सरकार कब तक बीएसएनएल के साथ भेदभाव करेगी?

 

निजी कंपनियों को वर्ष 1995 में भारत में मोबाइल सेवा शुरू करने की अनुमति दी गई थी। उस समय दूरसंचार विभाग सरकारी सेवा प्रदाता था। लेकिन दूरसंचार विभाग को मोबाइल सेवा शुरू करने की अनुमति नहीं थी। बीएसएनएल वर्ष 2002 में ही अपनी मोबाइल सेवा शुरू कर सका था। इस प्रकार सरकारी सेवा प्रदाता निजी ऑपरेटरों के प्रवेश के बाद सात साल बाद ही मोबाइल सेगमेंट में प्रवेश करने में सक्षम था।  यह सरकार द्वारा बीएसएनएल के साथ एक सुनियोजित भेदभाव है।

 

2006 से 2012 तक BSNL को मोबाइल उपकरण खरीदने की अनुमति नहीं थी। एक के बाद एक बीएसएनएल द्वारा उपकरणों की खरीद के लिए जारी निविदाओं को सरकार द्वारा किसी न किसी बहाने रद्द कर दिया गया था। इस अवधि के दौरान भारत में मोबाइल कनेक्शन तेजी से बढ़े। और इसका लाभ निजी ऑपरेटरों द्वारा उठाया गया था। और इस अवधि के दौरान बीएसएनएल घाटे में चला गया था। बीएसएनएल आज भी घाटे से बाहर नहीं निकल पा रहा है।

 

वर्ष 2010 में 3G स्पेक्ट्रम की नीलामी की गई थी। लेकिन, बीएसएनएल को नीलामी में भाग लेने की अनुमति नहीं दी गई थी। बाद में बीएसएनएल को निजी ऑपरेटर द्वारा भुगतान की गई कीमत पर 3G स्पैक्ट्रम खरीदने के लिए बाध्य होना पड़ा। एक बार फिर BSNL निजी ऑपरेटरों के बाद ही अपनी 3G सेवा शुरू कर पाया।

 

निजी ऑपरेटरों द्वारा 2015 में 4G सेवा शुरू की गई थी। लेकिन बीएसएनएल को 4G शुरू करने की अनुमति नहीं दी गई थी। यूनियनों और संघों द्वारा किए गए लंबे और निरंतर संघर्षों के बाद ही सरकार ने 2019 में घोषणा की थी कि बीएसएनएल को 4G स्पेक्ट्रम दिया जाएगा।  लेकिन इसके बाद भी, सरकार ने बीएसएनएल को नोकिया, एरिक्सन आदि जैसे वैश्विक विक्रेताओं से उपकरण खरीदने की अनुमति नहीं दी। सभी निजी ऑपरेटर बिना किसी प्रतिबंध के वैश्विक विक्रेताओं से उपकरण खरीद रहे हैं। सरकार ने जानबूझकर बीएसएनएल के 4G लॉन्चिंग में बाधाएँ खड़ी की। यह एक त्रासदी है कि आज भी बीएसएनएल अपनी 4G सेवा शुरू नहीं कर पाया है। 

 

अब सरकार ने केवल निजी ऑपरेटरों को 5G सेवा शुरू करने की अनुमति देने का फैसला किया है। फिर से बीएसएनएल के साथ भेदभाव किया गया है और उसे दरकिनार कर दिया जाता है। सरकार कब तक बीएसएनएल के साथ भेदभाव करती रहेगी ?

Government broke BSNL’s legs - now it is providing crutches to BSNL for limping.

In the budget submitted in the Parliament yesterday, the Finance Minister has announced that, Rs.44,720 crore would be provided to BSNL for launching it’s 4G service. A very big media publicity is being given to this. But, what is actually happening?  The government has already broken BSNL‘s legs. Now it is providing crutches to BSNL for limping.

 

In October, 2019, government announced that 4G spectrum would be given to BSNL. Within 2 or 3 months, BSNL could have launched it’s 4G service, by upgrading 49,300 of it’s existing BTSs. The AUAB continuously pressurised the BSNL management to upgrade the BTSs. But, it was not done. Had the upgradation of the 49,300 BTSs been made, BSNL could have launched it’s 4G service two years ago. The financial position of BSNL would have also considerably improved. But, the government did not allow BSNL to upgrade it’s BTSs. Thereafter, the same government, cancelled BSNL’s tender for procuring equipments. Government told BSNL that, it should purchase equipments only from Indian vendors. Everything was done by the government to stop BSNL’s 4G launching. BSNL’s legs were broken by the government. Now, the same government is giving Rs.44,720 crore to BSNL for launching its 4G service. This is like providing crutches to BSNL for limping.

How long will the government discriminate against BSNL?

Private companies are allowed to start mobile service in India, in the year 1995. At that time, DoT was the government service provider. But, DoT was not allowed to start Mobile service. BSNL could start it’s mobile service only in the year 2002. Thus, the government service provider was able to enter the mobile segment only after seven long years after the private operators entered.  This is a well planned discrimination against BSNL, by the government. 

 

From 2006 to 2012, BSNL was not allowed to purchase mobile equipments. One after another, the tenders floated by BSNL, to procure equipments, were cancelled by the government, under one pretext or the other. During this period mobile connections grew exponentially in India. And the benefits were reaped by private operators. And it was during this period BSNL went into loss. BSNL is unable to get out of the loss even today.

 

3G spectrum was auctioned in the year 2010. But, BSNL was not allowed to participate in the auctioning. Later on, BSNL was compelled to purchase 3G spectrum, at the price paid by the private operators. Once again, BSNL could start it’s 3G service only after the private operators did.

 

4G service was started by the private operators in 2015. But BSNL was not allowed to start 4G. It was only after long and continuous struggles waged by the unions and associations, did the government make the announcement in 2019 that, BSNL would be given 4G spectrum.  But even thereafter, government did not allow BSNL to purchase equipments from global vendors like Nokia, Ericsson, etc. All the private operators are purchasing equipments from the global vendors without any restriction. Government intentionally created road blocks in BSNL‘s 4G launching. It is a tragedy that, even today, BSNL has not been able to launch its 4G service. 

 

Now, government has decided to allow only private operators to start 5G service. Again, BSNL is discriminated and side-lined. How long will the government discriminate against BSNL?

कल संसद में पेश बजट में वित्त मंत्री सुश्री निर्मला सीतारमण ने घोषणा की है कि इस वित्तीय वर्ष में 5G स्पेक्ट्रम की नीलामी की जाएगी और 5G सेवाएं केवल निजी ऑपरेटरों द्वारा ही शुरू की जाएंगी। यह बहुत स्पष्ट है कि बीएसएनएल को अब 5G नहीं मिलेगा। निजी ऑपरेटरों ने वर्ष 2015 में 4जी सेवा शुरू की थी। लेकिन बीएसएनएल को 4जी सेवा शुरू करने की अनुमति नहीं दी गई थी। यह त्रासदी है कि बीएसएनएल आज तक 4G सेवा शुरू नहीं कर पाया है। वित्त मंत्री की घोषणा से यह स्पष्ट हो गया है कि यह भेदभाव भविष्य में भी जारी रहेगा।

In the budget submitted in the Parliament yesterday, Finance Minister, Ms.Nirmala Sitaraman has announced that, 5G spectrum would be auctioned in this financial year and that, 5G services would be started only by the private operators. It is very much clear that BSNL will not get 5G now. Private operators started 4G service in the year 2015. But, BSNL was not allowed to start 4G. It is a tragedy that, BSNL has not been able to start 4G till today. From the announcement of the Finance Minister, it has become very clear that, this discrimination is going to continue in the future also.

जनवरी, 2022 माह का वेतन वितरित नहीं किया गया : *सीएमडी बीएसएनएल ने एयूएबी के साथ हुए समझौते का उल्लंघन किया।

दिनांक 27-10-2021 को आयोजित बैठक में सीएमडी बीएसएनएल और एयूएबी के बीच सबसे महत्वपूर्ण समझौता यह हुआ था कि कर्मचारियों को जनवरी, 2022 से हर महीने की नियत तारीख को वेतन वितरित किया जाएगा। आज जनवरी, 2022 का अंतिम कार्य दिवस है। लेकिन, वेतन का वितरण नहीं किया गया है। यह बीएसएनएल के सीएमडी द्वारा किए गए करार का गंभीर उल्लंघन है। एयूएबी ने अपना कड़ा विरोध सीएमडी, बीएसएनएल और निदेशक (HR) को भेजा है। एयूएबी इस मुद्दे पर आगे की कार्रवाई के बारे में चर्चा और निर्णय लेगा।

Salary for January, 2022 not disbursed - CMD BSNL violates the agreement reached with the AUAB.

The most important agreement reached between the CMD BSNL and the AUAB, in the meeting held on 27-10-2021 is that, salary will be disbursed to the employees on the due date of every month, from January, 2022 onwards. Today is the last working day of January, 2022. But, salary is not disbursed. This is a serious violation of the agreement, by the CMD BSNL. The AUAB has sent it’s strong protest to the CMD BSNL and the Director (HR). The AUAB will discuss and decide about further action on this issue.

Preparations for the General Strike shall take place as per the schedule..

The dates of the General Strike are changed from 23rd & 24th February, 2022 to 28th & 29thMarch, 2022. However, the preparations for the strike, as decided in the All India Centre meeting held on 27-01-2022, will take place as per schedule. Accordingly, the Extended CEC meeting will be held on 06.02.2022. Gate meetings shall be organised in all places on 08-02-2022. Circle Secretaries are requested to ensure that all the district secretaries participate in the Extended CEC meeting.  Effective steps may also be taken to ensure that the gate meetings are held successfully.

Com.Saroj Ranjan Das, former Circle Secretary, Odisha circle, retires today.

Com.Saroj Ranjan Das, who had served as the Circle Secretary of BSNLEU, Odisha circle, for long years, is retiring on superannuation today. Com.S.R. Das, took over as the Circle Secretary from Com.P.R. Das. He has immensely contributed in maintaining BSNLEU as the number one Union in Odisha circle. Com.S.R. Das joined service as a telegraphist on 17.01.1984 and has completed 38 years of service. Presently, he is serving as the Circle President of Odisha circle. CHQ heartily congratulates Com.S.R. Das and wish him a long, healthy and peaceful retired life.

Dates of the General Strike changed.

The platform of Central Trade Unions and Sectoral Federations/ Associations had given call for a two day General Strike on 23rd and 24th February, 2022. In this backdrop, the meeting of this Platform was again held at New Delhi yesterday. Taking the third wave of COVID 19, as well as the elections taking place in some states into consideration, the meeting decided to change the dates of the General Strike to 28th & 29th March, 2022. 

 

Now, we have got more time for the preparation of the strike. The CHQ calls on all the circle and district unions to effectively utilise this opportunity to make the strike successful.

Special Extended Central Executive Committee meeting to be held online on 06th February, 2022.

The All India Centre meeting of BSNLEU, held online yesterday the 27.01.2022, has decided to organise a special Extended Central Executive Committee meeting on 06.02.2022. The only agenda for this special Extended CEC meeting shall be the General Strike to be organised on 23rd & 24th February, 2022. Circle Secretaries, Central office bearers and all District Secretaries shall participate in this meeting. All the Circle Secretaries are requested to ensure that, all the district secretaries of their respective circles participate in this meeting without fail. The link for this Spl. Ext. CEC meeting will be sent through WhatsApp in due course. All the circle secretaries and central office bearers are requested to ensure that, this meeting is held successfully.

All India Centre decides to postpone the All India Conference to the last week of March or first week of April, in view of COVID-19.

The All India Conference of BSNLEU is scheduled to be held at Guwahati on 7th, 8th and 9th March,2022. At the same time, the third wave of Covid 19 is spreading alarmingly. Various restrictions have been imposed in most of the states. It is not sure when the situation will become normal. In this backdrop, the All India Centre meeting of BSNLEU is held online today. The meeting held an in-depth discussion about the dates of the All India Conference. Finally, the meeting unanimously decided to postpone the conference and to hold it in the last week of March or in the first week of April. We are aware that many comrades have already booked their travel tickets to Guwahati and cancellation of tickets will result in loss to them. At the same time, if we are compelled to postpone the conference in the last minute, then it will result in loss to the entire delegates and observers. Considering this, the All India Centre has decided to postpone the AIC to the last week of March or first week of April. New dates of the Conference will be announced within a day or two, in consultation with the Reception Committee.

DPE issues order for IDA increase with effect from 01-01-2022..

The DPE has issued order for IDA increase with effect from 01-01-2022. Accordingly, the new IDA payable with effect from 01-01-2022 is 184.1%. Presently, the employees are getting 179.3% IDA.  Hence, the IDA increase with effect from 01-01-2022 will be 4.8%.
