का अपमान किया है । इस मसले पर विश्व के जाने-माने अर्थशास्त्री स्वामीनाथन एस. अंकलेसरिया अय्यर ने कल के टाइम्स ऑफ इंडिया में एक लेख लिखा है।  हमने इस लेख के कुछ अंश फिर से प्रस्तुत किए हैं। 

• भूल जाइए कि राहुल या भाजपा विदेश में या देश में क्या कहते है ।  भारत की प्रतिष्ठा प्रदर्शन पर निर्भर करती है, राजनीतिक दावों और प्रतिदावों पर नहीं।
• अफसोस, लोकतांत्रिक प्रदर्शन को मापने वाले कई अंतरराष्ट्रीय सूचकांक भारत को खराब श्रेणी में दिखाते हैं। सबसे प्रतिष्ठित वैश्विक मीडिया भारत की गिरावट की निंदा करता है। यही भारत की छवि और प्रतिष्ठा को निर्धारित करता है।
• विदेशी फंडिंग के लिए ऑक्सफैम और एमनेस्टी के लाइसेंस रद्द करने से भारत की प्रतिष्ठा खराब हुई है।  तो हाल ही में बीबीसी के वृत्तचित्र पर प्रतिबंध लगाने के बाद, कर 'सर्वेक्षण' पर प्रतिबंध लगा दिया गया है।
• दुनिया भर में राजनीतिक और नागरिक स्वतंत्रता को मापने वाले फ्रीडम हाउस ने भारत को 'स्वतंत्र' से 'आंशिक रूप से स्वतंत्र' कर दिया है।
• इकोनॉमिस्ट इंटेलिजेंस यूनिट का लोकतंत्र सूचकांक भारत को 2014 में 27वें स्थान से गिरकर 46वें स्थान पर दिख रहा है।
• भारत को अब 'त्रुटिपूर्ण लोकतंत्र' के रूप में वर्गीकृत किया गया है ; यह कभी 'पूर्ण लोकतंत्र' था।

• भारत में असहमति का खतरा मंडरा रहा है।  सुप्रीम कोर्ट ने "दंड के रूप में कार्रवाई" के उपयोग पर खेद व्यक्त किया है।  यह शिकायत करती है कि गिरफ़्तारी और छापे के माध्यम से लक्षित पीड़ितों को परेशान करके, लक्षित लोगों के लिए जीवन एक दुःस्वप्न बना दिया जा रहा है, भले ही वे अंततः निर्दोष साबित हों।
• न्यायालय ने राजद्रोह और गैर-कानूनी गतिविधियों पर कानूनों के दुरूपयोग पर कड़ा खेद व्यक्त किया है।  समस्या को देखने के लिए किसी को अंतरराष्ट्रीय सूचकांकों को देखने की जरूरत नहीं है।

किसी भी सच्चे लोकतंत्र में सरकार की आलोचना को देश का "अपमान" नहीं कहा जाता है।  जो लोग इस लाइन का उल्लंघन कर रहे हैं, वे नुकसान पहुंचा रहे हैं, भारत की लोकतांत्रिक प्रतिष्ठा की रक्षा नहीं कर रहे हैं।

BSNLEU is continuously pressing on the Management for the early commencement of training for the candidates qualified in the JE LICE held on 18.12.2022. Earlier, Management has told that, the training may commence in the last week of March, 2023. However, today, the GM(Rectt. & Trng.) has informed the General Secretary that, the training will most probably start on 10.04.2023. The General Secretary has requested the GM(Rectt. & Trng.) to ensure that commencement of the JE training is not delayed further. 

It is known to all our comrades that, BSNLEU is taking part in the Mazdoor Kisan Sangharsh Rally, to be organised at New Delhi on 05.04.2023. Our comrades from many circles are participating in this rally. CHQ requests all the circle secretaries to inform the number of comrades participating in this rally from their respective circles. This information should be sent to the General Secretary through Whatsapp by today evening. Even those circle unions which have already given the information earlier, are once again requested to confirm the numbers through Whatsapp. CHQ wishes to inform that, accommodation for staying at Delhi will be arranged only for those circles which provide the information by today evening.
