The festival of Onam will be celebrated in Kerala in the month of August, 2023. Similarly, the Ganpati festival will be celebrated in Maharashtra in the month of September, 2023. In view of this, the Department of Expenditure, Ministry of Finance, has announced that, the salary for the Central Government Employees working in both these states will be disbursed as per the following schedule:

(i)             Kerala                             – 25.08.2023 (Friday)

(ii)           Maharashtra                   – 27.09.2023 (Wednesday)

In view of this, BSNLEU has written letter to the CMD BSNL today, demanding that August salary should be disbursed in Kerala on 25.08.2023 and September salary in Maharashtra should be disbursed on 27.09.2023.

केरल में ओणम का त्योहार अगस्त, 2023 में मनाया जाएगा। इसी तरह, महाराष्ट्र में गणपति उत्सव सितंबर, 2023 के महीने में मनाया जाएगा। इसे देखते हुए, वित्त मंत्रालय के व्यय विभाग द्वारा घोषणा की गई है कि, इन दोनों राज्यों में काम करने वाले केंद्र सरकार के कर्मचारियों का वेतन निम्नलिखित अनुसूची के अनुसार वितरित किया जाएगा : केरल - 25.08.2023 (शुक्रवार) महाराष्ट्र – 27.09.2023 (बुधवार) इसे देखते हुए BSNLEU ने आज सीएमडी बीएसएनएल को पत्र लिखकर मांग की है कि केरल में अगस्त का वेतन 25.08.2023 को और महाराष्ट्र में सितंबर का वेतन 27.09.2023 को दिया जाए। ससम्मान। 

The two day All India Conference of BSNL Casual and Contract Workers Federation successfully came to an end at 05:00 pm yesterday. Totally, 214 delegates participated in this Conference from 22 circles. Out of this, 36 delegates participated in the deliberations. It is brought out in the deliberations that, Minimum Wage is not being paid anywhere. Similarly, social security measures such as EPF and ESI are also not being implemented. It became crystal clear that the Labour Laws of the land are not being followed by the contractors. Even under the SLA based outsourcing system, BSNL continues to be the principal employer. Com.P.Abhimanyu, GS, BSNLEU, as well as Vice President of the BSNLCCWF, replied to the issues raised by the delegates in the deliberations. Finally, Com.Animesh Mitra, Secretary General, BSNLCCWF, delivered the summing up address. Resolutions were passed in the conference, demanding implementation of Minimum Wage, EPF and ESI to the contract workers, regularisation of the left out TSM’s and casual labourers, and also revision of their wages based on the 7th CPC pay scale. Many other resolutions were also passed in the Conference. In the election of office bearers, Com.P.Abhimanyu is elected as the President and Com.Animesh Mitra is elected as the Secretary General unanimously.   Other office bearers were also elected unanimously.

बीएसएनएलसीसीडब्ल्यूएफ का चौथा अखिल भारतीय सम्मेलन सफलतापूर्वक संपन्न हुआ।

 बीएसएनएल कैजुअल एंड कॉन्ट्रैक्ट वर्कर्स फेडरेशन का दो दिवसीय अखिल भारतीय सम्मेलन कल शाम 05:00 बजे सफलतापूर्वक समाप्त हो गया। इस सम्मेलन में कुल 22 सर्कलों से 214 प्रतिनिधियों ने भाग लिया। इसमें से 36 प्रतिनिधियों ने विचार-विमर्श में भाग लिया। विवेचना में यह बात सामने आयी कि कहीं भी न्यूनतम वेतन का भुगतान नहीं किया जा रहा है। इसी तरह, ईपीएफ और ईएसआई जैसे सामाजिक सुरक्षा उपायों को भी लागू नहीं किया जा रहा है। यह बिल्कुल स्पष्ट हो गया कि ठेकेदारों द्वारा देश के श्रम कानूनों का पालन नहीं किया जा रहा है। एसएलए आधारित आउटसोर्सिंग प्रणाली के तहत भी, बीएसएनएल प्रमुख नियोक्ता बना हुआ है। साथी पी. अभिमन्यु, महासचिव, BSNLEU और बीएसएनएलसीसीडब्ल्यूएफ के उपाध्यक्ष, ने विचार-विमर्श में प्रतिनिधियों द्वारा उठाए गए मुद्दों का जवाब दिया। अंत में, बीएसएनएलसीसीडब्ल्यूएफ के महासचिव साथी अनिमेष मित्रा ने सारांश भाषण दिया। सम्मेलन में प्रस्ताव पारित किए गए, जिसमें ठेका श्रमिकों के लिए न्यूनतम वेतन, ईपीएफ और ईएसआई लागू करने, छूटे हुए टीएसएम और कैजुअल मजदूरों को नियमित करने और 7वें सीपीसी वेतनमान के आधार पर उनके वेतन में संशोधन की मांग की गई। सम्मेलन में कई अन्य प्रस्ताव भी पारित किये गये। पदाधिकारियों के चुनाव में साथी पी.अभिमन्यु को अध्यक्ष और साथी अनिमेष मित्रा को सर्वसम्मति से महासचिव चुना गया है। अन्य पदाधिकारी भी सर्वसम्मति से चुने गए। 

The 4^th All India Conference of BSNL Casual & Contract Workers Federation (BSNLCCWF) started enthusiastically at Kolkata today. The two day Conference started with the hoisting of Union Flag by Com.V.A.N. Namboodiri, President, BSNLCCWF. This was followed by a brief cultural programme. Com.Animesh Mitra, Secretary General, BSNLCCWF, welcomed everyone. Com.K.Hemalata, President, CITU, delivered the inaugural address, in which she explained about the anti-worker and pro-corporate policies of the government and the united struggles being organised by the joint platform of the Central Trade Unions. Com.P.Abhimanyu, GS, BSNLEU, addressed the Conference and spoke in detail on the attacks on the contract workers, by the BSNL Management. Com.Anadi Sahoo, General Secretary, CITU, West Bengal state and Com.Sanjib Banerjee, Asstt. General Secretary, AIBDPA, addressed and greeted the Conference. After the lunch break, the delegates session started and is going on. The Conference will get concluded tomorrow evening.  

बीएसएनएलसीसीडब्ल्यूएफ का दो दिवसीय अखिल भारतीय सम्मेलन कोलकाता में उत्साहपूर्वक शुरू हुआ।

बीएसएनएल कैजुअल एंड कॉन्ट्रैक्ट वर्कर्स फेडरेशन (बीएसएनएलसीसीडब्ल्यूएफ) का चौथा अखिल भारतीय सम्मेलन आज कोलकाता में उत्साहपूर्वक शुरू हुआ। दो दिवसीय सम्मेलन की शुरुआत साथी वी.ए.एन. नंबूदिरी, अध्यक्ष, बीएसएनएलसीसीडब्ल्यूएफ द्वारा संघ ध्वज फहराने के साथ हुई। इसके बाद एक संक्षिप्त सांस्कृतिक कार्यक्रम आयोजित किया गया। बीएसएनएलसीसीडब्ल्यूएफ के महासचिव साथी अनिमेष मित्रा ने सभी का स्वागत किया। सीटू की अध्यक्ष साथी के. हेमलता ने उद्घाटन भाषण दिया, जिसमें उन्होंने सरकार की मजदूर विरोधी और कॉर्पोरेट समर्थक नीतियों और केंद्रीय ट्रेड यूनियनों के संयुक्त मंच द्वारा आयोजित किए जा रहे एकजुट संघर्षों के बारे में बताया। BSNLEU के महासचिव साथी पी.अभिमन्यु ने सम्मेलन को संबोधित किया और बीएसएनएल प्रबंधन द्वारा कोंट्रेक्ट वर्कर्स पर किए जा रहे हमलों पर विस्तार से बात की। साथी अनादि साहू, महासचिव, सीआईटीयु, पश्चिम बंगाल राज्य और साथी संजीब बनर्जी, एआईबीडीपीए के सहायक महासचिव ने सम्मेलन को संबोधित किया और शुभकामनाएं दीं। भोजनावकाश के बाद प्रतिनिधियों का सत्र शुरू हुआ जो चल रहा है। सम्मेलन का समापन कल शाम को होगा।

The 11^th All India Conference of BEFI is being held at Chennai. Nearly 1,000 comrades are attending this Conference. Com.C.J. Nanda Kumar, National President, BEFI, is presiding over this 3 day Conference. Com.Tapan Sen, General Secretary, CITU, inaugurated this Conference. Com.P.Abhimanyu, GS, BSNLEU, has been invited to address this Conference. However, he couldn’t attend, since he is participating in the All India Conference of BSNLCCWF at Kolkata. Hence, on behalf of BSNLEU, Com.S.Chellappa, AGS, addressed the Conference. BSNLEU wishes the 11^th All India Conference of BEFI all success. 

साथी एस.चेलप्पा, सहायक महासचिव ने चेन्नई में बीईएफआई के 11वें अखिल भारतीय सम्मेलन को संबोधित किया।

बीईएफआई का 11वां अखिल भारतीय सम्मेलन चेन्नई में आयोजित किया जा रहा है। इस सम्मेलन में लगभग 1,000 साथी भाग ले रहे हैं। साथी सी जे नंद कुमार, बीईएफआई के राष्ट्रीय अध्यक्ष इस सम्मेलन की अध्यक्षता कर रहे हैं। सीआईटीयु के महासचिव साथी तपन सेन ने इस सम्मेलन का उद्घाटन किया। इस सम्मेलन को संबोधित करने के लिए साथी पी. अभिमन्यु, महासचिव, BSNLEU को आमंत्रित किया गया है, लेकिन, वह उपस्थित नहीं हो सके, क्योंकि वह कोलकाता में बीएसएनएलसीसीडब्ल्यूएफ के अखिल भारतीय सम्मेलन में भाग ले रहे हैं। इसलिए, BSNLEU की ओर से साथी एस.चेलप्पा, सहायक महासचिव ने सम्मेलन को संबोधित किया। BSNLEU बीईएफआई के 11वें अखिल भारतीय सम्मेलन की सफलता की कामना करता है।

The Ministry of Housing and Urban Affairs has increased the licence fee for residential accommodations. Following this, the BSNL Corporate Office has also issued letter, increasing the licence fee for BSNL residential accommodations. It is known to the Management that, the repairings have not been done in the residential accommodations for the past many years, due to paucity of funds. In many cases, the employees have been forced to carry out the repairings by spending money out of their pockets. Hence, under these circumstances, it is not justified to increase the licence fee. Hence, BSNLEU has written to the CMD BSNL, requesting not to increase the licence fee for the time being.

*फिलहाल लाइसेंस फी न बढ़ाएं-BSNLEU ने सीएमडी बीएसएनएल को पत्र लिखा।*

आवास और शहरी मामलों के मंत्रालय ने आवासीय आवास के लिए लाइसेंस फी में वृद्धि की है। इसके बाद, बीएसएनएल कॉर्पोरेट कार्यालय ने भी पत्र जारी कर बीएसएनएल आवासीय आवास के लिए लाइसेंस फी बढ़ा दिया है। प्रबंधन को मालूम है कि पिछले कई वर्षों से फंड की कमी के कारण आवासीय आवासों में मरम्मत नहीं करायी गयी है। कई मामलों में, कर्मचारियों को अपनी जेब से पैसे खर्च करके मरम्मत करने के लिए मजबूर होना पड़ा है। अत: इन परिस्थितियों में लाइसेंस फी बढ़ाना उचित नहीं है। इसलिए, BSNLEU ने सीएमडी बीएसएनएल को पत्र लिखकर फिलहाल लाइसेंस फी न बढ़ाने का अनुरोध किया है।

After letter was issued by the Department of Pension and Pensioners Welfare on 03^rd March, 2023, regarding the applicability of Old Pension Scheme to the employees recruited against the posts advertised / notified prior to the notification of the National Pension Scheme, BSNLEU, wrote a letter to the Secretary, Telecom. In that letter dated 12.05.2023, BSNLEU has demanded that, the BSNL employees who were recruited against the posts / vacancies which were advertised / notified for recruitment / appointment, prior to the formation of BSNL, should be treated as DoT recruitees and should be issued with Presidential Orders. The DoT has given it’s reply to the above issue raised by BSNLEU. In it’s letter dated 14.07.2023, addressed to the CMD BSNL, the DoT has referred to the letter written by the General Secretary, BSNLEU, vide letter no.BSNLEU/511(Rectt.) dated 12.05.2023, raising this issue. In it’s reply, the DoT has stated that, “any employee who has been formally appointed by BSNL on or after 01.10.2000 and joined BSNL, is BSNL appointee and the need for issuing Presidential Order does not arise”. Copy of the DoT letter is enclosed for the information of our comrades.

*डीओटी अवधि के दौरान विज्ञापित/अधिसूचित पदों पर भर्ती किए गए कर्मचारियों को प्रेसिडेंशियल ऑर्डर जारी करने के संबंध में BSNLEU की मांग को डीओटी ने खारिज कर दिया।*

राष्ट्रीय पेंशन योजना की अधिसूचना से पहले विज्ञापित/अधिसूचित पदों पर भर्ती किए गए कर्मचारियों के लिए पुरानी पेंशन योजना की प्रयोज्यता के संबंध में पेंशन और पेंशनर विभाग द्वारा 03 मार्च, 2023 को पत्र जारी किए जाने के बाद, BSNLEU ने सचिव, दूरसंचार को 12.05.2023 को पत्र लिखा। यह पत्र में, BSNLEU ने मांग की है कि, बीएसएनएल के गठन से पहले, जिन बीएसएनएल कर्मचारियों को उन पदों/रिक्त पदों पर भर्ती किया गया था, जिन्हें भर्ती/नियुक्ति के लिए विज्ञापित/अधिसूचित किया गया था, उन्हें डीओटी द्वारा भर्ती कर्मचारियों के रूप में माना जाना चाहिए और प्रेसिडेंशियल ऑर्डर जारी किया जाना चाहिए। डीओटी ने BSNLEU द्वारा उठाए गए उपरोक्त मुद्दे पर अपना जवाब दिया है। सीएमडी बीएसएनएल को संबोधित दिनांक 14.07.2023 के अपने पत्र में, डीओटी ने इस मुद्दे को उठाते हुए, महासचिव, BSNLEU  द्वारा पत्र संख्या.BSNLEU/511(Rectt.) दिनांक 12.05.2023 के माध्यम से लिखे गए पत्र का उल्लेख किया है। अपने उत्तर में, डीओटी ने कहा है कि, *"कोई भी कर्मचारी जो 01.10.2000 को या उसके बाद औपचारिक रूप से बीएसएनएल द्वारा नियुक्त किया गया है और बीएसएनएल में शामिल हुआ है, वह बीएसएनएल नियुक्त व्यक्ति है और प्रेसिडेंशियल ऑर्डर जारी करने की आवश्यकता नहीं है"।* डीओटी के यह पत्र की प्रति हमारे साथियों की जानकारी के लिए संलग्न है।

While addressing the National Council meeting, the CMD BSNL gave the details of BSNL’s 4G launching. Further he stated that, action would be taken ruthlessly against the non-performers.

Responding to the speech of the CMD BSNL, Com.P.Abhimanyu,GS, BSNLEU and Secretary, Staff Side, made the following points:-

1. The Staff Side appreciates the efforts being taken by the CMD BSNL and the BSNL Management with regards to the revival of BSNL. At the same time, it is also true that, the policies being pursued by the government are creating hurdles in the revival of BSNL.

2. As regards the CMD BSNL’s warning that ruthless action would be taken against non-performers, the GS, BSNLEU, stated that “Trade Union represents workers and not shirkers”. 

3. As regards, achieving the targets for the revival of BSNL, the GS, BSNLEU quoted the saying “An army commander orders, but a leader inspires”. The GS, BSNLEU, expressed his desire that, the CMD BSNL should act as a leader and should inspire the workforce. 

Shri P.K. Purwar, CMD BSNL, addressed the National Council meeting held on 07.08.2023 and briefed on the developmental activities of BSNL. The following are the important points told by the CMD BSNL:-

• Delivery of 4G equipments to BSNL will be completed within 12 months and installation of the equipments will be completed within 15 months from the date of issuing of the Purchase Order (PO).

• 200 sites have been formally inaugurated last month. This is for testing the equipments in real life conditions.

• Orders have been placed to purchase 35,000 KMs length of optic fibre cable and 22,000 battery sets.

• The problem of shortage of materials will be resolved very soon.

• There is a delay in BSNL’s 4G launching. Hence, it is becoming difficult to maintain our mobile customer base. But, there is no alternative.

• BSNL is giving 1,10,000 FTTH connections per month. But, 50 to 60 percent of these connections are getting disconnected.

• BSNL has got the government project of installing 20,000 towers. The Company will get Rs.3,000 crore from this project.

• The Kochi Lakshadweep project for providing FTTH connections on demand, has been completed 2 months ahead of the due date.

• BSNL has also got the government project of providing FTTH to 2,40,000 Gram Panchayat. 1.5 crore FTTH connections will be provided under this project, out of which BSNL will get Rs.15,000 crore.

• Management and employees have to work jointly for the Revival of BSNL. 99% uptime of the network should be achieved.

• After 3 months, responsibility will be fixed and action will be taken ruthlessly against non-performers.

Wage Negotiating Committee for the Non-Executives was formed on 20.07.2018. In this Committee, the new pay scales of the Non-Executives are unanimously agreed to, both by the Management and the Recognised Unions on 27.07.2018. However, thereafter, the Management Side wanted to reduce the minimum and the maximum of these pay scales, so as to cut down the expenditure on payment of Pension Contribution. If this is done, the problem of stagnation will continue in the future also. Further, this will increase the gap between the pay scales of the Executives and Non-Executives in a big way. Hence, the Unions did not accept to reduce the pay scales and there is a deadlock in the Wage Negotiating Committee. This issue was prominently raised by the Staff Side in the National Council meeting held on 07.08.2023. The Staff Side raised the two questions to the Director(HR). 

1. The Management is also a party to the new Pay Scales finalised in the Wage Negotiating Committee on 27-07-2018. Then, why the Management wants to cut down those pay scales now?

2. Management has no power to reduce the minimum or the maximum of the Executive pay scales, already recommended by the 3^rd Pay Revision Committee. Then, why the Management wants to reduce the pay scales of the Non-Executives alone?

All the Staff members strongly argued that, the pay scales of the Non-Executives already accepted both by the Management and the Unions in the Wage Negotiating Committee, should not be reduced. 

Decision:

The Director (HR) stated that the points raised by the Staff Side, i.e., agreed pay scales should not be changed, will be looked into by the Management Side of the Wage Negotiating Committee.

07-08-2023 को आयोजित नेशनल काउंसिल की बैठक में वेतन पुनरीक्षण मुद्दे पर चर्चा हुई।

नोन एक्ज़िक्यूटिव्स के लिए वेइज नेगोशियेटिंग कमिटी का गठन 20.07.2018 को किया गया था। इस कमिटी में, 27.07.2018 को प्रबंधन और मान्यता प्राप्त यूनियनों द्वारा नोन एक्ज़िक्यूटिव कर्मचारियों के नए वेतनमान पर सर्वसम्मति से सहमति व्यक्त की गई। हालाँकि, इसके बाद, प्रबंधन पक्ष इन वेतनमानों के न्यूनतम और अधिकतम को कम करना चाहता था, ताकि पेंशन अंशदान के भुगतान पर होने वाले व्यय में कटौती की जा सके। अगर ऐसा किया गया तो भविष्य में भी स्थगन की समस्या बनी रहेगी। इसके अलावा, इससे एक्ज़ीक्यूटिव अधिकारियों और नोन एक्ज़ीक्यूटिव के वेतनमान के बीच बड़े पैमाने पर अंतर बढ़ जाएगा। इसलिए यूनियनों ने वेतनमान कम करना स्वीकार नहीं किया और वेइज नेगोशियेटिंग कमिटी में गतिरोध बना हुआ है। दिनांक 07.08.2023 को आयोजित नेशनल काउंसिल की बैठक में कर्मचारी पक्ष द्वारा इस मुद्दे को प्रमुखता से उठाया गया था। कर्मचारी पक्ष ने निदेशक (मानव संसाधन) से दो प्रश्न उठाए।

1. 27-07-2018 को वेइज नेगोशियेटिंग कमिटी में अंतिम रूप दिए गए नए वेतनमान में प्रबंधन भी एक पक्ष है। फिर, प्रबंधन अब उन वेतनमानों में कटौती क्यों करना चाहता है ?
2. प्रबंधन के पास पे रिवीज़न कमिटी द्वारा पहले से ही अनुशंसित एक्ज़ीक्यूटिव वेतनमान के न्यूनतम या अधिकतम को कम करने की कोई शक्ति नहीं है। फिर, प्रबंधन अकेले नोन एक्ज़ीक्यूटिव का वेतनमान क्यों कम करना चाहता है ?

सभी स्टाफ सदस्यों ने दृढ़तापूर्वक तर्क दिया कि वेइज नेगोशियेटिंग कमिटी में प्रबंधन और यूनियन दोनों द्वारा पहले से ही स्वीकार किए गए नोन एक्ज़ीक्यूटिव कर्मचारियों के वेतनमान को कम नहीं किया जाना चाहिए।

*निर्णय :*

निदेशक (मानव संसाधन) ने कहा कि कर्मचारी पक्ष द्वारा उठाए गए पोइंट यानी, सहमत वेतनमान को नहीं बदला जाना चाहिए, वेइज नेगोशियेटिंग कमिटी के प्रबंधन पक्ष द्वारा देखा जाएगा।
