It is a matter of great pride for all of us that, BSNL has completed 25 years of glorious service to the nation. It has served the marginalised sections of the people and also to those living in the far-flung regions.  Whenever natural calamities like cyclone and flood ravaged the country, it was only BSNL which provided communication facilities for carrying out relief and rescue operations. BSNL has played the role of the market regulator and has protected the consumers from the merciless lootings of the private operators. It is only because of the existence of the BSNL, that the private operators were not able to raise the tariffs indiscriminately. The anti- BSNL policies of the government have greatly weekend BSNL. But the united struggles consistently organised by the unions and associations, have stopped the government from handing over BSNL to the corporates, through privatisation. BSNLEU has played a pivotal role in this. Till today, BSNL remains as a 100% government company. This is a great achievement of the BSNL trade union movement.  On this occasion of silver jubilee of BSNL, we heartily congratulate all the comrades. Let us all take the pledge to strengthen BSNL for providing good quality service do the people.

As per the Consumer Price Index numbers released by the Labour Bureau on 30-09-2025,  IDA Rate on 2007-Pay-Scales is likely to increase by 6.2% w.e.f. 01-10-2025.

The Department of Expenditure, Ministry of Finance, Govt. of India, issued an order for Dearness Allowance revision effective January 1, 2025, in June 2025. Despite this, the Corporate Office has yet to release DA arrears for approximately 3,000 casual labourers, who are eligible for the benefit based on 6th CPC pay scales. The General Secretary of BSNLEU has written to the Director (HR) requesting immediate action to disburse DA arrears with the September 2025 salary. Unfortunately, the Corporate Office Management has consistently shown indifference towards timely DA payments to casual labourers. Prompt action is awaited to address this long-overdue.

A meeting of the Wage Revision Committee is held today. All the members of BSNLEU and NFTE participated in the meeting. The draft agreement copy was given to the Staff Side. Discussion took place on that draft and corrections were done. Due to some unavoidable reason, the agreement could not be signed today. Especially, in the meeting held on 17-09-2025, the proposal of the unions for increasing the minimum and maximum of NE 9 pay scale was seriously discussed. The Management Side agreed to take the issue for the approval of the top Management. However, in today's meeting, it was replied by the Management Side that, the proposal of the unions was not accepted by the top Management. After detailed discussion and as per the strong request of Com.Suresh Kumar, GS, SNATTA, it was decided to have a meeting with the CMD BSNL immediately, to discuss the NE 9 pay scale. The next meeting of the Wage Revision Committee would be held on 08-10-2025, and agreement will be signed on that day.

It is a known fact that, only BSNL was utilised by the government of India for the launching it's Swadeshi 4G Technology project. BSNL has undergone severe financial constraints and also service related problems, due to the launching of unproven Swadeshi 4G Technology in BSNL,  with the equipments supplied by the TCS. This is in fact a great sacrifice and contribution by BSNL for the perfection of Swadeshi 4G Technology. Private companies like  Jio or Airtel have got absolutely no role in this. However,  to mark the power of 4G Swadeshi Technology, an advertisement has appeared in a Gujarati newspaper. In that advertisement, BSNL's name is not at all mentioned. Only the names of Jio and Airtel are mentioned. This is nothing but publicity mischief and hijacking of the contributions made by BSNL in the perfection of Swadeshi 4G Technology. BSNLEU strongly condemns this publicity mischief.

यह सर्वविदित है कि भारत सरकार ने अपनी स्वदेशी 4G तकनीक परियोजना के प्रारंभ के लिए केवल बीएसएनएल का ही उपयोग किया था। बीएसएनएल द्वारा टीसीएस द्वारा आपूर्ति किए गए उपकरणों के साथ अप्रमाणित स्वदेशी 4G तकनीक के प्रारंभ के कारण, बीएसएनएल को गंभीर वित्तीय संकटों और सेवा संबंधी समस्याओं का सामना करना पड़ा है। यह वास्तव में स्वदेशी 4G तकनीक की पूर्णता के लिए बीएसएनएल का एक महान त्याग और योगदान है। जियो या एयरटेल जैसी निजी कंपनियों की इसमें कोई भूमिका नहीं है। हालाँकि, 4G स्वदेशी तकनीक की शक्ति को दर्शाने के लिए, एक गुजराती अखबार में एक विज्ञापन छपा है। उस विज्ञापन में बीएसएनएल का नाम बिल्कुल भी नहीं है। केवल जियो और एयरटेल के नामों का उल्लेख है। यह स्वदेशी 4G तकनीक की पूर्णता में बीएसएनएल द्वारा किए गए योगदान का प्रचार और अपहरण के अलावा और कुछ नहीं है। BSNLEU इस प्रचार शरारत की कड़ी निंदा करता है।

The BSNLEU Circle Executive Committee meeting of Kerala Circle was held on 24/09/2025 at Trivandrum. The CEC meeting was presided over by Circle President , Com. Beena John.  All India President, Com.M. Vijayakumar, inaugurated the Executive Committee. He spoke on important international situations and the wrong policies being followed by the Central Government which is against the workers and common man. He explained about the Wage Revision Committee discussions, 4G issues, poor quality of services in mobile and FTTH and also staff matters. He requested the comrades to make preparations for the next Membership Verification by campaigning on BSNL 4G issues, poor quality of service and also the policy of the Government to weaken BSNL. WWCC Convenor, K N Jyothilakshmi, Circle WWCC Convenor, K Rekha, also addressed the Circle Executive Committee meeting. Reports on activity were presented by the Circle Secretary.  All Circle Executive Committee members participated in the discussion. It is decided to strengthen the Co-ordination Committee. The need for strengthening the CCWF was also discussed. As part of the Circle Executive committee meeting, a felicitation function to the All India President Com.M.Vijayakumar was organised. Com. R.Muraleedharan Nair, AGS, AIBDPA, inaugurated the function. Circle President, Beena John, WWCC Convenor, K.N. Jyothilakshmi, Anilkumar (NFPE), Vikraman Nair, C.Ramachandran (AIBDPA), Ajith Sankar, R.Rajeshkumar also spoke on the occasion.

केरल सर्किल ने अपनी सर्किल कार्यकारी समिति का आयोजन किया।

केरल सर्किल की BSNLEU सर्किल कार्यकारी समिति की बैठक 24/09/2025 को त्रिवेंद्रम में आयोजित की गई। सर्किल कार्यकारी समिति की बैठक की अध्यक्षता सर्किल अध्यक्ष साथी  बीना जॉन ने की। अखिल भारतीय अध्यक्ष साथी  एम. विजयकुमार ने कार्यकारी समिति का उद्घाटन किया। उन्होंने महत्वपूर्ण अंतर्राष्ट्रीय परिस्थितियों और केंद्र सरकार द्वारा अपनाई जा रही गलत नीतियों पर बात की, जो श्रमिकों और आम आदमी के खिलाफ हैं। उन्होंने वेतन संशोधन समिति की चर्चाओं, 4G मुद्दों, मोबाइल और एफटीटीएच में सेवाओं की खराब गुणवत्ता और कर्मचारियों के मामलों के बारे में बताया। उन्होंने साथियों से बीएसएनएल 4G मुद्दों, सेवा की खराब गुणवत्ता और बीएसएनएल को कमजोर करने की सरकार की नीति पर अभियान चलाकर अगले सदस्यता सत्यापन की तैयारी करने का अनुरोध किया। डब्ल्यूडब्ल्यूसीसी संयोजक, के एन ज्योतिलक्ष्मी, मंडल डब्ल्यूडब्ल्यूसीसी संयोजक, के. रेखा ने भी सर्किल कार्यकारी समिति की बैठक को संबोधित किया। सर्किल सचिव द्वारा गतिविधि पर रिपोर्ट प्रस्तुत की गई। सभी सर्किल कार्यकारी समिति के सदस्यों ने चर्चा में भाग लिया। समन्वय समिति को सुदृढ़ करने का निर्णय लिया गया। सीसीडब्ल्यूएफ को सुदृढ़ बनाने की आवश्यकता पर भी चर्चा हुई। सर्किल कार्यकारिणी समिति की बैठक के एक भाग के रूप में, अखिल भारतीय अध्यक्ष साथी  एम. विजयकुमार का अभिनंदन समारोह आयोजित किया गया। एआईबीडीपीए के सहायक महासचिव साथी  आर. मुरलीधरन नायर ने समारोह का उद्घाटन किया। सर्किल अध्यक्ष बीना जॉन, डब्ल्यूडब्ल्यूसीसी संयोजक के एन ज्योतिलक्ष्मी, अनिलकुमार (एनएफपीई), विक्रमन नायर, सी. रामचंद्रन (एआईबीडीपीए), अजित शंकर, आर. राजेशकुमार ने भी इस अवसर पर अपने विचार रखे।

BSNLEU is continuously demanding that, cancellation of the JTO LICEs conducted in Punjab circle for the vacancy years 2015-16, 2016-17 and 2017-18 should be immediately reviewed. The irrational cancellation of these JTO LICEs by the Corporate Office, has done a very big injustice and discrimination to the JTO LICE candidates of Punjab circle. BSNL EU is continuously taking up this issue at the levels of the Director(HR) and the CMD BSNL. In the meanwhile, the CGM Punjab circle has also written letter to the Corporate Office, demanding review of the cancellation of the JTO LICEs. Despite repeated discussions at the corporate office level by BSNLEU, the issue remains unresolved. On the contrary, the Corporate Office has issued notification for holding the JTO LICE for the vacancy year 2024, without finding solution to the original issue of cancellation of the 3 JTO LICEs. Hence, BSNLEU has urgently written letter to the CMD BSNL, demanding solution to the issue by reviewing cancellation of the JTO LICEs.

In solidarity with the struggles of Chennai and Tamil Nadu circle employees, all unions and associations of BSNL have united to launch a countrywide agitational program on 6th October 2025. The office bearers have faced victimization through charge sheets and penalties for advocating for employees' rights and seeking hearings with the CGM of Chennai Telecom and Tamil Nadu circle. Despite repeated efforts by unions and associations at both circle and corporate levels, the management has failed to address the issues seriously. With no resolution in sight, the General Secretaries of various BSNL unions and associations have jointly served a notice for a nationwide protest on 6th October 2025. While we hope the corporate management will intervene urgently to prevent further escalation, the unions and associations remain determined to oppose any regressive actions by the management at all levels. We are committed to ensuring justice for employees and will take all necessary steps to achieve this goal.

As has been already intimated, the next meeting of the Wage Revision Committee will be held on 26.09.2025. The Corporate Office has issued notification for this meeting. A copy of the notification is enclosed.

Yesterday, Com.Animesh Mitra, General Secretary of BSNLEU, met with the Director (HR) and Chairman of the Wage Negotiation Committee to discuss the upcoming meeting. Today, he met with the Chairman and PGM (SR) to review the issues to be discussed. It was noted that the notice for the meeting had yet to be issued by the SR Section. The General Secretary also inquired about the management's stance on the issues raised by the unions in the previous meeting. The Chairman and PGM (SR) indicated that there were no major developments. However, the General Secretary stressed the importance of holding the meeting as scheduled on 26th September and considering the union's demands.

It was a good discussion on the issue of the Organisation by the district secretaries and circle office bearers in the CWC meeting of UP (East) circle held at Ayodhya on 20.09.2025. Com.Anand Kumar Singh, President, BSNLEU, UP(East) circle, presided over the meeting. In the morning, the meeting was started through hoisting of the Union Flag and also pay the homage to the martyr’s. Com.Animesh Chandra Mitra, GS, had spoken elaborately about the role of the BSNLEU to complete the Wage Negotiation agreement without further delay. He calls upon the leadership of UP (East) circle to perform a good result in the next Membership Verification in UP (East) circle. Com.Tilak Raj Tiwari, CS, UP(East) circle, narrated the main issues to be discussed in the CWC meeting. District secretaries and circle office bearers highlighted their issues and the organisational views also to overcome the situation in UP (East) circle. It is good that, the circle unions has organised a special meeting in the 2^nd part of the day on the casual contract labours issues for which the CEC members had also narrated their views. Com.Jitlal Mourya, AGS, BSNLCCWF, were also present in the meeting and deliberated his valuable speech. BSNLEU has taken a decision to reorganise the BSNLCCWF within a short period.

We know that, big corporates like Adani are looting the natural resources of our country, with the help of the people in the power. He has got one more jackpot from the government. This time, from the Bihar government. He has got 1020 acres of prime agricultural land for 25 years of lease. Do you know what is the money Adani has to pay for this land? Ha !Ha !! Ha !!! Just Rs.1 for 1 acre of land per year. Adani has been allotted these 1020 acres of agricultural land in Bhagalpur district of Bihar, for the construction of coal - based power plant. The peasants of these lands are crying that, proper compensation is not paid to them. Adani is not a poor man. He is one of the biggest corporates in the world. Why should the government allow him to loot the agricultural lands of the poor farmers, in the name of construction of power plant?

The emergent online meeting of BSNLWWCC was held on 21.09.2025. Com. Ramadevi, Vice President (CHQ), presided over the meeting, while Com. P. Abhimanyu, Vice President (CHQ), inaugurated it. Seventeen comrades participated, including 13 women comrades from 9 circles. Com. P. Abhimanyu discussed the current BSNL situation, focusing on PRC issues and BSNLEU's role in the agreement. Com. Jyothilakshmi, Convenor of BSNLWWCC, presented key discussion points, including participation in CITU's Women Convention in Hyderabad on 1st & 2nd November, 2025, and preparations for the next All India Convention of BSNLWWCC. Members expressed concerns about BSNL's service issues, leading to customer loss. Com. M. Vijayakumar, President (CHQ) and Com. Animesh Chandra Mitra, General Secretary, provided valuable guidance. The meeting concluded with decisions to improve BSNLWWCC's functioning in underperforming circles.

He requested the comrades to make preparations for the next membership verification by strengthening the union further. Circle President Com. Nagesh Nalawade presided over the Convention. CGMT Maharashtra Circle Shri Harinder Kumar participated as a Chief Guest and presented his views on the subject.
